Overview

2.1

Feature Introduction
Radio frequency power control is to change the transmission power of an MS or a BTS,
or both of them by radio means within a certain range, aiming at optimizing the
transmission power of the MS and BTS without affecting wireless transmission quality. It
improves spectrum efficiency, reduces the average transmission power of the MS and
BTS and alleviates the interferences on other channels. In mobile system, interference
alleviation means to enhance the spectrum efficiency.

The uplink dynamic power control means that the radio frequency power control is
performed on the MS. The purpose of MS power control is to adjust the output power of
MS and enable the BTS to get stable signaling receiving strength, which restricts the
interferences from co-channel subscribers, reduces MS power consumption and
prolongs the mean up time of the MS.

Technical Description
Power control is an important method for radio link control. It is to optimize the emitted
power of the MS and BTS to improve the frequency usage and decrease the interference.
The dynamic MS power control function allows the BSS to conduct dynamic control over
the output power of MS. It provides a stable downlink signal to the BTS with minimized
interference and battery consumption.
The transmission power of the MS is adjusted according to an overall judgment based on
configured parameter, and uplink level and quality in measurement report.
Power control is based on the following basic principles:

Power will be decreased appropriately when the level or quality is higher than the
expectation.

Power will be increased appropriately when the level or quality is lower than the
expectation.

Both level and quality factors should be taken into overall consideration to make
power control more accurate and effective.

MS power control consists of two phases.


At the beginning, that is, when the MS and BTS start connection, the BSC selects an
initial transmission power for the MS and BTS. When the MS is connected to the network
through a random access channel, its transmission power is the permissible maximum
transmission power obtained in the system message broadcast on the BCCH channel of
the cell where it resides. This fixed value, according to the system specifications, is also
the power level of the first message sent out by the MS on the dedicated channel. The
MS power is not controlled by the system until the power control command carried in the
SACCH message block is received, indicating the start of the second phase of MS power
control, namely the regular MS power control.
In the regular MS power control phase, the BTS, after receiving a certain number of
uplink measurement reports, processes the measurement data to obtain the actual uplink
reception level and quality and makes a comparison with the preset thresholds. Then the

power level to which the MS should be adjusted can be calculated. The BTS sends to the
MS a command of changing MS power through the layer 1 header carried in each
downlink SACCH message block. The MS extracts power control information from the
downlink SACCH and uses the transmission power specified in this information as its
output power, and sets the power level in use in the layer 1 header of the uplink SACCH
and sends it together with the downlink measurement report to the BSS. If the MS power
level is unable to output the specified power value, it will output the power that is
supported by MS and closest to the specified value.
During handover, the MS uses the maximum transmission power adopted in the target
cell. After handover, the system can optimize the MS transmit power.

6.1

Application Scenario
In the configuration resource tree, select Configuration Management > Modify area >
Managed Element > GSM Logical Configuration > Cell Information Configuration,
and double-click Power Control. Set Uplink power control allowed to On, see the
following figure. Others are minor adjustment parameters, which can be adjusted as per
the actual conditions.

Feature Activation Procedure


In the configuration resource tree, select Configuration Management > Modify Area >
Managed Element > GSM Logical Configuration > Cell Information Configuration,
and double-click Power Control. Set Uplink power control allowed, see the following
figure.

Feature Deactivation Procedure


In the configuration resource tree, select Configuration Management > Modify area >
Managed Element > GSM Logical Configuration > Cell Information Configuration,
and double-click Power Control. Set Uplink power control allowed to Off, see the
following figure.

Impact on the Network


Activating the dynamic MS power control can reduce MS transmission power with stable
uplink

signal

strength,

aiming

at

decreasing

intra-network

co-channel

and

adjacent-frequency interference, lowering MS power consumption and prolonging the


mean up time of MS.
