Against: Bureaucracy

Large number of people working together create organisation. With the system of
bureaucracy, we able to administrate large number of people to run in the most effective
way. Some might think bureaucracy is the efficient way to control number of people.
However, I believe that bureaucracy is not smart logical system to use in organisation.

Initially, bureaucracy is complicate and slow. In the method of bureaucracy, there


are many steps, procedures, and rules, which make things very complicate. For example,
in order to make a decision in organisation with bureaucracy system, they have to pass
through many steps and many working position to achieve just one decision. Such as, in a
company that use the bureaucracy, they have to waste time on several steps and
procedures, that will led to the delay of time to making decision. In some case, even
thought the decision have passed though many steps but it against the rule or against the
idea of the people in higher position, the decision will have to throw away. Moreover, the
characteristic of bureaucracy are involves to rules and procedures with in my opinion is not
go along with the system in organisation. According to Mertons idea toward bureaucracy,
adherence on written rules does not allow judgement in making decisions or seeking more
creative solution. On the other hand, the organisation need to have many creative solution
to solve the problem inside the organisation.

Secondly, inefficient bureaucracy distort the purpose of the organisation. In


bureaucracy system rule and procedures are very important, but it also make the
organisation inefficient because rule become more important than organisation goals.
According to Mertons idea of dysfunctions bureaucracy. He say that bureaucracy is
adherence to the rules that will lead to the displacement of goals whereby an instrumental
value becomes a terminal value. In this state, Merton means that rule become more
important than the purpose of the organisation. For example, Avenger work to keep peace
but with the treaty that they have sign, they cant do thing that they think its right. If UN not
approve them. In order to make it clearly, Avenger have goals to keep peace of the world
and to make the world become a better place. However, the purpose of this treaty is to
block any action of Avenger to helping the world.

In the fact that some people might think that bureaucracy make the organisation
effective and precision, according to many rule and procedure. That cause this
characteristic become the strong point of bureaucracy. However, its also has some
drawback. To begin with unequally inside the organisation. In point, that bureaucracy has a
characteristic of hierarchy, with mean that employee that work in the low position with
receive lower amount salary while higher position will receive higher amount of salary. In
some case, higher position will work lesser than lower position and spend much of their
time ordering people under their command. Even though, lower position employee has to
work twice as hard as their boss, but they still get lower salary than the employer. In
addition, they also have limit of rights to give opinion. As a result, this hierarchy logical is to
be able to dominance and keep the organisation proceed.

In the conclusion, bureaucracy is the source of inefficiency, that retard the


successful of the organisation. Its characteristic also cause dysfunction, due to its
complicated methods and distorted the opportunity of people.
