Subject: IAS (Pay) Rules 1954 fixation of pay of IAS officers appointed as
Directors/ Joint Secretaries or equivalent in the central Government -
regarding.

Sir,

I am directed to refer to this Departments letter No. 11030/17/93-AIS-II


dated 11th April 2001 whereby IAS officers appointed as Directors/Joint
Secretaries in the Central Government are allowed to draw the maximum of the
pay scale of the post held by them in the Central Government with effect from the
date of their proforma promotion to the next higher grades in their parent cadres.
The provisions of the letter are effective from the date of its issue i.e. 11th April
2001. In other words the benefit under the letter is not to be extended to the
officers who had ended their Central Deputation before the date of its issue.
However the benefit would be extended to the officers who continued on their
Central Deputation on the date of issue of the letter, from the date of grant of
proforma promotion to the higher scales of pay in their state cadres.

2. The matter has been re-considered and it has been decided that the
benefit under this Departments above referred letter dated 11th April 2001, may
be extended to the IAS officers who were on central deputation during the period
13.5.1998 to 11.4.2001. The other conditions as contained in this Departments
letter dated 11th April 2001, as referred to at Para 1 above, shall also remain
valid.

3. These instructions would be equally applicable in the cases of members


of Indian Police Service and Indian Forest Service with suitable modifications in
the light of our letter no. 16017/1/98-AIS-II dated 17th July 2000 relating to their
pay fixation on their central appointments at the Directors level.
4 It is requested that the contents of this letter may be brought to the notice
of all concerned.
