SITE LOGISTICS
Project Restrictions
The proposed site has a number of restrictions inherent with its location with the
close proximity of the following buildings:Residential on Kingsmead West
Offices- Carrillion
Public footpath and highway to Green Park Road
Site Logistics
As part of our understanding of the project we have sought to understand the
logistical requirements for the same.
The appended logistics plan seeks to identify the proposed principles for
access, cranage, parking, site compound, public face, emergency procedures,
site security, dust and noise suppression and site safety.
Access
It is proposed to access the site through the rear on Kingsmead West and the
existing drop kerb adjacent to the Carrillion offices during the demolition phase.
Delivery vehicles during the construction phase will be limited and restricted on
Kingsmead West in accordance with the council working conditions for the first
sub structure phase of the project.
Access for the superstructure of the site will be from Green Park Rd.
Warning signage would be erected on the main approaches to the site, after
agreement with the Local highways Authority advising the public of the site
entrance.
Parking will be provided for site operatives during the demolition phase only.
During construction all operatives must use the public car parks.
For deliveries where multiple vehicles are needed e.g. Met sec frame/concrete
frame and bathroom pods, we would look to use an out of town holding area for
the vehicles only calling them into the site when needed.
Two parking bays will be provided for loading and unloading vehicles. Traffic will
be directed around the site to minimise disruption to the direction of traffic.
Banksman will be provided, where it is necessary to guide a large vehicle into
the site.

Bath Highways Department


Ongoing discussions will take place with the highways department of Bath
council for access to the site and minimising traffic contra flows.
A traffic management plan is being formulated for the replacement of a storm
water drain on Green Park Rd. This will also involve the closing down of one
traffic lanes at the same time as the demolition phase of the programme (to
minimise any traffic congestion).
Party Wall Notices
These will be required to be served on the owners of the Carrilion offices
adjacent to the site
Cranage
We would propose to use a Tower crane, TC1 Luffer BKT 105 for cranage
operations situated in the compound area (please see drawing). A Luffer Jib
will be used to minimise the oversail to the adjacent roads and properties, the
tower crane shall be erected and dismantled via the access adjacent to
Carillions offices.( position shown on the CDM plan).
No overhead cranage rights will be required.
Parking
Given that there will be only limited parking on the site the nearest public car
park will be used for all sub-contractors parking.
In close conjunction with the local council and highways, footpath and road
diversions and closures will be implemented throughout the construction period
to enable scaffold erection, drainage connections and 278 works.
Site Compound
We have identified the site compound and offices within the existing car park.
This will be used for material storage and deliveries
Public Face
Anglo Holt quality systems require regular auditing of our public face; these
audits include all aspects of our project operation namely:
Clear and concise signage
Clean and tidy welfare facilities
Clean and tidy site offices
Clean and tidy compound
Well maintained hoardings

Well maintained and tidy storage of materials.


And through the Considerate Contractors Scheme we endeavour to ensure the
Code of Considerate Practice is adhered to which is namely:

Emergency Procedures
As part of our overall logistics we will develop the emergency procedures for
this project, particularly in the event of a fire.
The procedures will take into account the proximity of nearby buildings and the
need to ensure the occupiers of the same are aware of the measures we will
take should a fire occur which may affect their operation.
Site Security
During the construction phase there will be dedicated access points on to the
site to ensure there is no unauthorised access to the site.
Outside of working hours control measures will be implemented to ensure the
site remains secure, these will include:
Ensure all operatives have signed the departure register
Rigorous inspection of the perimeter hoardings
Security Lighting
Lowering and tying up of ladders.
As the project progresses security will be subject to regular reviews, full time
security may be introduced as valuable elements are introduced to the scheme.
Site Safety
Anglo Holt staff are CSCS qualified as a minimum requirement. Safety is
primary consideration during construction, for our own operatives, specialist
contractors, visitors, neighbours and members of the public. Our safety
department and Project management will develop risk assessments and
method statements with the works contractors to ensure a safe site is
maintained throughout the construction phase.

The logistics plan along with the Construction Phase Health and Safety Plan will
be updated and maintain relevance to the project as the scheme progresses.

2.0

TENDER STAGE METHOD STATEMENT


Introduction
This section contains the project execution strategy for the following project:
190 Bedroom Hotel, on Green Park Rd, Bath.
Project Strategy
Sequence and Timing of the Works
The anticipated sequence and timings of the works are shown on the
Programme, Titled Tender Construction Programme.
This programme will be further developed into a contract programme as project
detail / particulars become available.
The project will be governed by:

End user requirements

The overall developed contract programme

The details of the finalised design

Health, Safety and Environmental considerations

Third Party Consultations

Management Philosophy
Our intention would be to construct and manage the project with a single point
of contact and responsibility throughout. The Operations Manager has full
responsibility with regard to management and site staff, enabling the project to
be tendered, managed and constructed with personnel that have a record of
achievement with design and build schemes.
The Pre-Construction phase of the project will be managed by the Operations
Manager who will liaise with the Client and Design Team to produce a detailed
Pre-Construction Programme against which the project will then be monitored.
At the same time they will input into the design process providing design
suggestions, buildability solutions and Whole Life Costing advice and appraisals
with the aim of maximising the value of the projects. Once the design and cost
plans have been worked up to a sufficient level of detail then a detailed budget
will be prepared.

The Operations Manager would examine every aspect of the project to ensure
that the cost and proposal submitted, reflected accurately the clients
aspirations in both quality, timescale and sustainability. He would also highlight,
within the tender submission, any areas of technical concern, and where
appropriate offer suitable alternative solutions which would benefit the Client
and the scheme.
At contract award the onsite Project Delivery Team would be introduced. The
Project Team will be fully briefed on the proposed scheme by the Operations
Manager including details of the Clients requirements. The Operations
Manager continues with a hands on involvement throughout the project.
To ensure that the production and distribution of design is managed effectively,
and the level of quality was maintained a Design Co-ordinator would be
allocated to the project. They would act as the fulcrum for the design
consultants; the project team; the sub-contractors; and the client with regard to
the transmission of information and design.
Supported by rigorous systems and procedures the Project Manager, Design
Co-ordinator and Operations Manager would track, monitor, and ensure that
design information was available and released to all parties in accordance with
agreed requirements.
Once on site the Project Manager supported by Operations Manager would
work from the information supplied by the Design Team ensuring that the
requirements set out were strictly adhered to from a quality and workmanship
perspective. Running in tandem to this would be out QA procedures to ensure
that quality is monitored and audited for continuous improvement.
The Project Manager will control the works on site including:

Safety
Quality Assurance
On-site Client liaison
Sub-contractor co-ordination
Materials procurement and delivery co-ordination
Sequencing of Operations
Plant requisitioning and delivery co-ordination

The Operations Manager co-ordinates the works on site through regular


contract progress meetings with the professional team, sub-contract meetings
and informal client discussion meetings.
The Project Manager will regularly monitor the works in progress on site by
visual inspection whilst undertaking quality assurance checks and co-ordination
of key sub-contractors.

The Project Manager will liaise with the Site Foreman and Trades Foreman to
co-ordinate builders work activities, deliveries of materials and specialist plant
and equipment.
Financial
Financial control will be co-ordinated by the Operations Manager, the Site
Surveyor / Commercial Manager and the Project Manager.
All orders are processed by the Supply Chain Manager in conjunction with the
project team. He will be responsible for the overall co-ordination of plant, and
material procurement.
The Project Surveyor will have responsibility for maintaining control of
payment to sub-contractors and direct employees based upon information from
the Project Manager and regular attendance on site to measure works
completed and materials on site for application for payment by the client.
Technical Co-ordination and Planning
At both the pre-construction and construction stages the Operations Manager
ordinate the production of the tender / contract programme and will at the
request of the site management team undertake short term programming
throughout the duration of the project. He will be responsible for the production
of the following programmes:

Works Packages, Sub-Contractor / Supplier Procurement & Management


As an essential part of the Anglo Holt Construction Management Procedures,
the company operates a monitoring system of all sub-contractors and suppliers.
Specialist S/Cs and suppliers will only be selected from an approved database.
All suppliers are assessed during the course of each contract in terms of quality,
safety management, reliability and value. Any suppliers not achieving the
required ratings are removed from the database.
At design stage, the project will be broken down into works packages, and in
consultation with design team and suppliers, the scope of works for each
package will be agreed.

The suppliers and sub-contractors will input into the overall contract programme
with regard to design, procurement, delivery and installation periods to ensure
realistic and buildable periods are shown.
Compliance
The site management team will prepare, prior to commencement of the works,
the construction phase Health and Safety Plan based upon the information
available in the pre-tender Health and Safety Plan, site specific risk
assessments and site rules. This document will be forwarded to the planning
supervisor for review and agreement.
The site team will complete and forward a copy of the HSE notification form,
F10 to the local area HSE Offices. A copy will be retained and displayed on
site.
On completion of the project, all health and safety documentation will be
returned to our Head Office for inspection and archiving. Our Technical
Services Department in conjunction with the project team will co-ordinate and
forward to the Planning Supervisor the project Health and Safety File, this will
include all as built information.
Interface / Involvement with Existing Adjacent Business
Consideration to be given to the following issues:

Notice of demolition and commencement on site to be sent to neighbours.
Reduction of noise and dust
Temporary services and maintaining existing services
Peak traffic flows / On and off Site parking
Sensitivity of main access and egress times

Security and fire escape routes
Education and safety awareness for site personnel
Education and safety awareness of Building Users / School Pupils
Interface with local residents and businesses
Good neighbour policy
No overhead rights required for carnage.

Access and Site Compound Management


The following arrangements will be implemented across the works and reflected
in the Construction Phase Health and Safety Plan and Site Rules:

The main site access will be off Green Park Rd, Bath.

It would be our intention to establish welfare facilities on site inside the


overall compound which will cover an agreed area of the existing site.
This area will be reinstated upon completion as necessary.

The site office accommodation will consist of units of the secure


portakabin type, together with a canteen / drying room, containers and
toilet block all complying with current health and safety regulations.

We envisage that connections will be made to existing services to provide


electricity and water. Should these not be immediately available, provision
will be made to use generators and chemical toilets.

The perimeter of the site compound / works areas will be secured with
2.4m high heras / timber hoarding fencing as necessary. Access gates will
be included as required.

Statutory site notices will be applied around the site including BEWARE
OF CONSTRUCTION TRAFFIC signs at the site entrance.

Sub-contractors will be made responsible for their materials and plant but
co-ordinated through the site team.

No person will be permitted on site without first undergoing safety


induction from the management team and wearing:

Hard Hat

Site Boots / appropriate footwear

High visibility Vests

If dusty conditions arise then appropriate mitigating action such as water


spraying will be taken. Wheel cleaning facilities will be provided at site
exits if required, to prevent dirt being carried on to the roads outside
the sites. Road cleaning can also be provided if necessary.

Good housekeeping policies will be adopted to prevent waste or loose


material being blown around the sites. Skips will be provided into which
sub-contractors are required to deposit waste materials.

Where major plant is required, method statements will be produced to


ensure that operational working areas area safe and meet with all Health
and Safety Legislation.

Restrictions in the operation of plant and machinery and the timing at


which plant is used will be observed.

Temporary Lighting and Power


Adequate temporary light and power supplies will be made available to allow
the works to progress in a safe and efficient manner. Power requirements and
lighting levels will be calculated at an early stage to ensure that an adequate
supply is available.
Health and Safety
Construction works will be carried out in accordance with the following:

All works will be carried out in accordance with current Health and Safety
Legislation, Codes of Practice etc.

Prior to commencement of works, a safety audit of the site will be carried


out and a Construction Phase Health and Safety Plan prepared in
accordance with the CDM regulations.

All sites are issued as standard with a site safety pack, this conforms to
the current Health and Safety Legislation and includes:

For each element of the work site specific Health and Safety information
will be required, this will include:

Emergency Procedures

Notices will be erected at all entrances to the site advising the public of the
works and warning them to be vigilant and to exercise caution.

All plant and equipment on site will be operated and banked as necessary
by trained personnel, familiar with the site requirements.

Noise reduction and abatement procedures will be established in


consultation with all relevant parties.

All personnel will be inducted prior to starting on-site to ensure that they
are aware of the site specific safety requirements, environmental controls
and emergency procedures.

All personnel arriving at site will be required to report to the site office to
sign the attendance register. This register will be used in the event of a
fire / emergency to check personnel on site.

The site will be occupied at all times during working hours and securely
locked out of hours.

Ongoing Liaison and Visits


Regular dialogue between site team, client representatives and client will be
undertaken via close daily liaison and a weekly update and through agreed
Liaison Meetings. Any matters arising in between will be dealt with as a matter
of urgency through established and agreed channels.
Visitors to the site will be allowed only by prior arrangement and ideally when
the site is non-operational.
Testing and Commissioning (Mechanical & Electrical)
As with the installation works the M & E sub-contractors will be requested to
produce a programme and method statement for this element of the works and
prior to these works commencing. This information will also detail what as built
information they are required to provide for inclusion within the Health and
Safety file, which in turn will be forwarded to the Planning Supervisor for review
and feedback.
Safety Advisors
We use the services of a directly employed Health and Safety Manager, whose
duties include:

Site visits to carry out safety inspection take place at a minimum of every
3 weeks
Training and guidance on safety issues
Consultancy
Reporting directly to the Anglo Holt Construction Board of Directors

Fire Precautions / Escape

A fire strategy will be implemented on site, with a monthly review of fire


precautions and escape routes being carried out to reflect the progress of the
works.
Security and Protection
Proposals for security measures will be agreed, these will be regularly reviewed
and discussed with relevant parties and adapted accordingly.
Quality and Environmental Management System
We as a company operate a fully operational Quality and Environmental
Management system, which has accreditation by the British Standard Institute.
All our staff have undertaken training in compliance with these systems.
Dimensional Control
Dimensional control is a key element of construction, and as such is managed
closely. Anglo Holt Construction employs directly qualified and trained site
engineers, who operate as part of the site management team to control the
construction process throughout the works.
Project Specific Construction Programme & Methodology
This information will be provided prior to commencement on site and will be
developed in conjunction with the design of the scheme and consultation with
the Client and Site Users.

3.0

CONSTRUCTION METHODOLOGY STATEMENT

Construct

190 Bedroom Hotel, Green Park Rd, Bath.

Following the client demolition works we propose to access the site from the
previously formed access of Green Park Rd; this will form the main access and
egress for the project.
The perimeter of the site will be hoarded to prevent unauthorised access.
The building will be demolished in accordance with the approved method
statement. Any contaminated waste will be transported to a registered tip by a
registered haulier.
A cut and fill exercise will be carried out across the site to establish formation
level all surplus arising will be removed from site.
From the limited information available at this stage, it is assumed that there will
be a small amount of contaminated waste produced from the material displaced
from the piling and asbestos from within the building.
Superstructure
After the first stage of the ground works are complete a Luffing Tower Crane will
be erected.
The tower crane will be used to erect the main building to full construction height.
The tower crane will be used to load and unload vehicles and erect the remainder
of the superstructure to the building.
An external independent scaffold will be erected around the building, which will
follow up with the main frame of the building.
Brickwork cladding will be loaded out by crane and will follow in accordance with
the construction programme.
Pre-fabricated bathroom pods will be fitted as the frame and floors progress,
deliveries are coordinated with the closing up of the floors.
Scaffolding
We have included for a full perimeter scaffold to be erected progressively with the
frame. The scaffolding will be designed to allow for all alterations to facilitate
other trades working on the external faade.

Initial discussions with highways have been made, however a scaffold notice and
footpath closure will be required.
Roof
The roof will be constructed with be constructed using a combination of traditional
slate to the visible elevations and green roof to the rear elevations.
Chimneys will be manufactured off site and lifted into position with the crane.
All material for the roof will be loaded out by Crane.
External Envelope
The external envelope shall consist of Bath Stone, render and rubble stone to the
elevations as shown on the tender drawings, the brickwork.
The brickwork will be serviced by the tower crane and forklift truck on scaffold
loading bays.
The building will be serviced from the Tower Crane positioned as shown in the
Site Logistics plan along with a telescopic forklift and a materials goods hoist.
Internal Works
Windows will be fixed as the frame progresses to maintain water tightness as the
building is erected, internal works will commence two floors behind the frame
erection on a rolling programme consisting of.

External Works
License fees and application form will be sent to the highways authority on
contract appointment for the Section 278 works, a plan for all traffic management
and sequencing of works will be put together and presented to the highways
authority, the works will be planned around approval from the highways authority
and the dismantling of the external scaffold.

Finishes
The carpeting, bed installation and snagging will commence from the fourth floor
and progress down to the ground floor to reduce the number of trades visiting
completed areas.
Throughout the construction period a close liaison with the highways and local
authority will be essential to ensure good relationships are maintained throughout
the project which should help to minimise any disruption which may be
unavoidable.
