Bhubaneshwarhasmultipleagenciescateringtodifferentaspectsoftransportationplanning,development,execution,managementand
regulations.Inadditionthetransportationsystemandadministrationofthecityisinterlinkedwithimmediatelyadjoiningmunicipalitiesof
Cuttack,Khurda,JatniandPuriaswell.Hence,theneedforanintegratedandholisticapproachtowardaddressingtransportation
issuesinthelargerurbanregionisrequired.Thecityrecognizestheneedforastronginstitutionalmechanismthroughwhichthecity
canexecuteallthestrategiclongtermplanswithrespecttotransportationinacoordinatedmanner,withinthecity,aswellasthelarger
region.
WhilearegionallevelUMTAwassetupforBhubaneswarPuriareain2009,itisnotcurrentlyfunctional.TheGovernmentofOdisha
nowintendstorevisitthedesignandstructureoftheexistingUMTAforBhubaneswarandoperationalizeitdealwithitsincreasing
urbantransportneedsandchallenges.Forthispurpose,itintendstoengageconsultancyservicesforprovidinghandholdingsupportin
reviewinganddevelopingaframeworkforsettingupUMTAforBhubaneswar.Thetasksofthisconsultancyassignmentwillbelimited
topreoperationalactivitiesrelatedtotheestablishmentofUMTAandwillnotincludetheprocessofsettinguptheUMTAitself.

Keytasksinvolvedwouldbeasfollows
Reviewofcurrentstatusoftransportationsystem,keystakeholdersandorganizationandexistingUMTAinthecity
IdentificationofNodalAgencyforUMTA
EvaluatedifferentoptionsforoperationalizingandstructuringUMTAandrecommendthemostsuitableoption
DevelopmentofUMTAstructureandfinalizingitsoperationsdocumentsbasedonstakeholdersinputs

FUNDINGSOURCETheWorldBankGroupintendstofinancetheassignment/servicesdescribedbelowunderthefollowing:EU
IndiaCooperationonCleanTechnologiesandEnergyEfficienciesforEcoCitiesTrustFund.

ELIGIBILITYEligibilityrestrictionsapply:Thefirmshallhavetheexpertiseinthefieldofadvisoryforurbantransportplanningand
institutionaldevelopment.Theapplicantmustalsopresentcredentialsofkeyresourceswithrelevantandrequisiteexperiencefor
executingtheproject.Thefocusshallbeonthequalityoftheteamproposedfortheassignmentandtheapproachandmethodology
beingproposedforexecutingtheassignment.

INDIVIDUAL/FIRMPROFILETheconsultantwillbeafirm.

SUBMISSIONREQUIREMENTSTheWorldBankGroupnowinviteseligiblefirmstoindicatetheirinterestinprovidingtheservices.
Interestedfirmsmustprovideinformationindicatingthattheyarequalifiedtoperformtheservices(brochures,descriptionofsimilar
assignments,experienceinsimilarconditions,availabilityofappropriateskillsamongstaff,etc.forfirmsCVandcoverletterfor
individuals).Pleasenotethatthetotalsizeofallattachmentsshouldbelessthan5MB.Consultantsmayassociatetoenhancetheir

NOTESFollowingthisinvitationforExpressionofInterest,ashortlistofqualifiedfirmswillbeformallyinvitedtosubmitproposals.
Shortlistingandselectionwillbesubjecttotheavailabilityoffunding.Onlythosefirmswhichhavebeenshortlistedwillreceive
notification.Nodebriefwillbeprovidedtofirmswhichhavenotbeenshortlisted.
