Setting up of 100 Aam Aadmi Mohalla Clinics in rented premises operated


through private, empanelled doctors by Delhi Govt. as a pilot project.

1.1 The Department of Health & Family Welfare Department (H&FW), Government of
National Capital Region of Delhi (GNCTD) provides a range of preventive,
promotive, curative and rehabilitative health care services, undertakes teaching,
training and research activities through its 36 allopathic hospitals with over 10,000
beds, over 184 dispensaries, 22 Polyclinics, 1 Mohalla Clinic, 45 mobile health
clinics, 150 ambulances and 2 Medical Colleges. The health system in GNCTD
examines over 3.35 crore OPD, over 6.00 lac IPD every year. The state undertakes
over 2.42 crore lab tests .

1.2 In order to expand the reach and range of services in the health system , it is
necessary to provide rational and affordable services to all citizens particularly in the
un-served and underserved areas of Delhi, resettlement colonies having huge
density of population where there are in-sufficient health care services.
Establishment of Aam Aadmi Mohalla Clinics in these areas shall fulfil this objective .
These clinics are proposed to be set up in porta cabins through PWD.

1.3 In order to develop the understanding for the work flow and methods in
management of the Mohalla Clinics, a pilot project of AAMC to be run through
private doctors in rented / rent free locations is proposed by the government. At
present the pilot may be executed for six months and further continuation of
initiative in the proposed format may be extended / expanded as per requirement.

2. Under the pilot project 100 AAMC shall be set up in rented or rent free
accommodation with private doctors engaged to manage the clinic as self contained
institutions. The clinics shall have two / three room with electricity, water & sewer
connection which shall be rented by the government. Basic interiors, installation of
electrical fittings and furnishing will be done as per the requirement by the owner
while handing over the property to the government. Basic medical equipment for the
clinic shall be provided by DGHS. The basic pharmacy shall be stocked by CDMO

of the district. The fully ready chamber will be made available to doctors who are
empanelled to manage them in four hour shifts as a OPD clinic. IEC material will be
displayed and maintained by the CDMO.

2.1 The private, qualified doctors are being requested to apply to the government to be
empanelled as the AAMC Chamber doctor. Selection of panel shall be through a
walk in interview. After selection the doctor shall be given control of the chamber
after short training. The doctors are entitled to keep a helper as per need at own
expense. The responsibility of keeping the clinic clean and patient friendly is
responsibility of the doctor.

2.2 The daily OPD at the clinics shall run in four hour shift which may be extended as
per requirement. The patients shall be examined using an internet connected
electronic tab based protocol and medicines prescribed and dispensed by the
doctor. The biometric listing of patients will be maintained along with list of
medicines dispensed. The CDMO will replenish the pharmacy at the clinic regularly.
No fees/charges , for any purpose whatsoever will be collected from the patients.

2.3 Department shall also provide for basic investigations.

2.4 The doctors are proposed to be paid at the rate of Rs. 30 per patient as consultation
charges. If a helper is positioned, an additional Rs. 10 per patient is paid to the
doctor. It is expected that on an average each doctor is able to examine around 50
patients in a four hour shift . The clinic shall be open for 25 days of the month. If the
doctor maintains the clinic well, it may attract much higher number of patients and
earnings of the doctor may be more. Doctors may choose to extend the working
hours of the clinic and augment their income by serving more patients. The payment
to doctor shall be made after validating data of patients examined at the clinic by the
10th of next month.

2.5 Using IT based tools the work flow of clinic shall be monitored remotely. Periodic
supervision and mentoring visits will be conducted and work of doctor/helper
audited. A help line will be maintained where doctor may engage for any clarification
or assistance in case any problem is faced during running of the clinic. A grievance
platform will be maintained for patients to report their satisfaction level or complaints.
