FIRST RECORD LABEL TO USE PEFC ON ITS SLEEVE

The album packaging was produced by
London-based company, Clear Sound &
Vision Ltd. Formed in 1997, the company
has worked predominantly within the
music and film industries; managing and
providing solutions for manufacturing of
CDs, CD ROMs, DVDs, vinyl pressings and
associated print, packaging and design.

In recent years however, the company has
seen its client base extend both in and
outside of the entertainment business;
their client list now includes blue chip
companies such as Sony Music, EMI,
Warner Music, O2 and Barclays.
A major part of CSV’s business is the
provision of bespoke packaging solutions,
the company has always been keen to
demonstrate its strong commitment to
using environmentally-friendly products.
CSV’s Clive Robins explained “We take
our commitment to responsible packaging
very seriously and gained PEFC and Forest
Stewardship Council (FSC) chain of
custody certification to provide assurances
to our customers. We are proud to
demonstrate our support for responsible
forest management by including both the
PEFC and FSC logos on our packaging.
These accreditations are valuable to both
our business and our customers and it is
something we actively promote”.
In May, Hargreaves Lock Gates
announced that it had achieved
dual chain of custody certification
for both PEFC and FSC.
The Yorkshire-based company designs,
manufactures and installs canal lock
gates in either timber or timber and steel
composite.
The company also includes lock furniture,
footbridges and tidal doors in its product
portfolio; providing a bespoke service to
specifiers, clients and contractors.
As a major timber user, the company is
naturally keen to provide its clients with
assurances of sustainable sourcing.
Hargreaves’ Nigel Lord said that as a
company committed to sourcing from
responsibly-managed forests, they were
proud to demonstrate their support
for sustainable forest management by
providing their customers with assurances
that their raw material could be traced back
to forests certified to a credible certification
standard such as PEFC’s. Hargreaves joins
a global community of more than 8,000
companies which have now achieved PEFC
chain of custody certification.

IN TOUCH WITH TIMBER 2010
In May, PEFC UK was one of the twenty
five sponsors that participated in TRADA
Technology’s one-day continuous
professional development seminar; In
Touch with Timber 2010. The conference,
which was held at The Queen Elizabeth II
Conference Centre in London, aimed to
inspire construction industry professionals
to make the most of timber. This year’s
theme was ‘Innovations with Timber’ and
focused on timber’s unique structural and
aesthetic qualities.

certified timber at In Touch with Timber,
we were also promoting the benefits of
PEFC-certified paper at IPEX 2010 which
was billed as “the largest English-speaking
global technology event for print, publishing
and media”. Despite BA strikes and the
uncertain economic climate, more than
50,000 visitors from 135 countries made
their way to the NEC for the seven-day
show which is held once every four years,
with almost half of those attending coming
from outside the UK

PEFC team were kept busy engaging
with a steady stream of visitors from the
print and publishing sectors who were

event – Timber Expo which will be held
at the Ricoh Centre in Coventry on
27-28 September. PEFC has already

CPET UPDATE
In June, the Central Point of Expertise
on Timber (CPET) announced that
due to a high number of stakeholder
responses during the recent public
consultation, the review of forest
certification schemes approved as
“Category A evidence” for UK public
procurement has been delayed.
The two global forest certification
schemes approved as ‘Category A
evidence’, PEFC and FSC, are reviewed
biennially by CPET to ensure that
they continue to provide evidence of
compliance with the UK Government’s
timber procurement policy.
The CPET Technical Panel met in
mid-May to assess the documentation
collated by CPET with support from
FSC and PEFC and to provide the final
scoring against each criterion. As a part
of the review of certification schemes,
evidence of non-compliance submitted
by stakeholders is also considered and
CPET invited stakeholders to provide
evidence of non-compliance by PEFC,
FSC and their national schemes.
The consultation period ended in May
and CPET received a high number
of stakeholder responses, especially
related to the new criteria. The Technical
Panel will therefore meet again in
September to finalise the scoring. CPET
expects to have the result of the 2010
Category A review in October.
 REPORT FROM PEFC’S 9TH AGM
Earlier this month, PEFC UK held
its ninth AGM. Chairman, Peter
Latham commented that while it
was only PEFC’s ninth AGM, the
company was actually celebrating
its 10th anniversary as PEFC was
established in the UK in 2000.
Paying tribute to Len Yull who was
responsible for PEFC UK’s presence
in the UK, Peter remarked that over
the past 10 years the organisation
had gone from strength to strength.
Although it’s difficult for an organisation
such as PEFC to measure its progress;
one of the key metrics we use is the
CHAIN OF CUSTODY STANDARD REVISIONS
The PEFC change of custody standard (Annex4)
was last revised in 2005 and the five year
revision process is now well underway. Although
the main part of the standard was sent out for
public consultation earlier in the year, a new
section on social issues has now been released
as part of that process. The consultation period
closes on 23rd July.
Although social issues already exist in the Forest
Management Standard, including these issues
in the chain of custody process is a little more
controversial. The inclusion of health, safety and
labour requirements as part of the PEFC chain
of custody has been discussed since 2000 and
is now likely to be included in the new standard.
OTHER STANDARDS CURRENTLY BEING REVIEWED
Other standards that have recently been
reviewed are the Forest Management Standard
PEFC ST 1003: 200X - Requirements for
Sustainable Forest Management Standards,
which will replace Annex 3. The standard is likely
to be split into two covering in Part 1 Temperate,
boreal and plantation forests and Part 2 Tropical
forests. Both establish the environmental,
social, and economic requirements that forest
management must comply with to ensure the
sustainable use of forest resources.
PEFC ST 1001: 200X Standard Setting
Requirements, is also being developed and sets
out the requirements that standard setting
bodies and the standard setting process must
growth in chain of custody numbers. With
1300 certificates, PEFC UK now has the
second highest number of chain of custody
certificates within the international PEFC
family; 20% of the global total. France
currently leads the medals table but we are
chasing them hard to claim the number one
spot. PEFC UK also said farewell to two of
its longest standing Board members at the

The current draft includes social requirements
based on the core ILO (International labour
Organisation) Conventions but there should
be no concerns for UK companies already
complying with current legislation.
It’s worth remembering that these standards are
global and may therefore have a greater impact
in other parts of the world.
The draft is based on the following
leading principles:
a) Requirements are mandatory for all chain
of custody holders to avoid any form of
discrimination amongst companies operating in
different geographical regions
comply with in the development and revision of
forest management and scheme specific chain
of custody standards. This standard will replace
Annex 2.
The final standard being developed is PEFC
ST 1002: 200X Group Forest Management
Certification – Requirements. This defines the
requirements for group certification under a
forest certification scheme. Group certification
allows the certification of multiple forest
holdings under one certificate, a concept that is
considered the most effective option for small
family- and community-owned forests to obtain
certification
meeting; Geoff Skinner and William
Walker. Both retired from the Board
after five years of loyal service to the
organisation. To mark the occasion, they
were each presented with a beautifully
made miniature brandy cask made
from PEFC certified French oak and of
course, with something appropriate to fill
them with.
b) Requirements are based on the fundamental
ILO Conventions as the internationally
recognised “norms” for securing labour issues.
c) Requirements are a combination of policy and
performance requirements, while evidence on
compliance with them can vary, e.g. on the legal
framework in which the company operates or its
size. A recognised means of demonstrating the
compliance will further be developed as a part of
the PEFC Council guidance document.
It is hoped that the new standard will be
published in early 2011, but in the interim,
comments are requested on the current

The new chain of custody standard will also be
supported by a guidance document for the first
time.
