INFORMATION SERVICE COORDINATOR, INFORMATION

SERVICES

Incumbent serves as Information Services Coordinator for the Information Services Department
responsible for the directing/managing information systems activities for the City and utilities.

DUTIES: Supervises and directs division personnel, including interviewing applicants, making hiring
recommendations, planning/making work assignments, providing training and corrective instruction,
evaluating performance, and maintaining discipline. May direct other information system areas.

Recommends appropriate staffing level and skill requirements for the department as needed.

Oversees operation and maintenance of existing information systems at the highest level of efficiency
and reliability, including establishing technical priorities, standards and procedures, responding to
complaints, diagnosing problems, implementing solutions, and recommending timely system changes
to meet City needs.

Administers division budget, including authorizing payroll and other expenditures, ensuring cost-
effective operations, and preparing annual budget proposal.

Develops long-range plans for City information system needs in delivering optimum services to the
public, conforming with department and City goals and industry changes, and ensuring sufficient
system capacity. Assists other departments in determining information system needs and
requirements.

Maintains current knowledge of developments in computer technology, software and hardware for
consideration in improving City systems. Submit enhancement requests as required.

Provide support and training for end users on processing issues and instruction on proper
procedures.

Oversees operation and maintenance of existing information systems, responding to complaints,


diagnosing problems, implementing solutions and recommending system changes as needed.

Manage, execute and resolve issues with ERP server hardware applications. Ensure regulations are
met for processing of W2s, 1099s, PERF and other items related to processing within ERP system.
Implementing new processes and modules as required.

Coordinate with Merchant services for credit card services associated with Utility payments.

Coordinate with AMLP IS Department on networking, switches, domain design, AMR as it relates to
Utility Billing.

Coordinate electronic data exchange with vendors for Utility bank payments. Establish data
exchange for any ACH transactions through Accounts Payable, Payroll or Utility Billing.

Coordinate with other IS personnel within City departments for licenses for email and access to
servers used by all City personnel.
Performs related duties as assigned.

I. JOB REQUIREMENTS: Baccalaureate Degree in computer science or related area and minimum
of five years experience preferred, or equivalent combination of education and experience, in
operating systems, relational databases, installing or operating office network systems, and planning
and managing complex information system projects.

Thorough knowledge of and proficiency in operating information systems and general office software.

Thorough knowledge of and proficiency in ERP Financial systems, preferably Tyler Munis or
comparable system. Knowledge of Utility Billing systems as well as AMR Meter reading.

Knowledge of business Payroll requirements.

Ability to communicate orally and in writing with division co-workers and personnel in other
department divisions, including being sensitive to professional ethics, gender, cultural diversities, and
disabilities.

Ability to plan and lay out assigned work projects and work alone or with others in a team
environment with minimum supervision.

II. DIFFICULTY OF WORK: Incumbent performs a variety of duties which are broad in scope,
requiring consideration of complex variables and their potential interrelationships, occasionally
occurring in unique situations. Incumbent exercises independent judgment in interpreting instructions
and guidelines, meeting deadlines, and resolving emergencies.

III. RESPONSIBILITY: Incumbent makes a major contribution to division and department goals and
objectives, involving oversight of computer operations, technical support, systems analysis, and
programming. Work is reviewed by supervisor for soundness of judgment and conformance with
overall department policies and practices. Incumbent discusses highly unusual situations with
supervisor at incumbents discretion.

IV. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with division co-
workers and personnel in other department divisions for purposes of exchanging information,
coordinating activities, resolving problems, supervising and directing personnel, and obtaining
acceptance and concurrence with division practices.

Reports directly to Controller.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard


office environment involving sitting for long periods, sitting and walking at will, close vision, speaking
clearly, hearing sounds/communications, and handling/grasping/fingering objects.
