toreiteratemyappreciationforourconversationafewmonthsago;yourenthusiasmaboutincreasedrequirementsfor
PEVreadinessinfluencedtherecommendationsoftheproposedordinance.Iagreewithyouthattherewasnothing
concerninginourconversation.TheproposedrequirementsareconsistentwiththedirectionthatPEVadoptionis
goinginOaklandandwithlocalandregionalgoalsforelectricvehicleadoption.Theyrealsohighlycosteffective,as
installingchargerspostconstructionwillcostbuildingowners/managerslessthanhalfofwhatitwouldotherwisebe
withoutreadiness.AsImentionedbefore,weregoingtotheCEDCouncilCommitteenextTuesday(12/6,1pm)with
theitem.
Overview
Asof1/1/17,CALGreenhasenhancedrequirementsforpluginelectricvehicle(PEV)readinessrequirementsforlarge
multifamilybuildings,nonresidentialbuildings,andsinglefamilyresidences.Uponexaminingtherequirements,current
PEVownershipinOakland,andwhatweexpecttoseehereintheverynearfuture,industryexperts(includingmembers
ofthedevelopercommunitysuchasyourself)andCitystaffagreedthatCALGreensmandatoryminimumsare
inadequate.Staffworkedwithalocalconsultant(EnergySolutions)todevelopacosteffectivenessstudythatshowed
dramaticlifetimecostsavingsforinstallingPEVreadiness(definedbelow)atthetimeofnewconstruction,versuslater
retrofit.StaffsrecommendedcodechangesexceedCALGreeninallbuildingtypes,takingintoaccountthecost
effectivenessfindings,currentratesofPEVownership,projectedadoptionoverthenextfewyears,andstrategicgoals
forpromotingequityincleantransportationacrossthecity.Therecommendedcodeisconsistentwiththegoalsofthe
BayAreaPEVReadinessPlan,writtenbytheBayAreaAirQualityManagementDistrict(BAAQMD),AssociationofBay
AreaGovernments,andtheMetropolitanTransitCommission.
KeyDistinctionsoftheProposedLocalCode
NeitherthemandatorynorvoluntaryCALGreenstandardsgofarenoughtoaddresslocalneeds.TheAgendaReporthas
additionaldetails;thefollowingarethekeyshortcomings:
1. TherequiredminimumnumberofPEVReadyspacesistoosmalltomeettheleveloflocaldemandthatOakland
isexpectedtoseewithinthenextfewyears.Forexample,approximately5%ofnewvehiclesalesinourregion
lastyearwereelectric,whereastheCALGreenmandatorystandardsdesignedtobeapplicablestatewide
onlyrequire3%ofspacesinnewmultifamilybuildingstobePEVReady.Eventhevoluntarytiersareunlikelyto
capturethelevelofgrowthweexpecttoseeinlessthanfiveyears.Moreover,CALGreenistoomodestto
facilitatethelevelofPEVadoptionrequiredinCaliforniaby2025.
2. Multifamilybuildings,whichcurrentlyrepresentthegreatestchallengetoPEVcharging,areexemptedfromthe
requirementsiftheyhavefewerthan17units.
3. CALGreenmandatesalowerstandardofPEVReadinessbynotrequiringthatfullcircuitsareinstalled;only
electricpanelcapacityandinaccessibleracewayarerequired,whichstillleavessubstantialworktobedone
beforePEVchargerscanbeinstalledwithahigherlifetimecostincrement.
TheproposedamendmentswouldsatisfyandexceedCALGreenrequirements,andmeetanticipatedlocalneeds.The
centralcomponentsareasfollows:

1. IncreasethetotalnumberofspacesthatarePEVReadyaboveCALGreenminimumrequirementsinall
multifamilybuildings(includingthosewithfewerthan17units)andnonresidentialbuildings;
2. RequirethataspecificnumberofPEVReadyspacesareequippedwithfullelectriccircuitsatthetimeofnew
constructiontosupportnearterminstallationofelectricvehicleserviceequipment(EVSE)withreducedtime
andexpense;and
3. Facilitateupto100%EVSEinstallationinlargermultifamilybuildings,whilegivingdevelopersandbuilding
ownerswidelatitudebyallowingforloadmanagementtechnologiesthatreducetheneededpanelcapacityfor
widespreadcharging.
Theproposedcodedoesnotrequireactualinstallationofchargers(theCityofFremontpassedlegislationlastmonth
thatnowrequiresactualchargerstobeinstalledinnewbuildings).TheproposedcodeaddressesLevel2chargingonly
(240V),andsaysnothingaboutDCFastchargers.

CostSavings
InstallingPEVReadiness(inaccessibleconduitandminimumpanelcapacity)orfullcircuits(Readinesspluspulledwire,
circuitbreakers,junctionboxes,etc)duringnewconstructionvs.laterretrofitiscosteffectiveoverthelifetimeofthe
building.Installinginfrastructureduringnewconstructionavoidsconstructionretrofitcostssuchastrenching,breaking
andrepairingwalls,buildinglongerraceways,usingmoreexpensivemethodsoverall,andupgradingtheelectric
service.Additionalretrofitcostscomefrompullingnewpermits,additionalinspections,andprojectmanagement.Our
initialsavingscalculations,includedintheAgendaReport,wererefinedrecentlyafterstakeholdermeetingsinSan
Franciscoresultedinarecalculationbasedonlessexpensiveinslabconstructionmethods.Theadditionalsavings
includeusingPVCinsteadofrigidconduit,notneedingcertainfastenings,tyingofftheconduittostructuralsteelinthe
slab,andhavingmoredirectruns.Theendresultshowssavingsofbetween$1,510and$2,790perspace.
ElectricLoadManagement
AsImentionedabove,weareawareofthelargeandgrowingnumberofloadmanagementtechnologiesavailableon
themarkettoday.Thebenefitoftheseisthat,inalargerbuilding,youcanaccommodate100%ofparkingspaces
offeringchargingwithasmallerpanelbyreducingtheinstantaneousamperagegoingtoeachspace.Essentially,youcan
sizeyourpaneltowhatyouwouldneedforfullcapacitychargingof20%ofspaces,buthavechargingat100%ofspaces
withaslowas8ampsperspace.Theexactwaythatthiswillbeoperationalizedwillvarygreatlyfrombuildingto
building.

I havent spoken to Mike about it specifically. I will try to catch him today to talk, but I dont remember
anything from what we discussed that would be concerning? Adding EV charges into new development was the
basic gist. Send me any notes or a draft of the ordinance so that I may have something to go by.
