SECTION - IV
The following articles shall supplement the Instructions to Bidders and General Conditions of
Contract (GCC). In case any conflict between General Conditions of Contract and Special
Conditions of Contract, the latter shall prevail to the extent applicable.
1.
Scope of Supply
The scope of supply shall be as given in Material Requisition and supply as per
Technical Specifications (Section-VI of Volume II).
2.
Delivery Schedule
The delivery schedule shall be given at invitation for Bid.
3.
Payment Terms
3.1
The terms of payment shall be as follows:

Indian Bidder:
3.1.1
90% of Cenvatable/ Vatable Invoice value with taxes and duties will be paid
progressively after adjustment against PRS and against submission of invoice in
triplicate along with:
i)
Inspection release note by Purchaser/Purchasers agency.
ii) LR/GR
iii) Documents as specified in Vendor Data Requirement in MR.
iv) Packing List
v) Proof of customs clearance including payment of customs duty for imports
permitted in the Contract.
vi) Despatch instructions/clearance by purchaser.
The invoice shall be made in the name of Officer-in-Charge, as mentioned in the
purchase order.
3.1.2
Balance 10% amount of total Invoice value shall be paid within 30 days after
receipt and acceptance of complete materials at storage yard.
3.1.3
Transportation charges:
Transportation charges will be paid progressively within 30 days after receipt and
acceptance of Material at site.

Price Reduction Schedule:

Clause 26.1.1 of GCC shall be appended with the words
including subsequent modification

Taxes & Duties

Please confirm that following :a) The un-priced SOR has been submitted with Part A of the

c) Following information has been provided in un-priced SOR (if
more than one rate are applicable all the rates are to be

d) All taxes & duties, levies incurred until delivery of the
contracted goods, shall be borne and paid by the bidder.
However, Sales tax & Excise Duty on finished products shall be
reimbursed by the Purchaser. (limited to provisions as per bid
document).
e) The statutory variation Sales Tax & Excise duty (payable on
finished product) if any, within the contractual delivery period
shall be to the Owner account.
f) Confirm in case of delay in delivery beyond CDD, any new or
additional taxes and duties imposed after contractual delivery
shall be to Bidder's account.

g) Excise Duty
i) Bid Document calls for Spares, (Mandatory/2 years) where,
generally more than one rate of ED are applicable then such
rates as considered in offer are to be indicated in the itemised
Spare parts list.
ii) If there is any variation in Excise Duty at the time of supplies
for any reason, other than statutory, including turnover,
confirm the same will be borne by bidder.
iii) It is noted and confirmed that statutory variation in ED within
contractual delivery shall be to Purchasers account.
iv) If excise duty is presently not applicable, confirm whether the
same will be borne by bidder in case it becomes leviable later.
v) In case g (ii) or (iv) is not acceptable, advise maximum rate of
excise duty chargeable. (same shall be considered by Purchaser
for price evaluation & comparison).
Price Reduction Schedule:
a) Confirm acceptance of Price Reduction Schedule (PRS) as per
GCC
i)
For delay in completion/ delivery beyond contractually
agreed delivery schedule as specified in the Bid
Document.
ii)
For deficiency in performance & services as per
provision of Volume - II of tender document. The
invoice shall be submitted for the amount duly reduced
to the extent of PRS.
Confirm acceptance of relevant Terms of Payment as
specified in the Bid Document.
a) It is
noted and confirmed that deviations to 'Terms &
Conditions of Payment' shall lead to loading of prices or
rejection of offer, as Purchaser considers fit.
b) All the Deviation on 'Payment Terms & Conditions' have been
indicated in 'Exception & Deviation' format (including annexure,
if any) and have not been repeated in the bid/offer.
It is confirmed that payment Terms & Conditions indicated
elsewhere including any Printed Terms & Conditions, shall not
be considered by Purchaser .
Guarantee / Warrantee
Confirm that the GOODS shall be guaranteed against defective
materials/workmanship etc. for a period of 24 months from the
last shipment or 12 months from the commissioning date,
whichever is earlier, as per Guarantee/warrantee conditions of
Bid Document.
Contract-cum-Performance BG.
Confirm that Contract-cum-Equipment-Performance Bank
Guarantee (CPBG) for 10% of order/contract value shall be
furnished as per provision of bid document, valid for 3 months
beyond the expiry of Guarantee/Warranty period as per terms
of Bid Document.

any value of part ordering, charges if quoted lumpsum and/or
applicable to more than one item, shall be prorated on value

Repeat Order
Confirm acceptance of repeat order(s) upto 50% of contract
amount with mutual consent within 6 months from the date of
basic order, as per terms of Bid Document.
Quantity Variation
PURCHASER reserves the right at the time of award of ORDER
to increase or decrease by upto 15 % the quantity of GOODS
specified in the Material Requisition, without any change in unit
price or other terms and conditions. Variation beyond this limit
will be subject to mutual agreement between the PURCHASER
and the Seller.

SPECIAL INSTRUCTIONS TO THE VENDOR

The purpose of this specification is to define the requirements of Pressure Control Valve (Electro-hydraulic type)
for LPG services at Receiving Terminal at Samakhiali for Upgradation of Kandla Samakhiali LPG Pipe line project
of M/s GAIL.

Vendor shall be responsible for selection of the correct model nos. of Control Valve & Electro Hydraulic
actuator to meet the purchasers specifications. In case of model no. required to be changed at a later date to
meet the Purchasers Specifications, the same shall be done by the vendor without any price and delivery
implications.
Vendor shall note that inspection will be done by GAIL /MECON/ Third Party Personnel at Vendors shop.
For this inspection, labor, consumables, equipment and utilities as required shall be in vendors scope.
Vendor shall submit all Drawings and Documents as per Vendor Data Requirements
Commissioning spares as required for Control Valves and the Electro Hydraulic actuator shall be included in
the offer & complete list shall be furnished along with offer
Control Valve shall be as per as per data sheet no. MEC/23KX/05/E5/I/001/DS-PCV and TS
(MEC/TS/05/E5/002 B) enclosed with tender.
The valve shall be Electro Hydraulic type since there is no air supply at the terminal. Vendor to note &
ensure that the offered models of Electro-hydraulic actuator must have completed at least 3 year of
successful operations. Vendor shall also furnish references of supply of Control valve installed with offered
EH actuator. Vendor shall furnish documentary evidence in support of the above along with offer.
Electro Hydraulic actuator shall be as per data sheet no. MEC/23KX/05/E5/I/001/DS-EH and TS
(MEC/TS/05/E5/002 A) enclosed with tender. Vendor to furnish complete details of Hydraulic Oil used and
suggested nearest oil equivalent. Vendor to include two (2) refills of hydraulic oil in separate cans for each
Electro hydraulic actuator as part of the base price quote.
Sizing of the actuator shall be the responsibility of the Vendor. If the actuator is found to be undersized at
stage after the finalization of order / shipment of material to site, vendor shall change the same without any
extra cost. The Electro Hydraulic valve actuator shall be suitable for continuous duty of modulating
services throughout the stroke range for 24 hours, 365 days of each year.
Leakage classes specified in data sheets are as per ANSI B16.104
Vendor shall Submit the Sizing Calculation, Velocity calculation & Noise Calculation
100% radiography shall be required for all valve castings and the unit rate for the radiography shall be
furnished in a separate envelop along with price schedule. Radiography procedure, area of casting to be
radiographed shall be as per ANSI B 16.34 and acceptance shall be as per ANSI B 16.34 Annexure B.
However for areas of casting to be radiographed for types of valves not covered in ANSI B 16.34, Vendor
shall enclose details of areas to be radiographed in line with ANSI B 16.34.
Vendor shall furnish the spares required for 2 year operation & maintenance with unit price along with offer
separately for control valves as well as EH actuators.
Vendor shall note that the offered instruments shall be suitable for the following ambient conditions:
Temperature range: 55 C (max) 5 C (min); Humidity: 100 % (max)
Vendor shall furnish the following documentation along with the offer
a) Sizing, noise calculation and inlet velocity calculation for each valve
b) A list of all control valves tag number wise, giving percentage openings and minimum, normal and
maximum flow conditions.
c) Technical catalogues, model no. decoding procedure, Cv tables, actuator sizing information etc.
a) Offer shall be clear, unambiguous (with minimum of alternatives) and complete with all data sheets, sizing
calculations, catalogues etc.
b) Make and Model Nos. of the Actuators, Positioners, and SOV/I/P Converters are subject to the Approval
of the Purchaser/Consultant.
Noise level measured from 3 ft from the valve shall be less than 75dB (A). Suitable low noise trim shall be
provided wherever necessary. Vendor to furnish through literature and calculations on how noise levels are
being kept below 75dB (A) in the cases where low noise trims are specified. Noise level shall be less than
75dBA. Suitable cage to be provided to meet the noise level (if required).
For every tag vendor to furnish the maximum differential pressure met by the actuator model quoted for that
tag in a tabular form. Table shall be maximum diff. Press. in Kg/cm2 against each tag no.

The connection between the actuators and the control valve be such that there is no
movement when the valve is actuated by the actuator under any load.
Speed control restrictors and nozzles for adjusting the valve speed over wide range shall
be provided.
All the mounting accessories needed for installation of actuator, cylinder etc. is in
vendors scope of supply. All interconnecting cabling, interconnecting piping work,
tubing, cable glands, junction boxes, filter, pressure gauges, pressure relief valves, oil
sight glass, electrical & hydraulic accessories, oil cans and circuits for low oil pressure,
low oil level, high temperature, interlocks & heater are in vendors scope of supply.
The commissioning spares of the Electro- Hydraulic valve actuators shall be included in
the base offer price.
The actuator shall be Epoxy- Polyamide painted with DFT of 175 microns and colour
RAL 7023 (Gray).
Unless otherwise specified in the data sheet, the actuator shall be equipped with valve
position transmitter, fail lock and limit switch, which immediately shut off the gas supply
to actuator when the valve reaches one of its end positions. The Positioner transmitter
shall provide linear output with respect to valve opening/closing (i.e. 4 mA at valve fully
close condition and 20 m A valve fully open condition).
The position transmitter shall be intrinsically safe & weather proof (IP 65) & suitable for
installation in Hazardous area application and must be suitable for 24 V DC provided
from the receiver instrument in the control room over the 2 wire loop. All the mounting
accessories for mounting the transmitter shall be supplied by the vendor. The necessary
active isolator / barriers (supplied loose & to be mounted on the control panel in control
room)
Provision shall be made to prevent accidental pressure build up in the actuator. The
actuator shall be protected from the overheating of the motor.
Actuator shall have provision for manual operation by hand lever operated oil pump for
control and manual operation of the control valve in case of actuator power failure.
Direction of the motor to be clearly marked on the actuator motor.
EH actuator shall be provided with dipstick with minimum and maximum level
indications.
The pressure relief valve in hydraulic circuit to be provided at necessary locations, such
that in no circumstances the hydraulic circuit fails on account of over pressure in any
segment.
Pressure gauge for indicating the oil pressure shall be provided on the actuator.
The common remote alarm signal covering the actuator faults viz. low oil pressure, low
oil level, high oil temp etc shall be available in actuator junction box (1 NO & 1 NC
relay contact, 110 V DC, 0.5 A) for further connection by purchaser.

SCOPE:
1.1
This specification, together with the applicable data sheet, covers the minimum requirements for the
design, manufacture and inspection, testing and shipping of valve actuators complete with accessories
for Globe valves used for control purpose.
1.2
This specification indicates the minimum supply requirements and does not relieve the vendor from his
responsibilities concerning the design and the safe operation of the supplied equipment.
1.3
The valve manufacturer shall also be responsible for proper operation of the actuator that shall
develop a torque or a thrust sufficient to conveniently open and close the valve always within the
limits established by the resistance of the mechanical elements of the valve itself.
1.4
Valve and actuator shall be supplied as a single assembly complete in all respect and ready for
installation at site.

documents, the requirements of this specification shall govern.
3.0
ACTUATOR DESIGNING & SIZING (ELECTRO-HYDRALIC ACTUATORS EH TYPE)
3.1
The type of actuator shall be Linear Electro Hydraulic (EH) self contained type with electric Motor,
Hydraulic Pump, Hydraulic Oil & Electrical control Circuit complete in all respect suitable for
hydrocarbon applications.
Actuator Power supply voltage shall be 415. 10% V A.C. 50 3% Hz, 3 phase to be provided by
client. Other voltage level (24 V DC etc.) if required shall be in vendors scope.
Actuator with all its accessories shall be designed to form a stiff assembly by means of a stiffening
support frame or equivalent. All accessories, including hydraulic and electrical parts shall be
protected against damage as well in operation as during erection handling. The assembly shall be
equipped with minimum two lifting devices. For the shut off pressure for actuator refer valve data
sheet.
3.2
For sizing the actuator, the valve manufacturer shall furnish to the actuator manufacturer the following
information:

i)

The maximum break-away torque or thrust required at the valve stem with manual/
remote operation to open and close/ control a valve at the shut off pressure in the line.
The actuator shall be sized according to the line pressure.(Refer Table 1 enclosed for Line
Pressure details) and meeting the safety factor of 2 (or 1.5 times the torque requirements
of the valve) as required by the valve operation at the shut-off pressure in the line.
(Maximum pressure drop across the valve).
ii) The temperature correction factor.

iii) The pressure correction factor.
iv) As a result of points (i) to (iii) the minimum required torque or thrust output of the
actuator.
v) Maximum allowable torque or thrust output of the actuator depending on the type and
size of valves.
3.3
The maximum time required to open and close/control a valve shall be indicated by vendor.
However, the actuator shall be capable of opening/ closing /control a valve between 0.5 and 3 Secs
per inch nominal valve port diameter. Opening and closing times shall be adjustable between these
limits.
3.4
Actuator manufacturer shall provide the complete model no. decoding for actuators, limit switches
and solenoid valves, positioner.
3.5
Complete details of Electrical/ Hydraulic circuit with complete sequencing of port from open to
close and close to open and in controlling mode position shall be furnished in the offer for review.
3.6
Manufacturer shall furnish the detailed calculation for actuator sizing after placement of order. The
calculation so furnished by manufacturer shall satisfy the sizing criteria as per above clauses.
Manufacturer shall agree to upgrade the actuators offered to meet the sizing criteria without any
price and schedule impact.
3.7
The actuators shall be powered by Electric Motor or Hydraulic system. The Electro
Hydraulic valve actuator shall operate on the feedback control signal in the form of 4 20
mA from panel mounted Controller for desired down stream pressure requirements. A
typical scheme shall be develop and furnished by the vendor.
3.8
Unless otherwise specified in the data sheet, the actuator shall be equipped with valve
position transmitter, fail lock and limit switch, which immediately shut off the gas supply to
actuator when the valve reaches one of its end positions. The Positioner transmitter shall
provide linear output with respect to valve opening/closing (i.e. 4 mA at valve fully close
condition and 20 m A valve fully open condition).
3.9
The position transmitter shall be intrinsically safe & weather proof (IP 65) & suitable for
installation in Hazardous area application and must be suitable for 24 V DC provided from the
receiver instrument in the control room over the 2 wire loop. All the mounting accessories for
mounting the transmitter shall be supplied by the vendor. The necessary active isolator / barriers

3.10
Actuator shall be Electrical motor operated linear type with manual hydraulic (Electric Over Oil )
override. The actuator shall be provided with a hydraulic pump for manual operation.
3.11
All pressure containing parts shall be designed to ASME Section VIII.
3.12
The actuator and its accessories shall be suitable; for outdoor installation and have weatherproof
enclosure as per NEMA 4 or equivalent.
All compartments and housing containing electrical devices such as switches, contactors, relays,
fuses, terminal box etc. shall be explosion proof suitable for NEC Class 1 Div. 2 Gr. C & D, T3 or
equivalent. The cable glands shall be 1 NPT threaded. The unused cable entries must be plugged
off with solid metal plugs.
Solenoid valves shall be of explosion proof design certified for NEC Class 1 Div. 2 Gr. C & D, T3
or equivalent with moulded continuous duty coils and stainless steel valve body.
3.11
a) The actuator shall be suitable for direct mounting to the valve without changing the
standard top works of the valve and shall have the capability to be mounted or removed from the
valve when the valve is in service. The actuator shall be flanged and bolted directly on the valve
body or extension. The connection between actuator and the valve or between the operator, the
outer casing of the extension and the valve shall be such that there is no movement between
these connections when the valve is actuated by the actuator under any load.
b)
Actuator shall be suitable for installation on a vertical stem unless otherwise specified in the
data sheet.
3.12
Provision shall be made to prevent accidental pressure build up in the actuator. The actuator shall be
protected from the overheating of the motor.
3.13
The construction of the actuator and its controls shall be such that proper manual operation and
maintenance can be carried out by skilled personnel without the risk of being injured by moving parts.
3.14
A position indicator on the actuator shall show the valve in the open, closed or partially open positions.
3.15
Bearings shall be factory packed with grease and shall not required additional lubrication for the life of
the actuator.
3.16
Actuator shall have provision for manual operation by hand lever operated oil pump for control and
manual operation of the control valve in case of actuator power failure.
3.17
The actuator shall be operated by either of the following two methods:

a) For the remote control, the actuator shall have a solenoid valve, limit switches, relays,
etc. and shall be suitable for remote and local operation as per description in the attached
Actuator Data Sheet(s).
Electrical signal supplied is a momentary type with 1-sec duration signal; Actuator
shall have a self retaining system of the above signal in its control circuit.
b) For the local-control, the actuator shall be suitable for local operation with hydraulically
with suitable oil. The devices and accessories, which do not require the electricity for

their operation, shall be provided in the actuators as per this specification. The actuators
shall have a hand pump in conjunction with the oil circuit to achieve local control with
hydraulic shock functionality.
3.19
If remote control is required, a local/ remote switch shall be installed to prevent remote control during
maintenance work. This switch shall be provided with a hole of 12 mm in diameter for locking with
pad lock in either position. This local/ remote switch shall be wired up to the junction box as per
circuit diagram.
3.20
All control accessories, pneumatic and hydraulic, or gas over oil shall be mounted in an enclosure
and shall be fully wired and tubed. The enclosure shall be weatherproof as per NEMA-4 or
equivalent.
3.21
Vendor shall be responsible for integrating the potential free NO or NC contacts of Remote
Telemetry Unit (RTUs) for open and close command in interlock circuit. These commands will
be of momentary type with 1 sec duration.
3.22
All mounting accessories needed for installing the Actuator, Valves etc. are in manufacturers
scope of supply.
3.23
The interconnecting cabling, interconnecting pipe work between the actuator and the valve, adapters,
tubing, cable glands, junction box are in manufacturers scope of supply.
3.24
Threading connections shall be NPT as per ANSI B2.1 and flange connection as per ANSI B16.5. The
tubing, fittings and valves shall be Stainless steel with SwageLok fittings or equivalent.
3.25
Actuator shall have provision for manual operation by hand lever operated oil pump for control
and manual operation of the control valve in case of actuator power failure.
3.26
Direction of the motor to be clearly marked on the actuator motor.
3.27
EH actuator shall be provided with dipstick with minimum and maximum level indications.

The pressure relief valve in hydraulic circuit to be provided at necessary locations, such that in no

6.4

prior to shipment. Manufacturer shall give reasonable access and facilities required for
inspection to the Purchasers Inspector.
In no case shall any action of Purchaser or his inspector relieve the Manufacturer of his
responsibility for material, design, quality or operation of actuators.

Actuator shall have an SS nameplate attached firmly to it at a visible place and reporting the
following information:
a) Instrument tag number as per Purchasers data sheets.

8.0
SHIPPING
8.1
All threaded and flanged opening shall be suitably protected to prevent entry of foreign
material.
8.2
The actuator shall be supplied pre-assembled except piping/tubing, actuator, actuator control
unit, tanks, and other accessories, which shall be packed separately.
8.3
Protective grease oil coating shall be applied on the surface to protect them from rusting.

9.2
Within 30 days from the date of Purchase Order manufacturer shall submit copies of the

The approval of these drawings/ documents will not absolve vendor of the responsibility with
respect to correct operation of the actuator. Manufacturers quotation, catalogues, drawings,

In the event of any conflict between this specification, data sheets, related
standards, codes etc., the vendor should refer the matter to the purchaser
for clarifications and only after obtaining the same should proceed with the
manufacture of the items in question.
1.1.4
Purchasers data sheets indicate, the valve capacity (in terms of Cv),
materials for the body, trim, packing etc. However, this does not absolve the
vendor of the responsibility for proper selection with respect to the following:
a)
Valve with suitable capacity (in terms of Cv) and rangeability for the
flow conditions indicated.
b)
Actuator to meet the shut-off differential pressure indicated.
c)
Materials for body, trim, packing box and other parts of the valve for
the fluid and its operating conditions indicated.
d)
Materials used for various parts of all accessories of the control valve
like air filter regulators, solenoid valves, limit switches, positioners,
pilot relays, volume boosters, locking relays, interconnecting tubing
and fittings, etc.
e)
Checking for cavitation, flashing and noise generated and to provide

suitable treatment to limit these within appropriate limits.

Bids
1.2.1
Vendors quotation shall include a detailed specification sheet for each control
valve which shall provide all the details regarding type, construction
materials, capacity etc. and any other valve accessories.

1.2.2
All the units of measurement for various items in vendors specification

sheets shall be to the same standards those in purchasers data sheets.
1.2.3
All the material specifications for various parts in the vendors specification
sheets shall be to the same standards as those in purchasers data sheets.
1.2.4
Vendor shall attach a list of control valves tag numberwise, summing up all
the deviations, if any, from the purchases data sheets. Also, vendor should
provide reasons for these deviations wherever possible.
1.2.5
Vendor shall enclose catalogues giving detailed technical specifications and

other informations for each type of control valve covered in the bid.
1.2.6
Vendors quotation, catalogues, drawings, operating and maintenance

manuals shall be in English.
1.2.7
Vendor shall also quote for the following:

a)
Two years operational spares for each control valve and its
accessories which shall include plug, seat ring, gasket set, packing
set, diaphragm/o-ring set etc. as a minimum.
b)
Any special tools needed for maintenance work.
c)
One extra set of packing for each valve.
d)
Line bolting in case of flangeless valves with material as per Table I.
1.2.8
A copy of the certification of intrinsic safety / flameproof from statutory

bodies like BASEEFA, CENELEC, FM, PTB, CMRI etc. shall be submitted.
1.3
Drawing and Data
1.3.1
Detailed drawings, data, catalogues and manuals required from the vendor
are indicated by the purchaser in vendor data requirement sheets. The

required number of reproducibles and prints should be despatched to the

address mentioned, adhering to the time limits indicated.
1.3.2
After placement of purchase order, vendor shall submit certified drawings

and specification sheets for each control valve which shall specially include
the following:
a)
Face-to-face dimensions of the valve.
b)
Height of the completely assembled valve.
c)
Dimensions of clearance space required for maintenance work.
d)
Weight of the completely assembled valve.
e)
Location of external supports for vibration, in case they are required.
f)
Any other special mounting requirement.
All dimensions except nominal body and part size shall be given in
millimetres.
1.3.3
Vendor shall provide test certificates for all the tests indicated in para 4.0 of
this specification. In addition vendor shall provide the Manufacturers
certificate of conformity to purchasers specifications as per clause 2.2 of
DIN 50049.

Face-to-face dimensions of globe type control valves shall be in accordance

with ISA S 75.03.
2.1.6.3
Where provided, bottom drains shall be plugged off or blind flanged. Where a
plug is used, threads shall correspond to ANSI/ ASME B 1.20.1 (NPT). Where
a flange is used, its dimensions and rating shall correspond to ANSI/ ASME B
16.5.
2.2
Trim
2.2.1
The term trim covers those parts of body assembly (excluding the body,
bonnet and bottom flange) which are exposed to and in contact with the line
medium consisting of but not limited to the seat ring, valve plug stem, valve
plug, valve plug guide, guide bushing and cage.
2.2.2
Guiding
2.2.2.1
Single seated globe and angle type control valves shall have heavy top
guiding.
2.2.2.2
Double seated valves shall have top and bottom or cage guiding and shall be
of the pressure balanced type.
2.2.2.3
Whenever cage type control valves are specified, double seated control
valves can be accepted. But whenever double seated control valves are
specified, cage type control valves will not be accepted.
2.2.2.4
Guide bushings shall be of a sufficiently hard material to resist side thrust on

the plug.
2.2.3
Design and Materials
2.2.3.1
The plug characteristics shall be as shown in purchasers data sheets.

2.2.3.2
Wherever stelliting of trim has been specified in purchasers data sheets, it

stands for stelliting of the complete plug, seat joint and orifice, unless
otherwise mentioned.
2.2.3.3
Whenever cavitating conditions are expected vendor shall use materials of

sufficiently high hardness and consider use of special plug-to-seat passages.
2.2.3.4
Under extreme temperature conditions, vendor shall consider increased

clearances at room temperature, seal welding of threaded seat rings etc.
Hard facing of trim is preferred at high temperatures. Under very low
temperature, material used should have adequate cold impact strength.
2.2.3.5
Vendor shall use suitable material pairs, provide proper surface finish,
hardness and clearances wherever possibilities of galling exist.
2.3
Sizing
2.3.1
The control valve capacities in terms of Cv shown in the purchasers data

sheets have been arrived at using the formulae given in the standard ISA S
75.01- Control valve sizing equations. In case vendors sizing formulae
differ from those, purchaser should be provided with the same.
2.3.2
In general, control valves shall be sized so that the valve opening is as noted
below:At maximum flow
about 90% open
At normal flow
about 75% open
At minimum flow
about 20% open
2.3.3
Rangeability of valves shall be 30:1, unless otherwise specified.
2.3.4
Butterfly valves shall be sized assuming a 600 opening at maximum flow, in

general. In special cases, wherever required, high performance butterfly
valves shall be offered.

2.4
Noise
2.4.1
Vendor shall examine each control valve for noise generation possibilities.
2.4.2
Noise from control valve during operation shall be limited to OSHA specified
levels or better. The maximum allowable noise is 90 dBA SPL.
2.4.3
If the predicted noise level is found to exceed 90 dBA SPL, control valve
should be treated for noise. Source treatment for noise should be resorted
to. When unavoidable, other methods should be recommended based on
merit.
2.5
Packing Box, Bonnet and Stem
2.5.1
Packing Box
2.5.1.1
The packing box shall be flange bolted to the bonnet.
2.5.1.2
Generally low friction type packing like braided Teflon are preferred wherever
operating conditions permit.
2.5.1.3
Every control valve shall have its packing box drilled and tapped to (NPT
F) as per ANSI/ ASME B 1.20.1 for connecting external lubricator. When
external lubricator is not provided, this hole shall be plugged.
2.5.1.4
An isolating valve shall be provided with all external lubricators. Vendor shall
specify the lubricator stick material used in each case.
2.5.2
Bonnet
2.5.2.1
The bonnet shall be flange bolted to the body, threaded connections are not
permitted.

2.5.2.2
Wherever the operating temperature of the fluid is above 2000C, extension or

radiation finned bonnet shall be provided. For temperatures below 00C
extension bonnet should be provided.
2.5.3
Stem
2.5.3.1
The stem surface finish should be fine. Extra fine surface finish shall be
provided wherever the packing material is PTFE.
2.6
Actuator
2.6.1
Actuator shall be sized for the shut-off differential pressure indicated in

purchasers data sheets.
2.6.2
Actuator shall be pneumatically operated.
2.6.3
Actuator casing shall be made of pressed steel.
2.6.4
In general, spring opposed diaphragms type actuators are preferred. Only

when this type of actuator becomes extremely unwieldy, should a piston and
cylinder type of actuator be considered.
2.6.5
Springs shall be corrosion-resistant and cadmium or nickel plated. They shall

be of the enclosed type. Their compression should be adjustable.
2.6.6
In general, an actuator operating range of 0.2 to 1.0 kg/cm2g is preferred.
2.6.7
The actuator casings and diaphragms shall be designed for minimum twice
the maximum pneumatic operating pressure of the control valve.
2.6.8
Among piston and cylinder actuators, spring type is preferred. When spring
less type is provided, all accessories like pilot valves, booster relays and
volume tank should be provided to ensure desired action on air failure.
2.6.9
Valve stem position indicator shall be provided for every control valve. The
position indicator scale shall be calibrated from 0 to 100% in steps of 10%.

2.6.10
In general, side-mounted handwheels are preferred. Handwheels shall

provide manual control in both opening and closing directions independent of
spring action. Wherever specified, actuators may be of special type i.e. gas
over oil/hydraulic etc.
2.7
Accessories
2.7.1
Positioners
2.7.1.1
Positioners shall be of the force-balance type and shall be side mounted on

the control valve. They shall be direct acting, unless otherwise specified.
2.7.1.2
The positioner shall be provided with an integral by-pass switch whenever

the operating range of the actuator is the same as that of the control signal.
2.7.1.3
Every positioner shall have three pressure gauges mounted on it, one each
for air supply, control signal and positioner output to actuator.
2.7.1.4
Pneumatic connections shall be NPT (F) to ANSI/ASME B 1.20.1. If they

are different, suitable adapters shall be provided.
2.7.1.5
Positioners shall have corrosion resistant linkages and rugged brackets.
2.7.2
Electro-Pneumatic Converter.
2.7.2.1
Electro-pneumatic converter shall be of force balance type and shall be yoke

mounted.
2.7.2.2
It shall have an integral terminal housing. I/P converter with flying leads shall
not be acceptable.
2.7.2.3
Unless otherwise mentioned, it shall be intrinsically safe.
2.7.2.4
Pneumatic connections shall be NPT (F) to ANSI B 2.1. If they are

different, suitable adapters shall be provided.

4.1
Unless otherwise specified, purchaser reserves the right to test and inspect
all the item at the vendors works.
4.2
Vendor shall submit following test certificates and test reports for purchasers
review:a) Material test certificate with detailed chemical analysis from the foundry
(MIL Certificates) for each casting.
b) Certificate of radiography/x-ray for valve castings, 100% radiography
shall be carried out for the following valve castings:
i) Body sizes 18 inches and above.
ii) Body rating ANSI 600 pounds and above.
c) Pneumatic test certificate for all pneumatic actuator at a pressure not less
than one and half (1.5) times the actuator design pressure.
d) IBR certificate in form III C for all valves covered under IBR certification.
e) Test certificate for each valve giving detail of hydrostatic tests,
calibration/ stroke checks, seat leakage tests, valve characteristics,
testing of accessories etc.
4.3
Hydrostatic Test
4.3.1
Each control valve body shall be subjected to hydrostatic test at 1.5 times the
test pressure as per ANSI rating, all control valve bodies covered under IBR,
shall be tested as per IBR regulation. There shall not be any visible leakage
during this test.

The test shall be carried out at no load condition and following shall be

Certificate form statutory bodies for intrinsic safety/ explosion proof and

C shall also be furnished wherever applicable.
4.5
Witness Inspection
Vendor shall offer all values for pre-despatch inspection and following tests/
checks shall be carried out as a minimum.
a)
Physical dimensional checks and workmanship.
b)
Hydrostatic test, calibration checks, seat leakage and Actuator

pressure tests on representative sample.
c)
Review of all certificates and test reports as indicated in para 4.2 of

this specification.
In the event of not witnessed by purchaser, the tests shall anyway be

completed by the vendor and documents for same submitted for scrutiny.

The control valve and its accessories shall be supplied preassembled and pretubed.

All threaded and flanged openings shall be suitably protected to prevent

entry of foreign material.

Valves with external lubricators shall be lubricated prior to shipment.

REJECTION

Vendor shall make his offer in detail, with respect to every item of the
purchasers specifications. Any offer not conforming to this shall be
summarily rejected.

offer to supply and deliver (Description of Goods and Services) in conformity with the said
Drawings, Conditions of Contract and specifications for the same for (total bid amount in
words and figures*) or such other sums as may be ascertained in accordance with the
Schedule of Prices attached herewith and made part of this bid.
We undertake, if our bid is accepted, complete delivery of
as agreed and specified in the IFB document. If our bid is accepted, we will obtain the
guarantee of a Bank in a sum not exceeding (10)% of the Contract price for the due
performance of the Contract.
We agree to abide by this bid for a period of 4(four) months from the date fixed for bid
opening under Instructions to Bidders and it shall remain binding upon us and may be
accepted at any time before the expiration of that period.
Until a formal contract is prepared and executed, this bid, together with your written
acceptance thereof in your notification of award (Fax of Intent) shall constitute a binding
Contract between us.
We understand that you are not bound to accept the lowest or any bid, you may receive.
