The SOUTHERN LEYTE STATE UNIVERSITY-HINUNANGAN CAMPUS , through its Bids and Awards
Committee (BAC), invites suppliers/manufacturers/distributors/contractors to apply for eligibility and to bid
for the hereunder project:

Name of Project : Construction of Food Processing Laboratory

Location : SLSU-Hinunangan Campus, Hinunangan, Southern Leyte
ABC : P 3,000,000.00
Contract Duration : 120 Calendar Days

Prospective bidders should have an experience of having completed within five (5) years from the
submission of bids, a single contract that is similar to this Project, equivalent to at least fifty percent (50%) of
the approved budget for the contract adjusted to current prices using the National Statistics Office consumer
price index. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-
discretionary pass/fail criterion. Post-qualification of the lowest calculated and most responsive bid shall be
conducted.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-
Bidding Conference(s), Evaluation of Bids, Post-Qualification, Award of Contract and Notice to Proceed shall
be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR)

The BAC will issue Bidding Documents upon payment of a non-refundable amount of Five Thousand
Pesos Only (P 5,000.00) at the SLSU-Hinunangan Cashiers Office, Hinunangan, Southern Leyte.

Submission of Letter of Intent (LOI) is per package and should bring the following: Original and photocopy
of PCAB License and Certificate of Phil-GEPS Registration. Upon submission of Letter of Intent (LOI) the
Southern Leyte State University-Hinunangan assumes no responsibility whatsoever to compensate or
indemnify bidders for any expenses incurred in the preparation of the bid. Moreover, the Southern Leyte
State University-Hinunangan reserves the right to reject any or all bid proposal at any time prior to contract
award, waive any formality in the bid requirements, declare the bidding a failure, or award the contract to
the bidder whose offer is the most responsive, lowest calculated bid, and most advantageous to the
government.

1. The SOUTHERN LEYTE STATE UNIVERSITY-HINUNANGAN, through the General

Appropriation Act (GAA 2017) intends to apply the sum of Three Million Pesos only (P
3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the
contract for CONSTRUCTION OF FOOD PROCESSING LABOROATORY
Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The SOUTHERN LEYTE STATE UNIVERSITY-HINUNANGAN now invites bids for

the CONSTRUCTION OF FOOD PROCESSING LABORATORY Completion of the
Works is required One Hundred Twenty (120) calendar days upon receipt of Notice to
Proceed. Bidders should have completed a contract similar to the Project. The description
of an eligible bidder is contained in the Bidding Documents, particularly, in Bidders
Bidding will be conducted through open competitive bidding procedures using non-
discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and
Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Government
Procurement Reform Act.

3. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships

or organizations with at least seventy five percent (75%) interest or outstanding capital
stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from SOUTHERN LEYTE STATE
UNIVERSITYHINUNANGAN AND inspect the Bidding Documents at the address given below
from 8:00 A.M. - 5:00P.M.

5. A complete set of Bidding Documents may be acquired by interested bidders on March 20-
May 9, 2017 and upon payment of the applicable fee for the Bidding Documents, pursuant to the
latest Guidelines issued by the GPPB, in the amount of P5,000.00

6. The SOUTHERN LEYTE STATE UNIVERSITY-HINUNANGAN will hold a Pre-Bid

Conference on April 27, 2017 at 1:30 in the afternoon at the Accreditation Center of the campus
which shall be open only to all prospective bidders who have purchased the Bidding Documents.

7. Bids must be duly received by the BAC Secretariat at the address below on or before May
9, 2017 at 1:00 p.m. PST. All bids must be accompanied by a bid security in any of the acceptable
forms and in the amount stated in ITB Clause Error: Reference source not found.
 Bid opening shall be on May 9, 2017 at 1:30 in the afternoon at Accreditation Center of
SLSU-Hinunangan , Hinunangan, Southern Leyte. Bids will be opened in the presence
of the bidders representatives who choose to attend at the address below. Late bids shall
not be accepted.

9. The SOUTHERN LEYTE STATE UNIVERSITY-HINUNANGAN reserves the right to

reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to
contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring
any liability to the affected bidder or bidders.
