San Mateo residents may be expected to start paying up to


36 percent more to flush their toilets as the city seeks to
make up for a drought-related lack of revenue needed to fund
an overhaul of its wastewater treatment plant.
As many heeded calls to conserve during the statewide dry
spell, it left the city in a precarious position because, in
San Mateo, sewer rates are tied to water consumption.
Now several million dollars behind projected revenue, the
city will consider increasing rates 36 percent for the com-

California Supreme
Court Justice Werdegar retiring
SAN FRANCISCO A long-serving member of the
California Supreme Court has announced plans to retire.
The court announced Wednesday that state Justice Kathryn
Werdegar will step down Aug. 31. Republican Gov. Pete
Wilson appointed Werdegar to the states high court in
1994. She turns 81 next month.
Werdegar was part of the 4-3 majority that briefly legal-
ized gay marriage in California before voters passed
Proposition 8 barring same-sex marriages. The U. S.
Supreme Court later struck down the prohibition.
She previously served as a judge on the states appellate
court before her elevation to the California Supreme Court.
She began her legal career as an attorney in the U.S.
Department of Justices civil division in 1962 and then
served as a research attorney for the state Supreme and
appellate courts.

Decapitation case: Suspect says he felt like killing


LOUISBURG, N.C A man accused of decapitating his
mother told authorities that he stabbed her numerous times
because he felt like it, according to newly released court
documents.
The suspect told a 911 dispatcher that he stabbed his
mother eight times and left the knife in her mouth, accord-
ing to a copy of the search warrant filed Tuesday afternoon
with the court clerk. Asked why he killed her, he told the
dispatcher because I felt like it, according to the court
document. When asked whether he had checked to see if his
mother was still breathing, he responded: Shes dead.
