Asbestos and Home Remodeling
Sponsoring Organization
Abatement of Idaho (fictitious)
Offers education programs for the homeowner to safely recognize presumed asbestos
containing materials (PACM), provides a service for the testing, removal, and disposal
of PACM, and informs the homeowner of local and federal government agency
requirements.
Project Description
Local homeowners are unaware of asbestos in their homes when they begin remodeling
projects. The community has many older homes that require updating and the
homeowner is putting themselves at risk for asbestos related diseases such as:
asbestosis, mesothelioma, and lung cancer. The purpose of this instruction is to prevent
not only exposure to the current home owner, but also to future home owners. This
course will educate individuals on the correct methods used to prevent asbestos
exposure that leads to disease.
Aim
The goal of this instruction is to protect the homeowner and those who enter the home
from potentially contracting asbestos related disease and exposing others to the harmful
effects of asbestos. This instruction will also educate the homeowner when asbestos is
really a concern and when it is not.
Target Audience
Homeowners:
Considering home improvement projects
With homes built prior to 1980
Unaware of the potential dangers of asbestos
Who are unable to recognize PACM
Are unable to distinguish when asbestos is and is not a concern
That may require an abatement in their homes prior to remodeling
Delivery Options
Computer based training or classroom instruction. These delivery options are to allow
those individuals who are unable to attend a classroom setting to gain the knowledge
they require before remodeling activities begin. Classroom instruction would be for
those who can attend and prefer an interactive training session.

Instructional Need
Training would greatly increase public awareness of the actual concerns when working
with or around asbestos materials. This would include identification, sampling, testing
resources, disturbance concerns, handling, disposal and resources in the community for
assistance such as, toxic material testing and sampling services, Abatement of Idaho,
and local asbestos landfills.
Comparative: The city compared to other cities of similar size in the state has more
homes built prior to 1980 that may need or are undergoing renovation.
Anticipated: The need for education will continue as home owners do renovation
activities and home improvements.
Critical Incident: Homeowners in the community are concerned about their safety and
health when performing home improvements and remodels. Some of the community
has become innately aware of Libby, MT a community only seven hours north, which
has had many deaths due to asbestos related diseases exceeding 400 individuals in a
town of approximately 2,700 people.

Learner Analysis
Primary Audience
Local homeowners of homes primarily built on or before 1980
Individuals in the community who want to better informed on the potential
dangers of asbestos
Secondary Audience
City council members for community awareness
Entry Characteristics
Many with needed or required home renovations/upgrades/repairs
Those who desire to do home improvements safely
Individuals who have become aware of possible dangers of asbestos
Member of the community who have made poor judgements when performing
remodel and renovations in their homes
Those individuals who have cognitive skills and the ability to make sound
decisions
Average English reading, writing, and arithmetic skills at least an 8 th grade
level or higher
Individuals who are physically able to attend classes and/or have a computer
with internet access.
Contextual Analysis
Orienting Context
The individuals must be interested in their personal and future health and being
informed on how to work with asbestos material safely to ensure the health of
others in the community.

The community participants should view this as an opportunity to have a better
understanding of asbestos properties when asbestos is a concern and when it is
not.
The participants accountability includes following local and state laws governing
asbestos that apply to them. They also should be aware of the potential effects
on their own health and the health of others in the community.
Existing and Potential Misconceptions:
o Think asbestos is entirely outlawed and not currently in use in home
construction
o Do not know where asbestos materials may be located with their homes
o Think they do not have asbestos material in their home
o Have misconceptions about safe removal techniques
o Feel that all asbestos material will or can affect their health
Instructional Context
Classroom trainings on Friday evening and Saturday morning the second
weekend of every month for three months, then as needed. Computer based will
be a link on the city web page where individuals can access narrated training
when it is convenient for them
Classes will be held in the city library it is well lit
Minimal noise the location of the classroom is away from the public area and the
door can be closed
Temperature is approximately 72 degrees and is comfortable
Expected class side is for 20 individuals there are more seats for unplanned
attendees. Seats are padded and are set with 8 ft. long tables, at 6 chairs per
table on one side facing the front of the classroom
City library classroom - first floor, east side
Projector, projector screen, remote control, some non-asbestos samples
City transportation is available or the use of a personal vehicle
Technology Inventory
Online training: will be accessed through personal computers or can also be
accessed using the library computer lab, printers may also be useful to print
instructional material, but are not required
Classroom training: projector, projector screen, remote control, one large white
board at the front of the classroom. Attendees may bring personal laptops
Transfer Context
Online training: will contain short quizzes throughout. The learners will be able
to repeat the questions until they get them correct. They will not be able to
proceed with the training without answering them correctly. The learned may
review the previous information contained within the computer based training as
needed. A link to print out content materials for reference will be provided

Classroom training: will involve discussion, group work, visual materials will be
provided along with non-asbestos samples, handouts will be provided for
reference material. Class will be designed to be interactive. Questions may be
asked at any time during the class, it will be an open forum for comprehension
and clarification

INSTRUCTIONAL IMPACT BASED UPON LEARNER CHARACTERISTICS
Application of Learning Theories
Because many of those who are attending these classes will not be accustomed to
sitting long periods of time and being engaged in the learning process the class will be
held to three hours in length. This should allow enough time for at least two, 10 minute
breaks and one 20-minute break, as well as instruction time. The adults in this class
may have other responsibilities to take care of that could become a distraction if they
were unable to have time to take care of them. For example: some may need to call the
babysitter to check on children. This time will also allow them to get something to eat,
drink, or take care of other personal matters.
Good visual learning materials including physical examples, pictures, handouts to read
and a tour of the building to point out PACM will be useful for application of the
information they are learning. It will help for the attendees to be engaged in the subject
matter, clarify and help them understand where, how, and why asbestos was/is used.
The class will always be open for discussion. However, the students will be made aware
that they can continue with the instructor after class if their discussions are more
complex in nature. Allowing the learners to talk about asbestos will help them assimilate
the information, as well as help other students understand the concepts. Additionally, if
the student is involved in the learning process they will be more engaged which
increases their retention of the information.
Online instruction will be made available for homeowners who are unable to attend a
classroom session and for those who have attended classroom sessions, but would like
to review the information presented in the class. Online instruction will allow flexibility
with the homeowners schedules because they often are busy with work, family or other
commitments.
In the Community Education link, under the Q & A tab, there will be some common
questions that may be common with answers where the homeowners can scroll though
and see if their question has already been addressed. Additionally, a link will be
provided where the home owner can submit questions or they will be able to call and
request additional information. The instructor will contact and respond to these
questions.

Instructional Need/Aim
The goal of this instruction is to protect and educate the homeowner during remodeling
and renovation of their homes from potentially contracting asbestos related diseases
and exposing others to the harmful effects of asbestos. This instruction will also educate
the homeowner on safe practices, recognition, identification, removal and disposal of
asbestos.
Goal Analysis
Using the information provided by the Asbestos and Home Remodeling Course the
students of the course will be able to recognize presumed asbestos containing materials
(PACM) in their homes they will know and understand safe practices, how to recognize,
identify, remove and dispose of asbestos containing materials.
Understand what asbestos is, its properties, and where it is found in the home
Recognize what aspects of asbestos are harmful to health and how to prevent
exposure to asbestos fibers
Recognize what asbestos materials require removal and disposal
Know how to get sampling and testing completed for PACM)
Understand local and state requirements for removal and disposal of asbestos
Can safely remove asbestos or arrange the safe removal of asbestos
Can dispose of asbestos within local and state law requirements
I understand what asbestos is, its properties and where PACM is found in my
home
I know when asbestos can be harmful to my health and what I must do to prevent
being exposed to asbestos fibers
I know where who to contact to get sampling and testing done on PACM that
should be removed from my home
I understand that I must contact the state and local government agencies for
information, restrictions, or if I have any additional questions on removal or
disposal of asbestos

Project (Instructional) Goal
The Asbestos and Home remodeling course will provide information on recognition of
asbestos, testing, removal and disposal for those wanting to perform remodeling or
abatement work in their homes. The course is to be informative and designed for adults.
The class will be an open forum in a comfortable environment while providing
information that is reinforced through examples, handouts, and other resources to
increase retention of the information presented.
Terminal Objectives:
1. The students will understand what asbestos materials may be harmful to their
health before performing remodeling and renovation projects in their homes and
how to prevent exposure to fibers.
3. Students will know what PACM to sample and how to submit materials for testing
or request services to determine if building materials are asbestos containing
material (ACM).
4. Homeowners attending the class will know what is legally their responsibility
concerning asbestos materials for removal and disposal.
5. The class attendees will know what ACM or PACM can be safely removed or
handled by them or if they should hire an abatement contractor.
Terminal Objective
2. The class attendees will be able to recognize construction presumed asbestos
materials (PACM) and understand that most building contain asbestos containing
materials (ACM).
Enabling Objectives:
1. While touring the library, homeowners will gain knowledge and recognition of
suspect or PACM building materials. (Cognitive - Remembering)
2. Given PACM samples of building materials the students will discuss and observe
asbestos characteristics. (Cognitive Understanding & Analyzing)
3. Once the library tour is complete each homeowner will discuss with a partner the
top three things they learned during the tour. (Cognitive - Understanding &
Evaluates)
