Overview
Asyouknow,thenewCALGreengoesintoeffect1/1/17,withenhancedrequirementsforpluginelectricvehicle(PEV)
readinessrequirementsforlargemultifamilybuildings,nonresidentialbuildings,andsinglefamilyresidences.After
examiningtherequirements,currentPEVownershipinOakland,andwhatweexpecttoseehereintheverynearfuture,
industryexperts(includingmembersofthedevelopercommunity)andCitystaffagreedthatthemandatoryminimums
inCALGreenareinadequateforOakland.Staffworkedwithalocalconsultant(EnergySolutions)todevelopacost
effectivenessstudythatshoweddramaticlifetimecostsavingsforinstallingPEVreadiness(definedbelow)atthetimeof
newconstruction,versuslaterretrofit.TherecommendedcodechangesexceedCALGreeninallbuildingtypes,taking
intoaccountthecosteffectivenessfindings,currentratesofPEVownership,projectedadoptionoverthenextfewyears,
andstrategicgoalsforpromotingequityincleantransportationacrossthecity.Therecommendedcodeisconsistent
withthegoalsoftheBayAreaPEVReadinessPlan,writtenbytheBayAreaAirQualityManagementDistrict(BAAQMD),
AssociationofBayAreaGovernments,andtheMetropolitanTransitCommission.

KeyDistinctionsoftheProposedLocalCode
NeitherthemandatorynorvoluntaryCALGreenstandardsgofarenoughtoaddresslocalneeds.PleaseseetheAgenda
Report,linkedabove,foradditionaldetails.
1. TherequiredminimumnumberofPEVReadyspacesistoosmalltomeettheleveloflocaldemandthatOakland
isexpectedtoseewithinthenextfewyears.Forexample,approximately5%ofnewvehiclesalesinourregion
lastyearwereelectric,whereastheCALGreenmandatorystandardsdesignedtobeapplicablestatewide
onlyrequires3%ofspacesinnewmultifamilybuildingstobePEVReady.Withoutlocalactiontoboost
requirements,evenCALGreensvoluntarytiersareunlikelytocapturethelevelofgrowthweexpecttoseein
lessthanfiveyears.CALGreenalsoistoomodesttofacilitatethelevelofPEVadoptionrequiredinCaliforniaby
2025.
2. Multifamilybuildings,whichcurrentlyrepresentthegreatestchallengetoPEVcharging,areexemptedfromthe
requirementsinbuildingswithfewerthan17units.
3. CALGreenmandatesalowerstandardofPEVReadinessbynotrequiringthatfullcircuitsareinstalled;only
electricpanelcapacityandinaccessibleracewayarerequired,whichstillleavessubstantialworktobedone
beforePEVchargerscanbeinstalledwithahigherlifetimecostincrement.

TheproposedamendmentswouldsatisfyandexceedCALGreenrequirements,meetanticipatedlocalneeds,and
addressthegoalsofOaklandsEnergy&ClimateActionPlan(ECAP),adoptedbyCouncilin2012.Thecentral
componentsoftheproposedamendmentsareasfollows:
1. IncreasethetotalnumberofspacesthatarePEVReadyaboveCALGreenminimumrequirementsinall
multifamilybuildings(includingthosewithfewerthan17units)andnonresidentialbuildings;
2. RequirethataspecificnumberofPEVReadyspacesareequippedwithfullelectriccircuitsatthetimeofnew
constructiontosupportnearterminstallationofelectricvehicleserviceequipment(EVSE)withreducedtime
andexpense;and
3. Facilitateupto100%EVSEinstallationinlargermultifamilybuildings,whilegivingdevelopersandbuilding
ownerswidelatitudebyallowingforloadmanagementtechnologiesthatreducetheneededpanelcapacityfor
widespreadcharging.

Theproposedcodedoesnotrequireactualinstallationofchargers(theCityofFremontpassedlegislationlastweekthat
nowrequiresactualchargerstobeinstalledinnewbuildings).TheproposedcodeaddressesLevel2chargingonly
(240V),andsaysnothingaboutDCFastchargers.

CostSavings
InstallingPEVReadiness(inaccessibleconduitandminimumpanelcapacity)orfullcircuits(Readinesspluspulledwire,
circuitbreakers,junctionboxes,etc)duringnewconstructionvs.laterretrofitiscosteffectiveoverthelifetimeofthe
building.Installinginfrastructureduringnewconstructionavoidsconstructionretrofitcostssuchastrenching,breaking
andrepairingwalls,buildinglongerraceways,usingmoreexpensivemethodsoverall,andupgradingtheelectric
service.Additionalretrofitcostscomefrompullingnewpermits,additionalinspections,andprojectmanagement.Our
initialsavingscalculations,includedintheAgendaReport,wererefinedrecentlyafterstakeholdermeetingsinSan
Franciscoresultedinarecalculationbasedonlessexpensiveinslabconstructionmethods.Theadditionalsavings
includeusingPVCinsteadofrigidconduit,notneedingcertainfastenings,tyingofftheconduittostructuralsteelinthe
slab,andhavingmoredirectruns.Theendresultshowssavingsofbetween$1,510and$2,790perspace.

ElectricLoadManagement
AsImentionedabove,weareawareofthelargeandgrowingnumberofloadmanagementtechnologiesavailableon
themarkettoday.Thebenefitoftheseisthat,inalargerbuilding,youcanaccommodate100%ofparkingspaces
offeringchargingwithasmallerpanelbyreducingtheinstantaneousamperagegoingtoeachspace.Essentially,youcan
sizeyourpaneltowhatyouwouldneedforfullcapacitychargingof20%ofspaces,buthavechargingat100%ofspaces
withaslowas8ampsperspace.Theexactwaythatthiswillbeoperationalizedwillvarygreatlyfrombuildingto
building.
