OBJECTIVES
This course provides an understanding of the theory and practical aspects of
Integrated Safety Management Systems (ISMS). Participants will acquire the
knowledge and skills to facilitate the design, implementation and maintenance
of an operationally effective ISMS to meet the standards prescribed in ICAO
Annexes 6 (Operation of Aircraft), 11 (Air Traffic Services) and 14
(Aerodromes).

KEY INSTRUCTORS
Dr Rob Lee is an international consultant on human factors, systems safety,
and accident/incident investigation. In addition to aviation, he works in other

transport modes, and in high technology industries including nuclear power


and healthcare. He was formerly the Director of the Australian Bureau of Air
Safety Investigation (BASI). Under Dr Lee's direction, BASI became a leading
international agency in pioneering the application of advanced human factors
and systems safety concepts to air safety investigation and proactive accident
prevention, working in partnership with the domestic and international aviation
industry. Dr Lee is a Group Captain in the Health Services Wing of the Royal
Australian Air Force (RAAF) Specialist Reserve in which capacity he is a
consultant on aviation psychology, human factors, systems safety and air
safety investigation to the Australian Defence Force (ADF).

Besides presenting on the SAA ISMS course, Dr Lee lectures on human


performance, accident investigation and systems safety on ADF training
courses, and on the European Association for Aviation Psychology course on
human factors in flight safety and accident investigation at the SAS Flight
Academy in Stockholm, Sweden.

Dr Lee is co-author with Reason, Maurino, and Johnston, of the book Beyond
Aviation Human Factors (1995). He is an associate editor of the international
journal 'Human Factors and Aerospace Safety'. In 1989, he won the
HenryWigram Award of the New Zealand Division of the Royal Aeronautical
Society.In November 2000, Dr Lee was awarded the prestigious Aviation
Human Factors Achievement Award by the Australian Aviation Psychology
Association.

Professor Patrick Hudson is with the Centre for Safety Research, Leiden
University, Netherlands. In addition to his extensive academic research and
teaching activities, he has been running Shell International's external research
programme on human and organisational error in the oil and gas industry since
1987. He was involved in the design and development of Shell's ISMS and
human factors programmes.

Prof Hudson is a leading international expert in the field of safety sulture within
high technology organisations and has prioneered the development of
innovative safety culture programmes in such industries. He is a member of
ICAO's Human Factors Awareness Group and the Joint Aviation Authorities
Human Factors Steering Group. His other involvements in aviation
have included working with companies such as Ansett Australia, British
Airways, Cathay Pacific, Shell Aircraft, KLM Helicopters, Swissair and the
Singapore Airlines Engineering Company. He also worked with the Australian
Civil Aviation Safety Authority in the development of its education and training
programmes for safety management systems.

GUEST SPEAKERS
Mr Chow Hock Lin started SIA Engineering Company's (SIAEC) Human
Factors and Error Management programme in 1997 with Professor James
Reason and has since presented numerous technical papers in both regional
and international Human Factors and Safety conferences. Mr Chow also formed
SIAEC's Safety Department in 2001 and was instrumental in setting up a
comprehensive Safety Management System which was subsequently certified.
His present responsibilities include industrial safety, occupational health and
security for 4500 employees.

Other industry experts will be invited to complement the sessions.
