SPECIAL CONDITIONS OF CONTRACT (SCC)
The following articles shall supplement the Instructions to Bidders and General Conditions of
Contract (GCC). In case any conflict between General Conditions of Contract and Special
Conditions of Contract, the latter shall prevail to the extent applicable.
1.
Scope of Supply
The scope of supply shall be as given in Material Requisition and supply as per
Technical Specifications (Section-VI of Volume II).
2.
Delivery Schedule
The delivery schedule shall be given at invitation for Bid.
3.
Payment Terms
3.1
3.1.1
90% of Cenvatable/ Vatable Invoice value with taxes and duties will be paid
progressively after adjustment against PRS and against submission of invoice in
triplicate along with:
i)
ii) LR/GR
iii) Documents as specified in Vendor Data Requirement in MR.
iv) Packing List
v) Proof of customs clearance including payment of customs duty for imports
permitted in the Contract.
vi) Despatch instructions/clearance by purchaser.
The invoice shall be made in the name of Officer-in-Charge, as mentioned in the
purchase order.
3.1.2
Balance 10% amount of total Invoice value shall be paid within 30 days after
receipt and acceptance of complete materials at storage yard.
3.1.3
Transportation charges:
Transportation charges will be paid progressively within 30 days after receipt and
acceptance of Material at site.

g) Excise Duty
i) Bid Document calls for Spares, (Mandatory/2 years) where,
generally more than one rate of ED are applicable then such
rates as considered in offer are to be indicated in the itemised
Spare parts list.
ii) If there is any variation in Excise Duty at the time of supplies
for any reason, other than statutory, including turnover,
confirm the same will be borne by bidder.
iii) It is noted and confirmed that statutory variation in ED within
contractual delivery shall be to Purchasers account.
iv) If excise duty is presently not applicable, confirm whether the
same will be borne by bidder in case it becomes leviable later.
v) In case g (ii) or (iv) is not acceptable, advise maximum rate of
excise duty chargeable. (same shall be considered by Purchaser

Price Reduction Schedule:

GCC

For delay in completion/ delivery beyond contractually
agreed delivery schedule as specified in the Bid
Document.

For deficiency in performance & services as per
provision of Volume - II of tender document. The
invoice shall be submitted for the amount duly reduced
to the extent of PRS.
Confirm acceptance of relevant Terms of Payment as
specified in the Bid Document.

noted and confirmed that deviations to 'Terms &
Conditions of Payment' shall lead to loading of prices or
rejection of offer, as Purchaser considers fit.
b) All the Deviation on 'Payment Terms & Conditions' have been
indicated in 'Exception & Deviation' format (including annexure,
if any) and have not been repeated in the bid/offer.
It is confirmed that payment Terms & Conditions indicated
elsewhere including any Printed Terms & Conditions, shall not
be considered by Purchaser .
Guarantee / Warrantee
Confirm that the GOODS shall be guaranteed against defective
materials/workmanship etc. for a period of 24 months from the
last shipment or 12 months from the commissioning date,
whichever is earlier, as per Guarantee/warrantee conditions of
Bid Document.
Contract-cum-Performance BG.
Confirm that Contract-cum-Equipment-Performance Bank
Guarantee (CPBG) for 10% of order/contract value shall be
furnished as per provision of bid document, valid for 3 months
beyond the expiry of Guarantee/Warranty period as per terms
of Bid Document.

by Purchaser /MECON, confirm there shall be no extra charges,
since all personal & incidental expenses of MECON/Owners

Part order
Confirm acceptance to PART ORDER. Incase of part ordering
any value of part ordering, charges if quoted lumpsum and/or
applicable to more than one item, shall be prorated on value
basis.
Repeat Order
Confirm acceptance of repeat order(s) upto 50% of contract
amount with mutual consent within 6 months from the date of
basic order, as per terms of Bid Document.
Quantity Variation
PURCHASER reserves the right at the time of award of ORDER
to increase or decrease by upto 15 % the quantity of GOODS
specified in the Material Requisition, without any change in unit
price or other terms and conditions. Variation beyond this limit
will be subject to mutual agreement between the PURCHASER
and the Seller.

Vendor shall be responsible for selection of the correct model nos. of Control Valve & Electro Hydraulic
actuator to meet the purchasers specifications. In case of model no. required to be changed at a later date to
meet the Purchasers Specifications, the same shall be done by the vendor without any price and delivery
implications.
Vendor shall note that inspection will be done by GAIL /MECON/ Third Party Personnel at Vendors shop.
For this inspection, labor, consumables, equipment and utilities as required shall be in vendors scope.
Vendor shall submit all Drawings and Documents as per Vendor Data Requirements
Commissioning spares as required for Control Valves and the Electro Hydraulic actuator shall be included in
the offer & complete list shall be furnished along with offer
Control Valve shall be as per as per data sheet no. MEC/23KX/05/E5/I/001/DS-PCV and TS
(MEC/TS/05/E5/002 B) enclosed with tender.
The valve shall be Electro Hydraulic type since there is no air supply at the terminal. Vendor to note &
ensure that the offered models of Electro-hydraulic actuator must have completed at least 3 year of
successful operations. Vendor shall also furnish references of supply of Control valve installed with offered
EH actuator. Vendor shall furnish documentary evidence in support of the above along with offer.
Electro Hydraulic actuator shall be as per data sheet no. MEC/23KX/05/E5/I/001/DS-EH and TS
(MEC/TS/05/E5/002 A) enclosed with tender. Vendor to furnish complete details of Hydraulic Oil used and
suggested nearest oil equivalent. Vendor to include two (2) refills of hydraulic oil in separate cans for each
Electro hydraulic actuator as part of the base price quote.
Sizing of the actuator shall be the responsibility of the Vendor. If the actuator is found to be undersized at
stage after the finalization of order / shipment of material to site, vendor shall change the same without any
extra cost. The Electro Hydraulic valve actuator shall be suitable for continuous duty of modulating
services throughout the stroke range for 24 hours, 365 days of each year.
Leakage classes specified in data sheets are as per ANSI B16.104
Vendor shall Submit the Sizing Calculation, Velocity calculation & Noise Calculation
100% radiography shall be required for all valve castings and the unit rate for the radiography shall be
furnished in a separate envelop along with price schedule. Radiography procedure, area of casting to be
radiographed shall be as per ANSI B 16.34 and acceptance shall be as per ANSI B 16.34 Annexure B.
However for areas of casting to be radiographed for types of valves not covered in ANSI B 16.34, Vendor
shall enclose details of areas to be radiographed in line with ANSI B 16.34.
Vendor shall furnish the spares required for 2 year operation & maintenance with unit price along with offer
separately for control valves as well as EH actuators.
Vendor shall note that the offered instruments shall be suitable for the following ambient conditions:
Temperature range: 55 C (max) 5 C (min); Humidity: 100 % (max)
Vendor shall furnish the following documentation along with the offer
a) Sizing, noise calculation and inlet velocity calculation for each valve
b) A list of all control valves tag number wise, giving percentage openings and minimum, normal and
maximum flow conditions.
c) Technical catalogues, model no. decoding procedure, Cv tables, actuator sizing information etc.
a) Offer shall be clear, unambiguous (with minimum of alternatives) and complete with all data sheets, sizing
calculations, catalogues etc.
b) Make and Model Nos. of the Actuators, Positioners, and SOV/I/P Converters are subject to the Approval
of the Purchaser/Consultant.
Noise level measured from 3 ft from the valve shall be less than 75dB (A). Suitable low noise trim shall be
provided wherever necessary. Vendor to furnish through literature and calculations on how noise levels are
being kept below 75dB (A) in the cases where low noise trims are specified. Noise level shall be less than
75dBA. Suitable cage to be provided to meet the noise level (if required).
For every tag vendor to furnish the maximum differential pressure met by the actuator model quoted for that
tag in a tabular form. Table shall be maximum diff. Press. in Kg/cm2 against each tag no.

The valve will be control electro hydraulically through feedback signal received from
controller in the form of 4 20 mA (mounted in the control room -other contractor
scope). The complete scheme shall be prepared by the supplier

The connection between the actuators and the control valve be such that there is no
movement when the valve is actuated by the actuator under any load.
Speed control restrictors and nozzles for adjusting the valve speed over wide range shall
be provided.
All the mounting accessories needed for installation of actuator, cylinder etc. is in
vendors scope of supply. All interconnecting cabling, interconnecting piping work,
tubing, cable glands, junction boxes, filter, pressure gauges, pressure relief valves, oil
sight glass, electrical & hydraulic accessories, oil cans and circuits for low oil pressure,
low oil level, high temperature, interlocks & heater are in vendors scope of supply.
The commissioning spares of the Electro- Hydraulic valve actuators shall be included in
the base offer price.
The actuator shall be Epoxy- Polyamide painted with DFT of 175 microns and colour
RAL 7023 (Gray).
Unless otherwise specified in the data sheet, the actuator shall be equipped with valve
position transmitter, fail lock and limit switch, which immediately shut off the gas supply
to actuator when the valve reaches one of its end positions. The Positioner transmitter
shall provide linear output with respect to valve opening/closing (i.e. 4 mA at valve fully
close condition and 20 m A valve fully open condition).
The position transmitter shall be intrinsically safe & weather proof (IP 65) & suitable for
installation in Hazardous area application and must be suitable for 24 V DC provided
from the receiver instrument in the control room over the 2 wire loop. All the mounting
accessories for mounting the transmitter shall be supplied by the vendor. The necessary
active isolator / barriers (supplied loose & to be mounted on the control panel in control
room)
Provision shall be made to prevent accidental pressure build up in the actuator. The
actuator shall be protected from the overheating of the motor.
Actuator shall have provision for manual operation by hand lever operated oil pump for
control and manual operation of the control valve in case of actuator power failure.
Direction of the motor to be clearly marked on the actuator motor.
EH actuator shall be provided with dipstick with minimum and maximum level
indications.
The pressure relief valve in hydraulic circuit to be provided at necessary locations, such
that in no circumstances the hydraulic circuit fails on account of over pressure in any
segment.
Pressure gauge for indicating the oil pressure shall be provided on the actuator.
The common remote alarm signal covering the actuator faults viz. low oil pressure, low
oil level, high oil temp etc shall be available in actuator junction box (1 NO & 1 NC
relay contact, 110 V DC, 0.5 A) for further connection by purchaser.

SCOPE:
1.1
This specification, together with the applicable data sheet, covers the minimum requirements for the
design, manufacture and inspection, testing and shipping of valve actuators complete with accessories
for Globe valves used for control purpose.
1.2
This specification indicates the minimum supply requirements and does not relieve the vendor from his
responsibilities concerning the design and the safe operation of the supplied equipment.
1.3
The valve manufacturer shall also be responsible for proper operation of the actuator that shall
develop a torque or a thrust sufficient to conveniently open and close the valve always within the
limits established by the resistance of the mechanical elements of the valve itself.
1.4
Valve and actuator shall be supplied as a single assembly complete in all respect and ready for
installation at site.

The type of actuator shall be Linear Electro Hydraulic (EH) self contained type with electric Motor,
Hydraulic Pump, Hydraulic Oil & Electrical control Circuit complete in all respect suitable for
hydrocarbon applications.
Actuator Power supply voltage shall be 415. 10% V A.C. 50 3% Hz, 3 phase to be provided by
client. Other voltage level (24 V DC etc.) if required shall be in vendors scope.
Actuator with all its accessories shall be designed to form a stiff assembly by means of a stiffening
support frame or equivalent. All accessories, including hydraulic and electrical parts shall be
protected against damage as well in operation as during erection handling. The assembly shall be
equipped with minimum two lifting devices. For the shut off pressure for actuator refer valve data
sheet.

For sizing the actuator, the valve manufacturer shall furnish to the actuator manufacturer the following

The maximum break-away torque or thrust required at the valve stem with manual/
remote operation to open and close/ control a valve at the shut off pressure in the line.
The actuator shall be sized according to the line pressure.(Refer Table 1 enclosed for Line
Pressure details) and meeting the safety factor of 2 (or 1.5 times the torque requirements
of the valve) as required by the valve operation at the shut-off pressure in the line.
(Maximum pressure drop across the valve).
The maximum time required to open and close/control a valve shall be indicated by vendor.
However, the actuator shall be capable of opening/ closing /control a valve between 0.5 and 3 Secs
per inch nominal valve port diameter. Opening and closing times shall be adjustable between these
limits.
3.4
Actuator manufacturer shall provide the complete model no. decoding for actuators, limit switches
and solenoid valves, positioner.
3.5
Complete details of Electrical/ Hydraulic circuit with complete sequencing of port from open to
close and close to open and in controlling mode position shall be furnished in the offer for review.
3.6
Manufacturer shall furnish the detailed calculation for actuator sizing after placement of order. The
calculation so furnished by manufacturer shall satisfy the sizing criteria as per above clauses.
Manufacturer shall agree to upgrade the actuators offered to meet the sizing criteria without any
price and schedule impact.
3.7
The actuators shall be powered by Electric Motor or Hydraulic system. The Electro
Hydraulic valve actuator shall operate on the feedback control signal in the form of 4 20
mA from panel mounted Controller for desired down stream pressure requirements. A
typical scheme shall be develop and furnished by the vendor.
3.8
Unless otherwise specified in the data sheet, the actuator shall be equipped with valve
position transmitter, fail lock and limit switch, which immediately shut off the gas supply to
actuator when the valve reaches one of its end positions. The Positioner transmitter shall
provide linear output with respect to valve opening/closing (i.e. 4 mA at valve fully close
condition and 20 m A valve fully open condition).
3.9
The position transmitter shall be intrinsically safe & weather proof (IP 65) & suitable for
installation in Hazardous area application and must be suitable for 24 V DC provided from the
receiver instrument in the control room over the 2 wire loop. All the mounting accessories for
mounting the transmitter shall be supplied by the vendor. The necessary active isolator / barriers
(supplied loose & to be mounted on the control panel in control room).

Actuator shall be Electrical motor operated linear type with manual hydraulic (Electric Over Oil )
override. The actuator shall be provided with a hydraulic pump for manual operation.

The actuator and its accessories shall be suitable; for outdoor installation and have weatherproof
enclosure as per NEMA 4 or equivalent.
All compartments and housing containing electrical devices such as switches, contactors, relays,
fuses, terminal box etc. shall be explosion proof suitable for NEC Class 1 Div. 2 Gr. C & D, T3 or
equivalent. The cable glands shall be 1 NPT threaded. The unused cable entries must be plugged
off with solid metal plugs.
Solenoid valves shall be of explosion proof design certified for NEC Class 1 Div. 2 Gr. C & D, T3
or equivalent with moulded continuous duty coils and stainless steel valve body.
3.11
a) The actuator shall be suitable for direct mounting to the valve without changing the
standard top works of the valve and shall have the capability to be mounted or removed from the
valve when the valve is in service. The actuator shall be flanged and bolted directly on the valve
body or extension. The connection between actuator and the valve or between the operator, the
outer casing of the extension and the valve shall be such that there is no movement between
these connections when the valve is actuated by the actuator under any load.
b)
Actuator shall be suitable for installation on a vertical stem unless otherwise specified in the
data sheet.
3.12
Provision shall be made to prevent accidental pressure build up in the actuator. The actuator shall be
protected from the overheating of the motor.
3.13
The construction of the actuator and its controls shall be such that proper manual operation and
maintenance can be carried out by skilled personnel without the risk of being injured by moving parts.
3.14
A position indicator on the actuator shall show the valve in the open, closed or partially open positions.
3.15
Bearings shall be factory packed with grease and shall not required additional lubrication for the life of
the actuator.

Actuator shall have provision for manual operation by hand lever operated oil pump for control and
manual operation of the control valve in case of actuator power failure.

their operation, shall be provided in the actuators as per this specification. The actuators
shall have a hand pump in conjunction with the oil circuit to achieve local control with
hydraulic shock functionality.

If remote control is required, a local/ remote switch shall be installed to prevent remote control during
maintenance work. This switch shall be provided with a hole of 12 mm in diameter for locking with
pad lock in either position. This local/ remote switch shall be wired up to the junction box as per
circuit diagram.

All control accessories, pneumatic and hydraulic, or gas over oil shall be mounted in an enclosure
and shall be fully wired and tubed. The enclosure shall be weatherproof as per NEMA-4 or
equivalent.

Vendor shall be responsible for integrating the potential free NO or NC contacts of Remote
Telemetry Unit (RTUs) for open and close command in interlock circuit. These commands will
be of momentary type with 1 sec duration.

All mounting accessories needed for installing the Actuator, Valves etc. are in manufacturers
scope of supply.

The interconnecting cabling, interconnecting pipe work between the actuator and the valve, adapters,

Gentlemen,
Having examined the Conditions of Contract and Specifications including Addenda Nos.
(Insert Numbers) the receipt of which is hereby duly acknowledged, we the undersigned,
offer to supply and deliver (Description of Goods and Services) in conformity with the said
Drawings, Conditions of Contract and specifications for the same for (total bid amount in
words and figures*) or such other sums as may be ascertained in accordance with the
Schedule of Prices attached herewith and made part of this bid.
We undertake, if our bid is accepted, complete delivery of
as agreed and specified in the IFB document. If our bid is accepted, we will obtain the
guarantee of a Bank in a sum not exceeding (10)% of the Contract price for the due
performance of the Contract.
We agree to abide by this bid for a period of 4(four) months from the date fixed for bid
opening under Instructions to Bidders and it shall remain binding upon us and may be
accepted at any time before the expiration of that period.
Until a formal contract is prepared and executed, this bid, together with your written
acceptance thereof in your notification of award (Fax of Intent) shall constitute a binding
Contract between us.
We understand that you are not bound to accept the lowest or any bid, you may receive.
