O77 oa ‘agiteria\Distict Court Number) ~~ fest Athos ‘AOPC 412A - Rev. 07/10 Page _of _ Probable Cause Affidavit for Arrest Warrants Jacob Sullivan and Sara Packer (On Monday, July 11, 2026 at 6:45 PM, Sara Packer, age 41, arrived at the Abington Township Police Department and filed a report regarding her missing adopted daughter, Grace Packer, then age 14. Sara Packer reported to Abington Township Police Officer Andrew Saurman, that Grace Packer was last seen at their residence at 819 Tennis Avenue in the Ardsley section of Abington Township, Montgomery County, Pa. on Friday, July 8, 2016 at 9:30 PM. Sara Packer at that time she sent Grace to her room following an argument over Grace’s request to go toa friend’s house. Sara Packer could not provide an address or name of the friend. Sara Packer said that she discovered Grace missing from her bedroom on Saturday, July 9, 2016 at 10:00 AM when she went to check on Grace. Sara Packer reported that Grace took $300.00 in cash from the residence. Sara Packer said she was unsure where Grace would have gone, and that Grace has left the residence in the past for “days at a time”. Sara Packer stated that Grace has behavioral disorders and does not react well when she does not get her way. Grace Packer was entered into NCIC as a missing person. On Tuesday, July 12, 2016, Abington Township Police Detective Pettinato contacted Sara Packer to follow up on the report. Detective Pettinato asked Sara Packer to provide recent photographs of Grace. Sara Packer stated that she would drop the photos off at the Abington police department. Between Monday, August 8, 2016 and Wednesday, September 7, 2016, Detective Pettinato made numerous attempts to contact Sara Packer regarding the Grace Packer missing person investigation. On Wednesday, September 7, 2016, after receiving no response, Detective Pettinato responded to 819 Tennis Avenue and found the residence was vacant. On September 7, 2016, Detective Pettinato left a voice mail message for Packer to call the detective requesting the new address for the Packer family On September 7, 2016, Detective Pettinato contacted Abington Police School Resource Officer Andrew Gibbs who confirmed that Grace and her younger brother had been withdrawn from the Abington School District on August 2, 2016. There was no forwarding address for the Packers. Sara Packer had provided the school district with a contact number 267-276-8470 (cellular telephone). This is the same cellular telephone number that Detective Pettinato used to contact Sara Packer previously. Detective Pettinato subsequently contacted the Quakertown School District which encompasses 990 East Cherry Road Richland Township, Bucks County, Pa. During this contact, Detective Pettinato learned that on August 24, 2016, Sara Packer enrolled her adopted son, Grace’s biological brother, JP, age 12 into the Quakertown School District (QSD). At that time no records were found at QSD that Grace Packer was enrolled, or was to be enrolled at QSD for the Fall 2016 school semester. Later on September 7, 2016, Detective Pettinato received a phone message from Sara Packer. Sara Packer also said that she had notified every one of her relatives that Grace was missing. On Wednesday, October 5, 2016, Detective Pettinato spoke to Karie Heisserer. Ms. Heisserer is a cousin of Sara Packer's ex-husband and had been Grace's caretaker in North Carolina between January 2015 and November 2015. Ms. Heisserer told Detective Pettinato that she was unaware that Grace was reported missing. On Tuesday, October 11, 2016, Detective Pettinato and Detective Steven Henze went to Sara Bucks Packer’s new residence, 990 E. Cherry Road Quakertown, PA 18951. (Richland Townshij County, Pa.) Detective Pettinato told Sara Packer that she was going to enter Grace into the NAMUS data base in case Grace Packer was found deceased and without identification. Sara Packer responded “Oh, okay, | was going to call you tomorrow to see if you heard anything.” Detective Pettinato requested Packer to provide her with additional information that included a list of Grace's doctors and the names of those individuals whom Sara Packer contacted and formed Grace was missing. Sara Packer showed Detective Pettinato a bedroom which she identified as containing Grace’s bed. The room contained an unmade bed and clothing on the floor. Detective Pettinato inquired about Grace's clothing and personal items. Sara Packer replied that she usually shared clothing (including underwear and bras) with Grace and that her items may be packed away. Sara Packer claimed that Grace apparently had taken her backpack and a journal when she went missing. During the visit, Detective Pettinato observed Jacob Sullivan, Katherine Albright and Sara Packer's adopted son, Joshua Packer, age 12 (Grace’s brother) inside the home. Sara Packer gave Detective Pettinato a list of Grace's health care providers and signed a release for Grace’s medical records. Those records were then entered into NAMUS. During the month of October 2016, Detective Pettinato contacted several relatives of Sara and Grace Packer. These relatives included Sara Packer’s father, Franklin Pielaet and brother, Jason Pielaet. Franklin Pialaet told Detective Pettinato that he had last seen Grace Packer alive on July 4, 2016 at a family picnic in Laurys Station, Lehigh County, Pa. Franklin Pielaet told Detective Pettinato that Sara Packer had only told them in recent weeks that Grace Packer was missing. (This information conflicts with Packer's September 7, 2016, phone message and September 8, 2016, letter in which Sara Packer claimed to have contacted her family members regarding Grace.) Ay \ On Monday, October 31, 2016 at approximately 5:30 PM, Pennsylvania State Police Troopers ‘Adam Hodge and Trooper David Kittle from Troop P Wyoming responded to a report of discovered human remains along SR 2041, White Haven Road near Dam Road, Bear Creek Township, Luzerne County, Pa. This location is adjacent to the Francis E. Walter Reservoir. Members of the Pennsylvania State Police Crime Scene Unit were summoned and said unit recovered a human torso. Investigators on scene noticed the absence of insect infestation about the torso, indicating that the torso was most likely stored in another location prior to being dumped at this outdoor location, where it was exposed to weather conditions and the elements of nature. ilized Pennsylvania State Police Trooper Lock was summoned to the torso recovery scene and a Human Remains Detection Canine to search the surrounding area. During the search, Trooper Lock’s canine “Cratos” located additional human remains identified as the arms and legs severed from the found torso. On Tuesday, November 1, 2016, Doctor Wayne Ross, M.D., of Lancaster, Pa., a pathologist, performed an autopsy on the human remains. Following the autopsy, Doctor Ross opined that the remains were that of a female and that the arms and legs had been forcibly removed from the torso. Doctor Ross found that a cat litter like absorbent material was packed into the areas of the torso where the limbs had been removed. Doctor Ross ruled the cause and manner of death as pending further investigation. Detective Pettinato advised us that she has learned that Sara Packer is a frequent user of Facebook. So frequent that she will sometimes post about insignificant or minor incidents in her life, such as having a migraine headache. However, according to her brother Jason Pialaet and friend Chelsea Lorenz, Sara Packer had never posted anything about her daughter Grace being missing. Your affiant is aware that Facebook is easily accessible via smart phones and personal computers. Ti On Tuesday, November 8, 2016, the torso recovered on October 31, 2016 was positively identified as Grace Packer, DOB: 8/14/2001 through the dental records and the medical implant device as entered in NAMUS. Investigators learned that Grace’s body had been discovered unclothed. No jewelry was found with Grace's remains despite the fact that her ears were double pierced. She was not covered over to avoid detection. There was no insect infestation upon the torso, according to Dr. Ross and autopsy attending investigators. It was the consensus of Dr. Ross and those investigators that the discovery scene along SR 2041, White Haven Road near Dam Road, Bear Creek Township, Luzerne County Pa. was a secondary or subsequent dump location. Mea g, that Grace had been killed and dismembered elsewhere and actually stored somewhere else where insects were not able to infest her rem: During the search of the Quakertown residence, Montgomery County District Attorney's Office Detective Lieutenant Richard Nilsen found a receipt from the Tractor Supply store in Richland ‘Township, Bucks County, Pa., dated October 16, 2016 for a bow saw and two extra blades. Interestingly, an extensive search of the residence, outbuildings and vehicles failed to locate that saw and those extra blades. Bucks County District Attorney's Office Detectives Thomas Thiel and Martin McDonough were able to secure video at the Richland Tractor Supply store of Sara Packer buying the aforementioned bow saw and two extra blades. Grace Packer's remains were examined by Dr. Dennis Dirkmaat a board-certified forensic anthropologist in the state of Pennsylvania. Dr. Dirkmaat explained that Grace Packer's remains exhibited signs of a process called desiccation. Desiccation is the state of extreme dryness, or the process of extreme drying. A Bow saw and blades, identical to those purchased by Sara Packer on October 16, 2016 at the Tractor Supply store were sent to Dr. Dirkmaat for comparison to the scarring and tool marks ‘on the bones of Grace Packer. On Wednesday, January 4, 2017, Dr. Dirkmaat advised that his 5 a examination of the scarring and marks on the bones of Grace Packer is that an alternating tooth saw blade, likely with a raker tooth, was used to cut the bones. He additionally indicated that the bow saw blades submitted for comparison have those same characteristics. Montgomery County District Attorney’s Office Detectives obtained a record of Sara Packer's debit card purchases and learned that she had made a purchase with the card at the Target store on Rt. 309 in Richland Township, Bucks County, Pa. on July 8, 2016. This is the date that Sara Packer reported to Abington Police as being the day she last saw Grace Packer alive. It was determined that the purchase at the Target store on July 8, 2016 on Sara Packer's debit card was for 32 gel tabs of Diphenhydramine as well as 24 capsules of Tylenol PM which contains Acetaminophen and Diphenhydramine. On Friday, December 30, 2016 at approximately 3:28 pm, Montgomery County Emergency Services received a 911 call from Katherine Albright requesting emergency medical assistance for her boyf Township, Montgomery County, Pa. Albright advised the dispatcher that she had just come \d, subsequently identified as Jacob Sullivan, at 4298 Summit Ave. in Horsham home and found him barely conscious and non-responsive in the bedroom. She further advised that she believed that he had taken an overdose of pills. When asked by the dispatcher if she knows any reason why he would do this, she responded, “Um..there’s...there’s are a lot of reasons he would do this...we’re...uh god...we’re...| don’t know if you have watched the news lately...our...someone we were involved with was recently...It’s a big mess, It’s a big mess and | don’t really know how to explain it... but..oh my god”, Horsham Police and ambulance responded to Summit Ave and Sullivan was subsequently transported to Abington Hospital by ambulance, where he was hospitalized for treatment of a drug overdose and initially listed in critical condition. Albright was interviewed on scene by Detective Jeffrey Biggins of the Horsham Township Police Department and advised that had left the residence at approximately 10:45 am to go to her parent’s home in New Jersey. She advised that Jacob was playing a game on the television and was texting someone when she left for her Mn? parent’s house. She stated that while she was out she attempted numerous times to contact Sullivan by texting to his cellular phone that she had purchased for Sullivan, from her cellular phone 856 but he did not respond back. When she arrived home at approximately 3:20-3:30 PM she found Sullivan unresponsive in the bedroom of their home. While on scene at Summit Ave., Horsham Police recovered the following hand written suicide note: Dear Babies I ove you all so much. You are the only people that I have always been able to count on. I'm sorry that | am taking the coward’s way out, but | don’t have any strength left in me. People want to judge and lie and break me down. They have. can’t exist with Sara in jail and those fucking lying pigs and the whore media have made it impossible for us to live. They don’t care how many lives or laws they break. | know you will always know that we had nothing to do with this no matter what, lies they tell. ’m sorry to leave you. Remember all 've taught you. Daddy On Friday, December 30, 2016 at approximately 7:26 PM, Montgomery County Emergency ‘Communications received a second call from Katherine Albright. Albright advised that after the police and ambulance had left her residence earlier she had located a second subject “Sara” (subsequently identified as Sara Packer) unresponsive in the bathroom of the home. Albright if advised that she had transported Packer to Abington Hospital Emergency room in her private vehicle, Medical Records obtained from Abington Hospital indicate that both Jacob Albright and Sara Packer were both admitted to the hospital for attempted suicide by drug overdose. Additionally there is a notation on the medical record of Sara Packer that she had indicated to hospital personnel that she and Sullivan had entered into a “suicide pact” prior to taking a combination of prescription medication. On January 7, 2017, investigators from Bucks County and Montgomery County were notified by Abington Memorial Hospital that during the overnight hours, Jacob Sullivan admitted to several hospital personnel that he was responsible for the murder of Grace Packer. He admitted that Sara Packer was an accomplice. Investigators interviewed the hospital personnel to whom Jacob Sullivan confessed. Those individuals related specific details about the murder of Grace Packer, which included details that had not been previously released to the public. One of the individuals indicated that Jacob Sullivan wanted to “confess everything” to the police about involvement of Grace Packer. The hospital personnel also indicated that several family members visited Jacob Sullivan during this time frame Hospital personnel believed he also confessed to them as they witnessed an emotional encounter between Sullivan and his family. Jacob Sullivan was subsequently interviewed by investigators. He admitted that he and Sara Packer plotted the murder of Grace Packer. He indicated that they began planning her murder after Grace's return from residing with a family member in North Carolina (fall of 2015). He explained that on July 8, 2016 in the morning hours he and Sara drove Grace Packer from 819 Tennis Ave, Glenside, Abington Township, Montgomery County to their new residence 990 E. Cherry Road, Quakertown, Richland Township, Bucks County. Grace was in her pajamas and during the ride fell asleep in the back of Jacob Sullivan’s vehicle. When they arrived at the Quakertown residence, they walked Grace into the home where Jacob Sullivan struck Grace in the face several times splitting her lip. Following the physical assault, Jacob Sullivan and Sara Inf? Packer took Grace Packer up to the 3" floor attic of the residence. He admitted that they discussed him raping Grace before killing her. In the 3 floor finished attic Jacob Sullivan ripped Grace’s pajama top and bit her breast while Sara Packer watched. Jacob Sullivan admitted that Sara Packer was sexually aroused witnessing him do this. Jacob Sullivan admitted that he took Viagra pill prior to attacking Grace in preparation of the rape. Jacob Sullivan admitted that he performed cunnilingus on Grace, specifically describing his tongue penetrating her vagina. He admitted that he then forcibly inserted his semi erect penis into Grace’s vagina. He admitted that he prematurely ejaculated while raping Grace. Grace was conscious during the sexual attack. (It is noted that this was not the first time that Jacob Sullivan sexually assaulted Grace. He admitted that on two prior occasions in the days leading up to the murder he had sexual contact with Grace. Specifically he described that he performed cunnilingus on Grace as well as indecently assaulting {fondling] her.) Jacob Sullivan indicated that Sara Packer left to get medicine in order to sedate Grace. Upon would help mini e the pain that her return, they gave Grace the medicine. They told Graci she suffered from the physical assault. She took several pills that were given to her however she vomited shortly after. They then gave her additional pills. Following this, she was bound and gagged and left to die in a cedar closet in 3° floor attic. Jacob Sullivan described the attic as extremely hot. They then left the Quakertown residence and returned to their Abington home. At approximately 3 a.m. both Jacob Sullivan and Sara Packer returned to the ‘Quakertown residence where they expected to find Grace dead from the effects from the assault, drugging and excessive heat. They found that she was still conscious and alive. In response to Grace still being alive, Jacob Sullivan got down on the floor behind her and wrapped his arm around her neck and face and slowly squeezed the life out of her. He explained it was more physical and took much longer than he expected. nf He said they concealed her body in the 3" floor unused attic. They packed her body in kitty litter to mask the odor. She remained concealed in this location until mid-October of 2016 when police did a follow up investigation at their Quakertown residence regarding Grace's disappearance. He explained that following the police visit, they were concerned that they would discover Grace’s remains so they moved her body down to the 2 floor bathroom where they dismembered her limbs in a tub with a saw that was purchased by Sara Packer. They subsequently stored her dismembered remains in two separate plastic totes that were placed in Jacob Sullivan’s trunk. They subsequently drove north as Sara provided directions. They intentionally avoided the tumpike, taking only back roads. They did not have a specific location in mind but pulled over when they saw a clearing on a remote road. There they quickly disposed of Grace's remains. Following the dumping of Grace's remains, over the course of the next several weeks, they intentionally discarded evidence of the murder in various locations to avoid detection.
