MUNICIPALITY OF SAN VICENTE

A TRAINING DESIGN
ORIENTATION AND PLANNING WORKSHOP ON
COMPREHENSIVE DEVELOPMENT PLAN (CDP)
October 21-22, 2015
San Vicente, Northern Samar
I.

RATIONALE

Section 106 of the Local Government Code of 1991 mandates each Local
Government Unit to prepare a comprehensive multi-sectoral development plan to
be initiated by its local development council and approved by its sanggunian. On
the other hand, the Department of the Interior and Local Government (DILG) as
mandated to establish plans, policies and programs that will strengthen the
technical, fiscal and administrative capabilities of local governments, as well as
formulate the operational guidelines of the local development planning process.
In compliance with this mandate, the completion of a Comprehensive
Development Plan (CDP) has become more significant and will enable the
Department to fulfill its commitment under the Joint Memorandum Circular No. 1,
S. 2007 which was signed with the National Economic and Development Authority
(NEDA), Department of Budget and Management (DBM) and the Department of
Finance (DOF) on March 08, 2008. The JMC is geared towards the synchronization
and
harmonization
of
planning,
investment,
programming,
revenue
administration, and budgeting and expenditure management at the local level.
II.

PROBLEM STATEMENT

The Municipality of San Vicente has yet to formulate a Comprehensive


Development Plan that will aid the LGU in preparing sectoral programs, projects
and activities during the 6-3 years of scope.
III.

PROPOSE SOLUTION

To orient the Departments Heads, Local Development Council in the


formulation of a Comprehensive Development Plan of San Vicente, Northern
Samar.

OBJECTIVES
At the end of the orientation the participants must be:
1. Oriented on the CDP formulation process.
2. Trained on how to use various tools and instruments, as well as the
methodology for each step of the process.

METHODOLOGY

Methodologies to be utilized in this learning activity will be lecturediscussions, multi-media presentation, open forum, drills and workshops to
facilitate better exchange of knowledge between the facilitators and participants.

TRAINING MANAGEMENT, PARTICIPANTS, RESOURCE PERSONS,


FACILITATORS

The training seminar shall be managed by the LGU headed by the Municipal
Planning and Development Officer (MPDO) in close coordination with the
Department of the Interior and Local Government.
Participants to the seminar will be the Department Heads and members of
the Local Development Council.
Basic Orientation and Planning Workshop Comprehensive Development Plan
shall be conducted at San Vicente, Northern Samar on October 21-22, 2015.

Expected Output
