1. Objective
This manual and the following instructions covering plant function, plant preparation and
suggested procedures for start-up have been prepared by V Gas, LLC only as a guide for initial
start-up and operation of the Amine Plant. These instructions were written to assist plant
personnel in familiarizing themselves with the process and equipment, and to supplement
manufacturers operating instructions. This manual is not intended to supersede or supplant
operating procedures, maintenance procedures, safety procedures and engineering practices
approved by the operating company or adopted as manufacturers standards which should be
followed by all personnel involved with the subject facilities.
All operators and personnel associated with the execution of start-up and procedures outlined in
this manual should have completed a thorough study of all the facility equipment,
manufacturers manuals and location of all safety equipment. This manual assumes that all the
construction has been completed, all instrumentation has been calibrated and checked, all
electrical has been completed and inspected, and the facilities have been checked for
compliance with all P&IDs and Approved for Construction drawings.
It is the responsibility of the operating company to make sure that this document is up to date
and revisions are issued when there are changes in the equipment, additional equipment is
added, or if the operator determines that the procedures listed are obsolete.
If the Amine facility may be used for H2S treating, it is the responsibility of the operating
company to ensure that all personnel have been advised of the hazards working with H2S, are
aware of the safety precautions and have sufficient Personnel Protection Equipment. This
manual will not specifically address these items. Operating Company Policy for Safety must
always be followed.

2. Safety Guidelines
2.1 General
Operators and other employees having access to the plant must be trained in all safety
procedures and accept that safety is everyones responsibility, and it is their duty to report
any safety issue or potential safety issues.
A project specific safety plan should be developed for the project in accordance with the
Operators Standards and Specifications. Minimum requirements to be addressed shall
include:

Completion of all required inductions for the work and the area to be worked in
Task hazard analysis

Obtaining all required approvals for the work, including operators requirements
as well as statutory requirements
Development or availability of all safe work procedures
Provision of all required safety equipment and Personal Protective Equipment
(PPE) for the work, being carried out
Reviewing and updating the above as the work progresses and/or as required by
a change in the site working conditions

Operators and others must be aware as a minimum of the following:

1. Piping systems contain gas or liquid under pressure. Piping systems that need to be
opened for maintenance or repairs must be isolated by block valves and
depressurized slowly using vents and/or drains provided in the piping or equipment.
2. Pressure Safety Valves (PSVs) should be checked on a regular basis to ensure their
proper operation.
3. Rotating equipment such as fans and pumps are provided with coupling guards.
These guards must be kept in place at all times during operation of the equipment.
4. Electrical equipment must be maintained by qualified personnel. Electrical switch
gear must be locked out on equipment which is being serviced.

2.2 Fire

Operating Company procedures take precedence over any part of this manual. Basic
precautions are listed here for convenience.
Care should be taken to keep the flanges and other connections tight to avoid leakage of
any process gases.
No welding should be done in the plant area except with permission of the supervisor and
upon issuance of the proper permits. Flammable gases may be present which may be
odorless. Adequate ventilation should be available in all areas to prevent gas accumulation.
Smoking should be restricted to designated areas beyond the perimeter of plant operation.

3. Process Description
3.1 Basis for Design
These facilities are composed of one 60 GPM Amine Plant.
Refer to Appendix A for specific Design Basis.

3.2 Amine Treating

The Amine treating plant generally uses an amine solution for removal of carbon dioxide and
hydrogen sulfide (if present) from natural gas by absorption and chemical reaction.
The sour feed gas is pretreated to remove any entrained solids and/or liquids by passing
through a Coalescing Filter Separator (F-522) prior to entering the Amine Contactor (V-524).
The gas proceeds through the contactor column where the acid gas (CO2) is removed from
the gas stream.
The sweetened gas flows through the Gas Cooler (AC-525) where it is cooled before going
to the Gas Scrubber (V-523). The Gas Scrubber (V-523) removes any liquid that is
condensed by the Gas Cooler (AC-525) before the sweet natural gas leaves the plant.
The lean amine is fed into the top of the Amine Contactor (V-524) and flows countercurrent
to the natural gas down through the trays where it contacts the natural gas and collects CO2
by absorption and chemical reaction. This rich amine collects at the bottom of the tower. The
rich amine level in the contactor is maintained by a pneumatic level controller (LC-2524) and
control valve (LCV-2524) which dumps the rich amine into the Flash Separator (V-507).
In the Flash Separator (V-507), any hydrocarbon gases entrained in the amine are flashed
off along with the negligible amounts of acid gases and directed for disposal via a backpressure control valve (PCV-0507).
From the Flash Separator (V-507), the rich amine stream is divided such that 40 GPM flows
through the amine sock filter (F-509) while 20 GPM flow is directed through the carbon filter
(F-510) for the absorption of hydrocarbons and degraded products from the amine. The 20
GPM of rich amine from F-510 enters the amine sock filter (F-511) where any remaining
solid contaminants removal takes place. Finally, the two streams 40 GPM and 20 GPM mix
together into a single amine stream downstream of F-511.
The rich amine continues to the Amine Exchanger (E-502) where it is heated. The amine
then enters the Amine Still Tower (V-501) and flows down the still through the trays where

contact with steam, strips the acid gases from the amine. The amine is collected in a drawoff pan (chimney tray) under the trays and is gravity fed to the bottom of the Direct Fired
Reboiler (H-503). In the Reboiler (H-503), the solution is heated until a portion of the
solution is vaporized. This liquid/vapor (steam) mixture is piped back to the Still (V-501)
column sump below the trays. As the steam travels up through the trays it strips the acid gas
components from the amine.
Water in the vapor exiting the top of the still is condensed in the Reflux Condenser (AC-506)
and collects in the Reflux Accumulator (V-508). The water is returned to the top of the tower
using the Reflux Pumps (P-516/517), where it is commingled with the still liquid feed (rich
amine). Vapor not condensed in the Reflux Condenser (AC-506) consists primarily of water
vapor and carbon dioxide. These acid gases are vented from the Reflux Accumulator (V508) to disposal via pressure control valve (PCV-4508).
Amine collected in the after-weir section of the Reboiler (H-503) is considered to be
regenerated and is called lean amine. The lean amine is gravity fed through the Amine
Exchanger (E-502) to exchange heat with rich amine and then to the Amine Booster Pumps
(P-512/513). The Booster Pumps (P-512/513) boost the lean amine pressure enough to
pass through the Lean Amine Cooler (AC-505) where it is further cooled and delivered to the
Amine Circulation Pumps (P-514/515). The Amine Circulation Pumps (P-514/515) increase
the amine pressure for it to enter into the top of the Amine Contactor (V-524) and start the
treating process over again.

5. Amine Plant Pressure Test

5.1 Pressure Test Procedure
When construction and final plant check-out have been completed, plant pressure testing
can begin. This step cannot proceed until welding and other hazardous construction
activities have been completed. It is suggested that only plant operating personnel and startup crew be present during the pressure testing and subsequent operations.

During purging and pressure testing, all control valves should be blocked in and bypasses
used for gas flow. If the control valves do not have blocks and bypass valves, confirm that
control valves are in the closed position and open manually very slowly when pressurizing
the next section.
Block in the high pressure section of the plant to prevent nitrogen from reaching the lowerpressure sections. Block in high pressure (600 psi line specs) section at line spec breaks
shown on P&IDs (D4 = 600 psig line specs / A4 = 150 psig line specs). Block in all
customer tie-in lines at closest block valve to plant limit.
The high-pressure section equipment includes:

Coalescing Filter Separator, F-522

Air Cooler, AC-525
Gas Scrubber, V-523
Amine Contactor, V-524

Firstly, close the discharge and suction block valves of the amine circulating pumps, then
pressure up the Line 2-A-0121-D4 from the amine contactor backwards to the discharge
block valves of the amine circulating pumps. DO NOT pressure test the pumps as they
were hydrotested at the factory; High pressure gas could damage pump seals and packing.
Begin pressuring up this high pressure section of the plant very slowly with nitrogen. DO
NOT exceed 110% of the equipment design pressure.
Check for leaks and repair as stated below:

Detect leaks using soapy water at every welded, screwed or flanged joint and
connection to equipment
Repair leaks as encountered. Obvious leaks will be heard and soaping joints will
disclose minor leaks
Continue pressuring up to the maximum pressure of the feed gas, repairing leaks
as they occur.

After all leaks in the high pressure section have been repaired and pressure is holding
steady without admitting additional nitrogen, begin letting nitrogen into the 150 psi pressure
section of the plant as detailed below.
When constant pressure is achieved in the above section without admitting more nitrogen,
bleed the gas slowly from the 1440 psig (600 psig line spec) section into the 150 psig
section of equipment through the pressure reducing station LCV-2523 at the Gas Scrubber
and pressure reducing station LCV-2524 at the Amine Contactor, until a constant pressure
of 150 psig is achieved without adding more nitrogen.

The 150 psig section of the plant includes:

Flash Separator, V-507

Sock Filter, F-509
Carbon Filter, F-510
Sock Filter, F-511
Amine Exchanger, E-502 (Rich Side)
Lean Amine (air) Cooler, AC-505

When all the leaks have been repaired and constant pressure is achieved in the 150 psig
section without admitting more nitrogen, pressure test the following equipment at 50 psig:

Amine Still, V-501

Reflux Accumulator, V-508
Amine Exchanger, E-502 (lean side)

DO NOT pressure test Amine Booster Pumps (P-512/513) or Reflux Pumps (P-516/517);
Block suction and discharge of all four pumps.
DO NOT pressure test Amine Reboiler (H-503) at 50 psig; block the liquid feed Line 3-A0124-A4 from Amine Still to Reboiler; install a blind in the Reboiler vapor return line to the
Still, as there is no block valve in the line.
Install a temporary jumper between low point drain on Line 2-A-0111-A4 (downstream block
in line from Reboiler) and low point drain on Line 1-A-0139-A4 at Reflux Pumps discharge.
When all the leaks have been repaired and constant pressure is achieved in above section
without admitting more nitrogen, pressure up the Amine Reboiler to 25 psig from the 50 psig
section. DO NOT exceed 25 psig pressure in the Amine Reboiler. Make sure the section will
hold the pressure steady for at least an hour. Repair leaks until steady pressure is held in
this section without admitting additional gas.

Note: If nitrogen is not available, perform the plant pressure test using plant feed
gas, using the following precautions:

During pressure testing and purging using feed gas, extreme precautions should
be taken to prevent any occurrence of sparks
No flare pilot, fired heater pilot lights or other flames are allowed
Introduce gas into the plant very slowly to prevent any sparks from weld slag or
other foreign matter left inside piping and equipment
Breathing apparatus may be necessary in areas where gas is released

6. Amine Plant Purging

6.1 Purging with Nitrogen
It is recommended to purge the plant with nitrogen to reduce the risk of fire or explosion
before pressure testing the equipment and piping. Caution needs to be taken as it can make
the atmosphere in and around piping vents and equipment vents hazardous to breathe.
Purging should be relatively easy to complete if nitrogen was used for pressure testing the
unit. (Pressure testing nitrogen should have been blocked in when pressure testing was
complete.) Each low point drain and high point vent should be opened and checked for O2
content, starting at each equipment item and at one end of each pipe run. When completed
go back and re-check some vents to make sure that there has not been an O2 accumulation.
Prior to purging ensure the following steps are addressed:

Employee Training : Ensure all personnel are properly trained and are aware of
purging techniques and hazard identification
Lockout - Tagout : Ensure all potential ignition sources are identified and isolated
in the proximity of the work area

Confirm that:

No PSVs are blocked

All pressure test blinds have been removed.

Follow below instructions for plant purging with Nitrogen:

A. To air-free the plant, eliminate any residual water in the plant, and allow nitrogen flow
to permeate every line and equipment item in the plant, open all block valves
connecting the following items to equipment and piping (DO NOT open high point
vents or low point drain valves to atmosphere at this time):

Level gauge glasses

Float chambers
Level switches
Pressure switches
Pressure gauges
Control instrument transmitters
Control valve blocks and control valve bypass valves if any

B. Pressure up the entire plant to no more than 25 psig (lowest design pressure
equipment on the plant is the Amine Reboiler (H-503)) by slowly admitting
nitrogen. DO NOT exceed 25 psig pressure. After pressuring up the plant:

Open and then close each high point vent and low point drain on towers and
piping
Pay special attention to air-free dead-end piping and side piping like level gauge
columns/bridles, reboiler piping, pump by-pass lines, control station by-pass
lines, compressors, heaters, etc.
Repeat pressuring and venting/draining the entire plant until O2 level at each
relieving point is below 0.5% O2
Check low point drains repeatedly for transient water that moves around in the
plant as the pressure changes

C. With all the vents and drains closed and pressure in the plant:

Release the pressure through each plant vent and drain until the exiting gas is
0.5% oxygen
Repeat several times to ensure all dead spots in the system have been purged of
air
Check vents and drains with an explosion meter, 0.5% maximum oxygen is a
safe level
Check all low point drains for residual water frequently by slowly opening the
drains, since water tends to move around in the plant during purging
If the system still contains air, close all drains and vents and allow gas from the
next higher pressure system to re-pressurize the low pressure system and then
repeat the venting and drain checks

D. When the purging operation has been completed in one system, block in that section
and move to the next system and repeat the procedure until the entire plant has
been purged.

Close all high point vents and low-point drains to atmosphere

Replace all plugs removed from tower and piping high point vents and low point
drains

Caution: - Combustible gas detector should be used to constantly monitor

flammable gas concentrations. If at any time the gas concentration exceeds 10%
of the lower explosive limit, the purging process should be immediately stopped.

Purging with Feed Gas

If nitrogen purge test has not been performed, follow below instructions for plant purge with
feed gas. During purging with feed gas, extreme precautions should be taken to prevent any
occurrence of sparks. No flare pilot, fired heater pilot lights or other flames are allowed.
Introduce gas into the plant very slowly to prevent any sparks from weld slag or other foreign
matter left inside piping and equipment.
A. Monitoring of flammable gases : Combustible gas detector should be used to
constantly monitor flammable gas concentrations, at any time if the gas
concentration exceeds 10% of the lower explosive limit, the purging process should
be immediately stopped.

B. Confirm that:

No PSVs are blocked

All pressure test blinds have been removed

C. To air-free the plant, eliminate any residual water in the plant, and allow gas flow to
permeate every line and equipment item in the plant, open all block valves
connecting the following items to equipment and piping:

Level gauge glasses

Float chambers
Level switches
Pressure switches
Pressure gauges
Control instrument transmitters
Control valve blocks and control valve bypass valves if any
High point vents and low point drains on towers and piping
Pay special attention to air-free dead-end piping and side piping like level gauge
columns/bridles, reboiler piping, pump by-pass lines, control station by-pass
lines, compressors, heaters, etc.
Caution: Water tends to move around in piping due to pressure changes in the
system when pressure testing and purging

D. The objective is to establish a gas purge through all piping and equipment in

the plant:

Close all vents and drains, release the pressure through the plant high point
vents
Repeat several times to ensure all dead spots in the system have been purged of
air

Check high point vents with an explosion meter. 0.5% maximum oxygen is a safe
level
Check all low point drains for residual water frequently by slowly opening the
drains, since water tends to move around in the plant during purging
If the system still contains air, close all drains and vents and allow gas from the
next higher pressure system to re-pressurize the low pressure system and then
repeat the venting and drain checks

E. When the purging operation has been completed in one system, block in that section
and move to the next system and repeat the procedure until the entire plant has
been purged.

Close all high point vents and low-point drains to atmosphere.

Replace all plugs removed from tower and piping high point vents and low point
drains.

7. Start-Up and Operation

7.1

Initial Start-Up Preparations

There are several things that must be accomplished prior to plant start-up. While each plant
is different, here is a general list. Each one is extremely important to ensure the safety of
operating personnel and equipment during start-up, and to assure that the plant can be
placed in operation with relatively little difficulty.
This start-up description refers to the plant Piping and Instrument Diagrams (P&IDs) located
in Appendix B. These P&IDs show the design temperatures and pressures of various
sections of the plant and of specific items of engineered equipment. Flow quantities and
physical state and operating conditions for each stream are shown on the Heat and Material
Balance in Appendix D.
General

Make sure all electrical equipment like panels, motors, controllers are rated for
the area they are in (For example, Class 1 Div 2)
Check to ensure that the Amine Circulating Pumps have adequate oil level in the
oil reservoirs (Refer to Document # IOM-TD-90-Eng (Rev 3)
Have a qualified electrician check the wiring and rotation on each pump and fan
motor
Energize the panel and check the ESD conditions. Test all unit shutdowns.
Ensure that manual valves in amine piping to and from the Amine Contactor are
closed

Pressure up fuel gas system:

After plant purging has been completed and the plant is pressurized, commission the fuel
gas system. Fuel gas is provided from the customer fuel gas supply line and it is supplied
through PCV-1900, PCV-7504 and TCV-1504. Set PCV-1900, PCV-7504 and TCV-1504 as
per the BMS operating procedure. Additional fuel gas is also supplied for blanketing
purposes through the blanket gas line 1-FG-0405-A4 provided for the Sock Filters (F-509
and F-511) and the Amine Reboiler (H-503). Auxiliary fuel gas / back-up is provided through
line 1--FG-0404-A4.

Utility Systems
A. Instrument Air System

Ensure instrument air system is operating normally and a spare compressor is

available
Check that desiccant has been installed in instrument air dryers and instrument
air dew point is below minimum ambient temperature
Make sure spare compressor is operational and is set to automatic

B. Fuel Gas System

Check that fuel gas supply is available, reliable and at required pressure
Drain moisture from fuel line
Check that backup fuel is operational

7.2 Amine System Startup

Prepare to fill the System with Amine Solution (50 mass % of MDEA / 50 mass % of water)

Fill the Amine Reboiler and Still Column sump (sump and reboiler are at a
common level) with Amine solution via make-up line 2-A-0140-A4 until the
solution overflows the Reboiler weir and there is a level in LG-1503 sight glass
downstream the Reboiler weir.
Open the valves to allow the solution to gravity feed through the rich/lean
exchanger to the Booster Pumps using the Booster Pump bleed valves to allow
the air to escape. When solution flows steady from each bleed valve, close the
valve.
Open suction and discharge valves on the Amine Circulation Pumps, and open
relief valves bypasses to allow amine to flow around both pumps to Amine
Contactor.

When Booster Pumps suctions are flooded, block in one Booster Pump and start
the other pump. Pump pressure will push the solution through the Lean Amine
Air Cooler and around Amine circulation Pumps (through PSV bypasses) to the
Amine Contactor.
Alternate Amine Booster Pumps to insure that each pump is air-free.
Watch for level to appear in bottom of Amine Contactor.
Set Amine Contactor level controller LC-2524 to automatic.
Open PCV-9524 to Flash Separator to allow solution to flow to the Flash
Separator.
Set Flash Separator blanket gas controller PCV-7507 to 70 psig and add blanket
gas to flash separator.
Set LIC-6507 on Flash Separator to maintain normal level in the Flash Separator.
Open the vent valve and the manual valves on the Sock Filter F-509. Allow the
amine solution to gravity feed into the filter to allow air to escape. When solution
flows out of each vent valve, close the valve.
Open the vent valve and the manual valves on the Carbon Filter F-510. Allow the
solution to flow into the filter allowing air to escape. When solution flows out of
the vent valve, close the valve.
Open the vent valve and the manual valves on the Sock Filter F-511. Allow the
solution to gravity feed into the filter to allow air to escape. When solution flows
out of the vent valve, close the valve.
Allow amine to flow through the Amine Exchanger E-502 rich side and to Amine
Still V-501.
Amine system should now be essentially filled. Close water/amine make-up
valve to Amine Still.

7.3 Amine Reboiler Start-up

CHECK ALL PLANT AREAS WITH EXPLOSION METER TO CONFIRM THAT

THERE ARE NO EXPLOSIVE GASES IN THE PLANT BEFORE STARTING UP
AMINE REBOILER.
Prepare Amine Reboiler Burner Management System for startup per manufacturers
instructions. (Appendix H)
A brief summary of the vendor instructions follows but is not intended to replace or change
any vendor information or operating procedures.

Flame rod is clean, installed and positioned properly

Combustion chamber and stack are clear of fuel and fuel vapor
Make sure liquid level in H-503 is overflowing top of weir so firetube is covered
with liquid.

CAUTION: Extra care must be taken with gas-fired equipment to make sure the unit is
purged of all residual gas before admitting gas and starting the unit.

7.4

Amine Still Start-up

When pressure in Amine Reboiler builds up to 10 psig, turn on Reflux Condenser (AC-506)
fan and begin condensing water vapor to produce reflux in Reflux Accumulator (V-508). Set
TIC-1506 to 120F. When level builds in Reflux Accumulator, open suction and discharge of
Reflux Pumps (P-516/517) and allow pump suctions to flood with water.
When normal level is reached in Reflux Accumulator, set level control valve LIC-1508 to
automatic. When LCV-1508 opens due to normal level in Reflux Accumulator, block in one
Reflux Pump and set other Reflux Pump to automatic. Block in one Booster Pump and
start other pump. Check that discharge pressure is 60+ psig. Block in one Amine Circulation
Pump and start other pump. Close PSV bypasses that were opened to charge Contactor
with amine.
Allow pumps to circulate the solution through the Amine Contactor, Flash Separator, Filters,
Amine Exchanger, Amine Still and Amine Reboiler to check that level controls are
maintaining normal levels in Contactor, Flash Separator, Still and Reboiler. Check system
for leaks and repair. Observe system operation to insure that all levels are maintained
automatically.

7.5 Gas Section Initial Start-Up

The below startup procedures are to be used as a guide in getting the plant up to design
operating pressures and temperatures, as well as achieving outlet gas specification. There
will be instances where unforeseen circumstances will require deviation from the procedure
outlined. No adequate operating description can be provided for proper corrective action in
every circumstance. However, familiarity with the plant, ordinary operating techniques and
normal safety precautions usually suffice.
Verify that all control valves are in the correct position, have correct flow direction (arrow on
side of control valve) and set for automatic control.

7.6 Gas Plant Start Up

After plant area is gas-free, all utility systems have been commissioned and all preparation
for plant startup is complete, the plant can be started in the following manner:
Before admitting feed gas to the plant:

All instrumentation should be checked, shutdown systems verified and motors

checked for proper rotation
Controllers set to their respective operating set points with block valves open and
bypasses closed if any (unless otherwise directed in subsequent parts)
Amine Reboiler started up and operating normally
Amine is circulating normally and all levels are normal

Admit Sour Gas into Amine Plant:

After Amine circulation has been established and level controllers are holding
normal levels, prepare to admit sour gas from the customers inlet gas tie-in into
the Amine Plant
Close inlet block valve to Amine Contactor
Close outlet shutdown valve SDV-1523 from Gas Scrubber V-523 to customers
Glycol Plant
Close Coalescer Filter Separator bypass block valve
Open inlet shutdown valve SDV-1522
Gradually open inlet block valve to Coalescing Filter Separator and pressure up
the filter separator slowly
When full operating pressure in F-522 has been reached, keep a watch for levels
to build up in both Coalescer boots, this level should be very low at this point, Set
LC-0522 and LC-3522 to automatic
Start Gas Cooler AC-525 and set outlet temperature on TCV-2525 to 120F
Open block valve from Filter Coalescer F-522 to Amine Contactor V-524 and
start pressuring up the Contactor slowly as not to raise tower differential pressure
too rapidly on DPIT-7524.
Allow gas flow up the Contactor by opening block upstream and downstream
Gas Cooler and start pressuring up the Gas Scrubber V-523.
When Gas Scrubber V-523 reaches normal operating pressure, inform the Glycol
Plant Operator that sweet natural gas is being sent to the Glycol Unit.
Open SDV-1523 on line 6-PG-0509-D4 and establish gas flow to customers
sweet gas tie-in.
Watch the level in the Contactor bottom and ensure that it stays in the normal
range, ensure pump and control valve can keep up with change in liquid
accumulation. Control gas flow to a slow rate until assured gas sweetening is
established.

Watch for level to build up in the Gas Scrubber liquid boot, it is recommended to
check the liquid level LAHH 6523, one shift a day.
Watch that all levels are maintained and check that temperature transmitter on
outlet of Gas Cooler is set and controlling the gas outlet temperature at 120F.
Check that all amine levels remain normal and that amine regenerator continues
to provide regenerated amine to the Contactor.
Watch for differential pressure to increase across the Sock Filters and Carbon
filter

8. Plant Shutdown
8.1 Normal Shutdown
A planned shutdown is accomplished manually as follows:

Block flow of feed gas to plant by lock closing SDV-1522 and block in outlet gas
to customer tie-in by lock closing SDV-1523.
Turn off Amine Reboiler burner as per the vendor instructions (Appendix J)
Turn off all pumps and air coolers

8.2 Emergency Shutdown

For emergency shutdown, trip the emergency shutdown switch.
