Project: PROPOSED REPLACEMENT OF DEFECTIVE PRIMARY

POLE INCLUDING ACCESSORIES FROM IPB TO ANIMAL


FARM

Location: UNIVERSITY OF THE PHILIPPINES, LOS BAOS, LAGUNA

CONSTRUCTION METHODOLOGY

CONSTRUCTION OF TEMPORARY FACILITY


1. Coordination with PNOC-AFC Project Engineer prior to proceeding with any
work & securing necessary work permit.
a) Attend induction seminar regarding safety and company policies inside the
premises.
b) Construction of temporary facility inside the premises.

DIGGING OF HOLES (FOR ERECTION OF POLES)


1. Coordination with UPLB Project Engineer prior to proceeding to any work &
securing necessary work permit.
a) Submit shop drawing showing the location of proposed holes and actual site
verification prior to proceeding on the hole digging.
b) Conduct actual measurement and staking of proposed location of poles.
2. Barricading the area of work with warning signs and caution tape.
3. Hole digging using digging bar & shovel with extended handle.
a) Extracted soil will be placed on sacks for future backfilling. Left over soil will
be properly disposed.
b) Pole depth in ground must be;
(40 ft.) 12.0 m = (6 ft.) 1.8 m
(45 ft.) 13.5 m = (6.5 ft.) 2.0 m
(50 ft.) 15.0 m = (7.0 ft.) 2.1 m
c) Installing temporary cover while waiting for the concrete pole to be erected.

HAULING AND DISTRIBUTION OF CONCRETE POLES


1. Coordination with UPLB Project Engineer prior to proceeding to any work &
securing necessary work permit.
2. Hauling of concrete pole and laying near the designated location area. Arrange piles
of concrete poles properly to avoid obstructing flow of traffic, restriction to locators
entrance and access to fire hydrant.
a. Truck ban inside UPLB area must be strictly observed if any.

POLE ERECTION
1. Coordination with UPLB Project Engineer prior to proceeding to any work &
securing necessary work permit.
2. Request for a schedule of Temporary Power Interruption on areas affected by the
erection of concrete poles. The specific areas are:
For 13.2 kV To be discuss on coordination meeting.
Note:
a) Schedule of shutdown for 13.2 kV must be within one single day as much as
possible during Saturdays and Sundays as discussed in the pre-bid
conference.
3. Prior to erection, install ground wire inside the concrete poles.
4. Assist UPLB Engineering personnel in de-energization of power supply on affected
areas.
5. Isolate power from energy source, Install lock-out and tag-out, discharging stored
energy and installing cluster grounding prior to proceeding with the activity.
6. Install warning signs and caution tape around the work area.
7. Assign personnel to man the traffic flow.
8. Erection of each pole using crane and telescopic man-lift equipment, to ensure fast
and accurate movement and avoid delay in the schedule of temporary power
interruption.
9. The back fill is thoroughly tamped the full depth.

INSTALLATION OF ANCHOR AND GUYING SYSTEM


1. Coordination with UPLB Project Engineer prior to proceeding with any work &
securing necessary work permit.
a) Submit shop drawing showing the location and actual site verification prior to
proceeding with the excavation.
2. Barricading the area of work with warning signs and caution tape.
3. Excavation using digging bar & shovel with extended handle.
a) Extracted soil will be placed near the excavation area for backfilling after anchor
block or anchor log had been installed. Excess soil will be placed on sacks and
properly disposed.
b) Use sump pump if water is present during excavation.
c) Excavation depth in ground must be 8 ft. for 9 ft. and 6 ft. for 7ft. anchor rod.
d) Anchor rods are to be installed in line with guying system and thimble eye of the
rod exposing approximately 150mm from the ground.
e) Backfilled soil must be thoroughly tamped.
f) Guying system is placed before the conductors are strung. One down guy are to
be installed diagonally to the ground and in line with the strain as specified on
plan.

POLE DRESSING AND STRINGING OF WIRE
1. Install a High Voltage Barrier on High Voltage line if any on opposite the
proposed location of stringing during scheduled shutdown in preparation for the
preceding works. In case the proposed work activities on potentially energized
area are restricted. For safety considerations, longer schedule from 6 AM to 5 PM
of temporary interruption shall be requested or a second schedule shall then be
considered.
2. The minimum line to line clearance from potentially energized 69 kV and 13.2 kV
respectively must be 1.8 meters away. The minimum line to line clearance for
13.2 kV must be 1.2 meters.
3. Installation of cross arms and its braces, insulators and other pole line accessories
using telescopic man-lift equipment particularly when working near the High
Voltage line. Clearance of workers from potentially energized line must be 1.8
meters away for safety consideration.
4. Installation of cross arms and its braces, insulators and other pole line accessories
by pulling-up manually using single pulley attached on the upper tip hole of the
pole. This procedure is applicable for non potentially energized power lines area.
5. In preparation for stringing of ACSR wire, a 1 diameter nylon rope are stringed
first to serve as pulling aid. Pulleys and rollers are installed in every pole to serve
as guide and protection of the ACSR wire.
6. ACSR wires are placed on a stand spool that will serve as dispenser during
stringing. The ACSR wires are to be tied to the end individually by a 1 diameter
nylon rope.
7. Hand held radios will to be used during stringing to man the puller and the
dispenser teams to synchronizing with each other.
8. Self-loading truck is to be used to pull the nylon rope.
9. Tensioning of ACSR wires are by fixing to one end using suspension insulators
and strain clamps, and pulling to the other end using ratchet type chain block to
the desired sagging level.
10. Wire sagging will be observed depending on the spanning distance and size of
wire.

INSTALLATION OF POLE MOUNTED TRANSFORMER AND ACCESSORIES


1. Installation of pole mounted transformer to the newly erected pole using boom
truck or crane as lifting equipment. Prior to installation, procedural tests on
transformer must be conducted by the supplier with corresponding test results
such as:
a. Insulation Resistance Test / Polarization Index test.
b. Transformer Turn-Ratio Test
c. Winding Resistance Test
d. Dielectric Breakdown Voltage Test
e. Excitation test

2. Installation of fuse cut-outs and lightning arresters are to be mounted on steel
cross arm using L& I bracket. Clearance, accessibility, ampere rating of fuse link
and rating of lightning arrester must be properly observed.
3. Ground terminal of lightning arrester must be connected to system / equipment
grounding and or on grounding rod.

TESTING AND COMMISSIONING OF ALL INSTALLED ELECTRICAL


SYSTEM AND EQUIPMENT
1. Testing of installed distribution lines using Hi-pot tester. Prior to testing, advised
all concerned for the activity to keep away from the installed lines for safety
consideration.
2. Tapping of installed distribution line to its power source.
3. Tapping of wires and cables to the power source and to the equipment for the
energization of the system.
4. Advise all workers and other concern for the proposed energization of the system.
5. Assist UPLB in switching-on their isolation breaker.
6. Check for power supply presence on existing loads.
7. Energization of the pole mounted transformers. Prior to energization, the main
circuit breaker for the secondary side of transformer must be in off position.
Using a telescopic hot stick, switch-on the fuse cut-out one at a time. Check the
voltage and phase sequence on the line side of main circuit breaker.
8. Conduct thermal scanning on installed connectors and tapping connections.
Correct hot spots if any.

TURNOVER
1. Conduct proper coordination to UPLB project-in-charge to formalize the final
turn-over of the project.
2. Rectify punch lists if any.
