Three key findings of the Senate committee on justice and human rights in its report on the
extrajudicial killing (EJK) allegations that there are no state-sponsored summary killings; that
the Davao Death Squad was an urban legend; and that there is an urgent need for reforms in
law enforcement and criminal justice system to stop killings with impunity deflated the

thinking out loud moment where he said he will not allow members of the Criminal
Investigation and Detection Group Region 8 led by Supt. Marvin Marcos to go to jail and that
the police team acted on his order that resulted in the killing of Albuera, Leyte Mayor Ronaldo
Espinosa Sr.
Last Monday, the National Bureau of Investigation released its findings that the death of

Espinosa was the result of a rubout and not a shootout while it recommended multiple murder
charges on the police operatives.
Rodys half admission was consistent with his vow since the campaign period in the
presidential polls that he will cover the back of the police force and the armed forces in the
conduct of the war on drugs.
His bitter foes who are led by the yellows who pull the strings for Senators Leila de Lima and
Antonio Trillanes IV, expectedly seized at Rodys statements and said that it was an
admission of masterminding Espinosas murder.
Trillanes called the report garbage which was expected since he and de Lima wanted to use
the proceedings to unload their ammunition against Rody similar to past smear jobs on which
Trillanes has sharpened his skills.
Gordon who replaced de Lima as chairman of the Senate panel said the main goal of both
senators was to tag Duterte in the EJKs and the alleged operation of the Davao Death Squad
(DDS).
He pointed out that Trillanes who is not a lawyer did not understand the need to prove
allegations which was what both failed to do in the charges they hurled at Rody.
Gordon said Trillanes was into making noises because what he wanted did not come out in
the committee report.
The report indeed included recommendations for the Senate to sanction both senators for
bad behavior during the hearings.
The report cited the histrionics that de Lima resorted to when her witness against Duterte,
Edgar Matobato, was grilled and proven to be spewing out lies.
The report also cited Trillanes decision to allow Matobato to leave the Senate premises
without waiting for the committee hearings to finish and de Limas material concealment
regarding the kidnapping case filed against the confessed hitman.
Matobato claimed that he used to be a member of the DDS which allegedly had the
blessings of Duterte during his term as Davao City mayor.
The report said that Trillanes and de Lima invited members of the Davao City police force to
inquire on the DDS during the probe but the answers given by the witnesses from the Davao
City police did not prove the existence of the DDS.
Instead, the report said that it found Matobatos testimonies were full of inconsistencies and
contradictions.
On the EJK allegations, the report noted that the number of deaths being linked to Rodys war
on drugs was overblown.
For the years 2010 to 2016 under the Aquino administration, there were 85,878 recorded
killings with an average 14,313 killings per year, 1,913 killings per month or 40 killings per
day, the report said quoting figures provided by the Philippine National Police (PNP).
In contrast, from July to the early part of October under Rody, the PNP tallied 4,248 killings or
an average of 1,416 killings per month or 47 killings per day.
The report, however, ended with a caveat on Duterte: Loose lips sink ships.
