LINEAMIENTOS Y DEFINICIONES

•La MSCHE acredita individualmente cada unidad, mientras, la UPR tiene una sola
Licencia ante el CESPR como sistema universitario

•Accreditation. A process of peer review that the educational community has

adopted for self-regulation since early in the 20th century. It is a voluntary process
intended to strengthen and sustain the quality and integrity of higher
education, making it worthy of public confidence. Institutions choose to apply
for accredited status, and once accredited, they agree to abide by the standards
of their accrediting organization and to regulate themselves by taking
responsibility for their own improvement

•Licencia. Permiso basado en el cumplimiento con un conjunto de criterios

mínimos de calidad establecidos por el CESPR a las instituciones de educación
superior para operar en Puerto Rico con los ofrecimientos académicos, localización
o localizaciones, modalidad o modalidades de enseñanza aprendizaje autorizados
en dicho permiso

•Governing Boards: Understanding the Expectations of the

MSCHE (2010)

9Governing Body. The highest governing authority within

the organizational and governance structures of the
institution. It is the body ultimately accountable for the
academic quality, fiscal and academic integrity, academic
planning, assets, and financial health of the institution.
 ACREDITACIÓN Y LICENCIA INSTITUCIONAL
•La Acreditación y Licencia institucionales son co requisitos, entre otros, para:

9Que los cursos y grados conferidos por la UPR sean reconocidos en los EEUU y
en otros países

9Que los programas académicos susceptibles sean elegibles para la acreditación

profesional (e.g., Medicina y todas las profesiones de la salud, Ingeniería, Arquitectura,
Trabajo Social, Educación, Administración de Empresas, etc.), y que los servicios
universitarios especializados sean elegibles para la acreditación especializada
(Biblioteca, Orientación y Consejería, Museos, Centros de Desarrollo Preescolar, etc.).
ƒ57% de los programas académicos de la UPR son susceptibles de acreditación
profesional. De estos, sobre el 50% ya tiene la acreditación y se proyecta que el
remanente obtenga esta credencial no más tarde del 2016.

9Que la institución sea elegible para recibir fondos Título IV, que incluyen la Beca
PELL, programas de préstamos estudiantiles, y otras ayudas estudiantiles
suplementarias.

•28 de abril de 2010: Comunicación advirtiendo situaciones que pudieran provocar
incumplimiento con disposiciones que rigen la Licencia de Renovación:

9Sección 51.2 (c): “…la institución deberá, además demostrar que tiene… la viabilidad
económica de la operación institucional y programática a través de un estudio de viabilidad con
proyecciones de ingresos y gastos indicando la fuente y los conceptos.”
9Sección 51.3 (j): “…la institución deberá, además demostrar, en contexto con la modalidad que
aplique, que…tiene establecida una política que garantiza que los estudiantes puedan
terminar su grado en el caso de que coloque en moratoria o se cierre el programa de estudio o
que la institución cese sus operaciones.”
9Sección 51.8 (g): “…La institución deberá demostrar que … ha establecido políticas para el
desarrollo de la investigación científica y mantiene planes actualizados para la protección de los
laboratorios y las investigaciones científicas que se desarrollan en los mismos o en otros
lugares o dependencias institucionales, incluyendo planes de contingencia para desastres
naturales y otros eventos fortuitos o previsibles.”

•24 de mayo 2010: CESPR solicita informe detallado

•8 y 24 de junio 2010: Reuniones con Presidente Interino y Concejales

•30 de junio 2010: UPR someterá Informe de Cumplimiento

•Octubre 2009: MSCHE solicita Information Report por preocupaciones sobre paros

•Noviembre 2009: UPR somete Information Report y solicita reunión con MSCHE

•Enero 2010: Reunión con Presidenta y funcionarios de la MSCHE que resulta en cierre
asunto Information Report. MSCHE indica se mantendrá monitoreando. UPR se
compromete a mantenerlos informados

•Abril 2010 en adelante: VPAA mantiene comunicación con la MSCHE en torno al

conflicto estudiantil

•17 de mayo 2010: Reunión con VP de la MSCHE; se acuerda que la UPR someterá un
Voluntary Report a ser considerado por la Comisión el 24 de junio de 2010, para
determinar la acción a seguir a base del contenido del informe y del estado de situación a
la fecha

•1 de junio 2010: UPR somete Voluntary Report

to be operational, with students actively pursuing their degree programs,
and to provide the appropriate program length required for the granting of
credits and degrees.

9Standard 3, Resources, that requires the availability and accessibility of

the necessary resources to achieve the institution’s mission and goals.

9Standard 4, Leadership and Governance, that requires a system of

governance that clearly defines the roles of institutional constituencies in
policy development and decision making, with sufficient autonomy to
assure institutional integrity and to fulfill its responsibilities of policy and
resource development, consistent with the mission of the institution.
 RANGE OF COMMISSION ACTIONS ON ACCREDITATION (2008)
•The Commission may conduct an accreditation review at any time if it has

evidence that the institution may no longer meet requirements of affiliation

or accreditation standards. If the institution proposes developments and
changes or conducts activities that affect the educational effectiveness of
the institution or its ability to meet accreditation standards, the
Commission reserves the right to review that institution’s accredited or
candidate status, without regard to any previously indicated schedule.

•A Non-Compliance Action indicates that the Commission has identified one or

more areas in which the institution does not meet the Commission’s
standards for accreditation.

•10 de junio 2010: MSCHE advierte al Departamento de Educación de los EEUU que los

estudiantes de la UPR no serán elegibles a fondos Título IV adicionales por la reposición

del remanente de la sesión académica interrumpida por causa del conflicto estudiantil

•25 de junio 2010: Declara en Probatoria las 10 unidades que paralizaron labores por
causa del conflicto estudiantil

9The Commission places an institution on Probation when the institution is not in

compliance with one or more Commission standards and that the non-compliance is
sufficiently serious, extensive, or acute that it raises concern about one or more of the
following:
ƒthe adequacy of the education provided by the institution
ƒthe institution’s capacity to make appropriate improvements in a timely fashion
ƒthe institution’s capacity to sustain itself in the long term

9Probation may, but need not always, precede an action of Show Cause
ƒA Show Cause action is a request for an institution to inform the Commission why the
institution’s accreditation should not be removed. For Show Cause, the Commission
may require a substantive report and/or an on-site evaluation.

•To place the institution on probation because of a lack of evidence that the institution is in
compliance with Standard 4 (Leadership and Governance) and Standard 11 (Educational

•To further direct a prompt Commission Liaison Guidance Visit to discuss the Commission's
expectations for reporting [end of July 2010]

•To request a Monitoring Report due by September 1, 2010, documenting evidence that the
institution has achieved and can sustain ongoing compliance with:
9Standard 4 (Leadership and Governance), including but not limited to the development and
implementation of clear institutional policies specifying the respective authority of the different
governance bodies and their respective roles and responsibilities in shared governance
9Standard 11 (Educational Offerings), including but not limited to a plan for assuring the rigor,
continuity, and length of courses affected by the institution’s closure

•Standard 3 (Resources) Document evidence of the development and/or implementation of a long-

term financial plan, including steps taken to improve the institution’s finances and the
development of alternative funding sources

•An On-Site Evaluation [end of September 2010] will follow submission of the report to verify the
information provided in the Monitoring Report and the institution's ongoing and sustainable
compliance with the Commission's accreditation standards

•VPAA, Rectores: Constituir un Task Force de facultativos designados

por los Rectores de las 10 unidades en Probatoria para la elaboración

de los Monitoring Reports y la coordinación de las visitas de evaluación
de forma articulada

•Oficinas de Finanzas y Presupuesto: Información que evidencie la

implantación de un plan financiero a largo plazo para mejorar las
finanzas de la institución e identificar fuentes alternas de fondos

•Junta de Síndicos, Presidente: Definir y potenciar la posición y

estrategias sistémicas para demostrar que la institución ejecuta
efectivamente las acciones pertinentes para recobrar el estatus de
cumplimiento con las áreas señaladas por la MSCHE y garantizar las
condiciones necesarias para su cumplimiento continuo y
sostenido
