Our entire guest, with my fellow workers in the City hall, good morning, it is
with tremendous pride to welcome you here in the city of Mandaue especially for
such important person. The city of Mandaue is well known for industrial hub for the
province of Cebu, and continued through decades as a manufacturing hub, it is well
known wide for the quality and we have seen a tremendous growth as well in our
high value manufacturing goods such as the furniture that weve seen many of that
is based and made in the city of Mandaue we have also made tremendous food of
products. All of that progress came with cause which made our water being
polluted our air quality have suffered tremendously , thats why my predecessor
mayor ,now Congressman Jonas Cortes wanted to make an aggressive move
towards making Mandaue not just a progressive city in terms of economic activity
but also in terms of livability and there is no greater step to be taken that direction
by making sure that our environment is well provided for and taking care of not just
for us but also for the next generation to come. And this is why with tremendous
pride the city of mandaue is happy to receive the honors, last year during the
search for LCMT, when the city of Mandaue learned that we are taking that step we
decide to continue to provide a spark for our surroundings LGU. Being part of Mega
Cebu, Mandaue has important role to play as a leader when it comes to
environmental emissions and care for the environment that is why one of our
strongest initiatives today is solid waste management, banning of plastic bags, and
etc. that are important for long term sustainability. That is why the steps that we
take over next three days will be absolutely making the future generations of
Mandauehanons will be able to enjoy the fruits of the labor. We thank you deeply on
behalf of the city of Mandaue. It is only a three day seminar. So, whatever the result
of this seminar will contribute to the next generation, so in behalf of the city of
Mandaue, thank you very much and good morning.

Thank you very much, Hon. Mayor Quisumbing and dir. Lavios of the Department of
Energy, Ar. Maro Ocleasa of CPDO and Ar. Araceli Barlam of CENRO. Good morning
and Maayong buntag. On behalf of the ministry of economy trade and industry
committee of Japan. APERC is executed of this project, we are thankful for accepting
the LCMT of group B composed of review team to review this city. The ministries
noted the introduction of LCMT in the city planning to boost energy efficiency and
reduce fossil fuel used is vital to manage rapid growing of urban areas in APERC
region. In this context the APERC energy ministries agrees to lounge the
governmental project to present the successful models. This project is considered as
one of the priority projects of energy corporation.
Key Objectives:
The mandaue city was chosen to be the case of this study as such the feasibility
study of mandaue has been carried out. For the next three days the team expert will
review the city and proposed policies and regulations in developing LCMT in the
Mandau city we hope that policy recommendation provide by the expert will be
useful one in the realization of LCMT in Mandaue city. I would like to express my
gratitude of Mandaue city and the Province of Cebu for welcoming us, Thank you.

Mandaue vested two other major cities when Mandaue city won the nomination, its
in the city in Russia and Malaysia
before the grand came what was happening in mandaue for so many years, since
1979 that our CLUP, it took as so many years to update it until alst year and now it
was approved now . we also have the metro cebu green loop , whicha re strageis for
land use
Sadly, we are at the bottom Manila is rated no. 266 out of 500, while Cebu
is just 25 numbers from the bottom at no. 475.
In the Philippines, nearly half of the countrys population (at 48.8%) have
been living in the urban area since 1990. The Population Division of the
Department of Economic and Social Affairs of the United Nations Secretariat
predicted a surging urban population with about 8% increment each year and
expected to reach an eighty four (84%) high by the year 2050.
Presently, half of the worlds population are already bursting at the seams,
already living in urban areas or big cities. By middle of this century, By the middle
of this century most regions of the developing world will be predominantly
urban .
Of 136 cities, Cebu is the most water-stressed. The province has only 2
percent of forest cover left. In-migration, industries and trade quadrupled the
demand for water in less than half a century.
Cebu is one of the fastest growing provinces in the country today, in terms of
economic development and infrastructure, making it the hub of industrial and
economic activities, next only to Metro Manila. It has also risen to be among the top-
notch tourist destinations in the country with its amiable people, pristine beaches,
good food, and rich history and culture.
Lets talk about Mega cities. Cities that attract investment, able to handle
more people, traffic waste, etc.

We need to strengthen our infrastructure and building standards to levels less prone
to natural disasters. The experience of our neighbor province, Bohol, in last years
7.2 intensity earthquake gives us hints that we might need to review our Building
Code. We need to factor in the risks in climate change to road and transport
planning. We have to shift livelihood away from those extremely vulnerable to
climate change, like subsistence fishing, to more permanent and productive income-
generating activities.
Establishing these strategic growth centers minimizes the demand for transport of
peopleworkers making a living in the urban center, but regularly commuting to
their homes in the rural communities; lessens the cost of water by eliminating the
need for aqueducts from the source, usually located outside of the urban center, to
the pre-empting need of commerce and industry concentrated in the urban core.
De-centralizing development eases the burden of waste disposal, particularly its
hauling, by allowing smaller clusters to develop more manageable, and much more
eco-friendly, organic composting of smaller volumes of waste.
Transport of goods, of people, of water, and of garbage costs power and increases
our carbon footprint. Yes, let us plan for a more efficient transport system. Better
yet, let us plan for a lesser need for transport.
We have the vision, we have the intent, we have the perseverance, we have
kyukonaishi (the will), we have toushi (this means no surrender), and we have an
excellent pool of human resources.
New Buildings:
IV.OPEN FORUM:
The CLUP was approved by the city council level signed by mayor and it will be
endorsed for ratification. It was approved technically in the regional level from the
land use committee. It was just adopted in the city and we endoreds that to
national for ratification
The approval of new CLUP is the enactment of zoning ordinance. We are now
implementing the new zoning ordinance.
Additional answer from Engr. Muego: Like for example. In Mandani bay, they will
apply for building permit and they will acquire BERDE certificate.
The green building code was approved last year. Since we already pre identified the
land, so for those identifications within the PUD, we see to it that it is applied
mandatory. The PUDs are also considered the green growth areas in the LCMT.
The green building ordinance compliments with the green building code. For the
code , for those with floor areas of 10 sq meters , its 5 000 sq to be with in the
green ordinances. So, its more of a compliment
In the local government code of the Phil. It provides the basis of the LGUs to be
together 41 members have signed a MOA stating their commitment however it does
not necessarily apply to this members to provide funding or resources. For LGU, for
example, we had the mayors of the previous terms signed the MOA approved by
their council of their LGU and LGU is still authorized to participate within MCDCB
but its still on the mayors discretion up to what extend they will participate. It still
on a voluntary basis
COST?
Thats why we apply for the bill for additional funding. That would request for the 1
billion pesos.
Put it together and make sure that everyone agreed. It is already on the first
reading in congress. Since that was filed in the previous congress. Started in july we
had to refile in congress. It does not have to go back . We are already currently
working on the principle author we will be submitting possible amendments.
All congress men and women have co- authored with the bill, we are working on the
new stake holders have agreed with the bill before pushing in to the congress. By
principle everyone agreed with the bill.
We adopted the CLUPS land for development. We will see in the green growth areas
number three concentrates in industrial while green growth areas number 1
concentrates on commerce and trading. All those green growth areas the green
building is mandatory but outide mandaue it is no longer mandatory. The zoning
ordinance will control the type of development
There is already probationary for the CAAP , temporary probationary approval . They
are still waiting for the CAAP.
It is still on the plan but since Mandani bay is located in the PUD, the green building
ordinance will address on the concern on the garbage. It is part of the criteria in
BERDE .BERDE rating system has 11 categories and one of it is solid waste
management.
APERC: about BERDE, do you have back up plan just in case it will not be
approve by the congress?
The backup plan is the MCDCB- will continue to exist as a backup plan. Private
sectors participation makes it interesting that is our way on ensuring continuity. In
the meantime MCDCB will continue to exist. There are still things that we can do.
But you said it is coordinating with MOA, why this development board, why
not a joint resolution provincial, not MOA ?
Since cebu province is more on code power plant in the plan are you not
considering a target of pacing the RT share of electricity main in cebu?.
In terms of the road map plan .what JICA included was the SRP development. The
map is like a stepping stone not really comprehensive. We are coordinating body.
We work as best as we can.
There were best practices in CLUP, but it was not incorporated in the new
CLUP?
Consolacion were planning to build an international port. Other south LGU are also
planning to build ports on their own.
Considering that we have a narrow road how can you create a BRT? But atty. Yap is
heading BRT it is only a project for one LGU

Looking the map there are 4 major arterial roads: coastal road, original north south
road, commercial route, green loop from cebu to mandaue.
INTEGRATION
Mandaue City established the GBO in 2015 for improving the resource efficiency of
buildings, minimizing the impact of buildings on health and environment, and
contributing to the global efforts in reducing GHG emissions.
The Green Building Ordinance of Mandaue applies to buildings within the City of
Mandaue. All projects in the city, whether public or private, are encouraged to
incorporate green building principles and practices in its design, construction,
renovation, and operations.
The holistic program promotes the sustainability in the design, construction, and
operations of buildings within the City of Mandaue.
Green building ordinance.
BERDE is a tool to measure, assess, verify and monitor the performance of projects
above and beyond existing environmental and building laws, regulations, and
mandatory standards.
Under the GBO, all public buildings are required to hold minimum 1-star BERDE
certificates while all the new buildings within the PUDs are required to hold
minimum 3-star BERDE certificates.

The city government has established Planned Unit Developments (PUDs) to spur its
economic growth and bring in developments that are designed to be energy
efficient and responsive to climate change. These PUD zones are land development
or redevelopment areas which are required to have a Master Development Plan and
compulsory Green Building Certifications

Under the ordinance, a Mandaue City Green Building Board (MCGB) will be
established to provide guidance in the development of necessary or appropriate
rules and regulations for the implementation of the GBO.

The city is the second smallest local government unit of the metropolitan area with
a land area of only 32.85 square kilometers but is the most dense with about 118
persons per hectare as of the 2015 national census. Commercial buildings and
factories densely stand along the national highway (M.C. BrionesCebu North Road).
The city is historically an industrial town, having 925 hectares of industrial lands
that occupy over 60% of industrial lands in Metro Cebu
As of July 2015, the city government of Mandaue updated its Comprehensive Land
Use Plan (CLUP) and this year we passed a zoning ordinance to amend its previous
1979 ordinance. The zoning ordinance sets the city into 19 base zones for its
present and potential uses to maximize, regulate and guide land developments
according to their CLUP. With this ordinance, regulations for each zone are
established as to building density, bulk, allowable uses and building regulations.
The NEW zoning ordinance intends to address the pressing urban sprawl issues
facing the city in terms of the non-conforming land uses of 47% of actual land uses
(per the 1979 zoning plan) and the 20% of the land that are idle lots. There is also
the presence of blighted areas in built-up areas of the poblacion (urban core) and
the CSSEAZ (south reclamation area).

Cordova: concern about the 1979 zoning ordinance: the delay of time,
what are the challenges? How did you address that?
We had a very own zoning ordinance: first was the data we dont have enough data
in order to strategies because of that we started collecting data by 2011 .because of
the old zoning, it was a very contributing factor why urban sprawl. Another issue
was how we engage the community for having a new CLUP. But with proper
communication we explained to the business sector that we are doing this to correct
what we have done in the past. Actually, there were plans of updating the CLUP way
back 13 yrs ago. Thats the reason why the CLUP took long to update.
Vision of the city, basic information what is the contribution of the city to
the manufacture? What is the future plan?
No information as of now, but when we think our vision we have consultant. Based
on the data assessment, we no longer have a land to expand the business. We are
looking at the unceliarialy services . We look at our current strengths here. We have
what we want to do is to engage with these firms, and look at how our small and
medium enterprise links with this firms , but with regards with your question we
have to have a deeper study. Our vision is a step by step process, for now we are
taking baby steps.
There is an effect, the PUD is only owned by few developers. The light industrial
areas and medium density areas, those are existing which are owned by several by
lot property owner ,our strategy is to manage them .
Private owned for the remained areas are owned by developers and government
which is public private partnership.
Although I already ask this , what is the reason for the berde to rate 1 star
but for private is 3 start berde?
In the formulation of the green building ordinance. It took 2 yrs they consulted
stakeholders about a plan to have GBO. During the workshop, they also mentioned
this question; the main reason is for essential aspect. In designing public building
there are certain limitation, they cant go what is beyond or allowed. Thats why, to
show that we are still willing to have a green building we suggested 1 start, but it is
not only PUD but also within the mandaue city area.
At first they were really against it. But there are imitations unless there are some
rules that can support with the goal to have a higher rating. In the ordinance we
create the board. The green building board will examine if there is a need to amend
it or not. We just have to have a jump start. We dont want to wait for what is really
the standard or allowable measure to have a green building. In order to continue to
pass the ordinance that was the compromise.
As of now we dont have the numbers yet. So we are excited for the LCMT .but
there is a discussion regarding with that.
Guest: Yes I know it is really hard and I will encourage you to do the study of the
numbers.
Well during the nomination, we have APEC even during at that time. We discuss
LCMT and we go back here to have LCMT.

We appreciate your findings; in fact this will be an additional value to what you are
doing. The LCMT plan will really guide us in the next 10 years in order to achieve
our goal into a green city.

How come the target set by the consultants was at 30% only
Current carbon accounting. How come it did not conform? Whats the reason?
For now we are on APERC, for the stability on the 30%deduction it is relative to the
total, it is just an initiative , we dont know how much sector, it depends on the area
provided.
Q: just to clarify things, the energy reform, if the city have the same sector do we
have the same quality? On the draft final presentation, it seems there are erroneous
or questionable.
Additional; I agree with it, because it will help in line with our vision. We will do our
effort to educate and inform.
Q: On the green house I think the report has not explained very well. As well as the
assumptions of the data. Like for transport analysis, my question is it to have a e-
bike plans in Mandaue. How is it to establish walk way? There are some indicators
for us to come up with analysis. Since the department of energy from the
recommendation pushing for vehicles as a mode of transportation,
A: I understand we want to promote the e bike- less traffic because we know that
and because we think this city.
Q: With the statement from the department who will produce that and where we will
get that?
The department actually has a multiple and transportation program. Making use of
the fuel.
Additional: I would like to share with you, that in the Philippines in Makati we are
manufacturing. We do have the Philippine electric association. The charging station
will be at the terminal.
Q: Mam Ara: The incentive code, to help business in metro Cebu , can we focus on
the last slide please focus on more related to my department. I would like to focus
on the highlighted word. Reading the highlighted word, gives an empowerment to
lead us in our right direction, we believe on it. Those are presented in our score
card. My question is I agree with you regarding the cooling system. As far waste
energy is concern. The problem is there are so many pollutions coming in our way.
Most of them are
We are a small city. WE dont have the luxury to develop large scale landfills. One of
the initiatives we have been pursuing is waste to energy facilities. All proposals we
received. We were suspicious.
This is the challenge when it comes to solid waste management. We agree with the
many of the recommendations. Part of the challenge will have to be faced over the
few years is to determine which approach to the recommendations you presented
would be most applicable to our city.
The recommendations are spot on. All things being equal we would want to pursue
every one of them. Which approach would be best for us? Given the
recommendations we presented.
We have done it first in Baguio together with other five municipalities within the
cordillera region. We are going to have capacity buildings across the country.
This is something that can be done. There will be more programs and other
programs. This is now the trend. It is not just low carbon thing. Whatever CO2 we
reduce, iwt has an equivalent kilowatt capacity.
Q: policy studies. How can what are the most feasible of the in identify? What the
city can do to customizing the school of art.?
Hershey: I asked this to the consultants. Given that it is a policy study now a
policy review. To guide the city, what are the most feasible of the identified
initiatives? What can the study do just to start?
Mayor:
Not just to give the study itself, with so much to be done with the flooding. We have
to start somewhere. Drainage master plan. Give us comprehensive solution to the
problem of flooding. One for the challenges, how to put the plan with action. How to
get from the plan? There so much work to be done because it is only few years ago
that we had that we had CLUP. The next step was to bring the bridge the master
plan to have the development and solve studies. Now one of the request that would
be improve the study, is to request to start in APERC. When so much to be done
here in Manadue, not only to make recommendations to have a comprehensive
studies but also for the city to stand. So we must do things to reach to our target.
The proposal, that all people must know .I congratulate the team and the Mandaue
City.

It is actually double congratulation of Mandaue: for the success of this LCMT and for
winning the LCMT project
On the item, what you decide now should not end in the minister it must be
continued to promote energy conservation. The energy efficiency and conservation
promoted by the department, it will help a lot if Mandaue will have its own law, if
you are able to issue a law banning plastics or smoking .Then you can impellent
energy conservation, energy planning and low carbon are the bigger proponent. It is
really a big policy act. A lot of information and opportunity to be done and
recognize. The program indicates the need for you to be able to do resource
assessment. Standardization and proposals for you to be able to look at studies.
This is not only for Mandaue but the whole economy,. It enables to help the poor
too. Smart technology is not only available for the sector but the whole system. I
encourage you to look at it. Also the recommendation being given, it will help a lot
in the implementation. The Energy plan to help you identify the equivalent
programs. The LGU will always have different priority . We find a program and policy
and you will just need to implement. It is for you to identify not how or when but to
provide indicators . It is for the better not only now but also for the future. We would
