job training and subsidized housing, adoption, community management, policy research, and
lobbying.[1]
The Ministry of Social Affairs and Social Services (Hebrew: ,
Misrad HaRevaha VeHaSherutim HaHevrati'im) is the branch of government charged to ensure
the welfare of the public in Israel and oversee the supply of services.
The ministry was originally divided into two separate ministries the Labor Ministry and the
Welfare Ministry. In 1977 they were united to be the Welfare and Labor Ministry according to
the view that labor can lead to welfare. In the term of the second government of Ariel Sharon
(2003), the responsibility of work-related issues was transferred to the Industry, Trade and Labor
ministry and in 2007 the name was changed to be Welfare and Social Services Ministry.

Its departments:
Department for treating a person with a developmental disability, mental (mental
retardation): specializes in the detection, diagnosis and treatment of people with intellectual
disability, developmental (mental retardation) and their families according to their recognition by
the Evaluation Committee according to the law of remedies.
Department of social and rehabilitation services: assists in collaboration with State, public
services and voluntary running frames area to suffer from physical and sensory disabilities in
early childhood, children (detection and treatment), youth and adults (employment) all areas of
life. Most services offered by NGOs and private bodies.
Youth Services Department penal offline: entrusted with providing social care and supervision,
rehabilitation and prevention to fetal and distressed population, at the end of the Israel State
educational treatments. The personal and social functioning difficulties in social and
disconnection processes of deterioration to criminality and deviance. In addition, the Division
responsible for treating the victims of criminal activity.
Personal and Social Services Division: provides, directly or through local authorities,
individual and social welfare services for individuals (children up to the elderly), family, special
populations and communities and neighborhoods.
Research and Planning Division training: the Division leads the research, planning and
training of the Ministry of Social Affairs and deals with collecting, creating and disseminating
information and knowledge in the areas of policy, research and services.
