Sub: Opening of Model School (Odisha Adarsh Vidyalaya).

SME To make qualitative
secondary education available, accessible and affordable to rural students of
the State, there is a need for establishment of high quality schools for
talented rural children who have no access to quality schools in Urban areas.
Keeping this in view, the Government have decided to establish Model Schools
(Odisha Adarsh Vidyalaya) in each block of the State.
Initially, the Government has decided to open of 111 Model Schools
(Odisha Adarsha Vidyalaya) in the selected 111 Educationally Backward Blocks
(EBBS) in the State from the academic session 2015-16 in a phased manner.
The list of such schools is at Annexure-t.

Obiective for opening of Model Schools (Odisha Adarsh Vidyalaya):-

a. Providing infrastructure and facilities in the same standard as in the

Kendriya Vidyalayas with emphasis on Pupil Teacher Ratio, ICT uses,
holistic educational environment, appropriate curriculum and emphasis
on output and outcome.
b, Medium of instruction in such schools shall be English.
c. Odia will be taught as 2nd language.
d. There shall be classes from VI to XII with two sections in each class.
e. These schools will be run/managed by a Society /Mission formed by the
State for the purpose.

Admission:-

Admission of children at the initial stage i.e. from class-Vl shall be

conducted as per the modalities prescribed by State Government/State
Society/Mission, managing the Model Schools. Selection for admission shall be
in a transparent manner, The children of the parents ordinarily residing in the

respective blocks will only be allowed admission in the model school of that
particular block.
Reservation:-
There will be 50o/o reservation for girl students in admission. The
reservation for SC & ST will be followed as per the percentage of the SC&ST
population in the respective blocks.
Engagement of staff:-
The teaching and non teaching staff of Model School (Adarsha
Vidyalaya) shall be appointed/engaged by the Society/Mission as per the norm
approved by the State Government from time to time.

Management Committee:-
There shall be a management committee at the district level to look into
preparatory activities at the initial stage and day to day affair of the school.
The committee will consist with the following members :-
i. Collector of the District - Chairman
ii. Executive Engineer(s),Ru ral Works/ - Members
R&B/PHD /RWS&S
iii, Executive Engineer of the concerned
electricity supply/distribution company - Member
iv. Chief District Medical Officer - Member
v. District Project Cordinator,SSA - Member
vi. District Welfare Officer - Member
vii. All Principals of Adarsha Vidyalaya
(Within the revenue distric!) - Members
viii. Representative of premier Edn.Institution/
University (Knowledge pool) - Member
ix. District Education Officer - Member Convener

There shall also be a School Management and Development Committee

(SMDC) at school level.

ORDER: Ordered that this Notification shall be published in an extraordinary

issue of Odisha Gazette.
