SC6.4.3.23.1Introduction
(1) General
Waterandseweragenetworkmodelsareimportantengineeringtechnicaltoolsthatareusedtoinformboth
forwardinfrastructureplanningandnetworkdesign.Whereusedappropriatelyaspartoftheplanninganddesign
process,modelscanassisttoachievethefollowingoutcomes:
(a) valueformoneyinfrastructuredelivery
(b) utilisationofexistinginfrastructuretoitsfullcapacityand
(c) provisionofaccurateinformationforfutureinfrastructureplanningdecisions.
(2) Purpose
Thepurposeoftheseguidelinesis:
(a) tooutlineanapproachtothedevelopmentofnewmodelstoenableaconsistentapproachtomodelling
tobefollowedbybothcouncil,externalserviceprovidersanddevelopers
(b) toprovideguidanceregardingmodellingapproachestodemonstratecomplianceofdesignswith
SC6.4.3.21TownsvilleWaterplanninganddesignguidelinesand
(c) toprovidedetailsonreportingrequirementstobesubmittedaspartofdesignreportsandplanning
reports.
(3) Scope
SC6.4.3.23Waterandsewernetworkmodellingguidelinesaretobeusedinconjunctionwith:
(a) SC6.4.3.21TownsvilleWaterplanninganddesignguidelines
(b) TownsvilleCityPlanand
(c) PlanningGuidelinesforWaterandSewerage,DepartmentofEnvironmentandWaterSupply(April2010).

consideringtherequirementforanetworkanalysis.
(1) Availableinformation
PlanningdemandandloadingratesforwaterandsewerageinfrastructuredesignarelistedinPart4Priority
infrastructureplanoftheTownsvilleCityPlan.

Councilhaveestablishedanumberofsewernetworkmodelscoveringservicecatchmentsacrossthecity.A
mapshowingsewercatchments,modellingstatusandlatestplanningreportinformationcanberequestedfrom
theDevelopmentAssessmentUnit(DAU)ofcouncil.

Acitywidewaternetworkmodelisalsoavailableforuse.

PlansforTrunkInfrastructure(PFTI)areavailableanddetailtrunkinfrastructurethatisplannedforbycouncilto
servicethePriorityInfrastructureArea(PIA).Theseshouldalsobereferredtoinordertodetermineifyour
developmentmayaffectorshouldtakeintoconsiderationplannedinfrastructureinitsvicinity.
(2) Preparingapreliminaryneedsanalysis
AnapplicantforadevelopmentmustcompleteaPreliminaryNeedsAnalysisform(SC6.4.3.23AttachmentB)
fortheirdevelopmentwhichenablesidentificationofanypotentialimpactsonthewaterandsewernetwork.
Whereanimpactisanticipated,itislikelythatananalysiswillberequiredtodemonstratecompliancewith
designstandards.Thelevelofmodellingassessmentrequiredisdependentontheimpactexpected.

Editor'snoteIfyourpreliminaryanalysisresultsinamodellingassessmentbeingrequired,youshouldcontacttheDAUofcouncilto
confirmthelevelofmodellingnecessary.Itisencouragedthatthisassessmentbecompletedpriortoapplicationlodgementtoensure
anefficientapprovalprocess.

AfterconsideringyourPreliminaryNeedsAnalysis,councilwillissueyouwithanadvicestatingoneofthe
following:
(a) anetworkanalysisisnotrequiredor
(b) youarerequiredtodoasimplifiednetworkanalysisor
(c) youarerequiredtodoadetailednetworkanalysis,involvingestablishmentofanewmodel,orusean
existingmodelor
(d) youneedtoincorporateanetworkmodificationinyourapplication,withdetailsspecifiedbycouncil.

Ifyouarerequestedtocompleteanetworkanalysis,itmustbedoneinaccordancewiththeseguidelines

SC6.4.3.23.3ProvisionoftheTCCNetworkModelData
(1) Requestinginformationtoinformyouranalysis
Modellersmayrequestboundaryconditioninformationandnetworkmodelsfromcouncilbycompletinga
RequestforNetworkModellingInformationformincludedinSC6.4.3.23AttachmentC.

Inmostcasesitisdesiredthatboundaryconditioninformationissufficienttoenableamodellertopreparetheir
ownnetworkmodel.However,dependingonthesizeorimpactofthedevelopmentbeingconsidered,itmaybe
necessaryforthemodellertoutilisecouncilsnetworkmodelstodemonstrate:
(a) inthecaseofthesewernetwork:
(i) receivingnetworkcapacityissufficientand
(ii) modifiedorrealignedinfrastructureasaresultofthedevelopmenthasnotadverselyaffected
existingorplannedforsystemhydraulicsand
(b) inthecaseofthewaternetwork:
(i) networksupplycapacityissufficientand
(ii) existingnetworkhydrauliccapacityisnotadverselyaffectedbyanychangestothesupply
networkasaresultoftheproposeddevelopment.

Generally,wheretrunkinfrastructuremaybeaffectedbytheproposedworks,councilsnetworkmodelsmust
beusedtoverifytheimpactandidentifyrequiredmitigationoptions.
(2) Accesstocouncilmodels
Councilwillmakeavailableattheirofficesacomputertoenableanalysisofadevelopmentorforviewing
existingnetworkmodelinformation.Themodellerwillneedtoagreetocouncilstermsofuse.Thiscanbe
arrangedthroughDAU.Alternativelycouncilcanundertakeanalysisoftheimpactsofthedevelopmentonthe
networkforanagreedfee.

SC6.4.3.23.4Generalrequirementsfornetworkmodels
(1) Scaleandspatialreference
SimplifiedModelsmaybedevelopedasrepresentativeschematicsoftheproposednetwork.Manual
calculationswithouttheuseofnetworkmodellingsoftwaremaybepermitted.

DetailedModelsshallbeconstructedbasedonproposeddesignand/ordevelopmentlayouts.Thelayouts
maybeschematicbutshouldremainrepresentativeoftheproposeddevelopmentlayout.Inordertoenable
importofmodelsintocouncilsexistingnetworkmodels,theyshallbedevelopedtotheGDA1994MGAZone
55coordinatesystemunlessotherwisenotified.
(2) Modellingtimeframes
TimeframesformodellingshallbeasperclausesSC6.4.3.21.2(2)andSC6.4.3.21.3(2)ofSC6.4.3.21Townsville
Waterplanninganddesignguidelines.
(3) Modelcalibration
Wherepossible,calibratedmodelsshallbeusedtoverifysystemcapacity.
(4) Modellerexperienceandqualifications
Networkmodellingmustbecarriedoutbyprofessionalssuitablyexperiencedandqualifiedintheundertakingof
networkmodellinganalysisanddesign.Models,associatedreportsanddesignsmustbecertifiedbythe
appropriatelyqualifiedandexperiencedRPEQ.

SC6.4.3.23.5Waternetworkmodelling
(1) Scope
AwaternetworkmodelisrequiredwherelistedundertherequirementsofSC6.4.3.21.2(2)ofSC6.4.3.21
TownsvilleWaterplanninganddesignguidelines.
(2) Modelrequirementssimplifiedassessment
Asimplifiedassessmentinvolvestheuseofmanualcalculationsorsimplifiednetworkmodelstodemonstrate
compliancewithdesignstandards.Asimplifiedassessmentmustinclude:
(a) assessmentofdesigndemandsinaccordancewithSC6.4.3.23.5(3)(d)ofthissubsection
(b) wherenecessary,hydrauliccalculationsbasedonfixedboundaryconditionsforbothpeakhourandfire
fightingdemand
(c) calculationscanbeundertakenmanually,usingspreadsheetsorusingnetworkmodellingsoftware.
Wheremodellingsoftwareisused,themodelfilesshallbeprovidedtocouncilaspartofthesubmission
and
(d) abriefreportcoveringtherequirementsofSC6.4.3.23.5(3)(f)ofthissubsection.Sketchesofresultsare
tobeprovidedwheretheymakeiteasiertointerpretresults.
(3) Modelrequirementsdetailedassessment
(a) Format
BentleyWaterGEMSmustbeusedforthedevelopmentofnewwaternetworkmodels.Modelsshallbe
setupsuchthatallscenariosandoptionsconsideredforthestudyareincorporatedintoasinglemodel
file.Themodelfile(s)shallbeprovidedtocouncilaspartofthesubmission.
(b) Scenarioplanning
Ascenarioplanmustbedevelopedbythemodellerpriortocommencingmodellingsuchthateach
scenariorequiredforanalysisisidentifiedandthatdifferencesbetweenscenariosareclearlyunderstood.

Themodellermustutiliseparentandchildscenariosandalternativessuchthatcommoninformationfor
eachscenarioisinheritedtochildscenarios,andthatuniquechangesareclearlyidentifiable.Aparent
scenarioshouldbeappliedforeachdesignhorizonorstage,andultimatedevelopment.Thefollowing
modelstructureprovidesanexampleofamodelscenariostructure.

(i) Hydraulicmethod
ModellingmustbeundertakenusingtheHazenWilliamshydrauliccalculationmethod,withpipe
frictioncoefficientsaslistedinTableSC6.4.3.21.4ofSC6.4.3.21TownsvilleWaterplanningand
designguidelines.
(ii) Lossesacrossvalves
Wherecontrolvalvesarerequiredinthesystem,thevalveshouldbemodelledwithappropriate
lossfactors/curves.Themodellermustensurethatlossfactorsappliedfordesignofasystemcan
beachievedinrealitybyavailableproducts,andwherepossibleapplythelossfactororcurvefora
designvalve.
(iii) Pumpcurves
Adesignduty(singlepointpumpcurve)maybeusedinitiallywhendesigningapumpingsystem
howeverthemodelleristoensurethatthepumpdutyproposedcanbeachievedbyreadily
availablepumps.Wherepossibleanactualpumpcurveforadesignpumpshallbeappliedfor
modellingpurposes.
(iv) Pumpcontrols
Pumpsshallbemodelledwithsimplecontrolswherepossible.Themodellermustconsultwith
councilwhenapplyingpumpcontrolstoensureitmeetstherequirementsofTownsvilleWater
operators.
(v) Reticulation
MasterPlanningModelsshallmodeltrunkinfrastructureonly.RefertoPart4.7Definitionsofthe
TownsvilleCityPlanforthedefinitionoftrunkinfrastructure.

DesignModelsshallmodelreticulationdowntoaDN63pipe.
(d) Demands
(i) General
DesigndemandsaretobecalculatedinaccordancewithSC6.4.3.21.2(2)ofSC6.4.3.21Townsville
Waterplanninganddesignguidelines.

DemandsmustbeappliedasPeakDaydemandinlitrespersecond(L/s),withtheappropriate
diurnalpatternappliedfortheparticularlanduse.

Demandsshouldbeappliedatthenearestnetworknode,andwithin40moftheproperty
boundary.

Whereanoderepresentsdemandsgeneratedfromdifferentlanduses,separatedemandentries
shouldbeappliedtothenodetoenablequickidentificationofthesourceofthedemand.

(ii) Useofunitdemandfactors
WaterGEMSenablesunitdemandfactorstobeapplied,suchthattheresultantdemandfromthe
unitload,loadingrateandpeakingfactorsarecalculatedaspartofthemodellingprocess.Theuse
ofthisfeatureisrequiredformasterplanningmodels,enablingtrackingofdesignEPsmodelled.
(iii) Diurnalpatterns
Diurnalpatternsrepresentfluctuationsindemandloadacrossaday.Patternsforvariouslanduses
areincludedinSC6.4.3.21AttachmentAoftheTownsvilleWaterplanninganddesignguidelines.
(e) Scenarios
(i) Extendedperiodanalysis
ExtendedperiodanalysisisusedtodemonstratecompliancewithSC6.4.3.21TownsvilleWater
planninganddesignguidelines.Extendedperiodanalysismustbeutilisedwhenconsidering
networksthatincorporatereservoirs,pumpstationsorotherhydrauliccontrols.

Extendedperiodanalysisenablesassessmentofthebulkwatertransportationcapacityofthe
networktoensurethat:
(A) reservoirsneverempty
(B) reservoirminimumcontingencystoragelevelsaremaintainedand
(C) thereservoirsupplysystemhasanetdeliverycapacityequaltoorgreaterthanPeakDay
(D) pumpingsystemsaredesignedwithinoperationallimitsand

Themodellermustutiliseparentandchildscenariosandalternativessuchthatcommoninformationfor
eachscenarioisinheritedtochildscenarios,andthatuniquechangesareclearlyidentifiable.Aparent

Inflow/Infiltrationshallbemodelledintrinsicallyasapartofthecalculateddesignloads,inaccordance
withSC6.4.3.21TownsvilleWaterplanninganddesignguidelines.

Pumpcurves
Adesignduty(singlepointpumpcurve)maybeusedinitiallywhendesigningapumpingsystemhowever
themodelleristoensurethatthepumpdutyproposedcanbeachievedbyreadilyavailablepumps.
Wherepossibleanactualpumpcurveforadesignpumpshallbeappliedformodellingpurposes.

Pumpcontrols
Pumpsmustbemodelledwithsimplecontrolswherepossible.Themodellermustconsultwithcouncil
whenapplyingpumpcontrolstoensureitmeetstherequirementsofTownsvilleWateroperators.
(d) Sewageflowcalculation
DesignloadsaretobecalculatedinaccordancewithSC6.4.3.21.3(2)ofSC6.4.3.21TownsvilleWater
planninganddesignguidelines.

LoadsmustbeappliedtothemodelasanAverageDryWeatherFlow(ADWF)basedemand.Apeaking
factormultiplierappliedasafixedpatternontheloadshouldbeusedtogeneratePeakWetWeather
Flow(PWWF).

Whereamanholerepresentsdemandsgeneratedfromdifferentlanduses,separatedemandentries
shouldbeappliedtothenodetoenablequickidentificationofthesourceofthedemand.
(e) Scenarios
(i) Staticvs.dynamicmodelling
Sewernetworkmodelsshouldberundynamically(i.e.overanextendedperiod)toenable:
(A) assessmentofsystemstoragepriortooverflow
(B) ensuremodelstabilitywhensystemisfullyloadedand
(C) ensuretheinteractionofpumpsonacommonsystemareassessed.

Aminimum24hrsimulationperiodisthereforerecommended.Theusershouldreport
resultsattheappropriatetimestep(i.e.maximumconditionsinsystem).
(ii) ADWFanalysis
ADWFanalysisisusedtoassessbasicsystemperformanceunderdryweatherflowconditions.
Thisanalysisisalsousedtoassesstheamountofsystemstorageavailablebeforeanoverflowis
