GENERAL PRECAUTIONS
Only qualified and authorised personnel are permitted to perform electrical work.
All electrical equipment shall be de-energised prior to start the work. Work on
energised equipment shall only be performed by authorised workers.
In addition, the workers shall use:
o Proper operational and maintenance procedures.
o Electrical equipment approved by recognised standard body.
o Proper and suitable protective equipment (PPE).
Appropriate safe work practices shall be applied to prevent electric shock or other
injuries resulting from either direct or indirect electrical contacts, when work is
performed near or on equipment or circuits that are or may be energised.
ARRANGEMENTS PRIOR TO JOB COMMENCEMENT
Ensure the necessary permits have been obtained including lock out/ tag out and
safety procedures are observed at all times.
Ensure any materials, tools and test equipment required to complete this job are
available and calibrated/certified before starting work.
Refer to the appropriate system drawings, vendor information and material safety
data sheets.
PREPARATION
Generally this routine is compiled to cover a Minor Inspection of Neutral Earthing
Resistors fitted between Facility Ground and the Star Point of either Power
Transformers or Electrical Generators:
1. Check at Generator, Transformer or Neutral Earthing Board that no Alarm
Condition exists.
2. Check indication lamps function correctly.
3. Check status indication back to Control Room.
CHECK ISOLATION
Check at the isolation point(s) that the circuit identification is legible and correct.
Check that the isolation is in place and it includes any anti condensation heaters
and control circuits if applicable.
GENERAL CHECKS
Check that the equipment Tag number is legible and correct if necessary renew
label and record in SAP that label has been renewed.
Check that any applicable warning notices are in place and are legible.
Check that all cable identifiers are legible and correct- if necessary renew label
and record in SAP that label has been renewed.
Check for signs of external corrosion.
Check the equipment hold down bolts or fixings for security.
Where applicable check unit Grills are clear of obstructions and a free air path
exists.

Where applicable clean external bushings/insulators.


INTERNAL CHECKS OF NEUTRAL EARTH RESISTOR (NER)
Ensure Transformer or Electrical Generator is Fully Isolated and Earthed Down
before Opening up any Enclosures.
Remove Covers as required to enable full access to Equipment.
Confirm Using Live line tester that NER is Volt free and DEAD.
Check for signs of internal ingress of water or solids.
Brush down any Resistor Grid cooling elements/cooling fins with soft brush.
If possible blow out Unit to remove dust, sand and salt particulate using Warm dry
air at no more than 1.5 Barg Pressure.
Check Insulators/ Bushings for any signs of deterioration, cracking, security and
damage, replace as required.
Clean and polish Insulators/Bushings.
Check that cable glands are secure and IP washers are in place.
Check that the cabling close to the equipment is free from damage or abrasion.
Check all electrical terminations are firmly secure and free from overheating and
corrosion - bolted connections to be checked using a torque wrench, reference
manufacturers data sheet. If any of the connections are found to be loose,
tighten to required torque setting as per vendors data sheet.
Check internal wiring for correct routing and any signs of overheating.
Inspect Grid Cooling elements for Signs of Distortion due to Overheating.
Check all connections for tightness.
Check resistor elements for security and damage, replace as required.
Remove Incoming Power Cable (from Star point of Transformer/Generator) Earth
Bushing and Using Conductivity Meter (Ductor etc) measure value of NER to
Platform Metalwork.
Compare with NER Dataplate Value and record both in SAP
Reading should be within value stamped on the nameplate of the NER, making
allowance for Temperature coefficient and a Manufacturing Tolerance of plus or
minus 10%.
Check the security of any internal components - Resistor, CT, Terminal Blocks
and Surge Arrestor.
Inspect CT for signs of overheating or Cracking of Insulation.
Confirm Continuity of CT.
Where fitted check condition of Surge/Spark Arrestor for signs of damage or
Distress. Clean or replace where necessary.
Check connection to Platform/Facilities Metalwork connection and clean any
external insulators.
Check condition of Resistor Box and also touch up with correct Paint if required.
Repair any minor defects as required and any major repair to be subject to a
follow up work order.
GENERAL ELECTRICAL TESTS
Remove HT and Earth Connections at NER and carry out IR test at 1KV, confirm
and record reading in excess of 10 Megohms.
Check the resistors for open circuits.
Resistance value shall be measured between neutral and ground connection point
of the resistor, neutral cable disconnected from ground, the resistor should be
within 10% of the nameplate value .
If the resistance of the element is more than 15% off from the nameplate value,
the
resistors should be replaced.

Check Lock off mechanism and where applicable action of Castell Key.
Check Functionality of all Interlocking Devices.
Check Operation of all Indicating Lamps and replace as required.
Check all fuses.
Using Secondary Current Injection apparatus confirm and record correct operation
of Protection relay by simulating Earth Fault current at CT (or Protection Relay).
Record Trip Setting in SAP.
Check Panel heater for continuity and functionality.
Ensure no foreign objects are left within the enclosure
Where applicable, replace internal corrosion inhibitor.
Check internal and external framework earth strapping for security/ damage/
corrosion correct as appropriate and apply grease to all threaded bolts.
Check any gaskets or seals (if fitted) - are not damaged or perished and any joins
are at the bottom of the cover.
Check sealing surfaces or threads are clean and free from damage and if
applicable apply a smear of Petroleum based grease.
BEFORE CLOSING UP EQUIPMENT
Complete appropriate EX inspection (if applicable) using EX checklist and record
in the SAP.
Ensure that all covers are replaced and all cover fixings are in place and tightened.
Check all guards are firmly in position.

REINSTATEMENT
Remove all tools from work areas and leave the work site clean and tidy.
Inform the operations department, that maintenance has been completed and sign
off Permit to Work as applicable.
Check that any isolations or padlocks - that have been put in place, are removed
and the equipment returned to operational condition if applicable.
CLOSE OUT
Ensure all actual hours expended against this work order are entered into SAP.
Ensure all materials used for this Job Plan are returned to Store if not used.
Ensure that when the work is complete, that all relevant job history details are
recorded within SAP.
If no faults found: A clear statement to be made stating that the PM has been
completed and no faults found.
If faults are found then it is essential that the appropriate fault codes are entered as
per standard ISO: 14224.
If Faults are Found and/or additional work is carried out: A clear statement with
description of the fault, action required or taken and condition of item when work
complete should be entered into SAP.
Any work orders raised to carry out further work should also be noted in the
history comments.
Note: - All spare parts and consumables identified from stock to be added to the
maintenance task for future reference.
(Non stock spares ordered to be noted and added within the SAP System).
