PREFACE
The Iloilo Provincial Profile is a yearly publication published by the Provincial
Planning and Development Office. This document contains updated data and information
gathered from different line agencies and various provincial government offices. This
publication will guide development planners, policy makers, researchers, and potential
investors on the present socio-economic situation of the province as well as potential
investment opportunities.

The immediate data references contain herein are in the form of tables, charts and
maps. The data presented are based on the latest available records reported by concerned
government agencies and other private institutions. This materials includes data from
DepEd, PSA, DOT, DTI, LTO, MIWD, DPWH, CHED, TESDA, MARINA, NTC, NIA,
PPA, BSP, SRA, CAAP, PFDA, IPPO, PECO, ILECO I, II, and III.

Message of the Governor

T
he past five years of my administration saw
the realization of our dreams for a better and
progressive province of Iloilo.

We have attained many remarkable achievements


which have earned us accolades from different sectors.
But most importantly we have accomplished projects that
helped uplift the lives of our people, such as, installation of
potable water systems, rehabilitation of provincial roads,
upgrading of our hospitals and rural health centers, etc.

I am thankful to the support of the Sangguniang


Panlalawigan in making all our projects possible. Also, to
the men and women of the Iloilo Provincial Government
who do the legwork prior to the implementation of these
projects. Let me also acknowledge the support of our
foreign partners like the Korea International Cooperation
Agency (KOICA) which have provided us financial support in our various health projects. Many
other private and the non-government organizations (NGOs) had partnered with us in our thrust
towards the development of our province.

As I had emphasized, we intend to sustain what we have started and it is in this light that I
usher all the provincial government employees and my fellow public servants to join me in this
cause. It is my profound wish that our Province and its profile will continue to be attractive.

Let us join hands and work together to achieve our ultimate goal a progressive Province
of Iloilo.

Message of the Vice Governor

T
his mandate of serving as Vice Governor is an
opportunity to become a partner in bringing out
institutional change in our Province through good
governance and relevant legislative agenda.

For over the years, the Province of Iloilo gears towards


the realization of its avowed purpose of advancing our
present economic status specifically in the aspect of
agriculture, social services, tourism, commerce, trade and
industry, among others. By improving and utilizing these
potentials, we can boost a more progressive Province more
than able to serve our fellow Ilonggos.

Prioritizing the interest of the people above all is our


principal obligation. We strengthen our relationships with
our constituents by setting free vital information and by
being transparent and accountable in everything that we do
in the name of public service.

The previous year has been equally fruitful and


challenging. We have given adequate medical and health care,
increased agricultural productivity and food sufficiency,
elevated the quality education, empowered youth programs,
advanced sports initiatives, fostered security and safety while
utilizing our legislative powers in the enactment of ordinances
purportedly for the general welfare. But we know, we have to
raise the ladder every year to meet the increasing needs of our
fellow Ilonggos.

Working for progress is an inclusive task of the government leaders, private sectors and even the
ordinary citizens. Let not any adversity get in the way and hinder our vision for the Province. Through
the able leadership of Governor Arthur D. Defensor, Sr., no storm will be big enough in our pursuit for the
greater good.

I am confident, there will be brighter days ahead of us!

Message of the PPDC

Y
ear 2015 is a year of significant moments and achievements
for the province of Iloilo.

The Iloilo Provincial Government hosted the 117th Philippine


Independence at the historic municipality of Sta. Barbara, Iloilo
and the Vin D Honneur at the newly restored Old Provincial
Capitol named as Casa Real, the first one to be held outside of Luzon
area.

The Iloilo Provincial Government likewise co-hosted the two


Asia Pacific Economic Cooperation (APEC) two ministerial meetings
for small and medium enterprises (SMEs) last September 21-25, 2015
and the Food Security and Blue Economy last September 28-October
6, 2015. The APEC ministerial meetings provided economic
opportunities for both the city and province of Iloilo.

The Province of Iloilo was adjudged as the Best Performing Province in Western Visayas in the
2015 Excellence in Local Governance Awards (Excell Awards), an annual recognition program by the
Department of the Interior and Local Government (DILG) last December 17, 2015 at the Grand Hotel, Iloilo
City. The Province of Iloilo received these prestigious awards two years in a row.

The province of Iloilo also received other awards and recognitions that helped contribute in our
pursuit for improved service delivery. Many feats and successes have been made and contributed by the
entire bureaucracy of the Iloilo Provincial Government that lead us to be recognized as the Best Provincial
Government in Western Visayas in 2015.

Successes and achievement would not have been achieved without vital data and information
gathered and consolidated as contained in the Provincial Profile by the Research and Statistics Section of
the PPDO.

The 2015 Provincial Profile provides rich information and data that guides interested clients and
partners as well as the Iloilo Provincial Government in our quest to achieve Reform and Change as the
Governors guiding framework for good governance.

As we continue to chart our development direction, the information and data contained in the
Provincial Profile would definitely guide us to our desired destinations.

The Provincial Planning and Development Office (PPDO), through the Research and Statistics
Section, assures to continue to improve and make the Provincial Profile relevant, timely and responsive

The Province of Iloilo occupies the southern and the northeastern portion of Panay
Island. It is bounded by the Province of Capiz and Jintotolo Channel in the north; Panay Gulf
and Iloilo Strait in the south; Visayan Sea and Guimaras Strait in the east; and the Province of
Antique in the west.

C. TOPOGRAPHY
The topography of the Province of Iloilo varies from flat lands and rolling hills to mountain peaks
and ranges. The mountain range lies along the border between Iloilo and the provinces of Antique and
Capiz, and roll down into flat plains towards the coastal towns. Almost one-third of the entire province
is considered flat.

D. CLIMATE RAINFALL
It is dry from December to June and wet from July to November along the southern-northern part
of the province and portion of the central municipalities. There is no distinct wet and dry season in the
Iloilo-Capiz border. The annual rainfall for 2013 is 2,479.3 mm. while the average annual rainfall for
the past five years (2008-2012) is 2,216.98 mm. The average temperature for 2013 is 28.28 C.

E. SOIL
There are seventeen types of soil found in the province. Generally, the soil is fertile and suitable
to almost all types of agricultural crops. The loam type of soil is predominant and conducive to
farming.

F. WATER SOURCES
More than a hundred rivers and creeks traverse the entire province and these are identified as
possible sources of irrigation water. The Jalaur river basin records the highest annual flow and is
considered as the major source of irrigation water. The province has potential underground water
supply, which is mostly tapped for domestic use.

b. Air

b.1 The New Iloilo Airport

The New Iloilo Airport is located in Brgy. Duyanduyan, Cabatuan, Iloilo with 2,500 m. x 45
m. runway and a new terminal building with state-of-the-art computerized facilities to accommodate
flights from the North and South of the country. Stands as one of the busiest airports outside Manila,
the new airport of international standard is built on a wider and panoramic location to cater the
increasing influx of passengers visiting Iloilo.

The provinces airport is one of the major airports of the country and serves as a jump off point
to different provinces in Panay Island accommodating daily flights from Manila and Cebu. The New
Iloilo Airport Terminal could now accommodate more passengers and cargoes. The 2,500 m. stretch of
runway was overlaid with asphalt to accommodate heavier aircrafts with an adjacent runway strip of
2,620 m.

Philippines.

c.1 Ports, Piers & Wharves

c.1.1) Iloilo Port is the third largest port in the country after Manila and Cebu. The Iloilo
River Wharf has a total berth length of 1,700 m. while the old foreign pier has 345 m. quay
converted to domestic terminal. The Iloilo Commercial Port Complex, with 400 m. quay,
caters to foreign vessels and domestic containerized vessels.

The Port of Iloilo is divided into three, namely:


1. The Iloilo River Wharf - it has a total length of 1,700 m. winding through the
heart of the city.
2. Old Foreign Pier - consists of 345 m. quay and converted into domestic
passengers terminal.
3. Iloilo Commercial Port Complex - consists of 400 m. quay and caters to
foreign vessels as well as domestic containerized vessels.

c.1.2) Iloilo Fish Port Complex (IFPC)


The Iloilo Fish Port Complex (IFPC) is the center of fish trading and marine products
processing in Region VI. It was constructed to provide safe landing facilities for fishing
vessels, reduce fish spoilage and prevent double handling of fish. IFPC is situated in a 21-
hectare reclaimed area at Brgy. Tanza, Iloilo City. This strategic location has made the port
the major fish source of Iloilo Citys major public markets and adjacent municipalities.

The province is easily accessible. Manila is its premier gateway where major airlines have
round-trip domestic and international flights. The Iloilo International Airport is equipped with a tourist

Using a sea craft, there are ports going to and exiting Iloilo City. The Philippine Ports Authority
in Lapuz, Iloilo City transport passengers from Iloilo to Bacolod City eight times daily; Fort San Pedro
has trips every Wednesdays, Fridays and Sundays from Iloilo-Manila; Iloilo to Cagayan every Saturday;
and Iloilo to Cebu daily except Mondays. Ortiz Wharf has 60 trips daily to Jordan, Guimaras; and Parola
Terminal has 30 trips daily to Buenavista, Guimaras.
The port of Dumangas-Naluyu-an, approximately 29 kilometers east from Iloilo City is serviced
by RORO (Roll-On-Roll-Off vessels) have 19 trips to Bacolod. For more information, please contact

4a.) MAPPING HISTORY

Iloilo is full of historic monuments where most of the towns are blessed with a great variety of
Spanish influence. Every location offers a range of superb churches, cemeteries, watchtowers and
bridges. Exploring the southern and central districts of the province will take visitors to unique places
where one live history at each step.

The centerpiece is the Baroque-Romanesque style of St. Thomas of Villanova Parish of Miag-
ao, declared as a National Shrine in 1973 and included in the World Heritage List under UNESCO in
1993, the only one outside of Luzon.

Known as the oldest existing church in


Iloilo, the Mexican plateresque architectural
style of St. John of Sahagun Parish of
Tigbauan had survived the ravages of World
War II and the great earthquake in 1948. It is
presently known for its wide array of carefully
laden tile mosaics such as the station of the
cross and the altar.

The Baroque srchitechtural style of the


Roman Catholic Church of San Joaquin is
considered as the most militaristic church in the
Philippines with its pediments bas relief
sculpture depicting the battle between the
Christians and the Moors in Tetuan, South
Africa. The church was declared a Historical
Landmark in 1974.

4b.) UNCHARTERED HEAVENS OF THE NORTH

If your vision of paradise consists of powder-white beaches and incredibly clear azure waters,
the island barangays of Carles is paradise. No summer beach seems to capture the special vibe better
than its island beaches situated about 18 kilometers by motorized boat from Bangkal Fishing Port in
mainland Carles. The Gigante Group of Islands (Norte and Sur) is located on the northernmost tip of
Iloilo, forming the sea borders with Bantayan Island in Cebu and Masbate. It is a gem, hiding in plain
sight on the northernmost shore of Iloilo, a glowing beacon for beach lovers everywhere. The highlight
of the Gigantes Island escapade are the white sand beaches of Cabugao Gamay and Dako, Antonia and
Bantigue and extraordinary rock formation of Tangke on azure waters in Gigante Sur; a view of 18th
century lighthouse and caving adventure take centerstage in Gigante Norte.

The town of Concepcion has

white sand island beaches serenely set in
a sea whose waters range from palest
aquamarine and turquoise to deepest
sapphire. It is one of Iloilos most
beautiful gifts of nature. The island
beaches of Agho, Bulubadiangan and
Tambaliza are picture-perfect with their
cooling shady spots where you wont
have to elbow for space. The imposing
Mt. Manaphag popularly known as Pan
de Azucar is set on lush greenery with
its beautiful greenish hue waters that
merges into a dark blue out in the open
sea.

The municipality of Ajuy is a beautiful weekend drive known for its small pockets of mangrove
and little secluded swimming beaches. There are plenty of things to do such as island-hop, fishing, scuba
diving, trekking. It also boasts itself as the Heritage Town in the north.

4c.) CAMPERS PARADISE

While camping itself is wonderful, getting there can sometimes be a challenge. We have figured
out where to camp during your stay. The sites are gorgeous spots to head with your tent with a few good
friends for a few nights away from the hustle and bustle of everyday life. The province of Iloilo is
blessed with an abundance of these places and luckily many are very accessible.

Most popular is Sitio Bucari in Leon, tagged as the Little Baguio of Iloilo is known for its pine
and mist-covered mountains. Situated 1,200-meters above sea level, declared as an Eco-tourist zone, the
area is 10,432.875 hectares and features a subtropical highland climate and on some days it even gets
foggy. You will be amazed by the impressive views of verdant mountain ranges of neighboring towns.
Whether you are enjoying a thrilling downhill path on foot or on bike or stopping for a picnic at a scenic
spot, you are going to have a great time.

If looking for a more rustic experience the upland barangays in the towns of Igbaras, Tubungan,
Miag-ao, Alimodian, Maasin, Janiuay, Lambunao and Calinog are to discover where hiking is pretty
rugged but it is also worth it if you are up for the challenge.

4d.) LAND OF WATERFALLS

Get acquainted with the hypnotizing natural phenomenom of waterfalls in Iloilo graciously
provided by Mother Nature herself. Many waterfalls and cascades are located in the hinterlands of the
southern and central districts.

Most of these beautiful waterfalls are located in fairly remote areas and require some travel on
trails that may be difficult to reach some physical stamina may be required. These cascades may not be
quite as splashy during the summer months, so if you are planning to enjoy a waterfall running full out,
the wetter months from June to December are best.

The most popular, the central town of Lambunao, tagged as the Land of Waterfalls, has 36 to
boast. The towns of Tubungan, Miag-ao, Janiuay, Calinog and San Enrique are areas to explore.

4e.) SPELUNKERS PLAYGROUND

With a number of locations to enjoy across Iloilo, caves, especially in the central part of the
province are in no short supply; the adventure of spelunking is a great pursuit. The city of Passi and the
towns of Igbaras, Miag-ao, Leon and Janiuay are among the favorite sites. The most popular is the
Bulabog Puti-an National Park in Barangay Moroboro, Dingle, Iloilo, the only National Park in Panay
and measures 847.33 hectares and houses more than 30 caves in the area. The park also plays a crucial
role in the survival of many plants and animal species.
