1.0 Introduction
 The barangay is the smallest local government unit in the

Philippines and the native Filipino term for a village or district.

Municipalities and cities are composed of Barangays. A barangay is a

government structure that is lead and governed by their respective

barangay officials. The Barangay officials are considered as a local

Government unit same as the Provincial and the Municipal Government.

They are composed of Punong Barangay, seven Barangay Councils or

Barangay Kagawad. Together with Barangay Secretary.

Barangay Mamplasan is one of the barangay having the lowest number

of population in the municipality having the population of 6077 with 810

household according to National Statistic Office based on the

census dated December, 2014. As of now, year 2016 the estimated

number of population in barangay Mamplasan is 7000 person and the

registered voters is 4233 in year 2014.

The barangay is located in the Municipality of Bian Laguna. Mamplasan

barangay hall is situated along the Laguna International Industrial Park

(LIIP).The Chairman of the Barangay is Honorable Barangay Captain

Rommel Dicdican. The councilors are:

The barangay is in charge of keeping track of the records of each

and every one living in the place. These records are important for different

purposes that the barangay is being used. The system that the barangay is

being used is the manual based process for all the services it gives to its

constituents. They manually handle files and information they get. For

instances, in getting the barangay clearance, they issue a transcript form

to the resident requesting the clearance. Same through with the storing of

the files, they used folders to store the files. The organization experienced

hard and long procedure in accessing the records they have when it is

needed and the redundancy of the records.

The proposed system will reduced the hard and longtime procedure

of accessing files and records they keep and store.

1.1 Background of the study

Information Management System

 The use of Information Management System in Barangay problem
represents a popular alternative to Population and Household census to
collect information about some characteristics of the population such as
age, sex, marital status, and highest grade completed. The system will be
effective in maintaining, searching and storing of records of all resident in
the barangay. This will help the worker for having an easy time on
accessing files and records they need.

1.2 Statement of the problem.

1.2.1 General Problem.

How to design, develop and implement an Information

Management System that will improve the gathering of
population and household information?

1.2.2 Specific Problem.

1.2.2.1 How to design and develop a centralized module that

will monitor the storing of population and household
records?

The new system is designed for safety of all

files that can be access only by authorized individual and

help to protect the information of specific person in

barangay.

1.2.2.2 How to design and develop a module that will generate

reports?
The proposed system will generate reports

accessing the records they have when it is needed and to

 determine the exact quantity of population and household

in barangay.
1.2.2.3 How to design and develop a module that will speed up

the monitoring of population and household in

barangay?
The proposed system will handle transaction in
monitoring of population and household. And to lessen the
current procedure of monitoring.

1.3 Current state of technology

Barangay Mamplasan workers are using the manual system process

inmost services of the barangay specially in gathering population and

household record in barangay Mamplasan, Binan City of Laguna. Although

they use a computer, it is not for the processing of the transactions but for

the documentation purposes only. Monitoring of number of population and

household in the barangay Mamplasan is also done manually and the owner

has said that problems arise when the head of the family was not there,

therefore they will not gathered the information.

The Barangay Secretary, Guilllemo Plaza, handles the records or

number of the population and household quantity of the barangay. He state

that it takes one week of gathering the census of the population gathered by

4 person in charge.

The Barangay has the list of all population and household records in

barangay Mamplasan. They conduct their list of population and household

manually. The population are counted manually. The population and

household are updating every yearly.

Foreign Literature of Barangay information system is

designed to lessen the time for the transaction of encoding.

Also in using this system it can recognize the person

involve in this study. To the Barangay It will help for

them to lessen the time for the transaction of encoding.

The system will be the census like having a system of

the barangay for all of its constituents and new people who

will live in the place. The system will be effective in

maintaining, searching and storing of records of all resident

in the barangay.
This System is related to our proposed system in

means of transaction management.

1.4.3.1 Barangay Management Information System

Across Barangay Information and Management

System, a web based system to create, store, and modify

sensitive Barangay information through a secure network

interface.
It is designed to handle a wide-range of information

relating to barangay profile, residents profile, barangay

IDs/clearances, barangay disputes/cases, barangay

activities, and barangay legislation

This application software is equipped with

integrated systems to cover all the functions, activities and

 transactions of the barangay which aims to provide

complete and accurate information for the barangay

management and stakeholders.

This System is related to our proposed system in

means of information gathering.

1.4.3.2 Barangay Center Management Information System

The great thing about a computer is that no matter

how much you stuff into it, it doesnt get bigger or heavier

said Bill Gates, and its a big help to every business and

departments that handles massive amount of files, does we

come up to improving the manual recording of annual

mortality and morbidity reports, Barangay records and

patients information plus scheduling into computerized

A manual recording means to do things by hands.

The system is proposed for recording and storing the

annual mortality and morbidity reports, Barangay records

and patients information and scheduling.

The proposed system which entitled Barangay

Center Management Information System is an efficient,

well organized, and easy to use for maintaining the records

and searching for it.

This System is related to our proposed system in

means of record monitoring.

To design, develop, and implement an Information
Management System that will improved their current system.

1.5.3 Specific Objectives

1.5.3.1 To design and develop a module that will monitor the
records of individual person.
The proposed system will know whether the

individual person is male or female

1.5.3.2 To design and develop a module that will generate

reports of the number of person with disability.

The proposed system will provide the records of

person with disability to be prioritize by the Barangay.

1.5.3.3 To design and develop a module that will record all the

barangay.

The proposed system is designed to monitor all the

record of person that added to the barangay and the person

who transferred to other place.

1.6 Scope and Limitation

The following are the scopes and limitations of the proposed

system.

1.6.2.1 File Maintenance

The system will be able to sort, arrange and search

for the records depending on the population. The system

definitely know all the information.

The system will perform inventory record backups

for all files and database, this will ensure the system will

not be easily corrupted when errors are encountered.

1.6.2.3 Security
The system will enable secured log in for the

authorized users. Authorization will also be applied when

checking the records. The system will also only accept

valid information.

1.6.2.4 Monitoring Critical Level

The system will be able to monitor the number of
the population in the Barangay.

1.6.3 Limitations

1.6.3.1 The system is design only to use by Gathering a

records of population and Households.

1.6.3.2 The system is intelligent only Off-line.
1.6.3.3 The system is design only to use by Barangay

Personnel.
