Requirements for the application of Mayors Permit

1. Pursuant to Pasay City Ordinance No. 515 S-1995, all events booked in the Halls and Function
Rooms should be covered by a Mayors Permit that can be secured from the Pasay City Hall
Mayors Office. Contact Persons are the following:

2. Upon confirmation of booking and signing of contract, clients should secure a Venue Certificate
from SMX Convention Center through the Sales Department

As soon as the Venue Certificate has been provided, clients should send a notarized letter of
request addressed to the Office of the Mayor Pasay City stating the following information:
- Event Title and Schedule
- Event Type and Event Brief (i.e. conference, exhibit, concert,
product launch, graduation, etc.)
- Organizer/Company Name and Authorized Representative with contact details
NOTE: Please allocate, at the very least, 2-3 weeks to complete their requirements and process
the Mayors Permit.
Application Process:
a. Organizer files application by personally submitting a Venue Certificate and notarized letter of
request (originally signed by the main contact person) with the details specified above together
with the following requirements:
- Organizers/Companys Profile
- Organizers/Companys Certificate of SEC Registration
- Organizers General Information Sheet
- Layout and list of Exhibitors for exhibits and bazaars
- List of Emergency Contact Details (PNP, BFP, Rescue Team, Hospitals)
- PNP Clearance
- BFP Clearance
- Coordination with Pasay Traffic Management
- Event Security, Contingency and Mass Casualty Plan (customized for the specific event
and their leased venue) from the Organizer.
Events with more than 1,000 participants/guests are required to have an ambulance on
standby within their leased venue for the duration of their event.

NOTE: The plan should be printed in 5 copies; each page signed by the officer-in-charge of the Event
Security, and should be distributed and discussed with the following agencies:
Philippine National Police (PNP), Bureau of Fire Protection (BFP), Rescue Team, Traffic Management
and Office of the Mayor.
A master copy of the plan together with photos of the coordination meetings should serve as a
receiving copy or proof that the organizer has coordinated with each agency above-mentioned.
Applicable Fees:
i. Regulatory Fee of Php1, 000.00 and Garbage Fee of Php 500.00
ii. For exhibits, fee will vary on the number of booths and upon assessment of Pasay City
Hall Treasury Department based on the list submitted.
Fixed rate is Php 300.00/booth
iii. Concerts and other events/exhibits that will charge entrance/admission fee will be
subject to Amusement Tax.
For local concerts, the Amusement Tax is computed at 5% of the total ticket sales.
For international concerts, the Amusement Tax is computed at 10% of the total ticket
sales.
b. Once Police, Fire, Rescue and Traffic Clearance have been released, the Mayors office will
endorse all documents to the Treasury Department for assessment of fees and payment.
c. Upon completion of payment, the Treasury Department will return all documents back to
the Mayors office for issuance and release of the Mayors Permit.
4. Government agencies and religious groups are exempted from paying the fees but they are still
required to secure the Mayors Permit.
5. Consumer shows and exhibits with over the counter selling will also be subject to Business Tax
Ordinance. Event/Exhibit Organizers are required to coordinate directly with Pasay city Hall for
proper assessment of fees. A separate guideline is available for this particular Ordinance No.
4527 Series of 2011. Copy of Ordinance, available upon request.
6. Organizers are required to provide SMX Convention Center a copy of the Mayors Permit
together with the Police Clearance at least two three (2-3) days prior to the event. SMX will
not allow ingress without Mayors permit.
7. Mayors permit will not be required from events with 500 guests or less that will fall under but
not limited to corporate social events, personal/private events, meetings, conventions, etc.
8. Representatives from the Office of The Mayor will do spot-checking randomly. If events cannot
present the Mayors Permit, the City Hall can suspend the event until the organizer secures the
necessary permit.
