Subject: Community Speed Limit Reduction Process - Procedure

Administration continues to receive requests for the implementation of 40 km/h speed
limits in specific communities. This memo is in response to various conversations on
this topic with members of Council and citizens.
Areview of the Community Traffic Management Process (CTMP) has been undertaken
and a revised City Procedure will be issued for the implementation of reduced speed
limits in the first quarter of 2017, in accordance with Speed Reduction Policy C566.
In the interim, requests for a neighbourhood speed limit reduction will be reviewed,
speed and related data will be gathered, and an evaluation conducted to ensure that
the request qualifies for further consideration. The information will then be provided to
the requester so that they are able to initiate the community engagement process
necessary to support the speed limit reduction request.
Community support requirements will be based on the existing CTMP, which requires a
minimum response rate of 30% of the community members, with no less than 67% of
the respondents in support of the initiative. Previously, the required response rate had
been established at 100% which was very difficult to achieve.‘Administration is also carrying out a Public Engagement process to understand the
City-wide residential speed limit that would be best supported by Edmontonians. This
‘engagement work will support the ongoing discussions with the City of Calgary and the
Province of Alberta in regard to permitting municipalities to establish their individual
default residential speed limits. The findings from the public engagement process will
be presented to City Council in the second quarter of 2017.
