UIDAI has prescribed mandatory certification for enrolment personnel to ensure adherence to quality
aspects. UIDAI has appointed NSE.IT as Testing and Certification Agency (TCA) to conduct online
test to assess the individual's ability to carry out fresh enrolments and update existing Information in
accordance to UIDAI prescribed standards. Currently certification is available for the following roles:

Enrolment Supervisor / Operator

Child Enrolment Lite Client Operator

UIDAI has provided the complete Study Material in 3 basic modules Basic Knowledge of UIDAI &
Aadhaar, Demographic Data Entry and Biometric Data Capture in various languages for the
convenience of the aspirants interested in becoming Aadhaar Certified Supervisor/Operator. It also
includes another important material namely Understanding Update in Aadhaar. Aspirants can
download the Study Material and Question Bank to prepare for the Online MCQ based certification
exam. Test structure can be referred to understand the marking scheme and passing percentage. For
the role of Operator Child Enrolment Lite Client (CELC), UIDAI has provided Study Material in two
modules namely, Basic Knowledge of UIDAI & Aadhaar and CELC Manual.
Post preparation, the Aspirants can visit NSE.IT Portal to get details of registration process, city wise
Test Centres, Bank Challan details and available dates for scheduling exam. A fee of Rs. 365 has to
be deposited through a Bank Challan for fresh registration and Rs. 200 through another Bank Challan
for Re-Test at any SBI Bank branch. The certificate to qualified aspirants is issued on the date of
online exam at the Examination Centre. Post Certification, if any problem is faced during on-boarding
process, candidate can contact UIDAI Technical Support at 080-23099400 or send in their queries
at techsupport@uidai.net.in.

The certificate is a mandatory requirement to perform Aadhaar enrolment.

Important Note:
1. As per UIDAIs new Testing and Certification Policy "The candidates must schedule their test within
6 months of depositing the fee, failing which, their fee shall be forfeited and they shall not be allowed
to appear for the test against that fee."
2.Candidates certified by M/s Sify may request for duplicate certificate from UIDAI by sending a
mail with Candidate Name, Certificate Number and Aadhaar number at
"certification.support@uidai.net.in" from e-mail ID registered with Aadhaar. In case e-mail ID is not
registered with Aadhaar, kindly visit Aadhaar Enrolment center or update
at https://ssup.uidai.gov.in/ssup-home using mobile number registered with Aadhaar.
3. Candidates certified in Child Enrolment Lite Client will be able to work only on CELC application
software. They will not be able to do any other type of enrolment. i.e. on ECMP as
Operator/Supervisor. However, candidates certified as Operator/Supervisor will be able to work on
both ECMP and CELC. The minimum qualification for Operator CELC is 12th pass. In case of
Aaganwadi/Asha workers the minimum qualification for operator CELC is 10th pass.

Test Structure
UIDAI has prepared the test structure in consultation with various stakeholders for the aspirants. It
has detailed information about the module wise distribution of questions, maximum marks and
passing percentage to qualify for the role of Operator/Supervisor and Operator Child Enrollment Lite
Client.

Testing & Certification

UIDAIs mandate is to provide a unique Aadhaar number to all the residents of India. For such a
diverse and collaborative effort of successfully building the residents database, uniformity of
enrolment process across the entire eco-system of Registrars is very necessary. Achievement of such
uniformity requires that the team involved in the enrolment process at the field level is trained
thoroughly to accomplish the job of enrolment.
To address this need, UIDAI has developed a comprehensive Training Delivery Methodology and
Training Content for all stakeholders. UIDAI believes that apart from training there has to be a
mechanism to assess the persons skill and proficiency to work as enrolment staff. Considering this,
UIDAI has prescribed mandatory Testing & Certification for enrolment personnel to ensure adherence
to quality aspects.
Training for the Enrolment Staff is provided mainly by the Registrar and Enrolment Agency to ensure
quality of Enrolment and make them aware of all the processes involved in the Enrolment Eco
System. Regional Offices (ROs) of UIDAI also deliver need based training through various programs
like Classroom Training, Master Trainers Training/TOT and Orientation /Refresher program of EA
staff. Mega Training Camps are also conducted by ROs to create large pool of Enrolment Staff.
There are other stakeholders including Officials from PRI/ULB, District Level Officers (DLOs),
Introducer and Verifier which need to be sensitized about the Aadhaar Program and their Role in
Aadhaar Enrolment Process. From time to time, ROs organize various programs for these
stakeholders.

The main objectives of the training are to make Enrolment Staff understand how to setup and manage
an Enrolment Centre, use various devices required for enrolment, familiarizing audience with the
Aadhaar Enrolment Client and how to handle exceptional cases through these programs.

understand the complete UIDAI Enrolment eco-system and get detailed knowledge about their role in UIDAI.

Training Delivery
Master Trainers Training/TOT
Master Trainers Training program or TOT (Training of Trainers) programs is intended to create a pool
of trainers and to refresh their learning from time to time. These trainers impart training to various
stakeholders in the Aadhaar ecosystem such as Enrolment agency staff, the members of Panchayati
Raj Institutions and Urban local Bodies (PRIs and ULBs), District level officers (DLOs).
During phase 1 of Aadhaar enrolments the focus was on identifying and training the trainers so that
they could deliver various training programs under Aadhaar program. The training programs delivered
by these trainers focus on building skills and bridging knowledge gaps on one hand and sensitizing
the members of local body and district level officials on the other. .In phase 1 over 200 such trainers
were trained in 6 Master Trainers Training Program.
Some adjustments have been made to the Master Trainers Training Program in phase 2. The
changes have been made in the delivery, content updating methodology, selection of participants for
the TOTs and the duration of the program. To ensure that the trainers are proficient in the local
languages and are aware of field learning at local level, ROs have been given the responsibility of
anchoring the programs in their respective States & UTs. The ROs can identify the trainers from
training agencies empanelled by UIDAI, from the EAs and ROs own resources such as SSAs, PSAs
and ADGs. Also, the trainers can be from ATIs and other state/district level institutions and
representatives of Registrar. The programs are to be conducted more frequently so as to ensure that
the identified trainers stay updated. The duration has also been reduced to 1-2 days as all the
identified resources already possess the basic knowledge about Aadhhars processes and systems.

The ROs can also consider involving the field coaches under recently started Aadhaar Field
Performance Coaching (AFPC) in the TOTs. The TOTs may be conducted in classroom and in virtual
mode as the need be. This arrangement will enable quick roll out of orientation/refresher and other
training programs and include larger number of participants in these programs. Pool of trainers trained
in the TOTs will be available to the ROs to conduct program thus offering benefits of the scale and
size. Also it will enable the ROs to train Operators/supervisors on systems processes specific to a
particular registrar thus achieving the objective of customization.

Orientation/Refresher program of EA staff


Orientation /refresher training was introduced by UIDAI to staff of EA involved in enrolment process.
The program would continue in Enrolment phase -2. The ROs would continue anchoring these
programs.
Since these programs are meant for a target group that has a reasonably sound foundation, the
duration of the program is kept 1 day. The program is being conducted in class room mode . In phase
2 the program should be conducted in a manner that each EA supervisor receives this training at least
once in a quarter. The programs is conducted in the premises of ROs or some other place such as
state training institutes etc.. As regards resource person to impart refresher training, it is conducted by
trainers trained in Master Trainers Training programs. Supervisors participating in the
refresher/orientation program shall be assessed and certified on their learning during the workshop.

PRI/ULB and DLO Programs


Panchayati Raj and Urban Local bodies have an important role under Aadhaar program. The
members of these bodies act as opinion leaders and influencers and play an important role in
mobilizing the residents. Apart from this they act as introducers and also help ensure smooth
enrolment activity at the enrolment centres. To sensitize and educate the PRI and ULB members
about their role in Aadhaar program a half a day program has been prepared. The module is available
on the website. The program has been translated in local languages by various ROs and many such
programs have been organized already.

Enrolment Partners

UIDAI
The Unique Identification Authority of India is at the heart of this ecosystem, and is responsible for the
definition of these relationships, and the core infrastructure. It is also responsible for measuring, and
monitoring the performance of the system, and driving it towards delivering on its goals.

Registrars
Registrar is an entity authorized or recognized by the UIDAI for the purpose of enrolling individuals.
They are partner to UIDAI vide a MoU and responsible for abiding by the roles and responsibilities
assigned to them. Since the registrars actively engage in the collection of data from the residents,
they have access to the data from the point of collection. Registrars shall carry the enrolment of
resident by themselves or through enrolment agencies contracted by them. Registrars shall have
option to contract with empanelled enrolment agencies or any other agencies found suitable by them
following their own system of contracting such agencies.

Enrolment Agencies
Enrolling Agency means an agency appointed by the Authority or a Registrar, as the case may be, for
collecting demographic and biometric information of individuals during the enrolment process. These
agencies are empanelled by the UIDAI after verification of financial and technical capabilities of the
organization. They are responsible for monitoring the field activities, adhering to field policies,
conducting appropriate operator/supervisor training, ensuring that resident data is being sent to CIDR
in timely manner. The Enrolment Agencies shall setup the Enrolment Centres for enrolment of
resident as well as correction or update of resident data.

Operators / Supervisors
The Operator employed by the Enrolment Agencies will be responsible to enrol the residents and
capture the demographic information as given in the form & capture the biometric information using
the enrolment software. The Operator shall collect the physical/electronic copy of supporting
document or convert it into electronic format as per the process defined by authority.
The Operators perform the enrolment, while the Supervisors manage the centre. The Supervisors are
responsible for the adherence to processes, data quality, and exception management. The
Supervisors can perform the enrolment also. The Operators and Supervisors must have Aadhaar
numbers, and be certified before they can handle enrolment operations.

Content Development Agencies (CDAs)


UIDAI engages Content Development Agencies to develop training materials for
Operators/Supervisors. CDAs use the documentation and new client releases to create training
materials, including computer based training materials for Operators/Supervisors. The training
materials for each release are available to the enrolment agencies and others from the UIDAI website.

Testing & Certification Agencies (TCAs)


UIDAI engages Testing and Certification Agencies to certify new operators/supervisors. An
operator/supervisor who is trained, and has already been issued Aadhaar, can appear for the
certification test. The Testing and Certification Agencies provide certification result to the UIDAI,
enrolment agencies, as well as to the Operator/Supervisor.

Biometric Device Certification


STQC (Standardization Testing and Quality Certification) Directorate, an attached office of the
Department of Electronics and Information Technology (DeitY), Government of India, is the nodal
agency appointed to carry out specifications as well as certification activity for enrolment and
authentication devices requirements for the UIDAI. All the device specifications are hosted on STQC
website and extensive certification activities are carried out at STQC labs at Mohali and New Delhi,
which are equipped with state of art equipment to test and certify biometric devices. For more
