Job Description

BASIC FUNCTION:

Provides technical support and advice to manager of turnaround and planning


department on quality assurance/quality control and best practice in the industry matters
associated with design, maintenance and inspection of new and existing plant and generally
supports the maintenance division function.
TASK, DUTIES AND ACCOUNTABILITIES:

Produce the project quality plan in line with company specifications.

Organize, implement, conduct and manage the quality assurance/quality control


programs as per the company's quality policy, coordinate the document controls of technical
submittals, drawings, etc with the turnaround contractor and to ensure that the
quality/quality control validation has been done to ensure their issue, amendments and
recall of controlled documents.

Coordinate all inspections, monitor the required tests and record inspections and tests
made per the contract plan and contract specifications.

Liaise with the client's representatives for the conduct of day-to-day quality related to
turnaround activities.

Coordinate with the turnaround execution team regarding work performance and hold
authority to stop work in any area where discrepancies remain uncorrected and/or cancel
the stop work order upon satisfactory correction of noted deficiencies.

Provide technical support to the manager of turnaround and planning and guidance to
contractors quality control in-charge, request for inspection, shop drawings, as-built
drawings, 0&M manual.

Ensure that non-conformance report (NCR) are raised once the activities deviated from
the contract specifications or normal construction industry practices.

To make sure the quality of material and application for painting, insulation, refractory.

Coordinate with the project staff to compile and maintain pertinent records of
inspection and testing until end of the contract and all pertinent records for retention on
completion of the project.

Attend Pre-TA meeting, daily TA meetings and alert the TA execution of any potential
problems.

Produce high level quality control sheets with adequate hold points (inspection test
plans).

Provides quality control functions in accordance with company standards.

Ensure integrated turnaround management system (ITMS) quality control and quality
assurance part is fully complied by the main turnaround contractor and its sub contractors
as a focal point from company, turnaround and planning department.

Pro-active monitoring of quality assurance/quality control plans and implementation


makes necessary analysis to problem areas and recommends corrective action.

Monitoring and update action projects risks registers.

To develop new procedures, inspection checklist and other quality assurance/quality


control documents that may enhance production quality.

To develop and ensure that all equipment quality assurance/quality control check
sheets are specific, correct as per applicable method statement or scope of work.

Ensure that all activities are controlled and inspection carried out and duly signed off
by respective inspection engineers.

To ensure that turnaround quality control and quality assurance dossiers are complete,
signed off, reviewed and in compliance with company requirements including contractual
obligations for full traceability.

To coordinate, supervise and document all quality control issues/documentation for


specific project standards.

Responsible for review and approval of contractors and its subcontractors quality
assurance/quality control program.

To ensure that all contractors including its subcontractors QCI personnel are screened
and verified their competency in accordance with their education, training and experience
prior to mobilization or engaging in any company turnaround or routine jobs.

Conduct or review and approved welders qualification performance test.

Carry out contractors, suppliers/subcontractors QMS assessment, if required.

MINIMUM REQUIREMENTS:

Bachelor of Science in Mechanical Engineering or equivalent.

Job Description
BASIC FUNCTION:

Participates in the preparation of daily work programmes for all repairs, preventive and
predictive maintenance.

Reviews requirements for plant shutdown and major turnarounds. Includes estimating
man-hours and support service requirements and maintaining records of work activities.

Follows up on the execution of maintenance schedules, coordinating as necessary with


operations and engineering supervisors.

TASKS, DUTIES AND ACCOUNTABILITIES:

Receives incoming work requests, checks for completeness, allocate numbers and
checks in the field the defined job in coordination with operations supervisors.

Determines detailed requirements for manpower skill levels, estimated man hours,
material and special support services such as cranes, forklifts, etc.

Reviews work priorities with concerned operations supervisor in relation to backlog


work, preventive/predictive maintenance tasks and manpower/resource availability.

Follows up with materials progressor/area supervisor on the availability of spare parts.

Provides programmed jobs for reparation of next day's schedules.

Informs concerned section heads and warehouse to expedite action on the nonavailability of spares for scheduled maintenance works.

Schedules routine, preventive and predictive maintenance and condition monitoring


programs.

Follows up daily on scheduled maintenance works to ensure that maintenance tasks


are timely executed as per specified schedules.

Receives feedback on work progress from supervisor and updates backlog.

Highlights and reports abnormal activities to supervisor for further clarification and
follow-up.

Maintains the complete information on backlog job pending due to reasons such as
manpower and material availability, shutdown, etc. and follows up with materials
progressor, area supervisors and operations supervisors to avoid undue delays.

Assists planning engineer in preparing monthly backlog status reports indicating


reasons and suggests ways to control the same.

Maintains and updates records on maintenance works carried out, manpower utilised,
time taken and spare parts used on daily basis.

Reviews requirements for plant shutdowns, discusses detailed requirements with


engineers and section heads and prepares a consolidated work lists for shutdown.

Prepares preliminary estimates of manpower, arid materials requirements for


shutdown works in close liaison with engineers of support group for material reservation
and assists in preparation of purchase requisitions.

Reviews and maintains record of maintenance personnel for availability, sickness,


leave, overtime, etc. to enable effective planning of maintenance works.

Reviews information on hours worked including overtime and lost man-hours.

Provides these statistics to engineers in maintenance planning section on monthly


basis for preparation of various performance reports.

Complies with all safety and fire rules and regulations including the use of protective
clothing and equipment and ensures that all personnel working in his area comply with
safety regulations.

Performs other similar or related duties as assigned. Includes providing back-up to


area supervisor by sharing 'on-call' responsibilities for maintenance works beyond
normal office hours and on holidays, assuming the function of area supervisor during
absence, etc.

MINIMUM REQUIREMENTS:

Diploma in Engineering (Any Discipline).

6-8 years experience in maintenance and planning in an oil refinery or/petrochemical


plant.

Plant maintenance experience is must.

Candidate having experience in general utilities plant (i.e power/water/waste


water/BeAAT) will have added advantage.

Knowledge and use of computerised maintenance management system.

DOCUMENT CONTROLLER

Roles and ResponsibilitiesMaintains and manages all important divisional documents, including
electronic data and documents either for a particular project or the
organization and assures that they are easily accessible and stored. Scans
and verifies documents before they are released and ensures that such
documents are registered and electronically stored. Collaborates with the
different departments within the Division on all related
activities and verifies that documents are kept in the right location and
are readily accessible to all internal departments, ensuring all
departments of the Division are following the same procedures.

Documentation Activities:
Coordinates all activities related to the Action Follow-Up System
Document Control procedure, including technical documents, project
documentation, drawings, and commercial and official correspondence for
the concerned Division.
Inputs document data into the standard registers ensuring that the
information is accurate and up-to-date.
Maintains updated records of all approved documents and drawings and
ensures their accurate distribution.
Maintain all documents and drawings in the Document Control office
under safe custody, without any damage or deterioration and with easy
traceability.
Manages the process of retrieval and dissemination of internal and
external project correspondence and ensures good relationship with the
staff.

Documentation Management:
Co-ordinates the document control function of the Division, ensuring all
the documents are correctly recorded and communicated.
Manages own and subordinates daily workload.
Organizes and controls document management system, including revision
control,
change requests and document formatting.
Takes responsibility for examining and checking documents to ensure
accuracy, relevance and completeness.

Basic Tasks:
Monitors and evaluates Action Follow-Up Systems and contrives ways for
continuous improvement
Evaluates, assesses and where appropriate introduces software aiming to
support the document control function.
Produces document control specific procedures and work instructions for
review and approval of the supervisor.
Exports the as-built files in the customer required format
Provides a detailed and illuminating description of all possible document
flow structures in the Action Follow-Up System.
Ensures efficient and cost effective filing and document management
system. Operates available machines such as word processor, computer
terminal, etc. to enter, amend and update information independently as

necessary. Produces hardcopy reports.


Receives and distributes incoming mail; makes copies as needed and
presents to supervisor. Maintains a proper register for incoming/outgoing
mail.

Miscellaneous:
Performs other similar or related duties as assigned. Includes observing
confidentiality, ensuring security of the system, etc.
Skill setCompletion of Secondary (12 years) education followed by a 2-3 years
Diploma in a related field.
Minimum of 7 years experience in document control role out of which 5
years should preferably be in the oil, gas or Petrochemical / Refinery
industry. Knowledge of Document Control process and procedures.
Proficient in computer software packages, database, spread sheets and
word processing.
Ability to type in English and take shorthand at the required company
standards. Should be organized with keen focus on details.
Good knowledge of oral and written English. Knowledge of Arabic is
preferable
