Russian deputy PM set to discuss more nuclear, energy
cooperation
The governments Make in India programme and Russias Eastern pivot will meet as
Russian Deputy Prime Minister Dmitry Rogozin will discuss more cooperation on energy, the
co-production of fighter aircraft and nuclear cooperation with Prime Minister Narendra Modi,
External Affairs Minister Sushma Swaraj and National Security Adviser Ajit Doval.
During the visit on Wednesday, Mr. Rogozin will chair the 20th commission (IRIGC-TEC)
along with Ms. Swaraj, as well as draw up the plan for deliverables for President Vladimir
Putins visit to Delhi, expected in December for the annual India-Russia summit. Russian
Foreign Minister Sergey Lavrov is expected at the end of November as well. Each of these
fields, from defence production to nuclear and space programmes, are fields India is looking to
Russia for closer cooperation, and so Mr. Rogozins visit is important, an official source told

Answers1. Eastern pivot by Russia is a geo-strategic move to look towards far east and Asia pacific which was
long neglected in Russian foreign policy. Foreign establishment in Russia has made it very clear that the
policy doesn't aim to contain China rather it is a move to cooperate and coordinate with eastern
members as Asia is being considered as engine of global economy in times to come.
Russia and India have shared a long and historical relationship of mutual trust and cooperation. In this
context, Eastern pivot strategy will provide new avenues for India in field of energy, defense production
and nuclear energy etc. This will augment the Indian plan of Make in India however care needs to be
taken in providing a pro- investment atmosphere and ecosystem where investors are more than willing
to invest in manufacturing, infrastructure development etc.

2. Russia's Eastern Pivot is its revamped foreign policy which is expected to have deep
ramification on world geo-strategically and geo-economically. The policy emphasizes on Asiapacific region over WEST (especially after Ukraine crisis and sanctions put on Russia) as the
fulcrum of Russian growth and development. For that Russia has clarified that China and India
are the biggest stakeholder in its policy and it sees them from the prison of friendship and not
competitors.

Benefits expected to India:1. To include Russia & China to develop a security architecture to counter terrorism and
insurgencies.
2. Defense & Nuclear cooperation through manufacturing and technology development of
modern equipment.
3.Energy security of India will bolstered due to large deposit of oil and natural gas in Russia.
4.Benefits to "MAKE IN INDIA" programme is expected which would streamline increased
investment from Russia.
However , this policy is expected to shift the balance of power to Asia-pacefic region which is a
source of worry for US and its partners. There are rising fears of neo cold war era which may lay
down the seeds for future developments.
