(Roads) Dte, bath under same department of PWD were in existence for Building Works including Sanitary & Plumbing Works 2 Well 2s for Road & Bridge Works respectively, Consequently, this is the first ime when one combined / unified Schedule of Rates with its 3(three) volumes ie, Volume ~ 1, If & II (to make’ the volumes handy by avoiding single volume) of Public Works Department have been prepared for Building works, Sanitary & Plumbing Works as well as Road & Bridge ‘works respectively, when 2, good number of additional & Innovative items being as essential as appropriate have been incorporated in all 3 (three) volumes of this Combined Schedule of Rates. ‘The Journey that started long time ago in a ‘mighty band’ guided by well-experlenced senior engineers is stil continued not only as before but also with its more & more development keeping pace with this modern UUme for cresting and maintaining Public-assets (Ike mainly Buildings, Roads, Bridges & Culverts etc.) So, I hope that this 1® edition of combined Schedule of Rates of PWD (we,f. 01-07-2014) will serve its purpose in the intarest of public service, At last, congratulate and convey my many thanks to all associated Engineer-Officers and also to some other employees of PWD led by the Chief Engincer (H.Q.) of P.W.Dte. as Chairman of the new Combined Schedule Committee of PWD, who have done a splendid job for successful completion af this 1* edition of combined Schedule of Rates of PWD in time, Over & above, It will be 3 great mistake If T don’t mention that such publication of this 1* edition of ‘combined Schedule of Rates of PWD could not be possible withour initiation of the Principal Secretary of PAD (as reflected in his U.O. No. 4-W(C)SC-49/2001 dated 01.01.2002 of PWD under Govt. of West Bengal, thethen Schedule Committee of Public Works Directorate under Public Works Department comprising Superintending Enginoer of Planning & Monitoring Circle, P.W.Die. as its Convenor & Member as well as 4 (four) other Superiatondlng Engineers of Presidency Citele ~ I, South Western Cirle, Central Citele & Northem Circle also-as its Members ell under P.W.Dte, published the t" edition of unified Schedule of Rates (ie, SOR) (in 2 pans) of P.W.Die, for Building Works as well as Sanitary & Plumbing Works in the year of 2002 with date of effect from 01.08.2002 replacing the Cicle-wise Schedules under P.W.Dte. Subsequently, its 3" edition was published in the year of 2010 with date of effect from 01.08.2010 followed by its 4% & last Comrigenda (only by edoption of the-then reduced rates of Steel) wes. 10.12.2012, Simultancously, in pursuance of No, 40(6)-EC dated 03.01.1987 of the-then Engineerin-Chief & Ex-officio Secretary, PWD under Govt, of West Bengal, last edition of another separate Schedule of Rates (i. SOR) of P.W.(Rends) Die. vwas in existence under same P. W. Department for Road & Bridge Works, when the same was published in the year of 2008 with det of effect from 14.11.2008 followed by it 7 & last Comrigenda wef 30.04.2018, But, during the recent past this combined / unified SOR of PWD has been prepared for the first time by replacement of 2 (two) Separate SORs of P.W.Die. & P.W. (Roads) Die, initially in pursuance of U.O. No. 332/SPW/2013 dated 30.11.2013 of the Principal Secretary of PWD and subsequent U.O. No, 1143-ENC/13 ated 02.12.2013 & No, 1167-ENC/13 dated 05.12.2013 of the Engineer-in-Chief & Ex-afficio Secretary of PWD [indicating formation of a new Combined Schedule Committee comprising 11 (elevert) members from different ditectorates of PWD including the Chairman of the new Committee). Consequently, this combined ‘SOR has been divided into 3 (three) volumes only to avoid very tough & uncomfortable handling in case of is single & thoreby extremely heavy volume, when Volume — I, IT & III of this combined SOR of PWD will exist for Building Works, Sanitary & Plumbing Works as well as Road & Bridge Works respectively including Materials, Labour & Carriage etc. In the above context, the rates (in Indian Rupee) as appeared in this SOR of PWD have been worked out as ‘usual disteict-wise based on the respective marketrates of materials and all other equipments together with Jabour-tates (as published by Labour Department under Govt. of West Bengal) as well as enhanced VAT. Conveniently, Volume ~ 1 & 11 of this SOR have been classified primarily under different Suotions and subsequently under several Sub-Sections / Chapters, when items af similar nature are grouped together cchapter-wise. Similarly, Volume ~ IIT ofthis SOR hes been classified under different Sub-heads such as Road ‘Works, Bridge & Culvert Works & Carriage etc, Descriptions of Items are made as cleur as possible to make ‘the scope of work fully transparent fora particular rate,Moreover, a good number of additional items have been incorporated in all 3 (three) Volumes of this SOR apart from revision of the rates of all existing items with its modification / further clarification {as & when necessary) by maximum possible scrutiny over specifications, when as before there exist certain special items for Rehabilitation & Repair of Bridges & Embankmeints etc. Ultimately maximum possible effort has been exerted to cover as many items as possible, Besides the above, it nas been unanimously decided for deletion of the list indicating suggested brand.nrames of different products of building materials, when selection of brand-names are to be finalized from the end of the rospoctive Engineer-insCharge by ratification of the respective Superintending Engineers obviously conforming tothe related code of BIS or any other equivalent code. But, as before, there exist some sugested bbrand-names for a few products (as narrated in the description of certain items mainly in Volume ~ Il of this SOR) only because ofits high-rates in case of selection of the same, if the situation demands 50. ‘Asa whole; maximum possible care has been taken to publish this SOR as fiee of error and handy. But, in spite of all care as takea, it is not unlikely that somes items might have been omitted and some slipshod still remain, So, effective suggestions from all comers for the necessary corrections, additions & alterations for ‘overall improvement of this SOR are always welcome, But, any kind of advantage will not be permitted t0 ‘anyone, when in respect of any error or any omission in this SOR (if detected), the decision of the concemed ‘Superintending Engineers of the respective Working- Circles shall be final and binding on all Finally, this 1* edition of combined SOR of PWD is hereby published in the PWD (W.B.)'s official website with its date of effect from 01-07-2014, At last, we, on behalf of the new Combined Schedule Committee of PWD, convey our sincere thanks to all those Engineer-Oficers and some otaer employees of this Deparment, who helped & took active part in preparation and timely publication of this SOR of PWD.
