I.

Introduction
The Environment Department (ED) recognizes the role of Environmental Consultants in
the compliance of project owners/developers with environmental requirements.
Environmental Consultants are often hired to provide environmental services because
of their technical knowhow on a specific field of environmental management that will
help facilitate the compliance of project owners/developers. Cognizant of this aspect,
the Environmental Planning and Studies Section (EPSS) prepared this Information
Bulletin with the following objectives:

ll.

Assist the project owners/developers in the selection of competent Environmental

Consultants based on their project developmental needs.

2.

Ensure that all Environmental Consultants are qualified and capable of delivering
credible results of their tasks, in fulfillment of the environmental requirements of
ED; and

3.

Instill accountability in all environmental reports submitted to ED, and protect the
interest of project owners/developers on aspect of environmental compliance.

Conditions for Registration

The following are the conditions of the registration, which shall be complied by the
registered Environmental Consultants. Failure to comply hereof shall result in the
cancellation of Environmental Consultants registration and/or of its particular
environmental service.
1.

Provide the agreed environmental services to its clients, and satisfy the
environmental requirements of ED with the highest level of professionalism.

2.

Ensure the validity of its DED license with the activity Environmental Consultants
and Studies, and UAE residence visas of its expatriate employees, who are
registered with EPSS as lead specialists for its environmental services.

3.

Undertake only the environmental service(s) on which an Environmental Consultant

is registered. Any environmental report and portions/sections of an EIA or any
environment related report prepared by unregistered Environmental Consultant
shall not be accepted by ED.

4.

Secure prior approval from the project owner/developer for any sub-contracting of
environmental services to other parties. Sub-contracting practices shall be
restricted only to Environmental Consultants that are also registered with EPSS to
undertake a specific environmental service.

5.

Secure prior approval from EPSS and the project owner/developer for any subcontracting of field monitoring (e.g. sample collection, air quality and noise
monitoring, etc.) to laboratory companies, which are not registered to conduct the
said activity and without the appropriate accreditation from Dubai Accreditation
Center.

6.

Include a copy of the letter of registration of the Environmental Consultant,

including that of sub-contracted companies, in all environmental reports that will be
submitted to EPSS.

7.

Declare the names of the manager and all concerned specialists, with
corresponding signatures, on all environmental reports, and to attend all technical
meetings that may be called by the ED. The signatures affixed in the reports signify
the accountability of concerned personnel on all information contained therein.

8.

Apply for the revalidation of registration in the event of resignation/retrenchment of

a lead specialist, who is in-charge for a particular environmental service. The
Environmental Consultant is restricted from conducting the affected service, unless
a replacement has been employed for the resigned/retrenched lead specialist in
time for the study, and its application for revalidation has been approved by EPSS.

9.

Apply for the renewal of registration at least thirty (30) days before 01 August 2015
with the submission of updated documentary requirements. The renewal of
registration is subject to re-evaluation of the Environmental Consultants
qualifications, compliance with the conditions of registration, and performance for
each of the environmental services it is registered to.

Applications for Registration and Updating of the Information Bulletin

The EPSS shall continue to accept applications for registration from Environmental
Consultants with the submission of appropriate documents. The list of requirements can
be obtained directly from EPSS.
This Information Bulletin shall only be updated when need arises, or when it is deemed
appropriate by EPSS.
