I.

OVERVIEW
The Assignment Tracking System (ATS) is a database used to define project needs and track
current assignments of employees in Engineering, Contract Management, Procurement, Project
Controls Operations, and Construction/Operations Services (COS). The data resides on the
VAX, and is accessed through a PC/Windows based system. The ATS program for
Engineering, Contract Management, Procurement and Project Controls uses a single database
for all data. This provides consistency in the method used to staff projects and track personnel
assignments, facilitate assignment conflicts resolution, plan in advance for employee
commitments to other assignments (i.e. foreign assignments, time off, etc.), recognize and plan
in advance for personnel shortages and, provide a link used to move data to the corporate
Workload Runout (Backlog) System, which is used by upper management to make decisions on
such things as whether or not to bid on projects, pricing projects, and hiring. The ATS data for
Construction/Operations Services resides in a separate database.

II.

ATS FIELDS
Assignments in ATS include the following data fields:

PROJECT
"Project" is a generic term covering jobs, proposals, estimates, priority programs,
development programs, time off, and other designated assignments which are entered
individually or grouped together for tracking purposes (i.e., Miscellaneous Small
Projects, Miscellaneous Job Books, Miscellaneous Rose Projects, etc.). ATS
Administrators enter projects to ATS, either through the corporate manhour system (for

need. Individual employees are pulled from the corporate Employee Information System.
Assignment needs are defined by the term "Opening", which are designated by the ATS
program. Each employee and opening is assigned an internal "Resource ID" which is
used to identify that resource.

TECHNOLOGY GROUP
Technology Group is a description of a grouping of employees with a particular skill.

POST
A Post can be either a position title equivalent to a person's bracket (i.e., Associate
Engineer, Project Manager I), or the person's function on a particular assignment (i.e.,
Work Group Leader, Bulk Buyer). The Post provides details of the specific skill level
required to accomplish a particular assignment, or the actual position title of the person
filling an assignment. ATS Administrators enter Posts to the system. Each Post is given
an individual ID number (Post Number) and a description. CAD Posts in ATS are tied
to a particular CAD application, as well as to a particular type of CAD terminal (see the
section on CAD Reports).

ASSIGNMENT DURATION
Assignments are tracked in ATS with specific beginning and ending dates. The program
tracks by weeks for the first fourteen (14) weeks of each assignment, and by month for
all assignments lasting more than fourteen (14) weeks. Although the internal calendar in
ATS covers only three (3) years, the program can track assignments lasting longer, by
entering the total remaining workhours associated with the time period beyond three (3)
years.

ASSIGNMENT COMMITMENT
ATS tracks assignments against each record in Workhours. This allows for greater
accuracy in accounting for overtime and part-time assignments. The ATS program
calculates total workhours for each record, as well as converts a group of related
records to equivalent headcount.

III.

ACCESS TO ATS
Access to ATS is granted as either "READ ONLY" or as "MAINTENANCE". Persons with
READ ONLY access to ATS may view and print reports generated by the data residing in the
database. It also allows Exporting of report data. MAINTENANCE privileges are granted to
the ATS Administrators within the various Operations using ATS. This manual addresses read
only/report usage capabilities in ATS. To have access granted to ATS, the appropriate ATS
Administrator should be contacted.

IV.

ATS START-UP
Following are the steps to start the ATS program:

Double-click the Project Execution icon. This will bring up the ATS icon. Double-click
the ATS icon to start ATS.

The program will load ATS data from the VAX. When it is loaded, a menu bar will
appear at the top of the screen. An Icon Bar will also appear.

NOTE: for READ ONLY access, the Icon Bar is deactivated. The ADMIN pull-down menu
on the menu bar is also deactivated. These functions can only be accessed by those persons
with MAINTENANCE access.

READ ONLY ACCESS


READ ONLY Access allows for viewing and printing report data pulled from records in the
ATS database. To view the types of reports available, click on the REPORTS menu item on the
menu bar, and choose a report type. Choosing a report type initiates a Criteria Box (for most
reports) which allows the user to specify the level of detail to capture in the report. Since ATS
runs in the Windows environment, you do not have to close the Criteria Box to run additional
reports. Any entered criteria will be saved from one report type choice to the next. Also, the
second Icon Bar may have buttons for certain report types that can be clicked without needing
to close the Criteria Box. Fields that may be included in the Criteria Box are:
Project (Base and Suffix), Project ID, Tech Group, Last Name,
Employee Number, Resource ID, Set, Post Number, and Post Description

(i.e. MISC, for Miscellaneous) be entered for report generation.


The PROJECT ID is an internal number assigned to each project listed in ATS, used to track
records tied to that Project. The Project ID field includes a reference pulldown list of all
Projects that are currently listed in ATS.
The TECH GROUP field has a reference pulldown list of all Tech Groups that are currently
tracked in ATS.
The LASTNAME field requires an employee last name be entered to call up a record (or
records) for that employee. If more than one employee with the same last name has data in
ATS, a pick list with all the possible choices will be generated. Clicking on the desired choice
generates records for that employee.
The EMPLOYEE NUMBER field requires a valid Kellogg employee number be entered for the
designated employee.
The RESOURCE ID field requires the ATS assigned ID for a particular employee be entered.
The SET field has a pulldown list of sets that have been created by the ATS Administrators to
quickly compile and print reports with selected groupings of records.
The PREVIEW button allows viewing of the first page of a selected report on-screen. To view
subsequent pages (if any), the NEXT icon is used. To view pages prior to the one currently
showing, use the PREVIOUS icon.
The JUMP PAGE button allows you to specify a certain page within a report in order to view
from that point.
The PRINT button sends the report request to the Print queue, where Windows processes the
pages to print. The "Page Print Options" window offers various combinations of page numbers
for printing. Once the print reference box disappears from the screen, the report will print at
your default printer, unless you choose an optional printer in the "Page Print Options".
The ZOOM ON button increases the size of the text of the data being viewed.
The EXPORT button allows for data extraction to a file in a variety of formats. The data

NOTE: The TAB Key is used to move through the fields when choosing criteria for a report.
Pressing the ENTER key will activate the report generation, and initiate the Preview option.
VI.

REPORT TYPES
Following are the report types available, along with the report options available within that
report type, a description of the data presented in the report, and instructions on filling out the
Criteria Box to generate a report. Note that ATS does not rely on batch processing to generate
new reports. As data is entered by the ATS Administrators, new reports are available at any
time for viewing or printing.

ASSIGNMENTS:
Choosing the ASSIGNMENTS report type will activate a Criteria Box with the
following report orders:

By PROJECT (341)
This option generates assignments to a project by Tech Group for all Operations
who have assignments in ATS for that project. For each person listed, any PTO
or other commitment assignments are totaled. However, the Resource total
shown is just for the entered project. This report variety will also accept a Tech
Group or Set entry to further reduce the data returned for that project, if desired.
Each Tech Group will generate a separate report consisting of one or more
pages. Information included in this report:

Report Title ("Individual Assignments by Project")


Run Date (this is the date and time the request for this report was made)
Project number, Client name, and project description
Tech Group whose data is included for that page
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
Employee Name (listed alphabetically) or Opening (listed following the last
employee name)

Remaining Hours (REM Hours) which sums the total workhours for the duration
of each assignment for those months not shown on the report
Total Hours which sums the total workhours for each assignment beginning with
the current week through the end of the assignment
Other Commitment total workhours for one or more other project assignments
listed in ATS for each employee/opening
Resource Total which includes total workhours for the selected project for each
employee/opening
Tech Group Total which includes the total workhours for all assignments for the
selected project for each time period included, plus totals for remaining hours
and total hours
Equivalent headcount for each workhour total for each time period included

To complete the Criteria Box, click the By Project radio button, then either type in the
Project number or use the Project ID pulldown menu to locate and click on the desired
project. If you want to view the report before printing, click on the Preview button. If
you want to print without previewing, click on the Print button.

By TECH GROUP (327)


This option generates all assignments for a designated Home Tech Group, including
assignments for persons with a different Home Tech Group who are working in the
designated Home Tech Group, assignments for persons in the selected Home Tech
Group who are working in a different Home Tech Group, and Openings for the selected
Home Tech Group. Persons belonging to the entered Tech Group without assignments
shown in ATS are also listed. This report variety also will accept a Set entry to include
multiple Tech groups in the report. Information included in this report:

Tech Group whose data is included for this report
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered

employee name)
Employee/Opening internal Resource ID

ATS for each project listed for that employee/opening


Remaining Hours (REM Hours) which sums the total workhours for the duration
of each assignment for those months not shown on the report

the current week through the end of the assignment

each employee/opening
Tech Group Total includes the total workhours for all assignments for each time
period included, plus totals for remaining hours and total hours

To complete the Criteria Box, click the By Tech Group radio button, then either type in
the Tech Group or use the Tech Group pulldown menu to locate and click on the

By PERSON
This option generates a report by individual (either employee or opening) containing all
assignments in ATS for that resource. Information included in this report:

Run Date (this is the date and time the request for this report was made)
Employee Name/Opening and internal Resource ID
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
Project Number and Post Description for each project in ATS for this
employee/opening
Revised Start Date/Revised End Date (ATS retains the original start/end dates
for each assignment entered. When those dates are changed, it records the new
date as a "Revised" date)
Comment field
Total Workhours for each week/month for this employee/opening for each
project listed
Remaining Hours (REM Hours) which sums the total workhours for the duration
of each assignment for those months not shown on the report
Total Hours which sums the total workhours for each assignment beginning with

the Print button.

By SET
This option generates a report consisting of a predetermined grouping of Technology
Groups. A report listing individual assignments for persons within the selected set of
Tech Groups can be generated. You can also specify a particular grouping by project
and set (this will generate a report similar to the Assignments by Project report.)
Information included in this report:

Run Date (this is the date and time the request for this report was made)
Name of the Set chosen for report generation
Tech Group and Project, if selected, whose data is included for this report
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
Employee Name (listed alphabetically) or Opening (listed following the last
employee name)
Employee/Opening internal Resource ID
Project Number and Post Description for each project in ATS for each
employee/opening
Revised Start Date/Revised End Date (ATS retains the original start/end dates
for each assignment entered. When those dates are changed, it records the new
date as a "Revised" date)
Comment field
Total Workhours for each week/month for each employee/opening in ATS for
each project listed
Remaining Hours (REM Hours) which sums the total workhours for the duration
of each assignment for those months not shown on the report
Total Hours which sums the total workhours for each assignment beginning with
the current week through the end of the assignment
Resource Total which includes total workhours for all projects assigned in ATS for
each employee/opening
Tech Group Total includes the total workhours for all assignments for each time
period included, plus totals for remaining hours and total hours

2.

AVAILABILITY
Choosing the AVAILABILITY report type will generate a report which shows personnel
availability in percent of time available. Percent Availability is the percent of time a
resource is NOT assigned to any project, i.e. "available". A Criteria Box with the By
PROJECTS and By TECH GROUP options available will be generated. The By PERSON
and By SET options are NOT available in this report type.

By PROJECT

This option generates a report which lists all personnel currently entered in ATS for the
selected project in alphabetical order, without segregating them into Technology Groups.
The report reflects availability of the personnel listed in PERCENT OF TIME
AVAILABLE, rather than workhours. Information included in this report:

Run Date (this is the date and time the request for this report was made)
Project Number, Client Name, and Project Description
Resource ID, Employee Name, and Home Technology Group for all personnel
assigned in ATS to this project
Fourteen week look-ahead by week
Percent of time available

To complete the Criteria Box, click on the By Project radio button, enter a project number
or choose the number from the Project ID pulldown menu. To view the report before
printing, click on the Preview button. If you want to print without previewing, click on the
Print button.

By TECH GROUP

This option generates a report which lists all personnel for a Technology Group. The report
reflects availability of the personnel listed in PERCENT OF TIME AVAILABLE, rather
than workhours. Information included in this report:

Name of the Technology Group

To complete the Criteria Box, click on the By Tech Group radio button, and enter the Tech
Group name or use the pulldown menu to select the Tech Group. To view the report
before printing, click on the Preview button. If you want to print without previewing, click
on the Print button.

SUMMARY
Choosing the SUMMARY report type will generate a report ordered by Project or by Tech
Group, which summarizes the data in equivalent headcount format. The option to print data
for the full time period entered in ATS (three years broken down in time periods, further
entries as workhour totals) is also available. This report type is designed to match the
Workload System reports by providing manhours system data and by using Backlog
Groups. It also includes the previous week's ATS projections and the Actual workhour
charges incurred vs the ATS plan.

By PROJECT
This option generates a report that includes all Operations that have data in ATS or
Manhours for the selected project, unless a Set option is also entered, to reduce the data
returned. This is the only report that can use a project Set to include multiple projects in
the report. This report groups data by Workload System Backlog Groups instead of
Technology Groups. Backlog Groups are comprised of one or more Technology Groups
with the same organization code. The Backlog Groups within each Operation are listed
individually, with a subtotal for each. Workhour budget actuals imported from the
Manhour System are listed for each Tech Group with data in ATS for the selected project.
The previous week's ATS predictions for each Backlog Group are also included in this
report. Workhours data is updated on Tuesday following timesheet entry, and the previous
week's ATS data is updated on Saturday. Information included in this report:

Report Title ("Summary of Project Assignments")


Run Date (this is the date and time the request for this report was made)
Project number, Client name, and project description
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
The first three digits of each Backlog Group organization code, within each
Operation, followed by the Backlog Group name.

ATS Predictions Last Week for each Backlog Group (this is the total equivalent
workhours predicted in ATS for each Backlog Group for the previous week)
Equivalent headcount for each week/month for each Backlog Group listed within
each Operation and Backlog Groups selected, with subtotals for each
Option to produce a report showing three year spread for each project.
Hours Not Spread (the total remaining workhours for the duration of each
assignment for the time period beyond the three-year time period tracked in ATS.
This is a manual entry that must be manually changed to move hours from beyond
the three-year window into the timeframe being tracked in monthly increments in
ATS)
Grand total equivalent headcount for all Operations and Backlog Groups listed

To complete the Criteria Box, click on the By Project radio button and enter a project
number (or choose from the Project ID pulldown menu). You may limit the Operations
shown on the report by using the Set criteria. To view the report before printing, click on
the Preview button. If you want to print without previewing, click on the Print button.

By TECH GROUP
This option generates a report by Tech Group listing equivalent headcount for each project
tracked in ATS or Manhours for that Tech Group. Workhour budget actuals imported from
the Manhour System are listed for each project with data in ATS for the selected Tech
Group. The previous week's ATS predictions for each project are also included in this
report. Workhours data is updated on Tuesday following timesheet entry, and the previous
week's ATS data is updated on Saturday. Note that this report may take several minutes
to process due to the large quantities of data being retrieved (i.e. projects with ATS data
as well as projects with Workhour/Budget data but no ATS data are included). A report
which excludes budget information can also be generated. Information included in this
report:

Technology Group name
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
Project number and Client name of each project with data in ATS for this Tech

ATS Predictions Last Week for each project (this is the total equivalent workhours
predicted in ATS for each project for the previous week)
Equivalent headcount for each week/month for each project listed.
Total Hours which sums the total workhours for each assignment beginning with
the current week through the end of the assignment
Set Total equivalent headcount for all Tech Groups included in a chosen Set
Option to produce a report showing three year spread for each project.
Grand total equivalent headcount for each time period listed, as well as total
Remaining Hours and Total Hours
Hours Not Spread (the total remaining workhours for the duration of each

By SET
This option generates a report by Set listing equivalent headcount for each project tracked
in ATS for the Tech Groups in that Set. There is no Manhours data or project data for
projects without ATS assignments in this report. Information included in this report:

Choosing the DESTAFFING report type will generate a report ordered by Tech Group
listing all personnel who will be completing assignments in the next five weeks. This report
option is used primarily by Technology Groups for staffing planning purposes. The report
can include destaffing for an individual Tech Group, or a set can be chosen from the set
pulldown menu. Specifying a particular Project, Person or Set (radio button) is not an
available option. Data in the report is ordered in descending order by date available.

Run Date (This is the date and time the request for this report was made)
Technology Group name
Resource ID and employee name(s)
Title/Bracket (or the Post listed for the ending assignment)
Project number, client name and project description for the ending assignment
Home Tech Group for the employee, followed by the Tech Group they are working
in, if different than their Home Tech Group
Date available (listed as a "Monday", rather than as the week-ending date)
Comment section (a space for making notes on reassignment)
** Addition to Report this Week - signifying a change from previous report
*Change in Date Available - signifying a change in ending date of assignment

To complete the Criteria Box, enter the Tech Group or pick a Set. The By Tech Group
radio button is already chosen, since no other options are available in this type of report.

5.

OPENING
Choosing the OPENING report type will generate a report ordered by Tech Group listing
all openings to be filled over the next five weeks. This report option is used primarily by
Technology Groups for staffing planning purposes. The report can include openings for a
Tech Group, or a set can be chosen from the set pulldown menu. Specifying a particular
Project, Person or Set (radio button) is not an available option. Data in the report is ordered
in descending order by date. Information included in this report:

To complete the Criteria Box, enter the Tech Group or you may choose a Set. The By
Tech Group radio button is already chosen, since no other options are available in this type
of report. To view the report before printing, click on the Preview button. If you want to
print without previewing, click on the Print button.
6.

NEW RELEASE
Choosing the NEW RELEASE report type will generate a report ordered by Project
detailing release dates for personnel assigned to specific projects, as well as proposed or
multiple assignments. This report is used by Construction Operations/Operation Services
(COS). Specifying a particular Tech Group, Person or Set is not an available option. Data
in the report is ordered in descending order by employee name. Information included in this
report:

Position Number (Pos.#) for each assignment


Acting As/Title which is the assignment's Post
Actual As/Title which is the assignment employee's default Post
Employee Number (Emp. #) for each assignment
Employee Code (Emp. Code) which is the assignment employee's comment field
showing the employee location
Job Date Req'd which is the assignment's original start date
Assign Date which is the assignment's revised start date
A letter designating whether the project is a job ("J") or an estimate "E")
Job(s) Assigned Current which is the assignment's project number
Job(s) Assigned Proposed which is additional assignment project numbers for that
employee
Release Date Current which is the assignment's revised end date
Release Date Proposed which is additional assignments' revised end dates for that
employee
RCM Comments which is paper space for handwritten remarks by the Resident
Construction Manager
CM Comments which is paper space for handwritten remarks by the Construction
Manager

Choosing the LEGEND report type will generate a report ordered by Tech Group similar
to the ASSIGNMENTS report, but in a consolidated, quick-reference format. This report
option is used primarily by the Technology Groups. Specifying a particular Project, Person
or Set is not an available option. Information included in the report:

Run Date (This is the date and time the request for this report was made)
Technology Group name
Week ending date for the first 14 weeks, followed by the beginning and ending
weeks for the monthly groupings
Total hours available for each time period covered
Employee Name and Post Title for all employees within the Home Tech Group
Openings for the Home Tech Group
An * signifying an employee with multiple assignments (the largest workhour total
for each time period is entered as the Project Legend, or if all part-time assignments
are equal, the first assignment record listed in the database)
A letter designating whether a person is loaned to another Tech Group ("L") or if
a person is borrowed from another Tech Group ("B")
A two or three letter code representing a particular project's Project Legend
Fourteen weekly assignments followed by nine monthly assignments

To complete the Criteria Box, enter the Tech Group or you may choose a Set. The By
Tech Group radio button is already chosen, since no other options are available in this type
of report. To view the report before printing, click on the Preview button. If you want to
print without previewing, click on the Print button.
8.

LEGEND CODES
Choosing the LEGEND CODES report will generate a multi-page report listing the
LEGEND CODES which correspond to each Project currently listed in ATS. Information
included in this report:

A three-column alphabetical Legend Code list (either two or three letters each)
Project Number, Client Name and Project Description

This report option does not use a Criteria Box. To print this report, click on the PRINT
button.
10.

POST LIST
Choosing the POST LIST report type generates a multi-page report which lists all the Posts
currently in ATS. The default report lists Posts in Post Code number order. If the report
is printed, you can optionally print another report in Post Description order. Information

POST USAGE
Choosing the POST USAGE report type generates a Criteria Box which allows you to
compile a report listing all employees and openings with a particular POST associated with
a record in ATS. Either the Post Description or the Post Number can be used as the
criteria. If the Post Description is used, a pick list of all Posts whose description are similar
to the criteria entered will appear, allowing partial descriptions or guesses. For instance,
"DES" (for "Designer") could be entered to find all Posts with "DES" anywhere in the Post
description. This ensures the report reflects data for the correct Post. Information included
in this report:

Report title ("Resources or Assignments Associated with a Post")


Run Date (This is the date and time the request for this report was made)

criteria, even if they have no assignments listed in ATS)


Employee/Opening internal Resource ID
Project number and the chosen Post description for each project entered in ATS for
each employee/opening
Revised Start Date/Revised End Date. ATS retains the original start/end dates for
each assignment entered. When those dates are changed, it records the new date
as a "Revised" date.
Comment field
Total Workhours for each week/month for each employee/opening tracked in ATS
for each project listed for that employee/opening
Remaining Hours (REM Hours) which sum the total workhours for the duration of
each assignment for those months not shown on the report
Total Hours which sums the total workhours for each assignment beginning with
the current week through the end of the assignment
Resource Total which includes total workhours for all projects assigned in ATS for
each employee/opening
Tech Group Total includes the total workhours for all assignments for each time
period included, plus totals for remaining hours and total hours

To complete the Criteria Box, enter a Post Number or a Post description. You may view
the report on-line, or move between pages of the report (use the NEXT, PREVIOUS, or
JUMP buttons). To Print the report, click the Report icon.

RELEASE
Choosing the RELEASE report type will generate a report ordered by Position Code
detailing release dates for personnel for all projects. This report is used by
Construction/Operation Services (COS). Data in the report is ordered in descending order
by project and release date. If the report is printed, you can optionally print another report
ordered by project and position number. Information included in this report:

Position Number (Pos. #) for each assignment


Acting As/Title which is the assignment's Post
Actual As/Title which is the assignment employee's default Post
Employee Number (Emp. #) for each assignment
Employee Name for each assignment
Employee Code (Emp. Code) which is the assignment employee's comment field

Release Date Proposed which is the paper space for handwritten dates
RCM Comments which is paper space for handwritten remarks by the Resident
Construction Manager
CM Comments which is paper space for handwritten remarks by the Construction
Manager

This report option does not use a Criteria Box. To print this report, click on the Print

CAD DETAIL
Choosing the CAD DETAIL report type generates a detailed report at the resource name
level of detail of all Project records which have a CAD Post associated to them. This report
is used primarily by the Engineering and Information Services Department (E&IS) to track
and plan for CAD terminal needs on projects. Information included in this report:

Report title ("CAD Equipment Requirements - Detail")


Run Date (This is the date and time the request for this report was activated)
Project Numbers and Client Names (listed in descending numerical order)
Tech Group with CAD records on the Project
CAD application associated with each record
Employee last name or Opening for each record
Fourteen single-week and three multi-week look-ahead time periods
Each record is counted as a single CAD terminal need. Note that the program
counts part-time assignments with the same CAD application for a single
employee/opening as a single entry, to avoid incorrect terminal counts which might
be caused by employees/openings with multiple assignments

This report does not use a Criteria Box. The Icon Bar appears at the top of the screen.
