provincial government of Ilocos
Norte through the Provincial
Rabies Control Council (PRCC),
in partnership with the Provincial
Veterinary Office (PVO) and
international organization Global
Alliance for Rabies Control (GARC),
has eradicated rabies cases in the
province in the last two years and
aims for a national declaration this
year as a rabies-free province.
Rabies, a viral disease that causes
acute inflammation of the brain in
humans commonly spread by dogs,
has seen a steady decline until
zero cases of rabies were reported
in this province in 2014 and
2015. The PRCC had conducted
mass vaccination and registration
of dogs, which has covered
58 percent of the 63,185 dog
population in the province and the
monitoring of 1,063 Bantay Rabies
sa Barangay Volunteers (BRBV) as

A new rice seed processing facility
worth US$2 million (about r95
million) was established at the
Philippine Rice Research Institute
(PhilRice) in the Science City
of Muoz, Nueva Ecija, to help
farmers and seed growers in
neighboring provinces have an
access to high-quality seeds. These
seeds have high-seedling vigor,
meaning, they have a good survival
rate and root anchorage, which
leads to a higher yield advantage.
The facility is funded by the Korea
International Cooperation Agency
(KOICA) and will house advanced
equipment that can process up to

the explosions that toppled two
power transmission lines in the
mountainous areas of Barangay
Tadao, Pasuquin, Ilocos Norte the

N late May 2010, tropical storm Agatha hit Central America, producing torrential rains and landslides. Once it finished its course, a 200-foot-deep
sinkhole opened in downtown Guatemala City.
This sinkhole caused the ground to collapse suddenly,
sucking land, electrical poles, and a 3-story building
into the depths of the earth.
Though sinkholes can be devastating, the most
universal and damaging sinkhole is the one that happens in the human heart. King David was an example
of this.
The surface of Davids life looked stable; however,
his interior life rested on a fragile foundation. After
his sins of adultery and murder, David thought he had
successfully hidden his treacherous acts (2 Sam. 1112). However, Gods intense conviction after Nathans
confrontation caused him to realize that denying the
presence of sin in his life weakened the foundation

he mission statement of
the city reads as follows:
To build a family-oriented

governance. This refers to all the
essential elements for attaining the
citys vision: The development and
strengthening of families where responsible and concerned citizens
are formed, grow, and mature; the
emergence of schools and centers of
learning, which bring out the entrepreneurial talents of those that would
give rise to start-ups in various fields
of endeavor, but particularly in the
tech field; ensuring that development
is sustained over the long term; and
governance is a shared responsibility
of all, including public servants and
ordinary citizens.
Not surprisingly, the family is cited
first. After all, it is the basic unit of
the community. If it is strengthened,
and if it can be made to provide a fully
supportive and conducive learning
environment, then much of what the
city aims to achieve will be assured.
Indeed, in study after study, and as
wide experience has shown, the learning on the part of the young is put at
a much higher and a comparatively
more advanced level where parents
get actively involved in supporting the
educational and formative programs
of schools. Where parents encourage
and assist their children in attending
to their learning assignments and
other learning-related school duties,
there those same children thrive, not
only academically but also wholistically.
The city already offers a considerable number of scholarships to poor
but deserving students under the
citys program of providing equitable
access to education. It has a natural
interest in getting the parents of
these scholars participate in parenting seminars so that as parents they
can be very supportive and effective
in enhancing the learning attainment
of their children.
Even for City Hall officers and
employees, seminars on parent leadership are on offer. These seminars

Beyond Pacquiao
townmate (we both come from Dagupan City) and we share many similar
passions and causes. I had been to
several of the art exhibits and Bible
study meetings at her gallery. Some
of these meetings were held at my
house where I met several of her artist friends. These get-togethers had
always been pleasurable for besides
being infected with her enthusiasm, I
also get the rare opportunity to speak
in our own language.
During my recent visit with her at
the Kidney Institute, she shared her
dream of reviving a plan to set up a
foundation dedicated to the development of the arts and culture in our
home city. This will be our legacy. Atchi
and I could not agree more as I had
been thinking along the same line.
A deeply spiritual person, she likes
to regard her illness as a challenge as
the period of confinement had given
her time to reflect on what God may
want her to do the rest of her days.
Art lovers can look forward to this
forthcoming exhibit and sale of major
art works of participating artists,

Americans came, they felt we desperately needed to be colonized.
They viewed us as inferior to their
race, ignorant, and undeserving of
independence.
Many Filipinos would later outgrow the old belief and discover the
joys of freedom. A revolution would
ensue and rewrite our national history.
Until the early part of the last century, the Philippines viewed women
as mere housewife (or katulong)
material. They didnt have the right
to vote, to education, and to their own
livelihood. They were less valuable
than men and they didnt deserve
equality with men.
Many Filipinos would later outgrow the old belief and discover the
joys of equality. Women would fight
and win the right to suffrage, get to
schools and to their own jobs or businesses, get elected to various posts.
Until the 1980s, television didnt
report the news in the national
languages. The belief was that the
national languages could not credibly and adequately serve TV news
reporting.
Many Filipinos would later outgrow the old belief and discover the
joy of knowing and witnessing news
and current events in our own language.
Today, all major TV newscasts are
in Filipino, with parallel newscasts in
the other national languages.
And yes, Filipino LGBTs were
largely invisible in public life except in
stereotyped roles. Society did not acknowledge them as co-equal citizens,
and LGBTs themselves refused to
claim their rightful place in society.
Many Filipinos in 1994 began to
outgrow the old belief and discovered
the joys of diversity and fairness. That
year, Pro-gay and the Metropolitan
Community Church (yes, a church!)
jointly led the first Pride March in the
Philippines and in Asia. Since then,
LGBTs, their allies, and the rest of the
population have made forward steps
to full equality.
Actually, the Philippines owes
huge debts to Filipino LGBTs. They
have yet to get the promise of the
Constitution and laws for equal rights
and equal protection.

Pias Boys Choir, along with a liturgical childrens choir called Mirabilia
from Betis, Pampanga. Since 1992,
Prof. Armando Salarza has been the
titular organist of the bamboo organ,
and the artistic director of the longestrunning festival.
The bamboo organ was declared a
National Historical Landmark by the
National Historical Commission of the
Philippines on July 15, 2013, and a National Cultural Treasurer by National
Museum on November 24, 2003, for
its uniqueness and historical/cultural
significance, and for being the only
19th Century bamboo organ that has
survived and is still functioning.
In 1880, an earthquake destroyed
the church and organ. Fray Cera, who
was from a family of organ-builders
in Graus, Huesca, Spain, fixed it, but
could not bring back its resounding
music. In 1973, it was brought to Bonn,
Germany, for a massive restoration,
and it returned to the country in good
condition in 1975, when the Bamboo
Organ Foundation started the annual
festival.

awarded an ISO 9001-2008 Certification for its Quality Management System by German group
TUV Rheinland, ensuring Postbanks continuing commitment

How a polluted
reservoir was
rehabilitated
BR25 CACAO SEEDLINGS READY FOR PLANTING Cacao is one of the priority crops being promoted by the Department of Agriculture. For planters in Luzon, seedlings of the
BR25 variety that are ready for field planting are now available at a nursery in Teresa,
Rizal. This variety produces high-quality beans that are suitable for export as well as
for local processing. BR25 is a prolific variety that starts bearing fruit as early as two
years from planting in the ground.

led a group of farmers and farm technicians from San Fernando City in visiting farms
where they can pick up practical ideas they can implement in their own farms. They
observed practical ways of growing fruit trees in containers, cacao, longkong lanzones,
rimas and many others in Teresa.
ONCE-STAGNANT RESERVOIR REHABILITATED Bureau of Fisheries and Aquatic Resources director Asis Perez led the seeding
of the rehabilitated water reservoir that was once stagnant and heavily polluted at the Quirino State University campus in Diffun,
Quirino province. Several species of carp and tilapia were stocked. Now, the reservoir can produce different fish species that are
fit for human consumption. Previously, people were afraid to eat fish caught from the polluted waters because they might not be fit
for human consumption.
added that the school constructed cottages at the banks of the reservoir for
recreational activities.
PROTEIN SOURCE BFAR
Director Asis G. Perez revealed that
NIFEP aims to revive inland bodies
of water such as lakes and small farm
reservoirs as these resources offer
potential for fish production and socioeconomic advancement. Currently,
these bodies of water have a very minimal average production of 50 kilos per
hectare per year.
If revived and stocked properly,
we can increase the production to 200
kilos per hectare per year which can
augment the protein requirements,
especially in landlocked and upland
areas, Perez said.
Dr. Adelaida Palma, on the other
hand, explained that stocking entails
proper matching of the natural foods
present in the water body to the type
of fingerlings to be dispersed. That
way, we can maximize the utilization of
natural foods present in the different
water columns.
The NIFEP aims to revive 36 lakes
and 320 reservoirs in the entire country,
including Bangalao Lake in Sta. Teresita, Cagayan. Also included under the
program is the establishment of a gene
bank and breeding of commercially important indigenous fish species.
Quirino Gov. Junie Cua who was
present at the launching said that the
project can be an answer to El Nio
as well as address other concerns of
the provincial government such as
livelihood generation, food production
and environmental protection and
conservation.
On her part, BFAR-02 Regional
Director Milagros Morales said that
she appreciated the support and assistance from the QSU administration
as well as the provincial government.
She vowed that BFAR will continue to
collaborate with the local authorities in
the implementation of fishery projects.

HYBRID RICE IN MALAYSIA Hybrid rice production in Malaysia using the varieties from
SL Agritech is getting a start with an initial pilot testing in Penang and Kedah starting in April this year. This will be followed by commercial production on around 1,000
hectares if the pilot testing is successful. The commercial planting will be spearheaded
by a private company, Titijaya Land Berhad (TLB). A seminar on hybrid rice production
was recently conducted by Dr. Frisco Malabanan for the Malaysian delegation.
TOSTANO KALE VERY RICH IN NUTRIENTS The Tostano kale, an imported variety, grows very well in the Philippines but is little
appreciated because not many local people know how to utilize it. This variety produces warty leaves that are not really attractive
but according to Rowena Bienes of Allied Botanical, the leaves are packed with antioxidants, vitamins and minerals that enhance
good health. This one is particularly suitable for making juice or smoothie. Of course it can also be cooked with other vegetables
in soups and other recipes.

SAGITTARIUS (Nov. 23-Dec. 20) Take care; do not expose yourself excessively to the rays of the sun. You would do well to watch over your
finances curbing a tendency towards extravagance. Before allowing your affections to stray you had best considered carefully what would be the consequences of so doing.
CAPRICORN (Dec. 21-Jan. 19) There is a greater likelihood of a
disagreement regarding some sensitive issues but you should simply beg to
differ instead of quarrelling violently. There is a minor matter that seems to be
rather wrong. However, you will be able to remedy it in due time.
AQUARIUS (Jan. 20-Feb. 19) Do not believe all is as you would
wish it to be to avoid getting into serious trouble. You should try to avoid getting
yourself into a false situation. You will soon see when this is about to happen
and you will have time to forestall it.

I cannot sing in the style of my dad.
I have done a bunch of shows where they
ask me to sing Be My Lady or You Are
My Song. We dont have the same range.
I have my moms voice, which is lower.
You will not hear me sound like any of
my parents because I just dont sound
like them. Its not that I try to move away
from it, I just came into understanding
na I cant sing like them. So I found my
own sound and Im comfortable with
