Low Income Healthcare Opportunities

COBRA/State Continuation
COBRA provides certain former employees, retirees, spouses, former spouses and dependent
children the right to temporary continuation of health coverage at group rates. This coverage,
however, is only available when coverage is lost due to certain specific events. It is ordinarily
less expensive than individual health coverage.

Children’s Health Insurance Program (CHIP)


Ohio Medicaid offers two programs for children, families and pregnant women with limited
income to get health care. Once eligible for Medicaid, each child (birth through age 20) will have
access to various services under the Healthchek program.

Medicaid
You may be eligible for Medicaid, the government-funded health care program for individuals
with low income. Medicaid provides access to health care services for children, pregnant
women, families with children younger than 19, people with disabilities and adults 65 and older
who meet certain financial requirements.

Ohio Association of Free Clinics


The Ohio Association of Free Clinics is a nonprofit organization developed to assist those in
need of health care services. Direct health care services are not provided on-site, but referrals
are made to a health care clinic. Free clinic services vary, but may include primary care,
prescription assistance, dental, vision, behavioral health and other specialties.

Free Prescriptions
Ohio's Best RX is a prescription drug discount card program designed to lower the cost of
prescriptions for Ohio residents without prescription drug insurance coverage who are 60 years
of age or older or younger than age 60 with annual family incomes of less than 300 percent of
the federal poverty level.

Local One Stop offices


Ohio has 90 local One-Stop offices designed to assist job seekers, employers and youth

Project HIRE
Project Hometown Investment in Regional Economies (HIRE) is a statewide initiative focused
on jobs. It provides enhanced job matching strategies linking employers and job seekers.

Ohio Learning Accounts are flexible training accounts of up to $6,000 for eligible dislocated
workers who require training or certification as a condition of accepting a job offer in a targeted
industry or demand occupation.

The Emergency Food Assistance Program (TEFAP)


TEFAP is a federal program that helps supplement the diets of low-income individuals by
providing them with emergency food and nutrition assistance.

Women, Infants and Children (WIC)


WIC provides federal grants to states for supplemental foods, health care referrals and nutrition
education for low-income pregnant, breastfeeding and non-breastfeeding postpartum women,
and to infants and children up to age 5 who are found to be at nutritional risk.

National School Lunch Program


The National School Lunch Program (NSLP) is a federally assisted meal program operating in

Dislocated Peace Officer Training Assistance Program

The Ohio Attorney General’s Office and the Ohio Peace Officer Training Commission are now
offering tuition assistance to eligible dislocated peace officers for selected OPOTA courses. By
completing training during a period of unemployment, officers are more prepared to return to
work quickly when called back to duty.

e-OPOTA Courses

The Ohio Attorney General’s Office and the Ohio Peace Officer Training Commission offer a
variety of courses via a Web-based service. Dislocated officers can take advantage of these
accessible and convenient training courses.

For those looking to attend a college or university, the FAFSA is the first step in the financial aid
process used to apply for federal student financial aid programs such as grants, loans and work-

Ohio Legal Services


Civil legal aid in Ohio refers to the free legal services provided by hundreds of attorneys and
paralegals throughout the state. These professionals work through local and regional legal aid
offices, volunteer pro bono programs and reduced-fee contracted services to help thousands of
low-income people gain access to legal representation.

Pine Tree Legal Assistance


Pine Tree Legal Assistance provides referrals to free legal assistance to eligible clients or state
support to legal services programs. Most of the organizations are grantees of the Legal Services

Save the Dream Ohio

The Ohio Attorney General’s Office supports Save the Dream Ohio, Ohio's foreclosure-
prevention resource. Save the Dream is designed to give struggling homeowners more
information about the foreclosure process and link them to possible sources of help. Information
is available on how to contact mortgage servicers, resources in each county, how to avoid
rescue scams, legal assistance and mediation.
