India, which is has emerged as worlds second largest mobile market, is also
the fifth largest producer of e-waste, discarding roughly 18.5 lakh metric tonnes of
electronic waste each year, a joint study by Assocham KPMG says. The telecom
equipment alone accounts for 12% of the e-waste.
Ministry of Power and the United States Agency for International Development
(USAID) have launched Indias first integrated web portal (www.nzeb.in) designed
to promote and mainstream Net Zero Energy Buildings (NZEB) in India. A first of
its kind, the portal provides complete information about Net Zero Energy Buildings

zero energy status through the use of efficient lighting and equipment, integration

Prize) by the secretariat of Fukuoka prize committee. The annual award was
established by Fukuoka City, Japan, in 1990 with an aim to honour the

A team of scientists from Harvard University has created a unique bionic leaf
that uses solar energy to split water molecules into oxygen and hydrogen, and
hydrogen-eating bacteria to produce liquid fuels from CO2. Dubbed bionic leaf
2.0, the new system can convert solar energy to biomass with 10 percent
efficiency a number far higher than the one per cent seen in the fastest growing
plants. While the study shows the system can be used to generate usable fuels, its
potential doesnt end there. In many ways, the new system fulfils the promise of his
artificial leaf which used solar power to split water and make hydrogen fuel.

Asias first Gyps Vulture Reintroduction Programme was recently launched by
Union Environment Minister Mr. Prakash Javadekar. As part of this programme,
the minister jointly released two Himalayan Griffons into the wild from the Jatayu
Conservation Breeding Centre, Pinjore. The Himalayan Griffon is closely related to
the critically endangered resident Gyps species of vultures but is not endangered.
Prime Minister Narendra Modi recently released the National Disaster Management
Plan (NDMP). This is the first ever national plan prepared in the country.
The plan is based on the four priority themes of the Sandai Framework, namely:
understanding disaster risk, improving disaster risk governance, investing in
disaster risk reduction (through structural and non-structural measures) and
disaster preparedness, early warning and building back better in the aftermath of a
disaster.

In terms of Budget Announcement 2016-17, Minister of Railways
Mr. Suresh Prabhakar Prabhu (on June 05,2016) flagged off the inaugural run of
the Tiger Trail Circuit Train from Delhi Safdarjung Station.
The train with 5 days / 6 nights itinerary will start from Delhi Sufdarjung railway
station and travel via Katani, Jabalpur, Bandhavgadh, Kanha. The semi-luxury
train will take the guests onboard to the world famous Bandhavgarh and Kanha
National Parks in Madhya Pradesh. In trip will also take tourists to Dhuadhar
Waterfall in Bedhaghat near Jabalpur.
The Kanha National Park is known for the presence of tigers, Swamp Deer,
and the Barasingha. It is also recognized as the source of inspiration for the
famous writer Rudyard Kipling for his famous novel, The Jungle Book.
The Bandhavgarh National Park is known for its biodiversity. The density of
the tiger population at Bandhavgarh is one of the highest known in India. The
park has a large breeding poplation of leopards and various species of deer.
India and the US have announced the setting up of two financial assistance
programmes worth $60 million for supporting Indias much-needed clean energy
initiatives including in solar power and other renewable. This includes a creation of
a $20 million US-India Clean Energy Finance (USICEF) initiative, equally
supported by the United States and India.
Pakistan tops the list of countries figuring in the Malware Infection Index

three most encountered malware as Gamarue, a malicious computer worm that is

Assams Guwahati became the first city in the country to have its own city

General Assembly and United Nations Environment Programme (UNEP) to address
colossal issues like global warming, deforestation and food shortages among many
others. The Theme for 2016 is Go Wild for Life (ZERO TOLERANCE FOR THE

The Malabar exercise began as a joint naval exercise between the United States

Rajasthan Chief Minister Vasundhara Raje recently launched two apps. One, a
mobile app RajVayu for sharing information about air quality index of Jaipur,
Jodhpur and Udaipur. Another app Drishti for monitoring of pollution levels in
industrial regions. Both apps were launched on the eve of World Environment Day.
RajVayu is based on the data collected by sophisticated air quality monitoring
equipment and weather sensors. It would share details about the air quality, such
as levels of pollutants likes Particulate Matter, SOx, NOx, CO, Ozone particles with
the city residents and tourists.
Also, temperature, humidity, wind speed, weather forecast and advisories would be
issued through this. Rajasthan State Pollution Control Board (RSPCB) is the first
state Board in the country to have this app for its citizens. This is based on
the System of Air Quality and Weather Forecasting Research (SAFAR-India).

with the International Solar Alliance (ISA) launched by Prime Minister Narendra
Modi at the Pairs climate summit last year to mobilize $1 trillion in investments
by 2030. This agreement establishes the World Bank group as a financial partner
for the alliance.
The World Bank group president also signed an agreement to be the financial
partner for the International Solar Alliance that aims to collaborate on increasing

The government of India and the Asian Development Bank (ADB) have signed a $
100 million (Rs.670 crore) loan agreement to strengthen key irrigation and
drainage system and improve water management in the Vennar sub basin of
the Cauvery delta in Tamil Nadu.
The project will run through six rivers in the districts of Thanjavur and
Nagapattinam and involves resectioning of Pandavayar, Velleiyar,
Harichandranadi, Adappar, Valvanar and Vedaranyam Canal and desilting of
riverbeds as well.

Russia has offered India oil companies a stake in the second phase of Yamal
LNG, the biggest project to produce liquefied natural gas in the Arctic. The

line with the infusion plans announced under the umbrella scheme
Indradhanush introduced last year. The plan proposes infusions adding up to
Rs.25,000 crore in 2015-2016 as well as in 2016-17, followed by Rs.10,000 crore
each in 2017-18 and 2018-19.

INTERESTATE RIVER WATER DISPUTES
Interstate River Water Disputes Act, 1956 (IRWD Act) is an Act of the Parliament of
India enacted under Article 262 of Constitution of India.
River waters use / harnessing is included in states jurisdiction (entry 17 of state
list, Schedule 7 of Indian Constitution). However, union government can make laws
on regulation and development of inter-State rivers and river valleys when
expedient in the public interest (entry 56 of union list, Schedule 7 of Indian

Global Innovation Index (GII) 2016 has been released. It is published by Cornell
University, INSEAD, and the World Intellectual Property Organization (WIPO), in
partnership with other organizations and institutions.

GST
GST is being introduced in the country after a 13 year long journey since it was
first discussed in the report of the Kelkar Task Force on indirect taxes. A brief
chronology outlining the major milestones on the proposal for introduction of GST in
India is as follows:
In 2003, the Kelkar Task Force on indirect tax had suggested a comprehensive
Goods and Services Tax (GST) based on VAT principle.
Since the proposal involved reform / restructuring of not only indirect taxes levied
by the Centre but also the States, the responsibility of preparing a Design and Road Map
for the implementation of GST was assigned to the Empowered Committee of State
Finance Ministers (EC).
Based on input from Government of India and States, the EC released its First
Discussion Paper on Goods and Services Tax in India in November, 2009.
In order to take the GST related work further, a Joint Working Group consisting of
officers from Central as well as State Government was constituted in September,
2009.
In order to amend the Constitution to enable introduction of GST, the Constitution
(115 Amendment) Bill was introduced in the Lok Sabha in March 2011. As per the
prescribed procedure, the Bill was referred to the Standing Committee on Finance
of the Parliament for Examination and Report.
Meanwhile, in pursuance of the decision taken in a meeting between the Union
Finance Minister and the Empowered Committee of State Finance Ministers on 8th
November, 2012, a Committee on GST Design, consisting of the officials of the
