Device Manager error codes are special error codes, accompanied by error messages, that are reported in Device
Manager.
Error codes in Device Manager are generated when the computer is experiencing device driver issues, system
resource conflicts, or other hardware problems.

Note: Device Manager error codes are completely different than system error codes even though some of the
code numbers may be the same. If you see an error code outside of Device Manager, it's not a Device Manager
error code.

Code 1
This device is not configured correctly. (Code 1)
Code 3
The driver for this device might be corrupted, or your system may be running low on memory or
other resources. (Code 3)
Code 10
This device cannot start. (Code 10)
Fix the Code 10 Error Message in Device Manager
Error Code 10 Troubleshooting
1. Restart your computer if you haven't done so already.
There is always the chance that the error Code 10 you're seeing on a device was caused
by some temporary problem in Device Manager or with the hardware. If so, a reboot might
fix the Code 10 error.
2. Did you install a device or make a change in Device Manager just before the Code 10 error
appeared? If so, it's very possible that the change you made caused the Code 10 error.
Undo the change if you can, restart your PC, and then check again for the Code 10 error.
Depending on the changes you made, some solutions might include:
o Remove or reconfigure the newly installed device.
o Roll back the driver to a version prior to your update.
o Use System Restore to undo recent Device Manager related changes.
3. Reinstall the drivers for the device. Uninstalling and then reinstalling the drivers for the
device is a likely solution to a Code 10 error.
Important: If a USB device is generating the Code 10 error, uninstall every device under
the Universal Serial Bus controllers hardware category in Device Manager as part of the
driver reinstall. This includes any USB Mass Storage Device, USB Host Controller, and USB
Root Hub.
Note: Properly reinstalling a driver, as in the instructions linked above, is not the same as
simply updating a driver. A full driver reinstall involves completely removing the currently
installed driver and then letting Windows install it over again from scratch.
4. Update the drivers for the device. It's also very possible that installing the latest drivers for
the device could correct the Code 10 error, even if these drivers were previously
functional.
If this works, it means that the stored Windows drivers you reinstalled in Step 3 were
either a) damaged, or b) outdated with a problem that the more up-to-date drivers
corrected.
Tip: Be sure to check for the latest drivers from you computer and device manufacturer (if
applicable) since one may have a more recent driver available than the other.
5. Install the latest Windows service pack. Microsoft often releases service packs and other
patches for Windows, one of which might contain a fix for the Code 10 error.
6. Delete the UpperFilters and LowerFilters values in the registry. Two particular values in the
Windows Registry could be corrupted, causing the Code 10 error.

While this isn't a very common solution to a Code 10 issue, it is for many other Device
Manager error codes. Don't be afraid to try this if the previous ideas haven't worked.
7. Replace the hardware. A problem with the hardware device itself might be causing the
Code 10 error, in which case replacing the hardware is your next logical step.
Another possibility, while not very likely, is that the device is not compatible with your
version of Windows. You can always check the Windows HCL to be sure.
Note: If you're positive that a hardware problem isn't causing the Code 10 error, you could
try a repair install of Windows. If that doesn't work, try a clean install of Windows. I don't
recommend doing either before you replace the hardware, but you may have to give them
a try if you're out of other options.
Code 12
This device cannot find enough free resources that it can use. If you want to use this device, you
will need to disable one of the other devices on this system. (Code 12)
Code 14
This device cannot work properly until you restart your computer. (Code 14)
Code 16
Windows cannot identify all the resources this device uses. (Code 16)
Code 18
Reinstall the drivers for this device. (Code 18)
Code 19
Windows cannot start this hardware device because its configuration information (in the registry)
is incomplete or damaged. To fix this problem you should uninstall and then reinstall the
hardware device. (Code 19)
Fix the Code 19 Error in Device Manager
Code 19 Error Message

The Code 19 error is one of several Device Manager error codes. The Code 19 error will almost always display
in one of the following two ways:

"Windows cannot start this hardware device because its configuration


information (in the registry) is incomplete or damaged. To fix this problem you
should uninstall and then reinstall the hardware device. (Code 19)"
"Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. To fix this problem you
can first try running a Troubleshooting Wizard. If that does not work, you should
uninstall and then reinstall the hardware device. (Code 19)"

Important: Device Manager error codes are exclusive to Device Manager. If you see the Code 19 error
elsewhere in Windows, chances are it's a system error code which you should not troubleshoot as a Device
Manager issue.
Cause of the Code 19 Error

A Code 19 error is caused by one or more issues with parts of the Windows Registry that contain driver and
other information about the particular hardware device.
Error Code 19 Troubleshooting
1. Restart your computer if you haven't done so already.
There is always the remote possibility that the Code 19 error you're seeing was caused by
some kind of fluke or temporary problem. If so, a simple reboot might fix the Code 19.

2. Did you install a device or make a change in Device Manager just before you noticed the
Code 19? If so, it's very possible that the change you made caused the Code 19 error.
Undo the change if possible, restart your PC, and then check again for the Code 19 error.
Depending on the changes you made, some solutions might include:
o Remove or reconfigure the newly installed device.
o Reverse the registry changes you made.
o Roll back the driver to the version prior to your update.
3. Delete the UpperFilters and LowerFilters registry values. A common cause of Code 19
errors is the corruption of two registry values in the DVD/CD-ROM Drive Class registry key.
Note: Deleting similar values in the Windows Registry could also be the fix to a Code 19
error that appears on a hardware device other than a DVD/CD drive. The
UpperFilters/LowerFilters tutorial linked above will show you what you need to do.
4. Reinstall the drivers for the device. Uninstalling and then reinstalling the drivers for the
device that's experiencing the Code 19 error is a likely solution to this problem.
Note: Properly reinstalling a driver, as in the instructions linked above, is not the same as
updating a driver. A complete driver reinstall involves removing the currently installed
driver and then letting Windows install the driver over again from scratch.
5. Update the drivers for the device. Installing the latest manufacturer supplied drivers for a
device with the Code 19 error could fix the problem.
If updating the drivers solves the Code 19 error, it probably means that there was some
kind of issue with the drivers that Windows was storing that you reinstalled in the previous
step.
6. Use System Restore to revert device drivers and registry configurations back to a state
previous to the Code 19 error. Be sure to choose a restore point from a date and time
before you know or suspect that the Code 19 error first appeared.
7. Disable any hardware-based security on the device. Windows could report a Code 19 error
on a device like an external hard drive if the drive had been previously secured with a
password.
8. Replace the hardware. As a last resort, you might need to replace the hardware that has
the Code 19 error.
It's also possible that the device is not compatible with this version of Windows. You can
check the Windows HCL to be sure.
Note: If you've discovered that hardware can't be the cause of this Code 19 error, you
could try a repair install of Windows. If that doesn't work, try a clean install of Windows. I
don't recommend doing either of those more drastic options before you try replacing the
hardware, but you may have to if you're out of other options.

Fix the Code 22 Error Message in Device Manager


Code 22 Error Message

The Code 22 error is one of several Device Manager error codes. The Code 22 error will almost always display
in the following way:
"This device is disabled. (Code 22)"

Important: Device Manager error codes are exclusive to Device Manager. If you see the Code 22 error
elsewhere in Windows, chances are it's a system error code which you should not troubleshoot as a Device
Manager issue.
Cause of the Code 22 Error

A Code 22 error is generated when a hardware device is disabled in Device Manager.


In most cases, a Code 22 error means that the device was manually disabled in Device Manager but you may
also see a Code 22 error if Windows is forced to disable the device due to a lack of system resources.
Error Code 22 Troubleshooting
1. Enable the device. Since the most common reason you'll see a Code 22 error in Device
Manager is because the device has been manually disabled, try manually enabling it.
Most of the time this will fix a Code 22 issue. Don't worry if it doesn't, however. All that
means is that the Code 22 you're seeing was caused by something a bit less common.
2. Restart your computer if you haven't already.
There's always the chance that the error Code 22 you're seeing on a device was caused by
a temporary problem with the hardware. If so, a restart of your computer might be all you
need to fix the Code 22 error.
3. Did you install a device or make a change in Device Manager just before the Code 22 error
appeared? If so, it's highly likely that the change you made caused the Code 22 error.
Undo the change if you can, restart your PC, and then check again for the Code 22 error.
Depending on the changes you made, some solutions might include:
o Remove or reconfigure the newly installed device.
o Roll back the driver to a version prior to your update.
o Use System Restore to undo recent Device Manager related changes.

device is one possible solution to a Code 22 error.
Important: If a USB device is generating the Code 22 error, uninstall every device under

6. Clear CMOS. If Windows had to disable the device, generating the Code 22 error, due to a
lack of system resources, clearing CMOS might fix the problem.

7. Update BIOS. Another possibility is that a newer BIOS version could better hand off system
resource handling to Windows, correcting the Code 22 error.
8. Move the device to a different expansion slot on the motherboard, assuming of course that
the piece of hardware with the Code 22 error is an expansion card of some kind.
If the Code 22 error is due to a lack of system resources available for the card, moving it to
a different slot on the motherboard could clear up the problem. This isn't as common a
situation with newer hardware and Windows versions but it is possible and is an easy
troubleshooting step to try.
9. Replace the hardware. A problem with the device itself might be the root cause of the
Code 22 error, in which case replacing the hardware is the next logical step.
While not likely, another possibility is that the device is incompatible with your version of
Windows. You can always check the Windows HCL to be sure.
Note: If you're positive that the hardware is working properly and is properly configured
then you might consider a repair install of Windows. If that doesn't work, try a clean install
of Windows. I don't recommend doing either before you replace the hardware, but you
may have to give them a try if you're out of other options.
Code 28 Error Message

The Code 28 error is one of several Device Manager error codes. The Code 28 error will almost always display
exactly like this:
"The drivers for this device are not installed. (Code 28)"

Important: Device Manager error codes are exclusive to Device Manager. If you see the Code 28 error
elsewhere in Windows, chances are it's a system error code which you should not troubleshoot as a Device
Manager issue.
Cause of the Code 28 Error

A Code 28 error is caused by a missing driver for that particular piece of hardware. There are any number of
reasons that a driver might not be installed for a device but your troubleshooting of the problem will be the
same no matter the root cause.
Error Code 28 Troubleshooting
1. Restart your computer if you haven't done so already.
There is always the slim chance that the Code 28 error you're seeing in Device Manager
was caused by a fluke with Device Manager or in your BIOS. If that's the case, a reboot
might fix the Code 28.
2. Did you install a device or make a change in Device Manager just before you noticed the
Code 28? If so, it's very possible that the change you made caused the Code 28 error.
Undo the change, restart your PC, and then check again for the Code 28 error.
Depending on the changes you made, some solutions might include:
o Remove or reconfigure the newly installed device.
o Roll back the driver to the version prior to your update.
o Use System Restore to undo recent Device Manager changes.
3. Update the drivers for the device. Installing the latest manufacturer supplied drivers for a
device with the Code 28 error is the most likely solution to the problem.
Important: Make sure you install the drivers for the correct operating system. For
example, if you're using Windows 7 32-bit, install the drivers designed for that specific

version of Windows. Many Code 28 errors are caused by attempting to install the wrong
drivers for a device.
4. Install the latest Windows service pack. Microsoft regularly releases service packs and
other patches for their operating systems, one of which may contain a fix for the cause of
the Code 28 error.
Note: I do know that certain service packs for Windows Vista and Windows 2000 have
contained specific fixes for some instances of the Code 28 error in Device Manager.
5. Replace the hardware. As a last resort, you may need to replace the hardware that has the
Code 28 error.
It's also possible that the device is not compatible with this version of Windows. You can
check the Windows HCL to be sure.
Note: If you still think there is still a software/operating system component to this Code 28
error, you could try a repair install of Windows. If that doesn't work, try a clean install of
Windows. I don't recommend doing either of those more drastic options before you try
replacing the hardware, but you may have to if you're out of other options.

Error Code 12002
System error code 12002 means "The request has timed out." This error code may also display
as "ERROR_INTERNET_TIMEOUT" or as a specific value.
Error Code 12003
System error code 12003 means "An extended error was returned from the server. This is
typically a string or buffer containing a verbose error message. Call InternetGetLastResponseInfo
to retrieve the error text." This error code may also display as
"ERROR_INTERNET_EXTENDED_ERROR" or as a specific value.
Error Code 12004
System error code 12004 means "An internal error has occurred." This error code may also
display as "ERROR_INTERNET_INTERNAL_ERROR" or as a specific value.
Error Code 12005
System error code 12005 means "The URL is invalid." This error code may also display as

System error code 12018 means "The type of handle supplied is incorrect for this operation." This
