1.0 OVERALL OBJECTIVE
The overall objective is to accelerate the implementation of existing PIC national energy
action plans in coordination with numerous other energy auditing, capacity building, public
awareness and educational activities in the region.

2.0 PURPOSE OF THE IN-COUNTRY WORKSHOP


Conduct energy audits (including the reporting process and training of local
stakeholders) at selected buildings.
Build capacity of locals on demand side management through a hands-on
training workshop and using the homework approach.
Finalisation and adoption of work plan and activities to be covered under the
REEEP project for Vanuatu as in the Vanuatu REEEP-SOPAC TOR.

3.0 ACTIVITIES
3.1 Energy Audit Training
The training was conducted through a
workshop setting with 18 participants and 2
resource persons. The sessions were
divided into three days activities with the
first day focusing on the theoretical aspects
of energy auditing. This included an
introductory to energy auditing process with
a presentation on an overview of the
electricity and fuel sector in the Pacific.
Participants were also taken through an
exemplary discussion session on the
energy auditing process.

On Day 2 of the workshop, participants Group discussions in Day 1


were guided to a walk-through energy audit
at two buildings. Participants were divided
into 4 groups with 3 groups to audit the 3-
floor Department of Lands building and the
4th group with the Vanuatu Public Library.
Data collated were analysed by the
respective groups and presented in plenary
on Day 3. Group presentations and
analysed data are appended as Annex 1.

The hands-on sessions provided


participants with an introduction to energy
auditing, reporting, recommending practical
measures to conserve and reduce electricity
consumption. Taking readings from the air conditioner

3.2 Follow-up Activities
In addition to the energy audit training sessions, the
Vanuatu Public Library was revisited to ascertain the
findings, particularly with the use of the air
conditioners. The audit report of the Library will be
finalised by the Energy Unit and SOPAC in mid
January 2010 this will then lead to the
implementation of the audit recommendations. An
audit report on the Department of Lands building will
also be finalised and submitted to the department in One of the retail outlets that the team visited
for electrical appliance costing
January 2010.

A visit to refrigeration and appliance retailers was also organised to identify some of the
locally available electrical white goods. Information revealed that there is no one major
supplier of electrical white goods and no specific legislation to govern the standards of
white goods imported into Vanuatu.

3.3 Energy Auditing Equipment


As part of the SOPAC-REEEP PICs Energy Efficiency, Auditing and Appliance Labelling
(EEAAL), the following auditing equipment were provided to the Energy Unit. The project
will also provide Lux meter and an Infra-red thermometer at a later date. The auditing
equipment will assist the Energy Unit its energy efficiency and conservation programmes.
The letter of acceptance from the Vanuatu Energy Unit is appended as Annex 3.

Terms of Reference

BACKGROUND
Participating PICs have developed and adopted energy policies, and energy action plans
as part of past /on-going regional assistance provided by SOPAC such as the Pacific
Islands Energy Policy and Strategic Action Planning (PIEPSAP) project. Their strategic
energy action plans prioritise the areas of energy efficiency (EE) and energy conservation
(EC), where the implementation of these plans /strategies has been an on-going
challenge for the respective PICs.

The project will primarily progress the implementation of Vanuatus National Energy
Strategic Action Plan in the areas of Energy Efficiency and Conservation. This will
contribute to addressing the need to reduce the reliance on high cost imported fossil fuels,
improved energy security and the added environmental benefits of reducing green house
gasses in Vanuatu.

The activities will be developed taking into consideration previous experience such as that
of the Fiji Appliance Labelling Project, demand side management energy auditing,
capacity building, public awareness and educational materials and programmes. In
addition, the project will align its activities to complement on-going activities and projects.

A comprehensive monitoring and evaluation process will be established to assess the on-
the-ground impact of the proposed activities.

and educational activities in the region.

Situation analysis and feasibility study of electrical appliances in Vanuatu including a
study of the impact(s) of introducing an appliance labelling programme.
Demand side management demonstration activities including capacity building of
locals to conduct energy auditing.
Awareness and educational programmes.
Monitoring and evaluation to assess individual project components and overall impact
of the project.
