paperformisnolongeracceptable.
ShipmentswhichoriginateintheU.S.requireanEEIfilinginAESwhenthevalueofaScheduleB(orHTS)
commodityisoverUS$2500.00.Shipmentsrequiringalicenseorlicenseexemption,suchasStateDepartment,
CommerceDepartmentorDEA,requireanAESFilingregardlessofthevalue.
ShippersfilingdirectlywiththeCensusBureaumustsupplytheAESInternalTransactionNumber(ITN)atthe
timeofpickupbyUPS.TheITNshouldbeplacedonthethermallabel,producedinWorldShiporontheinvoice
asclosetothetotalvalueaspossible.
UPScanfiletheAESinformationonbehalfoftheshipperfora$10.00fee.Theshippermustsupplyallnecessary
informationforthefiling,includingtheirEINnumber,License/LicenseExemption/LicenseExceptionandExport
ControlClassificationNumber(ECCN).

CustomsClearanceProcess
EffectiveMondaythe24thofAugust2015,Bahraincustomshavemandatednewrequirements.UPSbrokerage
needstoentereachconsignmentwithaninvoicevalueoverUS$265,intothecustomssystemwiththe
HarmonizedCode(H.C.Code).TheshipperneedstoprovidetheH.CCodewithintheinvoice,foreachitemto
clearwithintheshipment.Iftheshipperdoesnotprovidethis,UPSbrokeragewillnotbeabletoclearthe
shipment.
DutyandTaxes
Pleasenotethatnotonlythevalue(s)ofthecommodity/commoditieshavetobeconsideredwhencalculatingduty
andtax,butalsothefreightchargeandotherfees.

NewrequirementshavebeenimplementedforsmallpackageshipmentsandarebasedontheInternational
StandardsforPhytosanitaryMeasures(ISPM)15,whichisentitled"GuidelinesforRegulatingWoodPackaging
MaterialinInternationalTrade".ISPM15wasadoptedinternationallyin2002,andisgraduallybeingintroducedby
countriesworldwide.WoodorwoodproductscoveredbyISPM15includeitemssuchaspackingcases,boxes,
crates,drumsorsimilarpacking,pallets,boxpalletsandotherloadboards,palletcollarsandskids,butexclude
suchprocessedwoodsasorientatedstrandboard,particleboard,plywoodorveneer,createdusingglue,heatand
pressureoracombinationsthereof,and,rawwoodwhichis6mmorlessthick.Itisrecommendedthatifa
questionarisesonthisissue,pleasecheckwiththeauthoritythatissuesthePhytosanitarycertificatesinyour
country.
USDAInspections
USDAhastherighttoinspectanytransitshipmentandadditionalpermitsorcertificationsmayberequired.
