1. VISION Quality and relevant education for its clientele to be globally competitive,
culture-sensitive and morally responsive human resources for sustainable development.
MISSION Help accelerate socio-economic development, promote harmony among
diverse communities and improve quality of life through instruction, research, extension
and resource generation in Southern Mindanao. The Code of the University of Southern
Mindanao states the following general objectives of the university as follows : 1. To
provide programs of instruction and professional training primarily in the fields of
science and technology, especially in agriculture and industrial fields in order to produce
graduates who are both locally and globally competitive and marketable; 2. To promote
advanced studies, research and extension services and progressive leadership in all fields
of agriculture, including agri-business, food and nutrition, fishery, forestry, animal and
veterinary sciences, engineering, industrial education, and other areas of disciplines
needed for the development of Mindanao; 3. To develop courses at the graduate level
along its fields of specialization to respond to the needs of development workers in the
region; 4. To provide non-formal education and undertake vigorous extension and
research programs in food production, nutrition, health, and sports development; and,
5. To offer scholarship and/or part-time job opportunities to deserving students from
low-income families. 2. The core areas of the University are Instruction, Research,
Extension and Resource Generation. At present it holds a center of excellence and
development status in Agricultural Education, Veterinary Medicine and Biological
Sciences. 3. In the coming years, the University endeavors to become a university
focused on research and extension activities in various disciplines. 4. The University
desires to develop excellence in conducting researches in the field of agriculture and its
allied sciences. Also it endeavors to strengthen its research capacity in the field of social
sciences and humanities. 5. The University serves as the center of different disciplines in
the region. In fact, it houses several research centers which caters not only to the
regional needs but also to the national needs of the country. 6. At present the University
is actively involved in extending its capacity and resources to the development of
different processes and paradigms in the community most specifically on the agricultural
needs of the community and governance of the local government units. Several projects
and programs were already fostered between the University and the nearby LGUs to
cater the specific needs of the latter. 1. The University welcomes all support for faculty
development from different agencies both local and international. In the past, several
faculty were already sent abroad for professional development and this continuos to be
so even at present. Local scholarships also enrich the means of the university to send the
faculty for masteral or doctoral studies. Scholarship giving bodies such as CHED, DOST,
DA-BAR and others are constantly providing funds for the studies of the USM Faculty.
For those who have not availed of such scholarships, there is a local scheme in the
University, though very meager, which provides assistance for those who are studying
for masteral and doctoral degrees and for those who are writing their thesis and
dissertation. 2. The age bracket of the faculty in the university is in between 23 to 50
years old with a considerable number who are over 50 years old. The faculty with
doctoral degree are less than 50% of the population. 3. Several preparations were made
most significant of which is the offering of the Senior High School which will serve as
buffer for the large loss of faculty workload. 4. The sending of the faculty members to
graduate studies significally augments the large loss of faculty workload. Many of those
who were sent to graduate studies were those who have not yet acquired a graduate
degree and have lost their faculty workload due to the very small number of first year
enrollee. 5. The University encourages the faculty to conduct research and extension
activities. The introduction of the IRSE by the CHED is also a good avenue for the faculty
to enhance their competencies during the transition period. 6. The university observed
balance in sending the teaching and non-teaching personnel for scholarship through
proportionate allocation. The number of the faculty and staff sent for the scholarship is
in proportionate to the number of teaching and non-teaching personnel of the
University. 7. Yes. The faculty workload, the present needs of the University in terms of
expertise and the future projection as to what will be needed were factors considered in
the nomination process.
At present, a considerable number of our faculty members, some of them are in
contract of service status, do not possess the required graduate degrees necessary to
teach the subject matters they are teaching. Also, many of our senior faculty members
who are already experts in their field are already qualified to retire in the next five years.
In the College of Agriculture for example, 23 of the present 28 doctors degree holders
are qualified to retire or have already retired by 2021. And this scenario is true to almost
all the colleges in the University. These concerns among others threatens the quality of
education the University provides to its clientele in South Central Mindanao. As such, the
University through this scholarship program hereby nominates faculty members and
staff from the different units in the university who are threatened by the challenges
previously mentioned. Most of the nominee for the Doctoral program are faculty
members who have already served several years in the university however they still lack
the appropriate doctoral degree necessary for the subject matter they presently teach.
The nominees who are in contract of service status are those whose potentials are
considered to be very salient in realizing the long term goals and objectives of the
university.
Yes, everything are of quality and completeness. The University ensures that all of them
are highly competent to successfully finish their chosen programs. The nominees were
duly nominated by their immediate supervisors and had passed the necessary criteria as
provided in several issuances of the Commission on Higher Education
