c) (iii) calling and acceptance of single tender

1. For vital group: Single Tender on


proprietary basis should be as per advice
of Technical Committee. The Technical
Committee is to be constituted in each
zone by CMD headed by MD/CMS/MS of
the main hospital zone with 6-8 Senior
Doctors of multi-specialty as members
and floating of single tender should be
justified.
For essential group: Through registered
manufacturer approved by competent
authority.
For desirable group: Medicines namely
vitamins may be processed through
normal limited tender procedures.
2. In the case of purchase of proprietary
articles on single tender basis, GMs
sanction will be necessary to exceed the
prescribed limits when it is possible for
the CMD to certify that either no
substitute for the particular item is
available or it will not be proper to take
the risk of trying other substitutes.

3. Finance concurrence is necessary if
the tender value exceeds Rs.5 lakhs in
the case of vital and essential drugs and
Rs.1 lakh in the case of other items of
medical stores.
4. The above powers are to be exercised
subject to Annual Budgetary Ceiling
during the year.
5. The procurement may be arranged by
direct purchase following the prescribed
procedure.
6. Those items which are manufactured
by Public Sector Undertakings but are not
manufactured by SSI may be purchased
directly without going through the
formalities of tenders.
7. The existing guidelines in the
Pharmacopeia 2002 may be followed, on
the issues not covered above.
