About the TaiwanICDF

The International Cooperation and Development Fund (TaiwanICDF) is dedicated


to boosting socio-economic development, enhancing human resources and
promoting economic relations in a range of developing partner countries. We also
offer humanitarian assistance and provide aid in the event of natural disasters or
international refugee crises.

To carry out our mission, we offer a range of assistance that centers on four core
operations: lending and investment, technical cooperation, humanitarian assistance,
and international education and training. Our Fund is used to make direct or indirect
investments and to finance lending operations. Revenues generated by the Fund
are used to support our bilateral or multilateral technical cooperation projects,
humanitarian assistance operations and education and training.

Every new project from the TaiwanICDF proceeds according to a rigorous project
cycle and is backed by mutual covenants signed in cooperation with relevant
stakeholders. Our projects are designed to address the strategic development goals
of each of our partner countries, pay due consideration to associated regional trends,
and maximize results by employing the right combination of capital and technical
cooperation.

Ultimately, our work is tailor-made to the local needs of each partner country.
Our assistance covers a variety of contemporary development issues such as
environmental protection, public health, agriculture, education, and information and
communications technology.

We are also acting to improve human resources and build institutional capacity at the
TaiwanICDF itself. We believe that as a stronger, more professional organization, we
will be better placed to advise decision-making bodies within our government. Efforts
to improve our own organization will also help us to deepen the coverage of our
projects and transfer technological know-how to our partners. We aspire to making
the most effective use of manpower and resources, and replicating and adapting
successful experiences from one partner country to another.

Overview of the International Higher


Education Scholarship Program
International education and training from the TaiwanICDF shares Taiwans own
development experiences with developing partner countries around the world.
Our aim is to help these partner countries cultivate and nurture a talented pool of
human resources.

To achieve this objective, our International Education and Training Department


performs a range of interconnected operations. Our in-depth, professional
workshops are dedicated to contemporary trends in development, while
our higher education scholarship program draws on expertise at Taiwanese
universities to strengthen know-how in critical disciplines. We also cooperate
with a number of international organizations on training projects.

Our International Higher Education Scholarship Program was initiated in


1998 when we joined forces with a group of Taiwanese universities to offer
scholarships for a number of English-language courses, up to and including Ph.D.
level.

The program enables talented young citizens to come to Taiwan to pursue their
higher education and follow course materials and learning objectives that are
specifically designed to address key development issues. The program provides
full financial support for tuition and living expenses, and having grown in scope
over the years, now covers 35 courses from 21 universities 12 bachelor's, 21
master's and two Ph.D. programs. These courses focus on the development needs
of our partner countries by addressing issues such as tropical agriculture, aquatic
sciences, business administration, information technology, human resource
development, medicine and public health, or various fields of engineering. All of
these disciplines are in high demand in our developing partner countries. We aim
to boost social development and economic growth by generating a pool of quality
human resources.

TaiwanICDF Scholarship Application
Instructions

3.1 Eligibility
Applicants applying for a TaiwanICDF scholarship must meet both the general
eligibility criteria (please refer to appendix 1) and be a national of a country on the
List of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix
2). Applicants must also meet the Regulations Governing Visiting, Resident, and
Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agency.
***Please Note: All Undergraduate Programs only accept applications submitted by
citizens of allied countries of ROC (Taiwan).

3.2 Application Procedure


The 2017 TaiwanICDF Scholarship application period will run from January 1 to
March 17 (GMT +08:00). For the 2017 TaiwanICDF International Higher Education
Scholarship Program, there are a total of 31 study programs available for scholarship
application.

Applicants should: (1) complete the TaiwanICDF International Higher Education


Scholarship Program Online Application, and (2) submit the documents listed
below to the ROC (Taiwan) Embassy/Consulate (General)/Representative Office
in their country. Applicants must ensure that they submit accurate and complete
documentation; failure to do so will result in the application not being processed.
Please also note: (1) Late submissions will not be accepted and/or processed; (2)
All Undergraduate Programs only accept applications submitted by citizens of allied
countries of ROC (Taiwan).
Documents to be submitted:
1. A photocopy of applicants passport or other document showing proof of
nationality.
2. A photocopy of applicants highest-level diploma and academic transcripts.
3. A photocopy of applicants English proficiency certificate.
Please note: This means a TOEFL test score or that of another recognized English
proficiency exam, or documents certifying that the applicant has graduated from
a program where all courses were taught in English. Applicants who are unable
to provide such proof of English proficiency due to special circumstances may
be assessed for English proficiency by an ROC (Taiwan) Embassy/Consulate
(General)/Representative Office via interview or other forms of testing. Applicants
whose official national language is English are exempt from needing to supply
these documents.

5. Any other documents specifically requested by an ROC (Taiwan) Embassy/


Consulate (General)/ Representative Office.

Please Note: In addition to the above documents requested as part of their


scholarship application, applicants should also submit all documents required by
the TaiwanICDF partner university that they are applying to before the admission
deadline of that university. For detailed information on such documents, please
refer to Section 4: Study Programs Available for TaiwanICDF Scholarship
Application at Partner Universities in 2017 in this brochure and the related
websites of each study program for further admission information.

The ROC (Taiwan) Embassy/Consulate (General)/Representative Office will


conduct a first review of applicants based on the eligibility requirements and
selection criteria of the TaiwanICDF, and then submit their list of recommended
applicants to the TaiwanICDF no later than March 31 each year.

A second review of the qualified applicants will be conducted by an academic


committee organized by the individual partner university in joint cooperation with
TaiwanICDF representatives. Such reviews will be based on each universitys
selection criteria, whilst also accounting for the eligibility requirements and
selection criteria of the TaiwanICDF.

After the second review has been conducted in cooperation with all partner
universities, the TaiwanICDF will announce its list of scholarship recipients,
in principle, no later than June 30 each year. Successful applicants will receive
an acceptance letter through the ROC (Taiwan) Embassy/Consulate (General)/
Representative Office to whom they originally applied.

Please note: Gaining admission from the university does not necessarily mean
that the applicant has also been given a TaiwanICDF scholarship. Only the
applicant who receives the acceptance letter issued by the TaiwanICDF is the
scholarship recipient.

ABOUT THE PROGRAM


1. The curriculum is grouped into three major categories: Tropical Agricultural
Resource Planning; Production and Management of Tropical Agricultural Resources;
and Conservation and Utilization of Tropical Agriculture Resources. Agronomy,
Horticulture, Plant Protection, Rural Planning, Veterinary Medicine, Animal Science,
Forestry, Wood Industry, Aquaculture, Food Science, Agribusiness Management and
Wildlife Conservation are the focus areas. Except for required courses, the selective
courses will be tailor-made upon the request of major professor(s) on specific topics
for the student.
2. Ph.D. students must complete the following requirements before the Ph.D.
dissertation exam:
(1) Minimum of 30 credits (including 18 credits in courses and 12 credits in Ph.D.
dissertation).
(2) Publications.
(3) Minimum TOEFL ITP score 550 or equivalent English-proficiency verifications
(except for foreign students from English speaking countries). If the students
could not pass the English-proficiency test, an additional full research paper
published in SCI (or the same) journals or three English papers published in peer
reviewed journals as a substitute should be provided before the Ph.D. dissertation
exam.
3. After completion of dissertation, the students will receive the Doctor of Philosophy
degree from the Department of Tropical Agriculture and International Cooperation,
International College.

ENTRY REQUIREMENTS
1. Completion of a masters degree in agriculture or related fields at public or registered
private universities and independent colleges, or foreign universities and colleges
approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to
take the TOEFL or equivalent English-proficiency verifications.

ABOUT THE PROGRAM


1. The curriculum covers all fields related to tropical agriculture, including agronomy,
horticulture, plant protection, rural planning, veterinary medicine, animal science,
forestry, wood industry, aquaculture, food science, agribusiness management and
water and soil conservation, etc. In addition to the required courses (14 credits,
including 6 credits for thesis), the selective courses (16 credits) are tailor-made
according to the requests from the supervisor(s) of a student.
2. Students must complete a minimum of 30 credits and a minimum TOEFL ITP score
530 or equivalent English-proficiency verifications (except for foreign students from
English speaking countries) before the masters thesis oral exam.
3. After completion of all the requirements for courses, English proficiency and thesis,
the students will receive the Master of Science degree from the Department of
Tropical Agriculture and International Cooperation, International College.

1. Completion of a bachelor degree in agriculture or related fields in public or registered
private universities and independent colleges, or foreign universities and colleges

Undergraduate Program in Tropical Agriculture

ABOUT THE PROGRAM


1. Courses in fields of tropical agriculture, including agronomy, horticulture, animal
science, aquaculture, veterinary medicine, food science, agribusiness, and plant
production are offered for this undergraduate program. Students must complete a
total of 130 credits hours (including required credits and elective credits) to graduate
with the Bachelor of Science. For elective credits, students can choose courses
freely in all fields according to their personal interests and availability of courses,
and acquire general and diversified knowledge in agriculture. However, if a major is
desired, the department currently offers two majors, Animal Production and Plant
Production.
2. Students must complete more than 70% elective credits in the same major, either
Animal Production or Plant Production, so that the major can be specified on
the graduate certificate. In plant production, the courses include but are not limited
to: agronomic and horticultural crop production; plant protection; and agri-business
management. In animal production, the courses include but are not limited to:
anatomy and physiology of animals; utilization of animal products; fish breeding and
propagation; and pond management.
3. English Ability Examination: Students must pass a minimum of TOEFL ITP score
500 or equivalent English-proficiency verifications before graduate (Except for
foreign students from English speaking countries).
4. After completion of all required courses and English Ability Examination, the
students will receive the Bachelor of Science degree from the Department of
Tropical Agriculture and International Cooperation, International College with or
without a major.

ENTRY REQUIREMENTS
1. Completion of a Senior high school or vocational high school education, or the
equivalent, from institutions approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to
take the TOEFL or equivalent English-proficiency verifications.

(IUP in BA)

ABOUT THE PROGRAM


The IUP in BA provides most courses in English which includes various professional
courses and focuses on relevant management courses.
Students are required to fulfill 128 credits for graduation, which includes 54 credits for
required courses, 42-46 credits for elective courses, 28-32 credits for general courses,
and 4 PE and 2 service learning courses.
After completing their studies, students will receive a Bachelor of Business
Administration Degree from the Department of Business Administration at the College
of Commerce.

ENTRY REQUIREMENTS
International Students who meet the following requirements are eligible to apply:
1. Applicants of foreign nationality and have never held R.O.C nationality and also
who do not possess overseas Chinese student status at the time of their applications
and who comply with the regulations regarding International Students undertaking
Studies in Taiwan (http://edu.law.moe.gov.tw/EngLawContent.aspx?Type=E&id=21
0&KeyWord=International) of the Ministry of Education (MOE).
2. Applicants with a high school diploma or above are eligible to apply for
undergraduate programs.

ABOUT THE PROGRAM


The International MBA (IMBA) program offered by National Chengchi University
(NCCU) has dual accreditation by the Association to Advance Collegiate Schools of
Business (AACSB) and the European Quality Improvement System (EQUIS), a key
indicator of our quality resources in business education.

The IMBA program is designed to develop qualified candidates to be leaders in the


field of international business, with a special focus on the Asia-Pacific region. With the
continued growth of Asias emerging economies and the expansion of firms on a global
scale, the NCCU IMBA offers the perfect venue for international candidates to learn
about Asian economies.

The IMBA program requires a minimum of 42 credits to graduate. Required courses


account for 24 credits, including Business Quantitative Methods, Corporate Social
Responsibility and Ethics, Financial Management, Leaders Forum, Leadership and
Team Building, Accounting, Managerial Economics, Management Information Systems,
Marketing Management, and Strategic Management. The elective courses fall under
four areas of concentration: Entrepreneurship, Finance, Management in Asia and
Marketing. Students have the option of taking the required number of courses to achieve
a concentration or take courses across concentrations to graduate with a General MBA.

The IMBA program provides an optimal international and multicultural learning


environment by maintaining balance between Taiwanese and international students
admitted to the program. The international students represent professionals from over 35
countries in 5 continents. They are guided by our faculty base comprised of academics
and industry experts in Taiwan and from around the world.

The IMBA faculty come from three equally qualified pools of local and international
talent. A third of the instructors hail from faculty members of the College of Commerce

ENTRY REQUIREMENTS

1. Personal Data Form
This is an online form in our application system containing your personal details
(name, address, academic history, language proficiency, employment history, etc.).
If you change your address after the application period is over, please make sure that
you notify the IMBA Program office so we can contact you.
In the Employment History area, include descriptions of your 3 most recent full-time
positions, significant part-time employment, internships, or volunteer work.
2. Essays
The required Essays allow the Admissions Committee to learn about you, your
accomplishments and your professional aspirations. You will be asked some
questions and type them in the application system. Your essay should not be written
or edited by anyone other than yourself. Please prepare these essays carefully and
candidly, follow the instructions in the system for each essay.
3. Two recommendation letters
Two recommendations are required and should be completed by individuals who are
well acquainted with you and your managerial capabilities. Preferably, they should
be written by employers or supervisors. You are advised to request recommendations
well in advance of the application deadline to ensure your application package is
complete when submitted.
As part of the online application process you will be asked to provide email addresses
for your recommenders, the system will then send them a link they can use to access
the system and fill the recommendation letter online or upload a letter of their own.

International Masters Program in International Studies (IMPIS) at National Chengchi
University (NCCU), established in August 2012, aims to bring a broad interdisciplinary
focus to the understanding and study of contemporary international relations. It provides

ABOUT THE PROGRAM


The College of Technology Management at National Tsing Hua University, located in
Hsinchu of Taiwan, offers International Master of Business Administration (IMBA)

ABOUT THE PROGRAM


National Tsing Hua University is located next to the Industry Technology Research
Institute (ITRI) and Hsinchu Science and Industrial Park. Within an hour driving,
you can reach the Hsinchu Industrial District, Chu Nan Industrial District, Tai Chung
Industrial District and Tung Luo Industrial District. Apart from all these industrial
districts, National Tsing Hua University already has very strong research sources,
achievements and work teams of Science, Engineering, Life Science, Humanities &
Social Science and Technology Management. The key direction of this program is
twofold: One is to combine technology talents and resources within the school; the other
is to take the hi-tech industrial companies next to National Tsing Hua University as
training places for students.
The plan of this program is to follow certain directions as the intention of
development of IMPISA. The directions are as follows:
1. Train innovative information technology personnel. The courses will focus on the
three major fields:
Data Science
We are looking for students from different domain knowledge, such as electrical
engineering, education, business management, humanities & social sciences,
and medicine. Under the cross-scope and multi-cultural environments plus the
lectures and advising from our professors who are specialized in data mining,
machine learning, artificial intelligence, natural language, and big data analysis,
IMPISA is a perfect place to train outstanding data scientists.
Creative Multimedia
IMPISA has lots of experiences in creative multimedia and have obtained some
distinguished and breakthroughs in recent years. In this group, we are focusing
on combining information system with other knowledges, such as Wireless
Multimedia Networking Technologies and Computer Vision for Visual Effects
to name a few.
Human-centered Interaction and User Experience
Consist topics related to intelligent human computer interface, natural language,
learning technology and information media. Based on the four topics, we also

extend our research to game programming, user experience, social computing,

2. Encourage foreign students to take relevant culture courses to learn within a
multi-cultural environment.
3. Provide students to have opportunities to visit local technology industries in order

Program Plan
1. Graduate credits will be 24 credits, plus 4 credits for thesis; altogether there will
be 28 credits.
2. There will be two pre-courses, which shall not be counted into the graduate
credit, including Computer Programming and Data Structure. Basically, these two
courses are prerequisite to apply for this program.
3. IMPISA program will require two years for a student to graduate.

scholarship. If you have a sponsor to satisfy this financial obligation, then your
sponsor must provide a letter declaring their relationship to the applicant and their
intent to provide financial support throughout his/her period of study.
7. Declaration Form
Print out the declaration form and sign at the end of the form after reading through
it. If applicable, we may ask the applicant to submit a copy of the statement of travel
record, or the Forfeited Nationality Permit Certificate issued by Ministry of the

This program aims to nurture expertise in sustainable development among the next

electric power engineering, including electric machine drives, power systems and power

ABOUT THE PROGRAM


The curriculum is grouped into four major categories: Agricultural Policy, Institutions
and Regulations, Agricultural Marketing, and Trade and Consumption.

Students are required to complete 24 credits, including 18 credits of Required Courses, 6


or more credits of Elective Courses offered by the department, and Masters Thesis.

After completing their studies, students will receive a Master of Science Degree

ABOUT THE PROGRAM


Kaohsiung Medical University (KMU) Bachelor Program in Medical Laboratory Science
and Biotechnology. This 4-year bachelor degree program integrates a complex level of
theoretical and technical instruction in laboratories of the field as below:

The students are enrolled in general education, science, and preliminary medical

International Cooperation and Development Fund (TaiwanICDF) scholarship at Taipei
Medical University is only provided for students at Health Care Administration.

ABOUT THE PROGRAM


The School of Medicine for International Students is a newly established four-year M.D.
program (taught in English for Bachelor's degree) in compliance with the government
policy that aims to cultivate passionate and devoted international medical professionals
for countries that have a diplomatic relationship with Taiwan. Students are conferred
only a Bachelor's diploma in English upon graduation and must return to their home
countries after graduation, and students are not allowed to take the medical licensing
examination or to conduct medical practice in Taiwan.
As one of the leading universities in southern Taiwan, ISU provides students with
innovative ideas and excellent teaching resources in order to foster them to be well-
trained and qualified health professionals. The program will be carried out in a close
partnership with E-Da Hospital, a well-recognized teaching hospital affiliated to E
United Group, which has received a full accreditation from the Joint Commission
International (JCI), an U.S.-based independent and non-profit organization and the first

2. Pursuant to Paragraph 1 of Article 2 in the MOE Regulations Regarding International
Students Undertaking Studies in Taiwan, applicants who have a foreign nationality,
have never had the nationality of the Republic of China* (R.O.C.), and do not have
an overseas compatriot student status, a Chinese nationality or the citizenship of
Hong Kong/Macau at the time of application may apply for admission.
3. Any matter not mentioned herein should be subject to the MOE Program of Assisting
Countries with Diplomatic Relations in Cultivating Medical Talents, the MOE
Regulations Regarding International Students Undertaking Studies in Taiwan,
and the MOE Regulations Regarding the Assessment and Recognition of Foreign
Academic Credentials for Institutions of Higher Education.
4. This Program is open only to students who have never obtained a physician
license.

HOW TO APPLY
No application fee is required for applying for admission to this Program.
Step 1. An application must be completed no later than March 15, 2017.
Please fill out an application form online (http://enroll.isu.edu.tw/enroll/dp/)
and print it out.
Step 2. The application form and required documents must be submitted to ISU by
the aforesaid deadline. Applicants may submit the application packet through
either of the following methods:
(a) By fax: +886-7-6155910 or +886-7-6577478
(b) Via email: smis@isu.edu.tw
Step 3. Taiwan ICDF Scholarship: Only applications submitted on the following
website will be considered: http://web.icdf.org.tw/ICDF_TSP/WelcomeStart.
aspx. Those who want to apply for the Taiwan ICDF Scholarship must send the
application form to the local R.O.C. diplomatic mission themselves.
* Notes:
1. The application process will not be considered to be completed until an applicant has
completed both an application for admission to this Program and an application for
the Taiwan ICDF Scholarship.
2. Late applications, unqualified applications or incomplete submission of documents
will not be considered by ISU.
3. Please keep an extra copy of all documents submitted for application as ISU will not
return the originals to applicants.

SUPPORTING DOCUMENTS FOR APPLICATION
You must provide the following supporting documents:
1. A completed application form in print (including a signed affidavit)
2. A photocopy of the applicants passport
3. Health Certificate within 3 Months
4. A diploma of bachelors degree or above, or the proof of an education level
equivalent to studies at the School of Medicine, Dentistry or Chinese Medicine for
four years or more, as well as an academic transcript
* The original diploma (or academic credentials) notarized by the local R.O.C.
diplomatic mission must be submitted. If the diploma (or academic credentials) is in
a language other than Chinese or English, a Chinese or English translation notarized
by the local R.O.C. diplomatic mission or a registered translation agency is required.
5. The proof of having earned at least 6 course credits on biology, chemistry or life
sciences
6. A certificate of English proficiency (TOEFL, IELTS or other English proficiency tests
recognized globally or by the local government and taken within the most recent 2
years)
7. An English autobiography
8. Three recommendation letters
9. Other supporting documents:
(c) The medical school admission exam result (MCAT, BMAT or GAMSAT) within
the most recent 3 years
(d) Practical experience in medical practice and laboratories
(e) Experience in volunteer service

1. (1) Document review 40%
(2) Interview 40%
(3) Writing exam 20%
Applicants MUST go through 3 process above.
2. This Program is NOT a masters program, and therefore, only a degree of Doctor of
Medicine in English will be conferred upon students who have successfully completed
all requirements for graduation.

Appendix 1: General Eligibility Criteria for
TaiwanICDF Scholarship

An applicant must:

Be a citizen of a country on the List of Countries Eligible for TaiwanICDF


Scholarship, and satisfy any specific criteria established by his or her country and/
or government of citizenship.

Neither be a national of the Republic of China (Taiwan) nor an overseas


compatriot student.

Satisfy the admission requirements of the partner university to which he or she


has applied to study under a TaiwanICDF scholarship.

Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the
Bureau of Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident
Certificate (ARC) set by the Ministry of the Interior, of the ROC (Taiwan)
government (this means that the TaiwanICDF has the right to revoke a scholarship
offered if an applicant cannot satisfy the visa requirements).

Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan)
government-sponsored scholarship (such as the Taiwan Scholarship) in the same
academic year in which the TaiwanICDF scholarship would be due to commence.

Not be applying for a further TaiwanICDF scholarship in unbroken succession


applicants who have already held a TaiwanICDF scholarship, MOFAs Taiwan
Scholarship or an MOE scholarship must have returned to their home country
for more than one year before re-applying (note: to apply for a 2017 scholarship,
an applicant must have graduated and returned to his or her home country before
July 31, 2016).

Have never had any scholarship revoked by any ROC (Taiwan) government
agency or related institution, nor been expelled from any Taiwanese university.
