In the year of 2007, Hi-Tech international Group of Saudi Arabia and Cosmopolitan
Group, a Bangladeshi Private Company had signed an agreement to set up a $ 3.5 billion
US Dollar petroleum oil refinery in Chittagong. However in the year of 2008, the
proposed agreement was not implemented due to worldwide financial crisis and financial
meltdown. The political conflicts of Bangladesh and the frazzled condition of world
financial market was another reason why the project was stopped.

The prospect to set up the Chittagong International HTIG Oil Refinery Ltd has unlocked
once again in the end of year 2015 and Mr. Nur Nabi Bhuiya, Managing Director of
Cosmopolitan Group through his enormous dedications and efforts once again decided to
set off the oil refinery project.

On 30th April, 2016 Mr. Nur Nabi along with all other distinguished members of the
group had gathered together with the companys directors to talk about underlying
importance of the project and whereabouts. The directors of Cosmopolitan Group and its
members were informed that a company based in Dubai has agreed to invest to build the
proposed Oil Refinery and Petro-Chemical Complex.

The members of Cosmopolitan group once again gathered and brainstormed their ideas
and thoughts on how to go about it and to overcome any challenges they might face in
near future. With this bear in mind, the journey to build a better Bangladesh has started in
the year of 2016.

On 20th December, 2016 the cosmopolitan group called for a meeting to inform the
progress to its members and on the meeting it was also stated that the estimated cost to
build Deep Sea Port, LNG Terminal, RO Desalination Plant, Solar Electric Plant on Ship,
Parjatan City would be 45 Billion US Dollar. Moreover, The cosmopolitan group has
agreed on launching latest telecommunication service in collaboration with Rashid Al-
Hadi General Trading LLC for a cost of $ 2 Billion US Dollar.

On 20th January, 2017 a meeting was held once again among its distinguished members
and on the meeting it was stated that the chairman of Asir Hi Tech International Group,
Dr. Yasin S. Indarkiri and the representatives of Dubai Based Company Rashid Al-Hadi
General Trading L.L.C along with Mr. Mobin Ahmed Khan will come to Dhaka to open
up a Temporary Foreign Account to facilitate its service.
Mr. Nur Nabi Bhuiya further said, the so called project Refinery along with Allied
projects and Telecommunication company creates huge interest among people as well as
investors across the country.

On February 2nd, 2017 the Opening of a Temporary Bank Account was inaugurated in
Hotel Sonargaon and hailing the signing of the deal all the members of the group gave
their valuable insights.

The members of Cosmopolitan group commemorated this huge achievement together and
promised to work in synergy for upcoming challenges with the philosophy in mind
