Instructions:
Registration and scheduling for appearing in the DNB-PDCET examination
is to be undertaken online at the website www.natboard.edu.in
Application forms CANNOT be submitted in offline mode /printed copy
by post.
Online applications can be accessed and completed till 23:59 hrs on 10th
November, 2013 only.
*Completing Post Diploma Qualification means candidate should have
completed the requisite two years training and his /her result of the final
examination of the requisite Post Diploma qualification should have been
declared by the cut off date i.e. 31st December, 2013.
Candidates who are not completing the training by the cut off date or their
final result has not been declared by the cut off date or they have not
qualified in the requisite examination need not apply.

INTRODUCTION
The Government of India established the National Board of Examinations
(NBE) in 1975 with the objective of improving the quality of the Medical
Education by establishing high and uniform standards of postgraduate
examinations in modern medicine on an all India basis and utilizing existing
infrastructure for capacity building.
NBE at present conducts postgraduate and postdoctoral examinations in
approved specialties leading to the award of Diplomate of National Board.
The Medical Council of India has laid down standards for postgraduate
examinations conducted by various medical colleges and affiliated to
concerned universities and other institutions, yet the levels of proficiency
and standards of evaluation vary considerably in these institutions.
The Examinations conducted by NBE provide a common standard and
mechanism of evaluation of minimum level of attainment of the knowledge
and competencies of medical specialists. Moreover, intra country and
international comparisons are facilitated with the availability of common
evaluation mechanism.

The validity of the merit position / score shall be for the same admission
session. The merit position / score obtained shall not be carried forward.
2.21 Candidate possessing PGDHHM qualification and PGDMCH/PGDGM
qualification awarded by Indira Gandhi National Open University shall be
permitted to enroll as a secondary candidate in the DNB HAH and DNB
Family Medicine respectively on the basis of marks obtained in the Exit
Examinations of the respective diploma qualifications.
2.22 All the correspondence should preferably be addressed by e-mail. The e-mail
query shall be addressed only if it is not anonymous and contains the name,
postal address and contact telephone number of the sender. An e-mail
containing vague or general queries that are contained in the Information
Bulletin shall not be entertained. Queries shall not be entertained from person
claiming themselves to be representative, associates or officiates of the
applicant candidate. The following information shall not be revealed by
phone or email:
a. Internal documentation /status.
b. Internal Decision making process of National Board of Examinations
c. Any claim /counter claim thereof.
d. Dates & venue of internal meetings or name of the staff/officers dealing.
e. Any information which in the opinion of NBE cannot be revealed.
2.23. The PDCET shall be conducted by NBE at exam centres engaged for the
purpose. Candidates are advised to familiarize themselves with the route
and location of the exam centre; location maps for all test centres are
available on the website.
2.24 Candidates are advised to look into www.natboard.edu.in regularly for
various information and notices pertaining to PDCET examination.
2.25 A Practice Test is available for the benefit of candidates to familiarize themselves
with the Computer Based Test format at website www.natboard.edu.in
Applicants will be able to access the practice test in Nov., 2013 upon entering
their testing ID (issued at the end of registration process).
2.26 Candidates kindly note that by registering for the PDCET, they are covered
by Non Disclosure Agreement (NDA); as per NDA candidates cannot
disclose any question or contents of question paper in part or otherwise with
any person or party or website or such other media/publication. Any act in
breach of the NDA shall be liable for penal action as per law, kindly note that
this is a punishable offence and shall lead to cancellation of candidature at
the bare threshold.
2.27 The candidate is deemed to have read, agreed and accepted the
Information Bulletin and the terms and conditions in the information bulletin
for PDCET on completing the registration form.
2.28 Only bonafide applicants are allowed to appear in exam, NBE reserves its
rights to take action as deemed appropriate against applicants who are not
bonafide admission seekers to DNB programme.
2.29 The jurisdiction for court cases/disputes shall be within the exclusive
jurisdiction of competent courts at Delhi/New Delhi only.

All the candidate who appear in the above examination will be given a merit
position (rank) based on the descending order of the marks obtained by
them in the above examinations. The merit list shall be published specialty
wise (merit list for DGO, DMRD, DMRT, DORTHO, DOMS, DLO, DA, DVD,
DPM, DCH, DNM, DTCD, DPMR DCP etc. shall be published separately).

the postgraduate DNB degree programme is mentioned at Annexure B.

Candidates who have passed the final examination leading to the award of
Post Graduate Diploma from Indian Universities which are duly recognized
as per provisions of Indian Medical Council Act 1956, Govt of India i.e. have
passed/Passing the final examinations for Post graduate diploma on or
before 31st December 2013 can apply for the Post diploma CET
examination in the same Broad specialty.
A proof to this effect has to be produced at the time of Counseling for
admission to January, 2014 admission session.

Requests for appearing in PDCET from candidates who are qualifying and
getting their results of the basic eligibility qualification after 31st Dec 2013
shall be summarily rejected.
Candidate who are qualifying their PG Diploma exit examination or and
getting their results after 31st Dec 2013 or likely to qualify after 31st Dec 2013
need not apply in the PDCET exam as they shall be ineligible to participate
at any stage of the admission
Candidates already pursuing a MD/MS/DNB course are not eligible to
appear for the PDCET till such time they have completed the duration of
prescribed course or have been discharged from the course.
Registration and /or appearance in PDCET do not confer any automatic
rights upon the candidate for admission at NBE accredited hospital /
institute.
Registration with M.C.I./State Medical Council is necessary and its
documentary proof should be furnished at the time of counseling.

Kindly purchase Composite Information Bulletin-cum-Examination Fee
Voucher from the selected branches of Axis Bank. Refer to Annexure C of
this Information Bulletin for list of branches of Axis Bank.
The unique serial number on the Information Bulletin-cum-Examination
Fee Voucher is available underneath the scratch panel and needs to be
entered on the DNB-PDCET website for the online registration and
scheduling process.

The standard of the examinations shall be at the level of Final MBBS (Exit
Examination)
The above scheme is indicative and purely provisional. NBE reserves its
rights to alter /vary /amend the same.
Candidates successful in the PDCET shall participate in a Centralized
merit based counseling conducted by National Board of Examinations for
allotment of DNB seats at NBE accredited Institutions/hospitals/medical
colleges in order of their specialty specific merit and candidate shall be able
to opt for the NBE accredited institution/hospital/medical college of their
choice as per availability at their merit.
The provisional list of National Board of Examinations accredited institutes
where candidates can pursue DNB can be Annexure - E.
The examination shall be a multiple choice questions test delivered using
computer network as per scheme prescribed.

At the end of Registration and Scheduling process the applicant will get a
computer generated acknowledgement and an admit card at the registered
e-mail ID of the applicant. A print out of this admit card constitutes the
Admit Card-cum-Confirmation Slip. Candidate is required to affix a latest
passport size photograph of the following specifications on this admit card.
Candidate is required to bring a print out of this admit card to the Test centre
along with an identification document as per para 6.5 below.
Specifications for Photograph
The photograph needs to display full front view of the face. Please look
directly into the camera with a neutral expression.
Please avoid photograph with reflection or shadow on the face with red
eyes.
The colours must possess the natural appearance and skin tone.

Candidates may kindly note that they have to report by the time as indicated
in the admit card and para 5.7 of this Information Bulletin. Candidates
reporting late or beyond the prescribed time shall not be allowed to appear
in the test.

the foregoing activities as well as to familiarize the candidate with
process.
Candidates may note that they will not be allowed entry to test centre
after 02.45 pm.
NBE/ Test centre / Designated Agency /Staff on duty shall not be liable
under any circumstances for delayed reporting and /or non presentation
of mandatory documents.

The candidate shall appear at the centre as shown on his/her Admit Card at
his/her own cost. Candidates have the option of choosing their examination
centre through online registration and scheduling system. Availability is on a
first come, first serve basis, and candidates will only be shown options that
are available at the point of scheduling.
8.2.1 Test Centre Location: Exact address and location of the test centres is
available at NBE website. Location map of the test centers are also
available at the website. Candidates are advised to familiarize themselves
with the test centre locations and ensure that they report for the test as per
scheduled time only. Maps and directions to each centre are available on
website www.natboard.edu.in. Candidates are required to plan their
travel accordingly.
8.2.2 Candidates are advised to familiarize themselves with the location of
examination centre and plan travel time accordingly. Candidates have to
reach the test centres on or before the reporting time. Candidates may note
that late entry to the examination premises is not permitted under any
circumstances. NBE shall not be responsible for any delayed arrival of the
candidate in reaching the centre due to any reason.
8.2.3 All candidates at the centre shall be frisked by security guards and biometric
information shall be captured.
8.2.4 Identity checks will be made upon arrival at the test centre to ensure that
there are no unauthorized candidates appearing for the exam. Candidates
are required to cooperate with the security checks.

The candidates should arrive at the test centre at the reporting time
mentioned in the admit card on the day of scheduled appointment. This will
allow time for security checks, identity verification and checking in for

Candidates are advised not to look around at other candidates as there
will be surveillance cameras that record both audio and video.

Important Instructions

process. More information may be

4. Ensure you have a valid and unique email address before you begin the
registration process.
Overview
To register to take the PD-CET, go to www.natboard.edu.in and click on the
Register for PD-CET link. You can register and schedule for the PD-CET from
7th October to 10th November 2013.
During registration, you will:
1. Create a profile. 2. Fill out the PD-CET application. 3. Schedule your test.
Estimated time to complete this process: 15 minutes.
Before you begin, you should gather all the information you will need to complete
the registration process, including your voucher, educational history, and
internship details.
Opening Screen
On the first screen of the registration website, you will
see two boxes New users and Existing users.The
first time you come to this website, please follow the
instructions for New users.
Voucher
For New users, you must enter your
voucher number. Use a coin and
gently scratch (as illustrated on the
right) to obtain your voucher number.
Captcha
You will see a special set of characters
displayed on the screen. You will need
to retype the characters in the box
provided. These characters, called
Captchas, are a safety feature
designed so the computer knows that
a human is entering the voucher number and not a computer programme. If you have
trouble reading the characters, you can click the audio icon or the refresh icon. Once
you have entered the Captchas, click on Begin My Registration. This will take you to
the next section, which is Create a Profile.

1. Create a Profile In this section, you will
enter basic contact information. Your
name and email

as it appears on your MBBS degree.
2. Enter your email address. This is where
your Admit Card email will be sent.
Create a login
Creating a login enables you to log back
in later if you need to make changes, or
request a resend of your Admit Card or
PD-CET application.
1. Username. Must be a combination of
alphanumeric characters (letters and numbers) but does not contain spaces or
special characters. The maximum length allowed is 50 characters.
2. Password. Must be 7-20 characters long and contain at least one alpha and
one numerical character.
3. Secret reminder question. If you forget your
username and password, this question will
help verify your identity.
4. Read the Data Privacy Policy and indicate
your agreement to the policy. Agreement is
required to register for the PD-CET.
Personal Information
You will need to enter your Gender,
Nationality, Category, and Date of Birth.
You will also need to select No or
Yes to the question Are you a
Person with Disabilities?
You will be asked to select your domicile/native State/Union Territory.
Next, you will be asked to select any
Religious or Linguistic minority you
belong to, if applicable, select Yes.
You will also need to enter the
MCI/SMC Registration number along
with the name of your Medical
Council.
Educational Background
You must enter the total aggregate
marks obtained in your professional
MBBS examination and information
about your MBBS.
You will also be required to enter
information on your PG Diploma
Specialty, name of the DNB course
and corresponding eligible Post
Graduate Diploma qualification along
with the PG Diploma completion date
(PG Diploma completion date Date
of Declaration of PG Diploma Result,
must be on or before 31st Dec 2013)
and other educational qualifications.
Declaration by Candidate
In this section, you will be required to
choose I Agree or I Disagree to the
declaration statement. This declaration
affirms that you are eligible to take the
PD-CET and all the information that
you have entered is correct.
After reading this section, you need to
choose I agree, in order to click Save
& Continue to proceed to the next
section. If you select I disagree, you
will not be allowed to proceed.

Errors
If you choose Save & Continue and
you have not completed any
mandatory fields (marked by *), a
new screen will appear telling you
what you need to correct. The fields
that are missing are highlighted in red.
In this example, the candidate still
needs to specify where he/she
completed his/her MBBS, as well as
the PG Diploma completion date.
3. Schedule test
Once your application has been
successfully submitted, you can continue
the online process to schedule an
appointment to take the PD-CET. You will be
asked to choose a site and pick an available
date and time at that site. The PD-CET may
be taken on 23rd Nov 2013. There will be one session at 3.15 p.m. Each candidate
is only required to appear in one session during this testing window.
Confirmation Page
If all information has been entered
correctly, you will see a confirmation
screen. You should read the confirmation
screen to make sure all information is
correct. If something is not correct, click
the Edit button in the area where the
correction needs to be made. Note that no
reschedule will be allowed.
Be sure to review the page to make sure
there are no red Pending buttons. A
Pending button means you still need to
enter some information. Click on the
Finish my registration button to
co mple te your re g is t ra t io n a n d
scheduling process.
If any information is incorrect, you can
click the Edit Profile or Edit Application
buttons to make corrections.
If all information is correct, click on the
I am done (exit) button to end your
scheduling session. You will be sent an
email Admit Card and Application
Summary to the email address specified
by you within 24 hours.
If you prefer, while on the confirmation page, you have the option to print your
PD-CET Admit Card and to print your Application Summary. Even if you print from
this screen, the information will still be emailed to you.

Visitors. Friends or relatives who accompany you to the test centre are not allowed
to wait in the test centre or be in contact with you while you take the test.
Misconduct or Disruptive Behaviour. Candidates who engage in any kind of
misconduct or disruptive or offensive behaviour may be dismissed from the test.
Examples are: giving or receiving help, taking part in an act of impersonation,
removing test materials or notes from the testing room, using rude or offensive
language and behaviour that delays or interrupts testing.
Weapons. Weapons are strictly prohibited at the test centre.
Questions on Test Content. Test centre administrators are not allowed to answer
any questions pertaining to the test content. If you do not understand a question on
the test, you should answer the question to the best of your ability.

Caution Notice
a. Candidates are advised to refer to website www.natboard.edu.in and
Information Bulletin for authentic information and periodic updates
about the PDCET and conduct of counseling thereafter.
b. Candidates are advised not to be allured by claims of any party or
person or institute for qualifying PDCET examination or securing seat
as per the regulations.
c. Candidates are advised to bring any such information to the notice of
NBE by e-mail: mail@natboard.edu.in or fax 011-45593009.

Unfair means NBE reserves its absolute rights to take penal action
under applicable civil/criminal procedure/guideline or any other action
deemed appropriate against candidates found using unfair means.
Unfair means includes:
a. Obtaining or attempting support for his candidature by the following
means, namely:(i)

Harassing or doing bodily harm to the staff deployed by the NBE or its
designated agency for the conduct of their examination; or
Disclaimer - The decision of NBE shall be final and binding for declaration
of any person /candidate guilty of foregoing or such offence as shall be

II. Based on performance of Post Diploma examination a. Candidates having cleared the final /exit examination of the requisite
Diploma qualification in first attempt shall be placed higher in merit.
b. In the event of the above criteria being unable to resolve the tie,
candidates possessing higher marks in the requisite exit
examination of Post Diploma shall be placed higher in merit.

III. In the rare event of the above criteria of performance in Post Diploma
examination not being able to determine the inter-se-merit the following
tie-breaker criteria shall be used
a. Candidate who has passed all MBBS professional Examinations in
First attempt shall be placed at higher merit position.
b. Candidate with higher aggregate marks (in percentage) in all
MBBS professional Examinations shall be placed at higher merit
position.
c. Candidate with higher aggregate marks (in percentage) in 3rd
MBBS professional Examination (Part I & Part- II) shall be placed at
higher merit position.
d. Candidate with higher aggregate marks (in percentage) in 2nd
MBBS professional Examination shall be placed at higher merit
position.
e. Candidate with higher aggregate marks (in percentage) in 1st
MBBS professional Examination shall be placed at higher merit
position.

Where can I find the voucher number required for online registration?
You can find the voucher number under the scratch-off area of the
Information Bulletin-cum-Examination Fee Voucher you purchased at one
of the selected Axis Bank branches. Please use a coin to scratch off gently
so the voucher number does not become illegible. Vouchers will not be
refunded under any circumstances.

If I have made any mistake(s) while registering for PD-CET, can I make
changes later to rectify?
If you make mistakes while entering your application data, you may log
back in to the PD-CET registration and scheduling website via
www.natboard.edu.in and select Edit Profile to make changes to your
personal details such as address or Edit Application to make changes to
your application data such as educational information. For security
reasons, editing of candidates full name and username will not be allowed.
The ability to edit application profile and application details will be
available until the end of the registration window i.e. until 11:59 PM IST on
10th November 2013. Note that if you make any changes to your profile or
application details, you will need to print and carry the most recent
Admit Card.

Will I be able to leave early if I finish the test before the allocated test
time has ended?
No, candidates will not be allowed to leave until the entire duration of the
test is up with the exception of genuine medical conditions.
RESULT

How will the tie of marks be resolved? What is tie breaker criteria?
In the event of two or more candidates obtaining same score the inter-semerit position of candidates at the tie position shall be determined by the
following criteria:
I. On the basis of performance of the Candidate.
II. Based on performance of Post Diploma examination a. Candidates having cleared the final /exit examination of the
requisite Diploma qualification in first attempt shall be placed
higher in merit.
b. In the event of the above criteria being unable to resolve the tie,
candidates possessing higher marks in the requisite exit
examination of Post Diploma shall be placed higher in merit.

Sir,
I am directed to invite your kind attention to this Ministrys letter No.
V.11025/6/94-ME(UG), dated 2.10.1994 (copy enclosed) on the above
mentioned subject wherein it was stated that due importance to NBE
qualifications may be given and the same may be treated at par with
MD/MS degrees of Indian Universities or all posts, including teaching posts
as National Board of Examinations is an autonomous body directly under
the control of the Central Government and is keeping high standard of
medical education. It was also provided their in that for teaching
appointments in Broad specialities, the holder of Diplomate NBE should
have at least one year teaching experience as Tutor/Registrar
/Demonstrator or equivalent post in a recognized medical college imparting
undergraduate training to be eligible for appointment as Lecturer, and the
holder of Diplomate NBE in Super-Specialities is required to undergo
training for two years in a recognized medical college having recognized
postgraduate medical degree in the concerned speciality to be eligible for
appointment as Lecturer.

The Government has reviewed in detail the issue of the above requirement
of additional one/two years teaching experience for DNB degree holders
for appointment as Lecturer in Broad Specialities/Super-specialities. After
taking into consideration all facts of the matter, the Government has come
to the conclusion that for the purpose of appointment of DNB degree
holders to the teaching posts, the requirement of additional one/two years
teaching experience as stipulated in the above instructions dated
3.10.1994 needs to be discontinued. Accordingly, these instructions stand
amended to this extent.

Examination- Equivalence of
Sir,
I am directed to say that medical qualification awarded by the National Board
of Examinations are included in the First Schedule to the Indian Medical
Council Act, 1956 and are considered at par with Postgraduate Medical
qualifications of the Indian universities. However, it has been brought to our
notice that employing organizations are not recognizing these degrees at par
with MD/MS degrees of other universities. As the National Board of
Examinations, an autonomous body directly under the control of the Central
Govt., is keeping high standard of medical examinations and it is requested
that all concerned may please be instructed to give due importance to NBE
qualifications and treat them at par with MD/MS of Indian Universities for all
posts, including teaching post.
The Medical Council of India while considering the question of equivalence
of MAMC/MNAMS/Dip. N.B. qualification awarded by the National Board
of Examinations with M.D./M.S. and D.M./M.Ch. qualifications granted by
the university/medical Institutions, has adopted the following
recommendation, which was circulated to all the authorities concerned by
the Council on 6.12.93 for information and necessary guidance:
It is recommended that for teaching appointments in the broad specialities
the holder of Diplomate NBE should have at least 1 year teaching
experience as Tutor/Registrar/Demonstrator or equivalent post in a
recognized medical college imparting undergraduate teaching and training
for appointment as Lecturer. Regarding the candidates holding Diplomate
NBE in super specialities, the training shall be for 2 years in a recognized
medical college having recognised postgraduate medical degree in the
concerned speciality for appointment as Lecturers
It is requested that the above may please be brought to the notice of all
recruiting agencies under control for information and compliance.

1.
S.O. 522 (E).- In exercise of the powers conferred by sub-section (2) of the
Section II of the Indian Medical Council Act, 1956 (Act 102 of 1956), the
Central Government, after consulting the Medical Council of India, hereby
makes the following further amendments to the First Schedule to the said
Act, namely :2.
In the Medical Council Act, 1956, in First Schedule National Board of
Examination, after the entry Diplomate National Board (Pharmacology)
[Diplomate in N.B. (Pharm)], the following note shall be inserted, namely :Note :- 1. The Diplomate National Board (DNB), qualifications included in
this Schedule shall be treated as equivalent to M.D., M.S., D.M. and M. Ch.
qualifications of the respective specialty or super specialty, as the case may
be, for all purposes including appointment to the teaching posts in the
medical institutions.
3.
The teaching experience gained while pursuing DNB courses shall be
treated as teaching experience for appointment to the teaching posts in the
medical institutions

IMC Act (1956) is to furnished along with your application, failing which
application shall be rejected.
Candidates possessing PGDHHM qualification and PGDMCH qualification/
PGDGM qualification awarded by Indira Gandhi National Open University
shall be permitted to enroll as a secondary candidate in the DNB HAH and
DNB Family Medicine respectively on the basis of marks obtained in the Exit
Examination of the respective diploma qualifications.
