Seamless Paging:

2.1 Introduction
Conventionally, the RNC pages a UE in idle mode for CS services in the entire location area (LA). If, at the
paging time, the UE is performing a cell reselection at an LA border, the CN cannot in time obtain the updated
LA information about the UE which causes the paging to fail. The Seamless Paging feature enables the RNC to
perform cross-LA paging for a UE in idle mode as follows:
The RNC first pages the UE in the previous LA (indicated by LAC 1) in which the UE interacted with the
network. If the paging fails, the RNC pages the UE again in both the previous LA (LAC 1) and the neighboring
cells (belonging to other LAs indicated by LAC 2) of the previous LA's border cells.

2.2 Benefits
The Seamless Paging feature increases the paging success rate of UEs at LA borders. The increase in the
paging success rate depends on UE behaviors and LA border coverage conditions.

3 Technical Description
The Seamless Paging feature is controlled by the EXTD_LAC_PAGING_SWITCH under the
PROCESSSWITCH5(BSC6900,BSC6910) parameter.
The RNC sends the first paging message and starts a paging response waiting timer if all the following
conditions are met:
The RNC receives a paging message with the cause value of "Terminating Conversational Call" from
the CN. This message carries the paging LA.
The UE to be paged is in idle mode.
If the RNC receives an RRC CONNECTION REQUEST message with the cause value of "Terminating
Conversational Call" or "Terminating - cause unknown" from the UE before the timer expires, the RNC
considers the paging successful. If the RNC does not receive any response from the UE before the timer
expires, the RNC re-pages the UE.

If other LAs belong to another RNC, the EXTD_LAC_PAGING_SUPPORT_SWITCH under the


FunctionSwitch(BSC6900,BSC6910) parameter should be set to on for the neighboring RNC so that
the re-paging message can be sent to the neighboring RNC over the Iur interface.
Before the Seamless Paging feature is enabled, paging messages are retransmitted for a fixed number of
times, regardless of whether paging UEs in idle mode fails. The number of retransmissions is specified by the
MaccPageRepeatTimes(BSC6900,BSC6910) parameter. After the Seamless Paging feature is
enabled, paging messages for UEs in idle mode are not retransmitted, that is, the
MaccPageRepeatTimes(BSC6900,BSC6910) parameter does not take effect for paging UEs in idle
mode for CS services.

NOTE:
The default value of the paging response waiting timer is 2 n x 10 ms + 360. The value of n is the smaller
one between the value of the DRXCycleLenCoef(BSC6900,BSC6910) parameter in the ADD

UCNDOMAIN command and the value of the DrxCycleLenCoef(BSC6900,BSC6910)


parameter in the SET UFRC command.
If the coverage of an LA is modified, the re-paging areas under neighboring LAs are not updated
immediately.
The re-paging messages from a maximum of eight source LAs can be sent in a cell.
Cross-LA re-paging messages have the lowest priority. If the PCH in a cell is congested, Uu resources used for
transmitting cross-LA re-paging messages are preferentially preempted, that is, cross-LA re-paging messages
cannot be sent.

When the WRFD-150205 Layered Paging in Idle Mode feature and the WRFD-170104 Seamless Paging
feature are both enabled, the second-layer paging area in the former is the re-paging area in the latter.

5 Network Impact
System Capacity
When paging messages for UEs in idle mode are retransmitted for a fixed number of times, this feature reduces
the paging signaling traffic of UEs in idle mode and improves the system paging capacity.
When paging messages for UEs in idle mode are not retransmitted, this feature increases the paging signaling
traffic. When the cross-Iur seamless paging function is enabled, the number of increased pagings under the
local RNC is the sum of the number of failed CS first pagings under the local RNC and the number of failed CS
first pagings under neighboring cells (belonging to other LAs under the neighboring RNC) of previous LAs'
border cells.

Network Performance
If paging messages for UEs in idle mode are not retransmitted, paging retransmission under the latest LA
improves the paging success rate of mobile-terminated CS services. The increase in the paging success rate
depends on network coverage. Better coverage results in a larger increase in the paging success rate. If paging
messages for UEs in idle mode are retransmitted for a fixed number of times, paging retransmission under the
latest LA does not improve the paging success rate of mobile-terminated CS services.
The cross-LA paging function can increase the probability of successful mobile-terminated CS service pagings
for UEs at LA borders. The increase in successful mobile-terminated CS service pagings depends on the
proportion of moving UEs in LA border cells. A higher proportion of UEs in LA border cells results in a larger
increase in successful mobile-terminated CS service pagings.
According to the live network data analysis, the paging success rate of mobile-terminated CS services for UEs
in idle mode in an LA is about 95% in typical scenarios, and the proportion of CS service UEs in LA border cells
is about 20% of the total UEs in the network. Assume that 30% (which are obtained according to the soft

handover overhead in the live network) of CS service UEs are located in the overlapping coverage area of two
LA borders. Then, there is a 50% probability of cross-LA cell reselection.
In this scenario, if the Seamless Paging feature is enabled and paging messages for UEs in idle mode are not
retransmitted, it is predicted that:
The relative value of the paging success rate of mobile-terminated CS services for UEs in LA border
cells will increase by 20% to 40%.
The relative value of the paging success rate of mobile-terminated CS services for UEs in LA center
cells will increase by 5% to 20%.
The absolute value of the paging success rate of mobile-terminated CS services will increase by 0.25%
to 1%.
If paging messages for UEs in idle mode are retransmitted for a fixed number of times, cross-LA paging can
improve the paging success rate of mobile-terminated CS services for UEs in LA border cells. The relative value
of the paging success rate of mobile-terminated CS services will increase by 20% to 40%, and the absolute
value of the paging success rate will increase by 0.15% to 0.6%.

6 Engineering Guidelines
6.1 When to Use WRFD-170104 Seamless Paging
It is recommended that this feature should not be enabled if one LA has multiple RNCs. In other scenarios, this
feature can be enabled.

6.2 Required Information


Before enabling this feature, collect the following information to evaluate the feature gains:
Whether the cross-Iur seamless paging function needs to be enabled.
If the cross-Iur seamless paging function needs to be enabled, you also need to collect information about
whether the neighboring RNC supports the WRFD-170104 Seamless Paging feature and whether the local and
neighboring RNCs are connected to the same CS CN. If the values of the DPC parameters on the local and
neighboring RNCs are the same, the local and neighboring RNCs are connected to the same CS CN.
NOTE:
If the first paging fails, the CN determines the UE location and then sends a re-paging message based on the
new location of the UE. If re-paging based on new UE location is enabled on the CN, the gain in the CS paging
success rate on the CN side decreases after the Seamless Paging feature is enabled.

under the PROCESSSWITCH5(BSC6900,BSC6910) parameter to on.
2. (Optional) If the neighboring RNC needs to support the WRFD-170104 Seamless Paging feature,
perform the following sub-steps to enable the cross-Iur seamless paging function:
a. On the neighboring RNC, run the RNC MML command SET URRCTRLSWITCH to set the
EXTD_LAC_PAGING_SWITCH under the PROCESSSWITCH5(BSC6900,BSC6910)
parameter to on.
b. On the local RNC, run the RNC MML command MOD UNRNC to set the
EXTD_LAC_PAGING_SUPPORT_SWITCH under the
FunctionSwitch(BSC6900,BSC6910) parameter to on and set NRncId to the ID of
the neighboring RNC.
c. On the neighboring RNC, run the RNC MML command MOD UNRNC to set the
EXTD_LAC_PAGING_SUPPORT_SWITCH under the
FunctionSwitch(BSC6900,BSC6910) parameter to on and set NRncId to the ID of
the local RNC.

6.3.3.3 Using the CME


NOTE:
When configuring the WRFD-170104 Seamless Paging feature on the CME, you must perform a single
configuration first, and then perform batch modifications if required.

You must perform a single configuration for a parameter before batch modifications of the parameter. You are
advised to perform batch modifications before logging out of the parameter setting interface.
1. Configure a single object on the CME. (CME single configuration)
Set parameters on the CME configuration interface according to the operation sequence described in
Table 6-2. For the method of performing the CME single configuration, see the CME Single
Configuration Operation Guide.
2. (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the
icon on the CME
configuration interface to start the batch modification wizard. For the method of performing batch
modifications through the CME batch modification center, press F1 on the wizard interface to obtain
online help.

6.3.4 Activation Observation


Check the value of the VS.ExtdPaging1.Att.Idle.CS counter. This counter indicates the number of times that
seamless paging messages are delivered under an RNC. If the value of this counter is not 0, the WRFD-170104
Seamless Paging feature has taken effect.
Check the value of the VS.ExtdPaging1.Att.Idle.CS.DRNC counter. This counter indicates the number of times
that re-paging messages are delivered over the Iur interface. If the value of this counter is not 0, the cross-Iur
seamless paging function has taken effect.

6.3.5 Deactivation
6.3.5.1 Using MML Commands
1. Disable the WRFD-170104 Seamless Paging feature for the local RNC.
Run the RNC MML command SET URRCTRLSWITCH to set the EXTD_LAC_PAGING_SWITCH
under the PROCESSSWITCH5(BSC6900,BSC6910) parameter to off.
2. (Optional) Disable the cross-Iur seamless paging function.
a. On the neighboring RNC, run the RNC MML command SET URRCTRLSWITCH to set the
EXTD_LAC_PAGING_SWITCH under the PROCESSSWITCH5(BSC6900,BSC6910)
parameter to off.
b. On the local RNC, run the RNC MML command MOD UNRNC to set the
EXTD_LAC_PAGING_SUPPORT_SWITCH under the
FunctionSwitch(BSC6900,BSC6910) parameter to off and set NRncId to the ID of
the neighboring RNC.
c. On the neighboring RNC, run the RNC MML command MOD UNRNC to set the
EXTD_LAC_PAGING_SUPPORT_SWITCH under the

FunctionSwitch(BSC6900,BSC6910) parameter to off and set NRncId to the ID of


the local RNC.

6.4 Performance Monitoring


CS Call Completion Rate
Before and after this feature is enabled, collect the number of failed CS calls for calling parties because the
called parties are performing cross-LA cell reselection at the paging moment and therefore cannot receive
paging messages. After this feature is enabled, the number of failed CS calls for calling parties due to the
preceding reason decreases.

Number of Successful Seamless Pagings

The VS.ExtdPaging1.Succ.Idle.CS counter indicates the number of times that UEs in idle mode receive crossLAC paging messages and send paging responses successfully, that is, the number of successful seamless
pagings.

PCH Congestion
If the re-paging message is delivered in the neighboring LAs but the PCH is congested, Uu resources for
transmitting the re-paging messages are preempted. Therefore, the value of the
VS.RRC.Paging1.Loss.PCHCong.Cell counter increases.

Iur Traffic
If the cross-Iur seamless paging function is enabled, Iur traffic increases, that is, the value of the
VS.SRNCIurBytesSigDCH.Tx counter increases.
