The Infrastructure Concession Regulatory Commission (ICRC) in accordance with its 2005 enabling Act and the National Public-Private
Partnership (PPP) Policy is responsible for concession of public infrastructure in Nigeria. The Federal Government of Nigeria (FGN) through
the Federal Ministry of Finance (FMF) has received an International Development Association (IDA) credit and intends to utilize part of the
proceeds of the credit to concession major infrastructure in the country. In this connection, the ICRC in collaboration with the National Inland
Waterways Authority (NIWA) has proposed to engage the services of a reputable firm/consortium of consultants to carry out Outline Business
Case (OBC) for the concession of Onitsha River Port, Onitsha, Anambra State, Nigeria.
The objective of the assignment is to give detailed, comprehensive and quality support to the ICRC, NIWA and Federal Ministry of Transport
(FMOT) in the development of OBC for the concession of Onitsha River Port, Onitsha. The primary objectives of the advisory services are to:
The World Banks No Objection for the Terms of Reference (ToR) and advertisement of Expression of Interests (EOIs) was received on the 1st
of September 2011. Advertisements inviting prospective Consultants to express their interests for the development of Outline Business Case
(OBC) were placed in local newspapers (Punch and Thisday, of 17th November, 2011 editions respectively) as well as the United Nations dg
market. At the expiry date for the receipt of EOIs on 7th December, 2011, thirteen (13) EOIs were received.

EVALUATION COMMITTEE
In line with the World Banks guideline for the selection of consultant advisory services, an Evaluation Committee of five (5) members was
constituted comprising representatives of NIWA, ICRC and FMOT on 7th December, 2011. The members of the Evaluation Team comprised the
following:

EVALUATION OF EXPRESSIONS OF INTEREST
The Evaluation Criteria including the definition of grades were developed by the ICRC PPP. The evaluation criteria with the grades were
considered, amended by the Evaluation Committee as appropriate and adopted at a meeting of the Committee held at the Tourist Garden Hotel,
Asaba, Delta State, on Wednesday, 14th December, 2011. Evaluation of the EOIs commenced after the Committee had adopted the evaluation
criteria and grades on Wednesday, 14th December, 2011 at the Tourist Garden Hotel, Asaba, Delta State and was completed on Friday, 16th
December, 2011. Table A below summarizes the score and ranking of each firm. Table B states the strengths and weaknesses of firms in
relation to the assignment.

NEXT STEPS
The RFPs were sent out on the 21st February 2012 to the above listed companies and the deadline
for submission of the RFPs has been slated for 22nd March, 2012. Consequently the evaluation
of the RFPs is expected to commence on March 26th 2012 in Asaba Delta state and should last
one week.
