Haryana is one of the 29 states in India, situated in North India. It was a part of the
larger Punjab region and was carved out of the former state of East Punjab on 1 November 1966
on the basis of linguistic basis. It stands 21st in terms of its area which is spread about
44,212 km2 (17,070 sq mi). As of 2011 census of India, the state is eighteenth largest by

Scientists at Central Institute for Research on Buffaloes (CIRB) in Hisar have successfully
produced a cloned buffalo offspring Cirb Gaurav.

The newborn cloned calf, weighed 40.4 kg at the time of birth has been produced under
the project entitled Cloning for conservation and multiplication of superior buffalo
germplasm.

First Mahila Troop inducted for High-Altitude Posts of IC Border


The recently trained cohort of 500 women labor force has been positioned at high-altitude
posts along the India-China border.

The first Mahila troop was commissioned into the Indo-Tibetan Border Police
(ITBP) in Panchkula, Haryana.

900+ girls in sex ratio at birth recorded in Haryana


For the first time in 10 years, sex ratio in Haryana has shown a mounting crossing the 900
mark with 903 girls per 1,000 boys as compared to earlier 879 females per 1,000 males.

panchayats
Sensitive portrayal of life for young women facing the threat of the diktat of khap panchayats
in Haryana has earned Ankita Anand, a journalist-writer won the European Commissions
prestigious Lorenzo Natali Media Prize for 2015 (Asia-Pacific).

Anands experience and efforts were contained in a write-up No Country for the New
Woman was published in the summer number (April-June 2015) of the quarterly magazine
The Equator Line, which centred on the theme of womens freedom in India.

DBT Scheme for Kerosene from April 1, 2016


The government will unveil Direct Benefit Transfer (DBT) scheme for kerosene from 1st April
2016, where the users will buy the cooking fuel at market rate but will get financial support
directly in their bank accounts.

The scheme will be implemented in selected 26 districts of 8 states.

In this regard, states be given cash incentive of 75% of subsidy savings during the first
two years, 50% in the third year and 25% in the fourth year.

Haryana signs 8 MoUs in China on smart-cities etc
Haryana Government signed eight momentum of understanding (MoUs) with top companies
of China to set up a USD 10 billion industrial park and smart cities in the state. These MoUs
were signed with top Chinese companies like Wanda Group, China Land Development
Company Private Limited, and ZTE Corporation.

MoU signed with ZTE Corporation for the development of smart cities in Haryana.

MoU was signed with Wanda Group Chairman Wang Jianlin for development of a World
Class Comprehensive Industrial Park at Kharkhoda district in Sonipat.

MoU was signed with China Fortune Land Development Company Private
Limited(CFLD) for development of large format Industrial Parks in Haryana.

According to MoU Wanda Group will invest a total of USD 10 billion to


developWanda Industrial New City over an area of approximately 13 square

kilometers.
MoU was signed with Inspur Group, which plans to invest USD 100 million in IDC,
CDN and cable-box manufacture plant.

Life time ban imposed on IPL player Ajit Chandila by BCCI
Board of Control for Cricket in India (BCCI) imposed a life time ban on Haryana offspinner bowler Ajit Chandila due to his involvement in the IPL spot-fixing scandal 2013.

Ajit Chandila was found guilty of misconduct and corruption under the Articles 2.1.1,
Article 2.1.2, Article 2.1.3, Article 2.1.4, Article 2.2.2, Article 2.2.3, and Article 2.4.1 of the
BCCI Anti-Corruption Code.

30th Surajkund International Crafts Mela started at Faridabad
The annual Surajkund International Crafts Mela is inaugurated by Haryana Chief Minister
Manohar Lal Khattar in Faridabad. This year is the 30th edition of the Surajkund
International Crafts Mela. The event will continue till 15 February.

This year Telangana is selected as the Theme State and the last year Chhattisgarh
was selected as the Theme State for the 29th Surajkund International Crafts Mela.

The main attractions of the fair are the Rich showcase of regional and international
crafts and traditions.

The Craft Mela celebrates the Indian folk traditions and cultural heritage.

The Surajkund Mela is the largest crafts fair in the world with unique and diversity of the
handicrafts, handlooms and cultural fabric of India.

The Surajkund Mela is planned by the Surajkund Mela Authority & Haryana Tourism in
collaboration with Union Ministries of Tourism, Textiles, Culture and External Affairs.

All the states of India and nearby 20 countries from the world participate in the Mela.

The first edition of the Surajkund Crafts Mela was hosted in 1987.

Haryana, Ontario ink pact for cooperation


Haryana and Ontario in Canada had signed a Pact. It was aimed to enhance commercial
and cultural ties. This pack will help to facilitate knowledge transfer in areas like museum
development and cultural preservation

The pact was inked by the Managing Director of Haryana State Industrial and
Infrastructure Development Corporation Ltd, Sudhir Rajpal, and Deputy Minister of
Ontario Ministry of Citizenship, Immigration and International Trade, Helen Angus, in
the presence of Haryana Chief Minister Manohar Lal Khattar, Premier of Ontario,
Kathleen Wynne, and Premier of Prince Edward Island, Wade MacLauchlan.

Haryana and South Korean state of Chungcheongbuk had agreed to collaborate on technology
and development.

Haryana to become the first state in India to have Aquifer mapping
With the climate changes in the recent years, the groundwater sources have gone down to a
critical
level. To find out the exact location of the Aquifer rocks a new mapping technique is to be
introduced in Haryana by May making it as the first state to have such mapping.

Aquifer rock is an underground layer of water bearing rock which has groundwater
stored in it.

Mapping technique

The Aquifer mapping will help in estimating the quantity and quality of groundwater
present inside the rock

Mapping determines the exact location, its size, amount of water that can be stored
and its recharge point

Mapping is carried out by Central Ground Water Board on the scale of 1:50000

Objective
The main objective of groundwater mapping is to ensure sustainability and to replenish
the Declining Groundwater.

Haryana launches Adapting homes for the differently-abled scheme.


Haryana launched a new scheme, under which six months pension would be given in advance to
persons with disabilities for adapting their homes as per their requirement. This amount would be
recovered over a period of 42 months under the Adapting homes for the differently-abled
scheme.
Other Schemes for PWD persons:

Haryana has also been selected by the Centre as a pilot State for universal ID for persons
with disability, for which work has already been started.

Gurgaon and Faridabad districts have been selected for the Accessible India campaign
for persons with disabilities.

Haryana to join UDAY scheme


Seven states have already joined the UDAY(Ujwal Discom Assurance Yojana) scheme which is an
initiative to clear the debts of the state run power distribution companies.
Need of UDAY It is a scheme for restructuring debt of power distribution companies
(discoms) in the state.
Flash points

The power discoms in the state had a total debt of Rs 34,500 crore, of which the state
government would take over Rs 25,000 crore in two tranches

In the first tranche, the state will take over Rs17,000 crore debt in 2016-17

Rs 8,000 crore will be taken over before September 2018

The actual transfer would happen over five years. The grant component would be 20
per cent, while the remaining would be debt.

Non-statutory liquidity ratio bonds would be issued against the 80 per cent debt
for which the distribution companies would have to pay an interest of 8.5-nine per
cent against 12.5-13 per cent, which is normally paid.

Warning System installed onsite.

The Early Earthquake Warning and Security System has been installed by Terra
Techcom free of cost. Around 26 countries in the world have this technology already. This
system can save lives by giving alert of a future earthquake well ahead of time.

Baxi app to now work without Internet


Gurgaon-based Baxi has come up with a new feature in its android mobile app which will allow
its
users to book rides on the app without using Internet. The bike-taxi hailing app offers services
in Gurgaon and Faridabad.

For booking offline, the user will have to open app and just press the BOOK button. The
app will send SMS to send the users location and request to its server, find the closest
Baxi and respond to the user with that information using SMS.

With this innovation, Baxi app has become the first and only taxi-booking app in
the world that will operate without an Internet connection.

Haryana Proposes tax Free State Budget for 2016-17


The Haryana government proposed a tax free budget for the financial year 2016-17. Its focus
was mainly in rural development and it also proposed relief to the riot-hit traders.

Budget increased 4 per cent to Rs 88,781.96 crore in 2016-17

Fiscal deficit has been pegged at 47 per cent of GSDP (without UDAY) in 2016-17

TRR is projected at Rs 62,955.53 crore, of which tax revenue is Rs 46,388.31 crore and
non-tax revenue is Rs 16,567.22 crore

Agriculture and allied sector- Rs 13,494 crore

Rural development and panchayats- Rs 2,824.47 crore

In case of men candidates or those belonging to the Scheduled Caste category, the
minimum qualification would be Class VIII, while for women of the Scheduled Caste

by a court in a criminal case for an offence punishable with imprisonment for not less
than 10 years

students who secure a minimum of 95 per cent Aprks in Class X Board examination this year.

Haryana notifies scheme to encourage water harvesting in MSMEs
Government of Haryana has notified Water Audit Scheme for Micro Small and Medium
Enterprises (MSMEs) to fillip water harvesting and conservation in industrial units.

Under the fund 75 per cent reimbursement of cost of water audit limited to a maximum
of Rs 1 lakh and subsidy up to 50 per cent or maximum of Rs 20 lakh on the cost of
capital equipment required for water conservation or harvesting systems.

additional affordable housing stock in the low and medium potential towns of the state.

Haryana Government appointed two-member inquiry panel to probe into Jat quota stir
Haryana government set up a two-member Commission of Inquiry headed by Retired Justice S N
Jha, former Chief Justice of Jammu to probe the sequence of events leading to violence during
the Jat agitation for reservation in February.

The commission is formed under the Commissions of Inquiry Act, 1952.Another Inquiry
Commission, headed by retired IPS officer Parkash Singh, is already probing into the lapses
on part of government officials in tackling the Jat agitation and subsequent arson.

Haryana to enact Act to accord statutory status to Sports Council
Announcement:

Haryana Health Minister Anil Vij stated that the state government would enact

State Sports Council Act.


There would be a sports body at state, district and sub-division level which would coordinate
maintain all affairs of sports in the state.
Purpose : To accord statutory status to the Council and further promote sports activities in the
state.
UIDAI launches special enrolment drive in 4 States/UTs
i. The Unique Identification Authority of India (UIDAI) has launched an initiative to enroll left over
population for Aadhaar enrolments in four States and Union Territories such as Haryana, Goa,
Chandigarh and Puducherry.
ii. In the unique move from UIDAI enrolment saturation can cross 100% when the migrant
population also enrolls in that particular state. As on May 12, over 101.26 crore Aadhaar
numbers have been generated across the country.
Haryana govt notifies Jat reservation Bill
i. BJP led Haryana government has notified the Haryana Backward Classes (Reservation in
Services and Admission in Educational Institutions) Act, 2016. The bill moved by Chief
MinisterManohar Lal Khattar was passed by voice vote.
ii. Under this act the government is entitled to provide reservation in services and admission in
educational institutions to persons belonging to backward classes in the State.
iii. The Act offers 10 per cent reservation in service for Class III and IV posts and six per cent
reservation in Class I and II posts to the Jat, Jat Sikhs, Ror, Bishnoi, Tyagi, Mulla Jat or Muslim Jat
in Schedule III.
iv. The permitted 10 per cent reservation for admissions to educational institutions to people
belonging to these castes. Jats form the largest caste in Haryana with around 25% population.

Haryana Government launches Asias first Gyps Vulture Reintroduction Programme
i. The Haryana government launched Asias First Gyps Vulture Reintroduction Programme at
Jatayu Conservation Breeding Centre, Pinjore of the state. Two Himalayan Griffons-released by Lal
Khattar jointly with Union Environment Minister Prakash Javadekar.
ii. The breeding and conservation of vultures is a major step in the direction of saving the
endangered species.
iii. Upon this move the country will have four crore vultures in the next 10 years. The Himalayan
Griffon is closely related to the critically endangered resident Gyps species of vultures but is not
endangered.
iv. These vultures birds were wing-tagged and were leg-ringed for identification.
Haryana to have Indias first AYUSH University
i. Haryana state cabinet approved a proposal to upgrade Shri Krishna Government Ayurvedic
College, Kurukshetra as a university, which will bring the Countrys first AYUSH University.
This is the first of its kind in the country.
ii. The state will pronounce an ordinance would soon be introduced for the university following
which it would become functional.
iii. The institute is expected to be functional which will have courses of all the systems of
AYUSH and also with various facilities.

Worlds smallest pacemaker implanted in 92-year old at Gurgaon Hospital
i. The worlds smallest pacemaker was successfully implanted in a 92-year-old man at Gurgaon
based Medanta Medicity Hospital. With this the hospital to become the first hospitals in the
country to offer such a heart device.
ii. The Micra Transcatheter Pacing System is an innovative type of heart device that affords
patients with the most advanced pacing technology at one-tenth the size of a traditional
system.
iii. This artificial heart is unable to pump enough oxygen-rich blood to the body during normal
activity or exercise, causing dizziness, fatigue, shortness of breath.

Haryana Bans 15-Year-Old Petrol, 10-Year-Old Diesel Vehicles
i. Haryana has announced ban on 15 year old petrol vehicles and 10 year old diesel vehiclesto
curb air pollution from plying in NCR Region.
ii. The Ban will is effective in the National Capital Region that consist of (NCR): Gurgaon,
Faridabad, Sonepat, and Jhajjar.
iii. In fact these cities composed together accounts over 20 lakh registered vehicles. i.This move
comes after the National Green Tribunal has banned 10 and 15-year-old diesel vehicles in Delhi.
Indias first smart grid to come up in Gurgaon
i. The Union government has set to extend support to the countrys first smart grid project to be
set up at Gurgaon in Haryana under UDAY, The state has been a performing state under the
debt restructuring programme for state-owned power distribution companies.
ii. The maiden phase of the smart grid project centre would extend a grant of Rs 273 crore to
the Haryana. The assistance to Haryana would be given from the Power System Development
Fund (PSDF) for Rs 7,000-crore project, the first phase of which would cost Rs 1,382 crore.
iii. The project would ensure 24 x 7 quality power supply to the city which depends on diesel
gensets due to irregular power cuts.

Pashudhan Bima Yojana, Insurance scheme for cattle breeders launched in Haryana
i. An insurance Scheme for the cattle breeders has been announced by the BJP led Haryana
Government named Jokhim Prabandhan Aur Pashudhan Bima Yojana. The Scheme is the
result of recommendations made in Swaminathan Report.
ii. The scheme insurance would offer a cover encompasses cows, bulls, buffaloes and camel at a
premium of Rs 100 and for sheep, goats and pigs at Rs 25 for 3 years. In case death of animal
compensation will be provided by insurance players.

iii. This scheme is free of cost for cattle breeders belonging to the Scheduled Castes. That state
also targeting to cover one lakh cattle under Pashudhan Bima Yojana.
Karbonn launches third manufacturing unit in Haryana
i. Indian smartphone brand Karbonn Mobiles has setup of a new mobile manufacturing plant
in Bawal, Haryana.
ii. The manufacturing facility has 22 assembly lines and is expected to manufacture 30 million
mobile units per year.
iii. It will help skill 4,000 employees to be part of its Workforce.
iv. Karbonn Mobiles currently manufacturing 1.5 million units in a month and it will be increased
to 2.5 million by the end of 2016.
Haryana to develop new industrial township in Gurgaon district at $ 5 billion
i. Haryana Governemnt set up a board for Developing new industrial township in Guragon District
of Haryana on JULY 3RD, 2016.
ii. Government of Haryana signed a MoU With China Fortune Land Development (CFLD)
company for $5 Billion fund assistance for setting up this township.
iii. The agreement was signed by Haryana Industrial and Infrastructure Development Corporation
(HSIIDC) Managing Director Sudhir Rajpal and China Fortune Land Development Company
President Jerry Zhao.
iv. It is spreaded to a vast area of about 1500 acres in Sohna and Manesar Areas of
Guragon district of Haryana.
Neeraj Chopra becomes 1st Indian to set world record in Junior Athletics Championship
Haryana hailed Javelin thrower Neeraj Chopra made a history by becoming the first Indian
athlete to become a world champion after he clinched a gold medal at the U-20 World
Championships held in Bydgoszcz, Poland.
With the record he also produced new U-20 world record by throwing the javelin a stupendous
distance of 86.48m. His mark is also a new national record. He is 18.
The Javelin thrower broke the old mark of 84.69 metres held by Latvian Zigismunds Sirmais by
nearly two metres.
To encourage the feat of the young Chopra Union Sports Minister Vijay Goel announced a cash
reward of Rs. 10 lakh.
Hockey legend Mohammed Shahid passes away
i. Hockey legend Mohammed Shahid has passed away owing to a severe liver condition and
kidney failure in Gurgaon. He was 56 year old.
ii. The man who won a gold medal at the 1980 Moscow Olympic games who was awarded the
Arjuna Award and the Padma Shri.

HUPA approves construction of over 37,000 houses for urban poor
The Ministry of Housing and Urban Poverty Alleviation (HUPA) headed by Shri M. Venkaiah
Naidu approved construction of 37,013 houses for the urban poor in Karnataka and Haryana
with central assistance of Rs 569 crore.
Total Outlay :
i. Rs 1,468 crore to construct 36,254 houses in Karnataka
ii. Rs 23 crore to construct 759 houses in Haryana
NABARD granted Rs. 204.67 crore for Haryana under RIDF scheme
i. National Bank for Agriculture and Rural Development (NABARD) has sanctioned a loan of Rs
204.67 crore under Rural Infrastructure Development Fund (RIDF) for rural infrastructure
in Haryana.
ii. Rs 147.18 crore has been sanctioned to the state government under the 22nd tranche of
RIDF for 2016-17 for construction of three rural bridges, construction and upgradation
of 26 rural roads in 10 districts namely Ambala, Faridabad, Gurgaon, Hisar, Jind, Karnal,
Mahendergarh, Panchkula, Rewari and Yamunanagar.
Haryana Government Approved NCR TAXI SCHEME for its 13 Districts
Haryana Chief Minister Manohar Lal Khattar has approved a proposal of the State Transport
department to implement a new NCR Taxi Scheme 2016 in 13 districts of the state falling in the
National Capital Region.
Beneficiary Districts:This scheme would be implemented in the Districts of Gurgaon, Faridabad, Jhajjar, Rohtak,
Bhiwani, Sonepat, Panipat, Karnal, Mewa, Palwal, Rewari, Jind and Mahendragarh.
Former Governor of Bihar, West Bengal and Haryana A R Kidwai Dies
Former Governor of Bihar, West Bengal and Haryana,A R Kidwai passed away on August 24,
2016 in New Delhi. He was 96.
i. Born on July 1, 1920, in Baragaon in UP. He started his career as a professor of Chemistry, and
became Dean of Faculty of Science at Aligarh Muslim University. He also served as Chairman of
Union Public Service Commission from 1974 to 1977. He was Chancellor of AMU between 1983 to
1992.
ii. He served as Governor of Bihar twice, from 1979 to 1985 and 1993 to 1998 and he served as
Governor of Bengal between 1998 and 1999.
iii. Later he served as Governor of Rajasthan and Haryana till 2009 and he was member
of Rajya Sabha between 2000 and 2004.

Haryana government to develop 340 villages as Horticulture Villages
i. Haryana Government has signed a Memorandum of Cooperation (MoC) with the US-based Apio
Inc. for processing and packaging of horticultural products.
ii. The MoC was signed by Director General, Horticulture Department, Dr. Arjun Singh Saini and
Dr. Steven P. Bitler, Vice-President of Apio Inc at New Delhi.
iii. 340 villages would be developed as Horticulture Villages at a cost of Rs 93 crore and 140
clusters would be established in these villages
Haryana to re-construct JLN canal
Haryana government approved a Rs 143 crore project for re-construction of Jawahar Lal
Nehru (JLN) Canal system to achieve the goal of Har Khet Ko Pani (water to every field). The
work would be completed by March 2018
Steps taken by Haryana government to resolve the problem of drought.
i. Five old bridges were being reconstructed at a cost of Rs 30 crore to remove obstacles
inWestern Jamuna Canal (WJC) main line by Haryana Irrigation and Water Resources
Department.
ii. Rs 300 crore project for rehabilitation of 565 water courses has got approval from NABARD.
Gumthala Garhu becomes first Wifi hotspot village in Haryana
Haryana Chief Minister Manohar Lal Khattar inaugurated first Wifi hotspot Service from
Chandigarh With this Haryanas Gumthala Garhu village became the first Wifi hotspot in the
Haryana telecom circle under the bulk plan of BSNL.
Haryana CM announces district status for Dadri
i. Haryana chief minister Manohar Lal Khattar announced a district status for Dadri, the
biggest sub-division in the state.Now number of districts in the State rised to 22 from 21.It is the
biggest sub-division in the state
ii. It has originally 7 states when it is separated from Punjab in 1960.

i. Union governmnet approved the name change of Gurgaon. This city as well as the district of

Haryana bags Best Horticulture State award 2016
Odisha bagged 9th Global Agriculture Leadership Award 2016 and Haryana has bagged Best
Horticulture State award for increasing the income of the farmers in horticulture at the National
Level gathering of important stake-holders in agriculture development at the Agriculture
Leadership Summit at New Delhi.
Haryana bagged Best Horticulture State award
The award was received by Haryana Agriculture Minister OP Dhankar at two-day 9th Agricultural
Leadership Summit 2016.

The state would also set biggest Horticulture Mandi of the country at Ganaur which is
similar to the pattern of Rungis Mandi of France and Shenzhen Mandi of China.

Haryana govt announces free bus rides for girl students


i. Free bus rides for Haryana girl school students announced by Haryana Transport
minister Krishan Lal Panwar .
ii. Free travel facility also extended to girl students on the state roadways buses
iii. The order came in the wake of complaints by some girl students of Khandra village, who
alleged that a bus driver did not halt the bus to allow them to board it.
Gionee Signs MoU With Haryana Govt For Investment Of Rs 500 Cr
i. Gionee mobile phones signed an MoU(Memorandum Of Understanding) with
theHaryana state government to set up its phone manufacturing hub in Haryana with an initial
investment of Rs 500 crore.
ii. The Memorandum of Understanding (MoU) was signed in the presence of Chief Minister
Manohar Lal Khattar, State Industries Minister Vipul Goel and Chairman of Gionee Mobiles, Liu

Ritu Rani retires from international hockey
i. Former Indian womens hockey captain Ritu Rani has retired from international hockey.
ii. Indian womens hockey team qualified for the Rio Olympics after a gap of 36 years under
Ritus captaincy.
iii. It was also under her captaincy that the national team had won a bronze medal at the 2014
Incheon Asian Games and a silver medal at the 2013 Asian Champions Trophy.

i. The state government was launching its e-kharid portal for procurement of paddy in the

ii. Voluntary Disclosure Scheme (VDS) :
VSD Scheme for declaring tampered or defective meters for all categories of consumers having
sanctioned load up to five KW
The consumer will have the option to deposit the bill amount in lump-sum or in a maximum of
six equal bi-monthly installments payable along with the next 6 bills.
Surcharge Waiver Scheme- 2016 :
SWS for small domestic and non-domestic consumers (having sanctioned load up to 2 KW) in
rural areas.
